Asbestos Surveys and Registers
Bradley Environmental Consultants Limited is an independent
and professional company of asbestos surveyors that provide a

The Control of Asbestos Regulations (CAR) 2006 places and
explicit duty on the employer or landlord to manage the risks from
asbestos in their premises.

A key stage in managing asbestos is to identify the location, type,
condition and extent of any asbestos-containing materials
(ACMs). This can be achieved by conducting an asbestos survey.
The survey should be in accordance with HSE guidance
publication HSG 264 which describes two types:

Management Survey - Required during normal occupation and
use of building to enable management of asbestos-containing
materials.

Refurbishment and Demolition Survey - Required when any
refurbishment or demolition works are planned on the building or
part of the building.

highly experienced, qualified and competent asbestos surveyors.
All of our surveyors hold the BOHS P402 Certificate and are fully
trained and audited by our own in-house quality department and

         Asbestos Re-Inspection
Why re-inspect asbestos?
The Control of Asbestos Regulations (CAR) 2006 require that the
condition of asbestos-containing materials (ACMs) need to be
inspected regularly and records updated accordingly. The
frequency of the asbestos inspection regime can be dictated by
the risk the ACM poses.

Over time, asbestos-containing materials can degenerate causing
the risks associated with the material to change substantially.

Bradley Environmental can re-inspect previously surveyed
properties and update the asbestos register, whether held
electronically or as a hard copy.

Additionally we can incorporate a review of your asbestos
management plan which HSE guidance states must be
undertaken every six months.

Bradley Environmental have a team of experienced asbestos
surveying staff who each hold the BOHS P402 Proficiency
Certificate in Building Surveys and Bulk Sampling for Asbestos.
We hold UKAS accreditations for ISO 17020 for Inspections and
ISO 17025 for Testing and Analysis.

Bradley Environmental holds UKAS accreditation for the analysis
of samples for determining the presence of asbestos.

If a suspect asbestos-containing material is identified it is
important to determine if it does indeed contain asbestos. It is
also vital to clients that this result is known as soon as possible.

To ensure a swift turnaround of samples we have a laboratory in
each branch with all staff P401 qualified.

Sampling of suspect materials requires training and experience
as it has the potential to spread asbestos contamination and
expose the sampler and other others to airborne asbestos fibres.
Our staff can therefore come and sample your materials in a safe
and controlled manner.

If you have suitably trained staff, we can also accept
appropriately packaged samples via post, courier or at our
reception desk.

Density testing of asbestos-containing materials (ACMs) can also
be undertaken when necessary and is used to determine whether
or not the maintenance/removal of a particular ACM is licensed
work.

Buildings Surveys and Bulk Sampling for Asbestos
This proficiency level course provides a range of theory and
practical knowledge for those wishing to undertake asbestos
building surveys. This qualification is useful for both experienced
and relative newcomers to asbestos surveying as proof of a basic
knowledge base.

The P402 is also a great tool for those persons responsible for
asbestos management and asbestos re-inspections who may not
have a wealth of experience in the asbestos industry.

Management of Asbestos in Buildings
This proficiency level course provides the delegate with the
knowledge and skills to be able to manage asbestos in buildings
and in addition the information required to be able to conduct
audits upon asbestos removal projects.

The P405 is an ideal course for those persons responsible for
managing asbestos in a building or estate, who have no real
experience within the asbestos industry.

Course Contents:

This course covers the basics of surveying of buildings for
the presence of asbestos, bulk sampling and general
guidance on management procedures necessary to minimise
exposure to identified asbestos.

Occupational Noise
The 6th April 2006 saw the introduction of the new Control of
Noise at Work Regulations 2005.

Excessive work place noise can induce deafness or persistent
ringing in the ears (Tinnitus). Damage can be permanent, but can
be prevented.

One of the major changes to the regulations is the reduction
by 5dB of the exposure levels at which action has to be
taken.

Occupational Noise

Noise assessments are required for a huge range of workplace
activities, the set up of simple safeguards and working practices
can resolve any potential problems caused by elevated noise
levels.

