Sullivan Director of Research Non-Revenue and Non-Appropriations Bills Crossover List RE: House Rule 31.1 (d) requires that, in order to be eligible for consideration in the rest of this year's Regular Session in the House, any Senate bill or resolution, other than a measure that must be referred to the appropriations or finance committee; that would create districts for Congress or State or local entities, or that would ratify amendments to the U.S. Constitution; or an adjournment resolution, must have been received from the Senate and read on the floor of the House by April 26, 2001. Senate Rule 41 requires that, in order to be eligible for consideration in the Senate in the rest of this year's and next year's regular session, any House bill or resolution, other than a measure that must be referred to the appropriations or finance committee or an adjournment resolution, must have been received from the House and read on the floor of the Senate by April 26, 2001. A bill or resolution that passed one chamber before or on April 26, and is being engrossed complies with the crossover rule if a message to that effect is received in the receiving chamber by the next legislative day. Attached is a copy of a list, prepared by the Legislative Information Systems Division, containing those measures that, by April 26, 2001, have passed one chamber and have been received by or ordered sent to the other chamber. Appropriations and revenue measures, exempt from the crossover deadline, are not included in the attached list, unless that measure has passed from one chamber to the other by April 26, 2001. Individual analysis of the particular measure not "crossing over" is necessary to determine whether it is subject to the crossover deadline.
