					    SUBMISSION PROCEDURE FOR A DEVELOPMENT COOPERATION PROJECT
      AND IMPLEMENTATION PROCEDURE FOR A PARTNERSHIP WITH THE
                PRINCIPALITY OF MONACO’S GOVERNMENT


    A. INTRODUCTION

This procedure is for public and inter-governmental bodies and associations working in the various fields
of development cooperation that wish to submit an application to the Prince’s Government of Monaco for
the financing or co-financing of a project for the benefit of a developing country.

The document itself lays out the procedures to be followed when submitting an application, the eligibility
criteria, and the implementation procedure for a partnership with the Principality of Monaco with the view
to carrying out a development cooperation project.



    B. ELIGIBILITY CRITERIA


1. ELIGIBLE PROJECTS

   Projects must fall within the scope of the Monaco Government’s development cooperation policy,
    notably in terms of the geographical distribution of the beneficiary countries and the areas of
    intervention.

       -   The Monaco Government gives priority to cooperation projects set up in the Mediterranean
           Basin, Sub-Saharan Africa and the Indian Ocean (list of beneficiary countries in the appendix).

       -   The Monegasque Cooperation’s areas of intervention are as follows:
                     HEALTHCARE AND THE SOCIAL SECTOR: hospital partnerships, the fight against
                       pandemics and orphan diseases, the fight against malnutrition, access to basic
                       care, training, care for the disabled, support for children in precarious situations,
                       access to drinking water.
                     EDUCATION AND TRAINING: access to preschool, primary and secondary education,
                       literacy programmes, informal education and vocational training.
                     SUPPORT FOR MICRO-ECONOMIC ACTIVITIES: micro finance, income-generating
                       activities, development of the cottage industry, agricultural development and food
                       security.
                     PRESERVATION AND DEVELOPMENT OF NATURAL RESOURCES: fight against climate change
                       and desertification, conservation of biodiversity, promotion of renewable energy,
                       sustainable management of water resources.

   Compliance with national and regional sectoral development policies is required.

   Projects implemented to benefit the most vulnerable and destitute people, as well as projects which
    benefit women are favoured.

   Projects should be formulated using an approach based on obtainable objectives and results.


2. CONDITIONS TO BE RESPECTED BY THE PROJECT MANAGER

   The project manager can be:
       - a public entity (Ministry, public institution);
       - an international or intergovernmental organisation;
       - an association (NGO, women’s group).

   The project manager must be legally incorporated and furnish proof of at least three years existence
    (financial report or chairman’s report).

   The project manager must supply proof of his/her ability (technical, financial, operational) to
    implement the project



    C. SUBMITTING A PROJECT


1. PROJECT APPLICATION FORM

A request for financing or co-financing will only be considered if a “Project Application Form” has been
completed. This form can be downloaded from the Office of International Cooperation’s (DCI) website:
http://www.cooperation-monaco.gouv.mc.

The aim of the “Project Application Form” is to guide the way in which the request is formulated, using a
specific layout to ensure its relevance, the degree to which the issue has been examined, the identification
of the goals pursued and the anticipated results, its appropriation by the beneficiaries and its continuity.


2. CONSTITUTION OF THE APPLICATION FILE

   For all project managers:

       -   Application letter on plain paper including the name, title/role and full details of the legal
           representative of the project manager. The request should be sent by regular mail and email.

       -   The “project application form” duly completed.

       -   Additional documents if necessary:
                       Estimates and plans for building or rehabilitation projects for infrastructure and/or
                         facilities
                       The envisaged training programme.
                       Letters of intention in the event of co-financing by other sponsors.
                       Any preliminary studies (diagnosis, local development plan, etc.).
                       Activity reports for previous phases.
                       Any other document of relevance for the project appraisal.

   The following should be furnished by associations:
       - copy of valid articles of association;

             -   Minutes (president’s and financial) of the last General Meeting;
             -   the last activity report (president’s and financial).


         The following should be furnished by public entities, international and intergovernmental
          organisations:
             - presentation of the political and strategic framework, at national and international levels, in
                 connection with the issue dealt with by the proposed project.


      The complete application file is examined by the Office of International Cooperation which is responsible
      for the implementation of the Principality of Monaco’s Official Development Assistance.

          D. APPRAISAL AND SELECTION

      All submitted projects are examined by the Office of International Cooperation.

      A negative reply is sent for projects that are not selected upon receipt, either because they do not meet
      the eligibility criteria or do not fall within the sectoral programming of the Monegasque Cooperation for the
      country concerned.

      All other projects are pre-selected. Further information may be requested about the project during the
      appraisal process or a field visit planned to meet the local partners.

      The final selection is made according to the quality of the project and the funding available.

   E. FORMALISATION AND IMPLEMENTATION OF THE PARTNERSHIP


1. SIGNING AN AGREEMENT

An agreement is signed between the project manager and the Prince’s Government for all selected
projects.

This Agreement is completed based on the information provided in the “Project Application Form” and its
appendices, duly approved by the Office of International Cooperation. The “Project Application Form” thus
becomes the project’s reference paper. It is attached to the Agreement and becomes an integral part of it.

The Agreement stipulates:
      - the global amount of funding allocated by the Prince’s Government;
      - the pursued objectives;
      - the activities to be implemented;
      - the anticipated results;
      - the obligations of each party;
      - the schedule of payments;
      - the requirements of the reports (“interim implementation report” and “final implementation
         report”) which can be downloaded from the Office of International Cooperation’s website:
         http://www.cooperation-monaco.gouv.mc.


2. FUNDING

Funding can be multi-annual.

It is released in accordance with the agreement according to a schedule stipulating the number of
instalments.

An “interim implementation report” needs to be furnished for each financial instalment.

Payment is conditional upon the interim implementation report being received and approved.

All accounting documents must be kept by the project manager and presented to the Office of
International Cooperation upon request.


3. MONITORING, SUPERVISION AND EVALUATION

All projects that receive funding are monitored and supervised by the Office of International Cooperation
in addition to internal and/or external evaluation.

For such purposes, the Office of International Cooperation regularly carries out field missions in each of
the countries benefitting from Monegasque Official Development Assistance.

The Principality of Monaco’s consular representations in the beneficiary countries can also carry out
monitoring missions for the financed projects on behalf of the Office of International Cooperation.

The purpose of these missions is primarily to meet the local partners and to control and evaluate:
      - the work carried out;

       -   the use of funding;
       -   the impact of the project;
       -   the degree to which the beneficiaries have appropriated the project.

Depending on the conclusions of the mission, partners may be asked to make amendments with regard to
the initial project.

External evaluations may also be commissioned by the Office of International Cooperation during or on
completion of the project.

The implementation of the agreement is subject to implementation reports (interim and final) drawn up by
the project manager for submission to the Office of International Cooperation.
