High Hedges make for delicate situations. Who is responsible for them? Is it the tenant, the landlord or is it the council? It's best to know where everyone stands so as to defuse any potential explosive situations. Sometimes the problem is that sometimes a person wants them cut and sometimes it's that they don't want it cut so the scenario can change according to the circumstances. The council tries to act an independent adjudicator but sometimes they get embroiled into the case which only makes it murkier. Regardless of the scenario or circumstances its advisable to document all steps of the way so if it ever gets that far you have a true account of what actually happened. The council wants people to go through proper channels as opposed to taking matters into their own hands. They want people to make formal complaints and they want the right people to make them.
