   a. Consideration, Discussion and Possible Action on Board Minutes of May 17, 2002.
      MOTION by Mary Anne Bamrick to approve minutes as written. MOTION SECONDED by
Martha Ramsey. MOTION CARRIED.

   b. Consideration, Discussion and Possible Action on Legislative Pay Raise and Annual Leave
       for Executive Director.
       MOTION by Larry Bulechek to approve a Legislative pay increase of $1,450 per year for the
Executive Director which is consistent with the pay increase for all State employees. MOTION
SECONDED by Karen Wackerman. MOTION CARRIED.

   c. Declaration of Conflict of Interest.

3. EXECUTIVE DIRECTOR’S REPORT *, **, AND ***

   a. Discussion, Report and Update on the May 20th, 21st & 22nd Rater Training.

        Theresa Bunch, Manager of the Examination Department for the Board, gave an update on
the national exam changes and reported that the annual training to certify examiners was held for
two days during the week of May 20. The training consisted of hands on experience, theory and
demonstrations and was excellent, relaxed, and informative.

   b. Discussion, Report and Update on School Pass/Fail Rate Disclosure.

        The Board will be unable to provide pass/fail reports to schools as scores are confidential by
law. The Executive Director, Sue Sansom, reported that the Agency has purchased the Smart
System, a computer software program that will soon enable schools to transfer records
electronically. This will eliminate the necessity of keeping their records electronically at the school
but requiring hand paperwork reporting to the Board.

   c. Discussion, Report and Update on the Agency Licensing Systems.

        The Executive Director, Sue Sansom, announced that the Agency would continue using the
AS400 State system and continue the pursuit to purchase a new licensing system. The Agency has
been told by the Department of Administration that they will continue to support the AS400 system;
however, IBM has stated there will be no more upgrades and IBM will support the system as long as
possible. What this means if there is a major crash is unknown. The Director will continue to search
for an answer within budgetary and program requirements. The WEB page for the Board will soon
be available.

   d. Discussion, Consideration and Possible Action on Rule Regarding A.A.C. R4-10-112
      definitions on “Invasive Procedures.”

        Assistant Attorney General, Bridget Fitzgibbons Harrington, gave advice on the definition of
“invasive procedures.” Karen Wackerman discussed conditions and procedures in a school or salon
setting and the possibility of omitting lancets from A.A.C. R4-10-112(P). She mentioned the need to
teach the proper use of a lancet, “something that everyone is doing.”
        Also discussed was whether the use of credo or blades is invasive as they remove calluses
which some may consider dead skin.
        Staff will continue research on invasive procedures and definition for the purpose of Rule
Promulgation.
        MOTION by Karen Wackerman to expand the rules on invasive procedures. MOTION
SECONDED by Mary Anne Bamrick. MOTION CARRIED.

   e. Discussion of National Interstate Council (NIC) Item Writing for Examinations.

        The Executive Director, Sue Sansom, informed the Board that NIC is proceeding with
electronic item writing. If any Board members are interested, they may contribute questions to NIC
under certain guidelines; for instance, questions must be referenced in at least two major textbooks.
        NIC will also be having a reference workshop with Milady and Pivot Point representatives.

       The textbook, for which the Executive Director and Darlene Hudson, Manager of Licensing,
wrote a chapter, will be out the end of August.

   f. Review Current Events in Industry.
      I.    Memorial of Charles Cowalski passed away on May 20, 2002, with Funeral services
            scheduled for May 23, 2002. Long time Cosmetologist in the State of Arizona with
            honors and former President of the Board of Cosmetology. The Executive Director,
            Sue Sansom, attended the services on behalf of the Board.

       II.    Memorial of William “B.J.” Joseph, immediate past National Interstate Council of
              State Boards of Cosmetology Executive Board Member and Texas Commission
              Member passed away on May 25, 2002.

       III.   Bill Oswald, former NAACAS member, passed away.
