               referred to said committee by the city council.

The following subsection shall be added to Section 104:
104.12 Conformance with state statutes:
                104.12.1 It shall be the responsibility of the code official to cooperate with all state agencies and subdivisions thereof and the various organizations which
                          regulate the professions herein, to enforce the provisions of the several acts governing the registration of architects, structural engineers,
                          professional engineers, land surveyors, alarm installers, plumbing contractors and roofers of the State of Illinois.
                104.12.2 It shall be the responsibility of the code official to cooperate with all state laws and codes including but not limited to current editions of the
                          following;

        work to be done, shall first make application to the building official and obtain the required permit.
105.2 Work exempt from permit. Exemptions from permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in
        violation of the provisions of this code or any other laws or ordinances of this jurisdiction. Permits shall not be required for the following:
        Building:
                   1.    Oil derricks.
                   2.     Retaining walls which are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a
                         surcharge or impounding Class I, II or III-A liquids.
                   3.    Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons (18,927 L) and the ratio of height to diameter or width does
                         not exceed 2 to 1.
                   4.    Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
                   5.    Temporary motion picture, television and theater stage sets and scenery.
                   6.    Prefabricated swimming pools accessory to a Group R-3 occupancy, as applicable in Section 101.2, which are less than 24 inches (610 mm) deep,
                         do not exceed 5,000 gallons (19,000 L) and are installed entirely above ground.
                   7.    Shade cloth structures constructed for nursery or agricultural purposes and not including service systems.
                   8.    Swings and other playground equipment accessory to one- and two-family dwellings.
                   9.    Window awnings supported by an exterior wall of Group R-3, as applicable in Section 101.2, and Group U occupancies.
                   10. Movable cases, counters and partitions not over 5 feet 9 inches (1753 mm) in height.

105.3.1 Action on application: The code official shall examine or cause to be examined all applications for permits and amendments thereto within a reasonable time after
filing. If the application or the construction documents do not conform to the requirements of all pertinent laws, the code official shall reject such application in writing, stating
the reasons therefor. If the code official is satisfied that the proposed work conforms to the requirements of this code and all laws and ordinances applicable thereto, including

105.9 Suspension of permit for property under violation: Any permit issued to correct violations cited under this code or any other applicable code or ordinance of the City of

        not completed in its entirety within one (1) year after issuance of the permit, or if the authorized work is suspended or abandoned for a period of thirty (30) days after

The application for permit shall be accompanied by not less than six (6) sets of construction documents. The code official is permitted to waive or modify the
requirements for filing construction documents when the scope of the work is of a minor nature.

         Upon presentation of acceptable documentation, certified private educational facilities (Kindergarten and above grades) shall receive a 50% reduction in
         building permit fees for remodeling, repair, additions, alterations or similar improvements to buildings and structures. Fees shall not be waived for new
         construction, nor shall fees be waived for deposits, bonds City tap fees and inspections and/or reviews performed by outside consultants, or for any out of

         required as applicable.
         117.1.1 Registration fee: The fee for contractor’s registration shall be one hundred dollars ($100.00) per year and per tradeand . Said registration(s) shall
                    be renewed annually unless stated otherwise in the specific trade regulations below.
         117.1.2 Single Family Dwelling Property owner exemption: The provisions herein contained shall not require an owner of record occupying a single-
                    family dwelling from personally doing his own work on said owner-occupied single-family dwelling to obtain a registration; provided that said owner
                    of record will live in the residence for a period of not less than six (6) months after the completion of the construction and submits the required
                    affidavit.

R703.9 Exterior Insulation Finish Systems, general.
       All Exterior Insulation Finish Systems (EIFS) shall be installed in accordance with the manufacturer’s installation instructions and the requirements of this
       section. Decorative trim shall not be face nailed through the EIFS. The EIFS shall terminate not less than 6 inches above the finish grade. EIFS systems
       shall not be installed on new Type V buildings or in contact with wood sheathing or structural members. Where permitted EIFS installations shall be
       required to provide a manufacturer’s inspection of certification to the owner and shall be kept for inspection upon request. Repairs to existing EIFS systems
       on wood shall be permitted to be repaired provided the damage is limited to less than 50% of the EIFS area.

