243.    The Committee approved the Minutes of the meeting held on 30 October 2002.


                                          MATTERS ARISING
244.    Minute 236.2: Degree Examination Statistics (Pass Rates)
        The Clerk reported that an appropriate memorandum setting out the ASC's concerns had been sent
        to the Clerk of the UCTL. This was considered at the 13 December meeting of the UCTL, with the
        result that the points raised by ASC were to be addressed as part of a revision of the pass rate
        monitoring procedures.


245.    Minute 237.3: Draft Race Equality Policy
        The Clerk reported that ASC's comments had been passed back to Human Resources. ASC was to
        be asked to consider the Race Equality Action Plan at a future meeting.


246.    Minute 240.2 SCEF Exercise, Second Half-Session 2001/02
        The Clerk reported that, at the time of the meeting, responses to ASC's queries had yet to be
        received from KEY Learning and the Department of Psychology. However, the four week deadline
        for a reply set by ASC had yet to expire.

247.    Minute 241.3: ZO4532: International Perspectives in Conservation Biology
        Professor Racey had provided satisfactory responses to ASC's points, so that ASC was now in a
        position to approve the introduction of the course.


                                      ITEMS FOR INFORMATION
                                   QAA Subject Review: Geography
248. The Committee noted the response from the Department of Geography and Environment to the QAA
     Subject Review Report on Geography at the University of Aberdeen.

                          SCEF EXERCISE, SECOND HALF-SESSION 2001/02
249.1   The Convenor reminded the Committee of the procedures associated with the Student Course
        Evaluation Form exercise.

249.2    The Committee considered the ASC‟s draft Course Review Reports, as produced by the appropriate
         UPC Convener in response to the summary reports provided by Departments.

249.3    The Committee approved the following Course Review Reports, and agreed action as detailed
         below. In each case, the ASC‟s report will be forwarded to the Department and the Dean of Faculty.

(i)      Biomedical Sciences – Report approved


(ii)     Computing Science
         Report approved. Additionally, ASC requested that the Department, in its corresponding report for
         session 2002/03, include specific comments on the courses/replacement courses highlighted as
         being of concern in 2001/2002; these are CS3007(3015), CS3510(3014), CS3511 and
         CS3512(3514).


(iii)    Mathematical Sciences
         Report approved. Additionally, ASC requested that the Department, in its corresponding report for
         session 2002/03, include specific comments on action to be taken to revise courses MA2503,
         MX3502 and MX3522, and to keep ASC informed of progress on the issue of library facilities for
         courses MX3521, MX4020 and MX4532.


(iv)     Physics
         Report approved, subject to correction of a typographical error. Additionally, ASC requested that the
         Department, in its corresponding report for session 2002/03, include specific comments on the
         reception of PX3501. This was to be revised as a result of negative comments following its last
         delivery in session 2000/2001.


(v)      Agriculture and Forestry
         Report approved. The ASC agreed that Agriculture and Forestry should be asked to comment on the
         outcome of specific actions taken to revise AG3515, AG3806, BI3501, FY3501, FY4517 and
         LM3502 in the light of feedback received in session 2000/2001.


(vi)     Chemistry
         Report approved. The ASC agreed that Chemistry should be asked to comment on its failure to
         issue SCEFs to MChem students.


(vii)    Engineering
         Report approved. Additionally, the ASC requested that Engineering should continue to monitor
         issues identified regarding courses EG1527, EG1567, EG1579 and EG5591; also that it should
         continue with measures to improve the SCEF response rate.


(viii)   Geography and Environment – Report approved


(ix)     Geology and Petroleum Geology

          Report approved. Additionally, the ASC requested that Geology and Petroleum Geology provide
          summary sheets for individual courses as part of its future SCEF submissions; also that ASC should
          be kept informed of any impact on academic standards arising from resource constraints.


(x)       MB ChB and BSc Med Sci
          Report approved. Additionally, the ASC requested that the Faculty continue to monitor issues of
          long-standing concern, and report back to ASC in in its corresponding report for session 2002/03.


(xi)      Molecular and Cell Biology
          Report approved. Additionally, ASC requested that the Department, in its corresponding report for
          session 2002/03, include specific comments on the courses highlighted as being of concern in
          2001/2002; these are BI25M1, GN3501, MC3503, BC3803 and „Honours‟.


