                     OF THE ST. LOUIS COUNTY CIVIL SERVICE COMMISSION
                                 WEDNESDAY, MARCH 9, 2011

A meeting of the Civil Service Commission was held on Wednesday, March 9, 2011 in the 8                Floor
Conference Room, Lawrence K. Roos Building, beginning at 7:30 a.m. Present for the meeting was
Mitchell A. Margo, Chairman; Nadine V. Nunn, Vice-Chairman; and Richard “Skip” Mange, Member.
Present from the Division of Personnel was Kirk McCarley, Director, Kathy Eller and Ruth Rollins.
Present from the County Counselor’s Office:         Micki Wochner. Present from the Department of
Administration: Pam Valenti. Present from the Department of Justice Services: Milton Mitchell. Present
from the Department of Public Works: Karen Wittkoetter and Joe Hunt. Present from the Department of
Revenue: Bob Bourisaw


APPROVAL OF MINUTES
February 9, 2011 - Regular Meeting. Ms. Nunn requested that the minutes reflect that a hearing date

was set at the meeting for the Theoda Mills appeal. The record will reflect that the date of February 16
was set as the hearing date for this matter. Mr. Mange moved to approve the minutes as modified and
Ms. Nunn seconded the motion. All three Commissioners approved the motion.


HEARINGS SCHEDULED


Donna Myers-Corley, Appeal of Dismissal from the Department of Health. The Personnel Director noted
that an agreement was reached in this matter and the County has accepted Ms. Myers Corley letter of
resignation effective January 15, 2010. Therefore, no hearing is necessary. The matter was dismissed.

Theoda Mills, Appeal of Disqualification for Employment. The Commission was advised that an
agreement was reached resulting in a request to dismiss this matter. Ms. Nunn moved, Mr. Mange
seconded, and the Commission approved the request to dismiss.

Felecia Alexander, Appeal of Dismissal from Department of Highways and Traffic.           The Personnel
Director stated that he had received a request from the Appellant’s Attorney, Mr. Charles Bobinette, for a
continuance in this matter until May. Mr. Mange moved, Ms. Nunn seconded and the Commission
approved the request for a continuance in this matter until sometime in May.

Martha Rabbitt, Appeal of Dismissal from Department of Health. The hearing has been set for April 28
at 9:00 a.m. Mr. Mitch Margo will serve as the Hearing Officer.

REQUEST FROM THE DEPARTMENT OF HUMAN SERVICES TO APPOINT WARREN HAYDEN TO
THE POSITION OF SUPERVISOR, YOUTH RESOURCE CENTER AT A RATE ABOVE THE
DISCRETIONARY HIRE MAXIMUM (FOR CONFIRMATION)
The Commission received a request to appoint Warren Hayden to the position of Supervisor, Youth
Resource Center at a rate above the discretionary hire maximum. Upon review, Mr. Mange moved, Ms.
Nunn seconded and the Commission approved the request to appoint Warren Hayden to the position of
Supervisor, Youth Resource Center at a rate of $27.64/hour,


REQUEST FROM DEPARTMENT OF PUBLIC WORKS TO INCREASE PREMIUM PAY FOR
ASBESTOS WORKERS
The Department of Public Works requested approval to increase the premium pay to employees while
they are performing asbestos removal. Currently, employees receive a 10% premium while performing
these duties and the Department requested approval to increase the premium to 50%. Joe Hunt
explained that the number of employees volunteering to do this work has declined because the work is
unpleasant and requires wearing protective clothing and a respirator. The increase in premium should be
an incentive to increase the number of volunteers and prevent the Department from having to contract the
work out at a far greater cost to the County. Mr. Mange moved, Ms. Nunn seconded and the Commission
approved this request to increase the premium pay from 10% to 50% to employees during the hours that
they are performing asbestos removal.


REQUEST FROM THE DEPARTMENT OF ADMINISTRATION TO APPOINT NANCY J. ZUNIGA AT A
RATE ABOVE THE DISCRETIONARY HIRE MAXIMUM
The Department of Administration requested approval to appoint Nancy J. Zuniga to the position of
Accountant III at a rate above the discretionary hire maximum. Upon review, Ms. Nunn moved, Mr.
Mange seconded and the Commission approved the request to appoint Nancy J. Zuniga to the position of
Accountant III at a rate of $55,000 annually ($26.443 per hour).

None.

Mr. Margo moved, Ms. Nunn seconded, and the Commission meeting was adjourned at 7:37 a.m.
