Can Human Resources Metrics be strategic? This is the premise which this working paper investigates. Written by Professor John Boudreau and Peter Ramstad of Cornell University, this paper is builds on the earlier papers and studies of the two. An organization is only as strong as the people who are within it – that much is obvious but what Boudreau and Ramstad do is to quantify and qualify this relationship. While a link is there, variables affect the strength of it. Variables such as the size of the workforce – an entity with a staff of five will have a completely different dynamic to one which has a staff of 4,000 spread across a number of countries. Boudreau has also done work for the Center for Effective Organizations and is known as an expert in this field.