(xii)     Public Health
          Report approved. Additionally, ASC requested that the Department, in its corresponding report for
          session 2002/03, comment on the outcome of specific actions taken to revise HE3508; also that it
          should report back to ASC on any developments regarding the ethical issues associated with Level 4
          projects.


249.4     The Convener noted the thoroughness of the SCEF exercise run by ASC(SEM), and offered his
          thanks to the UPC Conveners responsible for producing the individual Course Review Reports.


249.5     These remarks prompted a discussion on the importance of the SCEF exercise, and the University's
          wider procedures for assurance and enhancement of academic quality. It was agreed a) that it was
          particularly important to encourage students to take the forms seriously, providing considered and
          informative feedback, and b) that Departments and Schools must be seen to respond both
          appropriately and transparently to students' comments. The Clerk pointed out that a Working Group
          on Student Feedback, reporting to the UCTL, had recently been established, and offered to bring
          any comments from ASC to the Working Group's attention. He also pointed out that, as a result of
          ASC's comments (see minute 244), information from SCEFs and SSLCs was to brought to bear on
          the degree exam pass rate monitoring exercise.

251.2     The Committee, for its part, approved the proposed changes to courses marked A in the table
          above, and agreed to submit appropriate recommendations to the Senate.

251.3     The Committee, for its part, approved the proposed changes to courses marked R in the table
          above, subject further to a satisfactory response to the various points detailed below.
          [Clerk's note:
          In the majority of cases, a satisfactory response to ASC's queries was received prior to the meeting
          of 18 December 2002, thus enabling ASC to approve the proposal and submit appropriate
          recommendations to the Senate. The Departments' responses to queries are filed with the ASC
          correspondence. The exceptions, for which a satisfactory response was not received (i.e., course
          proposals marked RX in the above table) are highlighted in the list below.]


Summary of ASC’s queries arising from the meeting of 2 December 2002

AGRICULTURE AND FORESTRY

016: Special Topics in Forestry
    Box 6: Is this to be a Level 3 or a Level 4 course? Form specifies 3 in the box, but rest of information implies Level 4.
    Boxes 19 and 27. Please check the match between the two descriptions of teaching, and amend appropriately. Proposed
     Catalogue entry states 4 x 1 hr lecture/tutorials weekly (implies 24 hours in six weeks), but Box 27 has 30 hrs lectures and 6 hrs
     tutorials, with additional flexibility under „other classes‟ and self-directed learning‟. Note: 120 hrs for 15 credit points in total is fine.
    ASC invites Agri-Forestry to consider providing further information on the course content (Box 19).

022: FY4002: Forest Management Plans
023: FY4002: Project
    ASC notes that the proposed changes to credit value of these two courses have been incorporated into the amended programme
     proposal forms submitted to the UPC. However, the course proposal forms do not give details of how the teaching and learning
     arrangements are to be changed to match the revised credit point ratings. The forms specifically request in Box 10 that
     Departments fill in Box 12 to provide the necessary justification, and this has not been done.

025: FY4519: Rural Development Forestry
    A move to Level 3 is proposed for this course, but what are the implications for the “modified version” that runs at Level 5:
     progression, SCQF etc. Has the Dept received any feedback from ASC PG about this?

026: FY3009 Forestry Field Course III
027: FY3017 Tree Production
    The withdrawal of these two courses is justified in part by the claim that much of the material is covered in other existing or new
     courses (FY3019, FY3510, proposed new course on Special Topics and BI20P1. To what extent does this move imply change to
     the content of these courses, and, if so, have the necessary amendments been proposed for the Catalogue entries?


CHEMISTRY
031: Form B
It was agreed that the demands of Royal Society of Chemists accreditation regarding core practical skills justified the retention of the
class certificate system within the Honours Chemistry programmes, and it was noted that Chemistry had put forward a well thought out
proposal in this respect. However, the potential impact of the refusal of class certificates on students not intending Chemistry Honours
was raised. The case of students undertaking degree programmes such as Zoology, which require Level 1 Chemistry, was highlighted.
The possibility of an alternative system at Level 1, and possibly Level 2 was raised: for instance, a change to assessment arrangements
to encourage attendance at lab classes. The Convener explained that he had already spoken to Dr Mary Masson, and that Chemistry
had considered, and rejected this possibility.

