CITY COUNCIL MEETING AGENDA
Notice is hereby given of a meeting of the City Council of Missouri City to be held on
Monday, May 2, 2011, at 7:00 p.m. at: City Hall, Council Chamber, 2nd Floor, 1522 Texas Parkway,
Missouri City, Texas, for the purpose of considering the following agenda items. All agenda items are
subject to action. The City Council reserves the right to meet in a closed session on any agenda item
should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas
Government Code.
1. ROLL CALL
2. PLEDGE OF ALLEGIANCE – The Pledge of Allegiance will be led by the Clements High School
NJROTC.
3. PRESENTATIONS AND RECOGNITIONS
(a) Proclaim the month of May as “Motorcycle Safety Awareness” month in Missouri City,
Texas.
(b) Proclaim the month of May as “Older Americans” month in the City of Missouri City,
Texas.
(c) Proclaim the week of May 1 - May 7, 2011, as “Public Service Recognition Week” in
Missouri City, Texas.
(d) Proclaim the week of May 15 – May 21, 2011, as “National Public Works Week” in
Missouri City, Texas.
(e) Proclaim the week of May 15 – May 21, 2011, as “National Police Week” and May 18,
2011, as “Peace Officers’ Memorial Day” in Missouri City, Texas.
4. PUBLIC COMMENTS – An opportunity for the public to address Council on agenda items or
concerns not on the agenda.
5. STAFF REPORTS – There are no Staff Reports on this agenda.
6. CONSENT AGENDA – All consent agenda items listed are considered routine by the City Council
and will be enacted by one motion. There will be no separate discussion of these items unless a
Councilmember so requests; in which event, the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda. Information concerning consent agenda items is
available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of
April 18, 2011.
(b) Consider accepting the Quarterly Investment Report for period ending March 31, 2011.

(c) Consider authorizing the execution of a change order for the Steep Bank Flat Bank
Wastewater Plant Service Area Interim Improvement Plan.
(d) Consider approving the FY 2011 Community Development Block Grant Action Plan.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to Section
4, Definitions, Section 7, Use Districts, and Section 9, Supplementary District
Regulations, of Appendix A of the City of Missouri City Zoning Ordinance; providing
rules and regulations relating to the outside placement of materials, merchandise,
equipment and sales and services; repealing all other ordinances or parts of
ordinances in conflict herewith; providing a penalty; providing for severability;
providing an effective date; and to consider the ordinance on the first of two
readings.
(2) Public hearing to receive comments for or against proposed amendments to Section
4, Definitions, and Section 7, Use Districts, of Appendix A of the City of Missouri City
Zoning Ordinance; providing rules and regulations relating to water and wastewater
treatment and disposal systems; prohibiting the use of private, onsite water and
wastewater treatment and disposal systems (private utilities) in the City of Missouri
City except in certain areas of R rural single-family residential and R-1 single-family
residential districts; repealing all other ordinances or parts of ordinances in conflict
herewith; providing a penalty; providing for severability; and to consider the
ordinance on the first of two readings.
(b) Public Hearings and related actions – There are no Public Hearings and related actions
on this agenda.
8. APPOINTMENTS
(a) Consider the reappointment of directors of the Board of Directors of the Sienna
Plantation Management District.
9. AUTHORIZATIONS
(a) Consider authorizing the Interlocal Agreement for Regional Road Improvements by and
among the Fort Bend County Toll Road Authority, the Sienna Plantation Management
District and the City of Missouri City.
(b) Consider authorizing the City Manager to execute a change order for the engineering
services of the surface water treatment plant.
(c) Consider authorizing the waiver of penalty and interest on tax account number
4050-03-006-0140-907.
(d) Consider authorizing the waiver of penalty and interest on tax account number
4000-02-009-0110-907.
(e) Consider authorizing the naming of a public street in Buffalo Run Park.

10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 18,
Businesses, of the Missouri City Code; adopting rules and regulations prohibiting
a person who does not hold a required state license from establishing or
operating an assisted living facility in the city; adopting rules and regulations
providing for the emergency closure of certain assisted living facilities; providing for
repeal; providing a penalty; providing for severability; and to consider the ordinance
on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 86,
Utilities, of the Missouri City Code; amending rules and regulations relating to the
installation of septic tanks; repealing all other ordinances or parts of ordinances in
conflict herewith; providing for severability; and to consider the ordinance on the first
of two readings.
11. RESOLUTIONS – There are no Resolutions on this agenda.

13. CLOSED EXECUTIVE SESSION
The City Council may go into Executive Session regarding any item posted on the Agenda as
authorized by Chapter 551 of the Texas Government Code.
14. RECONVENE into Regular Session and Consider Action, if any, on items discussed in Executive
Session.
