Who We Are: MISSION
● Engage in collaborative programs with government and industry to increase
regional delivery of technical capability to enhance defense and
homeland security environment in Hampton Roads.
● Increase local, national and international awareness of the Hampton Roads’
defense and security capabilities.

Who We Are: VISION & VALUES
Participating companies, sponsoring regional DEDs and individual volunteers
participate in regional activities without duplicating or competing with other
existing organizations. DHSC is made up of volunteer representatives from
Hampton Roads businesses as well as organizations involved in economic,
educational and workforce development. (Started 2004)
2007: DHSC merged with the Hampton Road Technology Council to move
forward in a more regional capacity by leveraging the existing infrastructure of
HRTC, especially with respect to the connection with the existing communities of
interest such as sensors and modeling simulation.

● A nerve center for a substantial combination of federal activities and military
command organizations, both logistical and operational.
● A flourishing commercial and industrial base providing direct support to
these activities and commands and to other organizations world-wide.
● A networking environment ripe for future business opportunities, supported by
several innovative regional cooperative organizations.
● An educational and workforce training establishment exceeding the needs of
defense and homeland security businesses.
● A nationally and internationally recognized region for defense and homeland
security businesses, south of the Pentagon, and a concentration second only to
the Washington DC metropolitan area.
● A home to significant shipbuilding and repair capability and to vast capabilities in
IT, systems integration, engineering and technical solutions, training and a wide
variety of other high technology services and products, including robotics and
modeling and simulation (MODSIM).
● Many businesses which are a major source of systems integration, analysis,
innovation, solutions and services across multiple disciplines.
What We Do / Goals & Objectives
Improve the business environment,
● Developing a defense and homeland security incubator or innovation center;
● Creating a program to encourage wider use of the federal mentor-protégé
programs in HR;
● Improving the visibility of local job opportunities available to retiring and exiting
military and civil service.
● Coordinate Hampton Roads educational and workforce training providers to meet
the workforce needs of the defense and homeland security fullfillment
requirements.
What We Do / Goals & Objectives
DHSC Mentor Protégé Program
The federal government has a Mentor–Protégé Program to help small
businesses grow into successful contractors. The Mentor-Protégé Program
is designed to provide incentives for Prime Contractors to assist Small
Disadvantaged business (SDB), Woman-owned (WO), Hub Zone (HZ) and
Service Disabled Veteran Owned (SDVO) businesses to enhance their
business and technical capabilities and to increase their participation as
subcontractors and suppliers.
Only three companies are currently protégés under this program in Hampton
Roads. Based on the size of our local industry, we would expect to see higher
participation. The Hampton Roads Defense and Homeland Security-Mentor
Protégé Program has established a goal to add two additional protégés over
the next year.

Create a networking environment for quality
delivery of business capabilities
● Develop a calendar encompassing all professional events
throughout the region.
DHSC’s website, PentagonSouth.org, serves as a portal for information
and connections. Providing contacts for over 50 organizations,
“~ Be Aware ~ Be Active ~ Be a Volunteer ~”.
What We Do / Goals & Objectives
Coordinate Hampton Roads educational and workforce
training providers to meet the workforce needs of the
defense and homeland security businesses
● Survey companies for skill sets needed, esp. for entry-level employees and
involving all levels of Hampton Roads education resources (public and private);
● Continue "Navigating Business with the Federal Government" seminar series
with expansion to other HR cities;
● Team with industry to create internships and apprentice programs;
● Develop awareness of training programs available from local educational
institutions.
What We Do / Goals & Objectives
"Navigating Business with the Federal Government" Seminar Series
offered by Tidewater Community College (TCC) is the first initiative of DHSC.
It continues to bring senior executives from successful local companies to share
their experience on what made them, and their companies, achieve their
success.
Business acquisition is covered through strategic planning, marketing, proposal
development and working as subcontractor to prime contractors. Business
execution covers program management, contract administration, contract and
financial accounting and personnel management.
In its fourth year, the seminar is designed for those transitioning out of the
military, starting their own business, expanding into the defense or homeland
security sectors, seeking employment in the industry or desiring to acquire a
broad understanding of each functional area of the business environment.