The outcome of the discussion was that ASC decided not to oppose Chemistry's request, but to follow-up two points:

a)   to check that the Faculty of Science and Engineering was happy with the proposed arrangement, given the possible impact on
     student progress and retention for other degree programmes in the Faculty;
b)   to ask that Chemistry provides details of existing or intended arrangements to monitor students' attendance and performance, to
     safeguard against students getting into difficulties, and any remedial action it takes, or intends to take, to enable students to make
     good given the proposed lack of change.

It was noted that Chemistry has a fine record of student retention at Levels 1 and 2, so that widespread refusal of class certificates is not
presently a major problem. Nevertheless, although it was recognised that the discussion may well be hypothetical, a short statement
regarding b) above was requested.


COMPUTING SCIENCE

034: Model-Based Reasoning
    Box 7: states 2002/03. Is this course to run after Christmas: i.e. second half-session this year?

035: Web Design and Administration
    Box 15 and 16: extra load, but anticipates increases in staffing. Check with FPC Science and Engineering. Has Computing had
     any feedback from Faculty on this aspect of the proposal?


GEOLOGY

038: Electives in Research Techniques
039: Advanced Study Electives
    Presumably, Gordon Walkden only wishes his name to appear “for checking” as far as ASC goes, and not alongside Alan Crane in
     the Catalogue Entry?
    It is not immediately clear from the form how GPG will arrange the assessment for these courses, given that several sub-options
     are to be collected under a single course code. Can GPG please supply ASC with a short explanation of how it proposes to
     timetable exams, and the scheme to be used to derive composite CAS marks from the individual marks assigned to the 7.5 credit
     point segments? The issue here is that the Grade Spectrum used to derive Honours classification, and the Student Record system
     work with overall course marks, not the individual component marks.
    NO RESPONSE RECEIVED AS OF 28/02/03: both courses yet to gain final approval.


MOLECULAR AND CELL BIOLOGY

055: Molecular Biology of the Gene
056: Energy for Life
057: Foundation Microbiology
    The rationale for these changes is to “unify the marking schemes for all 2 nd and 3rd year courses within MCB.” However, ASC
     notes that most students taking one or more of these three Level 2 courses do not proceed to study MCB programmes at Level 3.
     This raises the questions as to how other cognate disciplines handle their assessments. Has the Department of MCB liased with
     other Departments regarding the proposed change to assessment procedures?
    How will students be informed of the change to assessment procedure? Indeed, do they need to know?
    Presumably the proposed change is an in-house arrangements for markers, and is not intended to be publicised in the Course
     Catalogue (box for changes to entry is left blank)?
    Does the proposed reduction in pass mark imply a lowering of academic standards?

058-062 BC3803, BT3003, GN3501, MB3002, MC3503
   Students must pass both coursework and examination to pass overall. What are the implications of this change for resits? Can
    students resubmit coursework, or is there a need for a practical exam?

    It was suggested that, to avoid possible confusion between old and new versions, that these courses be given new titles as well as
     new codes. Response?

066 The Physical Universe – 2
    It was suggested that the word “tricky”, used to describe the concepts and laws of electricity and magnetism, might be off-putting to
     prospective students. Can the word simply be removed from the proposed Catalogue entry?

068 PX3008 Electricity and Magnetism
   The entries for the old and proposed new versions of the Catalogue read very differently. Can you please confirm that there is to
    be no significant change in course content, and hence no need for a change in course code.

070 Intro to Space Science and Remote Sensing
    Boxes 15, 16 and 17: ASC asks for more details on guest lecturers. Please see Guidance Notes for completion of new proposal
     forms.
    Box 19: the specification of pre-requisites, especially what might be “equivalent” is rather loose. Can this be clarified?
     “Recommended” rather than “desirable”. For instance, would a Geographer with little in the way of Higher sciences, and no pass in
     TS or PX at Level 1 be admitted to the course? Is “Pre-requisites: none” an option, or restrict by programme year?

   Box 19 – description of teaching. Should this read: “2 one hour lectures per week and a total of 12 sessions of either study

073 Form A: various L1 and L2 courses
   Box B. Can you please clarify the new resit policy: i.e. to allow resubmission of coursework. Does this mean that the actual
    practical cannot be repeated, but that a student is free to redo the write-up, or to submit a report even if they did not originally
    attend the practical? Can students who passed the coursework first time, but failed overall, resubmit reports in an attempt to
    improve this aspect of their marks, or is the privilege of resubmission reserved for those failing the coursework first time? Will it be
    possible to mix and match: i.e. carry forward a coursework pass, and resit exam only, or vice-versa?