Sec. 17-110. Fire department access.
    (a) All premises which the fire department may be called upon to protect in case of fire and which are not readily accessible from public streets shall be
         provided with access routes and fire lanes so that all buildings on the premises are accessible to fire department apparatus. Such access routes and fire
         lanes shall be designated by the fire marshal of the bureau of fire prevention when in his judgment they are necessary for effective firefighting operations.
    (b) Access routes on public and private property shall be established and maintained as follows:
         (1) Access routes shall be provided so that the first responding fire department pumper unit can be so located that all points of the interior of a building can
              be reached by one hundred fifty (150) feet of initial attack hose; provided, however, that where the size and height of a building preclude compliance
              with this criterion, the fire marshal may approve in lieu thereof an interior standpipe system which is connected to a public water system and which is
              equipped with a fire department connection.
         (2) Access routes between the most remote point of a building and the nearest fire hydrant shall not exceed three hundred (300) feet.
         (3) Access routes for more than one (1) fire department unit shall be circulating in case apparatus movement is necessary.
         (4) Any owner of property designated as an access route who fails to properly maintain and keep such route accessible at all times shall be in violation of
              this chapter.
(c)     Fire lanes on public and private property shall be established and maintained as follows:
         (1) To provide for immediate access to buildings and to permit the operation of fire department apparatus, fire lanes shall be established for all buildings
              which are more than one hundred fifty (150) feet from a public street and for all buildings exceeding thirty (30) feet in height which are more than fifty
              (50) feet from a public street. Fire lanes shall be at least eighteen (18) feet wide with greater widths where necessary to accommodate turning vehicles.
              Any dead-end fire lane in excess of one hundred fifty (150) feet shall be provided with an outlet or turnaround of at least ninety (90) feet in diameter.
(2)      Fire lanes on private property shall be designated by rectangular signs at least twelve (12) inches by eighteen (18) inches in size with red lettering on white
         background stating "No Parking Anytime--Fire Lane. $50.00 Fine." Such signs shall be posted at both ends of fire lanes with additional signs to be placed at
         intervals of one hundred fifty (150) feet.
         (3) Parking of motor vehicles or otherwise obstructing fire lanes shall be prohibited at all times. Any owner of property designated as a fire lane who fails to
              post such signs and keep such lanes cleared of parked motor vehicles and other obstructions shall be in violation of this chapter. Any person parking a
              vehicle in a properly designated fire lane shall be punished as provided in section 27-63.                                                                        Comment [JPC468]: From 2000 adoption

                    back at least two (2) feet from the curbline.
              b. Hydrants shall be located approximately fifty (50) feet from the buildings to be protected.
              c. Access to fire hydrants shall be by all-weather roadways adequate in width, clearance and strength for firefighting purposes. Such routes shall be
                    maintained and kept accessible during all seasons of the year. Legal provisions will be required for private roads.
(c)      Fire hydrant design.
         (1) Fire hydrants used in conjunction with water supplies shall meet the standards of the American Water Works Association Standard No. C-502, and
              shall have two (2) two-and-one-half-inch and one (1) four-and-one-half-inch outlets with auxiliary gate valve on the hydrant branch line. Threads shall
              be American National Standard.
         (2) Center of discharge outlets shall be located eighteen (18) to twenty-four (24) inches above final grade and steamer outlet shall face the street or
              access road. Hydrants shall be capped at all times when not in use.
         (3) Break-off or traffic flange hydrants shall be sixteen and three-fourths (163/4) inches from finish grade to center of outlet. Break-off or traffic flange shall
              be two (2) inches from finish grade to center of flange.
         (4) Hydrants shall be on north or west sides of streets, parking lots and dead ends.
         (5) There shall be no obstruction near the hydrants. Fire hydrants shall be plumb.
         (6) Drain ports on fire hydrants shall be free of dirt. Fill area immediately around base of hydrant and above drain ports with clean crushed rock or coarse
              gravel to assure adequate drainage. Cover with heavy tar paper to prevent soil from filtering into it.
         (7) When fire hydrants are located in open areas such as parking lots, entrance, exit, loading and unloading zones, they shall be protected from vehicle
              traffic by four-inch steel pipe posts. Posts shall be set in concrete. Inside of post shall be filled with concrete from bottom to top and crowned. Distance
              between fire hydrant and post shall be five (5) feet.
         (8) In apartments, townhouses, condominiums, town/row or cluster housing, "No Parking--Fire Hydrant" signs shall be placed or yellow curb paintings of
              fifteen (15) feet (seven and one-half (71/2) feet each side of fire hydrant) shall be painted by the developer, owner or contractor.
         (9) All fire hydrants shall be placed on looped water mains.
(10)     All new fire hydrants shall be Waterous Pacer Model WB 67, Breakaway, with pentagon operating nut and pentagon nuts on caps.
     (d) Extension of water mains. Water mains and fire hydrants located thereon shall be extended in all developments across and one (1) foot beyond the lot or
         lots being developed, in all directions, along the public streets.

      (e) Fire hydrant maintenance and inspection. Where fire hydrants are located on private property, the hydrant and water main shall be repaired and maintained
          by the private property owner or developer, and the city fire department and water maintenance department shall and are given authority to go on private
          property for periodic testing and inspection of fire hydrants to assure their functioning and use under emergency conditions.
(f)       Fire hydrants in unusual developments. Where fire hydrants and water mains are needed by life safety and property protection due to the unusual nature of
                 a development such as depth of property, or any area not covered by adequate fire protection, the owners and developers shall supply fire hydrants
                 and water mains with proper flow. Approval of location, size, water flow, design and installation shall be obtained from the city water department and
                 fire department. Such supply and installation shall be done and completed by the owner or developer of the property in question. (Code 1969, § 17-

Sec. 12-18.       Applicability to Butterfield project.
The city council does specifically determine that all of the amendments and modifications set forth in this article shall apply to the Butterfield "District" as defined in
         the applicable principal annexation agreements. The city council further finds that the amendments and modifications have an important, material and
         favorable effect upon the health and safety of the residents, owners or occupancy of the properties in those projects and upon the firefighters of the city as
         compared to the standards that would be applicable to the projects without such amendments and modifications.
