    These are many of the same missteps that the City Fathers in Los Angeles made in late 1924 and early 1925, when a bubonic plague outbreak occurred in the Macy Street neighborhood, just blocks away from City Hall. That story has been told in-depth for the first time in Frank Feldinger’s book A SLIGHT EPIDEMIC: The Government Cover-Up of Black Plague in Los Angeles. Feldinger says, “It’s shocking, really. The decades go by, but the mechanics of panic remain the same.” Feldinger elaborates on the parallels between the 1920s plague outbreak and the 2009 Swine Flu panic: 1. Governments ignore public health risks. Swine flu has been circulating in livestock populations for decades. And there have been at least two other outbreaks in the last decade. Public health agencies have warned about its dangers. Likewise, in the 1920s, local officials in Los Angeles knew that rats and other rodents were carrying plague in the city. Both then and now, health officials bowed to political pressure to keep quiet about the risks. 2. Governments react slowly in the first stages of an outbreak. During the Black Plague outbreak in L.A., officials knew about the problem within a few days of the first deaths. But they didn’t make any public announcement for almost two weeks. A SLIGHT EPIDEMIC shows that, as a result, an outbreak that could have been contained within a few houses spread through a whole neighborhood. This month, health officials in Mexico were slow to respond to early reports of Swine flu—which allowed it to travel north and south…and then to various points around the globe. 3. Media reacts—breathlessly—and officials cave to pressure…or fear of pressure. The recent media response to the Swine flu outbreak has been exaggerated—with talk of “pandemic” and “plague” (in fact, it is neither).