    Box 15: Can it be confirmed that these courses are to be delivered 100% by Psychology?
    Box 19: proposed Catalogue entry contains no mention of tutorials and other classes, although these appear in summary of
     assessment (Box 27). Amend Catalogue entry to make mention of these?
    Box 27: 10 practicals for 24 contact hours. Is this correct?

080: PS3007: Psychological Assessment
    Given revision of catalogue entry, is there any change of content on the course, making a change of code necessary? Designated
     students can resit this course, so appreciable new content would require a new code.

082-089: PS3003, PS3006, PS3007, PS3008, PS3503, PS3506, PS3508, PS3510
   These are the course amendment forms outstanding from last year, each of which proposes to add an element of assessment
    involving an oral presentation. These are approved. Can you please confirm that you wish the proposals to go forward for next
    sessions Calendar and Catalogue?


PUBLIC HEALTH

090 Dissertation for BSc Health Science: Health and Women’s Studies
   Box 15: Are Women‟s Studies and Arts and/or Social Science Faculties aware of the extra load on resources? (Not sure on whom
    the extra load will be imposed…)
   Box 19: Check the wording of the pre-requisite. Needs to be more specific, and in a recognised format. E.g. “Available only to
    candidates for the degree of… in Programme Year 4.” Or a list of pre-requisite Level 3 courses (is this what Calendar prescription
    means?); in which case, can we please have the list?
   Box 27 needs to be revised. It does not add up, and does not match the description in the proposed Catalogue entry.
   How is practical work included in the course? Not specifically mentioned in Box 19, but Box 27 promises 20 hours of practical
    work, whereas Box 31 is not filled in for practical skills. Please revise so that the form provides an accurate description of the
    different elements of the course, and please ensure that the different parts of the form match up.
   Also, ASC invites the two Departments to consider the quantity of supervision to be made available to students. It was suggested
    that six hours seems rather little for a 60 credit point course. However, it was recognised that this kind of course build on previous
    learning. How does the dissertation relate to Level 3 courses in terms of preparatory training etc?
   Box 32 is wrong – it‟s not a written paper!
   Box 35 mentions a viva – but this possibility is not mentioned elsewhere. Is the viva specifically attached to this course, or is it part
    of the overall examining process and visit of the external examiners?

Note: In the light of the above comments, it was agreed that the above proposal should be withdrawn, pending revision and
submission of a new form to ASC in the New Year.

          Fitness to Practice
254.2.1   The Committee, for its part, endorsed the recommendations of the UPC (Medicine) and approved
          the proposed amendments to the regulations governing the activities of the Fitness to Practise
          Committee.
254.2.2   Dr MacLeod pointed out that the position of graduates completing their pre-registration year was
          ambiguous. House Officer trainees do not necessarily remain in Aberdeen after graduation, but, as
          they are not yet fully registered, they do not fall under the jurisdiction of the General Medical Council.
          It was suggested that, should a case arise involving an Aberdeen graduate undertaking their pre-
          registration year in a location other than Aberdeen, that this case should be dealt with by the
          Provost, not the Postgraduate Dean, in the first instance.
254.2.3   It was also noted that, in the absence of existing 'case law' precedents, the early activities of the
          Fitness to Practise Committee must inevitably involve some measure of improvisation.
254.2.4   Dr Fraser suggested that, given the remit of the Fitness to Practise Committee, it might be
          appropriate to include the University's Disabilities Officer as a member.


254.3     The Committee, for its part, endorsed the recommendation of the UPC (Medicine) and approved the
          proposed changes to the Supplementary Regulations for the various Degrees in Medicine. Subject to
          clarification that the credit allocations specified were correct. Dr Golden agreed to check this, and
          report back to the Clerks to the UPC (Medicine) and the ASC (SEM).


254.4     The Committee, for its part, endorsed the recommendation of the UPC (Medicine) and approved the
          proposed changes to the various Medicine degree programmes.


                                     ANY OTHER COMPETENT BUSINESS
255.      The Convener noted that, from the start of January 2003, Mrs P. M. Muir was to replace DR N.
          Spedding as Clerk to the Committee.
