    Debates in the Canadian House of Commons in the last two decades of the nineteenth century revealed persistent differences between the Conservatives and the Liberals over federal Indian education policy and the administration of industrial schools. Until their defeat in 1896, the Conservatives supported a denominational industrial school system and a policy of rapid assimilation. The Liberals generally opposed denominational schools and believed the industrial school system was too costly and was not leading to rapid assimilation. After gaining power, the Liberals stopped construction of industrial schools in favour of boarding and day schools, but denominational influence remained strong. The Conservative emphasis on assimilation was replaced by measures that supported reserve-based segregation as earlier hopes for rapid assimilation diminished. Despite policy differences, neither the Conservatives nor the Liberals held Aboriginal cultures in high regard, and debates regarding the means and intent of Indian education played out against well-known, high mortality rates and often abysmal conditions in the schools.   • "But Will It Last?": Marital Instability Among Interracial and Same-Race Couples*

    The literature on interracial families has examined social stigmas attached to interracial relationships but has not thoroughly documented whether crossing racial boundaries increases the risk of divorce. Using the 2002 National Survey of Family Growth (Cycle VI), we compare the likelihood of divorce for interracial couples to that of same-race couples. Comparisons across marriage cohorts reveal that, overall, interracial couples have higher rates of divorce, particularly for those marrying during the late-1980s. We also find race and gender variation. Compared to White/White couples, White female/Black male, and White female/Asian male marriages were more prone to divorce; meanwhile, those involving non-White females and White males and Hispanics and non-Hispanic persons had similar or lower risks of divorce.     In fact, it can often get Cooper and other black women into trouble in the white public sphere, particularly in the South, where, she remarks, they are frequently treated more as "whipped" dogs than as human beings.12 She reminds her readers that for insisting on remaining in their seats (rather than move to the Jim Crow car once the train crosses the Mason-Dixon line), black women have been "forcibly" thrown off of trains and have suffered "instances of personal violence," including torn clothing and physical harm.13 Thus Cooper writes from a position of plurality and claims her right to fully occupy and represent the categories of race, gender, and region while documenting how she and other black women are repeatedly harassed and punished for doing so. [...] just because one is a man, Cooper argues, does not mean that one necessarily has the best interests of the race in mind: she points to the fact that black women in the South are a largely unrecognized political force who do not advocate assimilation, race disloyalty, or voting away hard-earned rights (while some black men apparently do).14 Moreover, she finds that the fundamental enmeshment of race and gender politics is too often ignored by black men, leaving the colored woman ... hampered and shamed by a less liberal sentiment and a more conservative attitude on the part of those for whose opinion she cares most.

    A descriptive phenomenological study was conducted with six adolescent fathers of Mexican origin on juvenile probation for a variety of serious offenses. All participants successfully completed a parenting program designed especially for teen fathers. In a series of consecutive in-depth interviews, teen fathers were asked to discuss their experiences as fathers. Four phenomena were identified from the data: (a) not giving up and deciding to be a dad, (b) figuring out my relationships after becoming a father, (c) wanting to be a good father, and (d) wanting to be Brown and a father. Findings challenge negative stereotypes associated with Mexican-origin teen fathers engaged in delinquent behaviors and describe the ways in which fatherhood became an important positive motivator in the lives of participants.     INTRODUCTION In this article I will analyze modern African states' development from the onset of colonialism to the present to understand why these states' attempts at implementing policies that improve the dire conditions that face the majority of their populations (lack of health facilities, infrastructure, food security, peace and an economic self-sufficiency) are unsuccessful. In the popular meaning of exploitation, Africa suffers acutely from exploitation: every packet of cheap Kenyan tea sold in New York, every overpriced tractor exported to Nigeria, every dollar of interest on ill-conceived and negligently supervised loans to African governments (interest that accrues to Western banks)-not to mention every diamond illegally purchased from warlords in Sierra Leone or Angola-benefits people in the West at the expense of Africa's impoverished populations20 Unless the state is reconstituted African countries will continue to be both exploited and marginalized in a capitalist economy which continues to dehumanize Africans under the veil of "civilization." Politically, the colonial state's inheritance was characterized by a tradition of autocracy, an absence of nationalist ideology, and a total lack of democratic values and institutions.