As of 6th April 2008, the Control of Noise at Work Regulations
became applicable to the music and entertainment industries.
This now means that all staff who work in bars, restaurants,
nightclubs or other venues where music, dance or dramatic
performance occur are now covered by the Regulations.

COSHH Risk Assessment and Management Systems

With the introduction of The Control of Substances Hazardous to

Hazardous substances can be found in nearly all work
environments and can produce immediate health effects as well
as debilitating longer term conditions.

Legionella Risk Assessments

Legionnaires disease is a potentially fatal form of pneumonia
which can effect anybody, but which principally affects those who
are susceptible because of age, immunosupressants, smoking
etc.

Legally you must assess the risks from legionella bacteria to any
premises where water is stored and used and there is a
foreseeable risk of exposure to legionella bacteria.

Fire Risk Assessments
The Regulatory Reform (Fire Safety) Order 2005 which came in
to effect in October 2006 replaced over 100 pieces of legislation
that previously dealt with fire safety.

It is important to understand that a fire risk assessment is not the
same as a fire certificate. Every business owner, landlord and
employer must be able to demonstrate the following:

•    All fire risks have been assessed and the results recorded.
•    Records to show that fire fighting equipment has been
     provided, properly maintained and regularly inspected.
•    An emergency action plan has been written, confirmed and
     published.

                   Certificates
EPCs for Commercial Buildings
In response to European Legislation aimed at reducing energy
consumption within Europe’s commercial buildings, the Government
introduced the Energy Performance of Buildings Regulations 2007.

It is estimated that the energy bill for most existing commercial and
public buildings could be reduced by at least 20% using measures
regarded as cost effective by most common investment criteria. The
commission of an Energy Performance Certificate (EPC) is the first
step in this process.

At present, the Regulations state that an EPC is only required when
a commercial building is constructed, sold or let. However, many
large estate owners will commission EPCs where they are not
obliged to by regulation as they will see it as an opportunity to
reduce the running costs of their buildings whilst portraying a
‘greener’ image for their business.

EPCs provide an energy rating on the performance of a building
based on the performance potential of the building itself (i.e. the
fabric) & its services such as heating, ventilation, air conditioning
and lighting. An EPC is designed to inform potential buyers or
tenants about the energy performance of a building so they may
consider energy efficiency as part of their investment or business
decision to purchase or occupy that property.

Energy ratings stated on an EPC are graded from A (i.e. most
efficient) to G (i.e. most inefficient) in a similar fashion to white
goods.

According to the Regulations, a valid EPC is required at the ‘earliest
opportunity or at least before entering into a contract to sell or rent
out the property’. Solicitors acting on behalf of the person(s) or
organisation(s) seeking to buy or occupy your property will seek this
information for their client.

                            Certificates
Display Energy Certificates (DECs)
A DEC provides an operational rating for a building based on how
effectively it is being managed from an energy perspective. The
rating is calculated by analysing meter readings which are then
compared to a benchmark representing a performance indicative of
similar buildings.

Energy ratings stated on display energy certificates are similar to
those stated on an energy performance certificate in that they are
graded from A (i.e. most efficient) to G (i.e. most inefficient) in a
similar fashion to white goods.

Since October 1st 2008 as part of the Government’s attempt to
reduce carbon emissions, the Energy Performance of Buildings
Regulations 2007 have required that a DEC must be prominently
displayed in all non-domestic public buildings that accommodate
public authority staff, or buildings that are frequently visited by the
public, which have a floor space greater than 1000 sq m.

The main aim of a DEC is to raise awareness of the amount of fuel
and power a building uses so that the people responsible for
managing the property and paying the bills can try to improve its
energy rating and reduce the associated carbon emissions.

Examples of buildings that require a DEC would be central
government buildings, NHS premises including hospitals and those
buildings run by local authorities such as council premises, leisure
centres, & community centres. University buildings will also fall
under the regulations.

Display energy certificates are required on an annual basis where
the previous 12 months fuel and energy usage will be assessed. An
advisory report will accompany the certificate and will provide a
series of recommendations that, if adopted, will help an organisation
save energy and money.
