1.      Welcome

Mr. Sorenson welcomed the meeting participants in the room and on the phone. Ms. Kennedy read
the antitrust guidelines. The subcommittee reviewed the agenda. Mr. Wood moved, seconded by
Ms. Rehman, to adopt the agenda as drafted. The motion passed unanimously.
Next, the ESS/ITS reviewed the minutes from the March 26, 2007 conference call. Mr. Eckelkamp
moved, seconded by Mr. Wood, to adopt the minutes as the final minutes. The motion passed
without opposition. The final minutes from the March 26, 2007 conference call are posted on the
NAESB website: Final Minutes.
The ESS/ITS reviewed the draft minutes from the April 3-4 meeting. Mr. Wood moved, seconded by
Mr. Eckelkamp, to adopt the minutes as drafted. The motion passed without opposition. The final
minutes from the April 3-4 meeting are posted on the NAESB website: Final Minutes.
The ESS/ITS also reviewed the draft minutes from the May 3 conference call. It was noted that the
meeting time listed for the May 31 meeting should be changed to 5:00 PM. Mr. Wood moved,
seconded by Mr. Pritchard, to adopt the minutes as revised as the final minutes. The motion
passed without objection. The final minutes from the May 3 conference call are posted on the
NAESB website: Final Minutes.

2.      Continue to review Spit of S&CP into two documents:            the S&CP and the
        Implementation Guide to address Request No. R07002 (Request to divide the OASIS
        S&CP into two documents: 1) The S&CP and 2) an Implementation Guide) and Add
        modifications to the S&CP and Implementation Guide to respond to FERC Order 890
        to address WEQ Annual Plan Item 2 (Develop business practice standards in support of
        the FERC RM05-25-000 and RM05-17-000 (OATT Reform))

Next, the ESS/ITS reviewed the documents posted as work papers for this meeting to address
Request     No.   R07002:           Baseline   OASIS  S&CP     revised    5/18/07     and
Baseline Implementation Guide revised 5/18/07.
Mr. Sorenson stated that the two Baseline documents have been posted for informal comment a few
times and the subcommittee needed to decide if it will move forward with promoting the baseline

split for formal comment so that it can be incorporated into the next book that is scheduled to be
filed with the FERC in July. The subcommittee moving forward to work to get the baseline split
forwarded to the WEQ EC in time for the July filing.
Baseline S&CP: Mr. Sorenson reviewed the Change Log of the S&CP Baseline document. The
subcommittee added additional description and made corrections to the change log.                The
subcommittee also updated references to the Implementation Guide throughout the document.
Instead of the use of the term “Reserved” for sections that were deleted in their entirety and moved
to the Implementation Guide, the subcommittee agreed to use the word “Deleted”.
Baseline Implementation Guide:     Next, Mr. Sorenson reviewed the Change Log of the
Implementation Guide Baseline document.
The subcommittee added an entry to the Change Log of the Implementation Guide Baseline to state
that there was a global change of Primary Transmission Provider to Primary Provider and global
change of Transmission Provider to Primary Provider so that the terms in the document would be
consistent. In addition, internal references to the Implementation Guide were corrected throughout
the document.
011-1 – Introduction: The first sentence was revised to state “This OASIS Implementation Guide
establishes general and specific transaction processing…” instead of “This OASIS Implementation
Guide provides supplemental information related to general and specific transaction processing…”
Typographical errors were corrected in this section.
011-2.5 – Primary Provider Recalls: Since Recalls were to be included in the 890 version of the
S&CP and Implementation Guide, the last sentence of 011-2.5 was deleted.
011-2.6.2 – Renewal Requests:        The introductory language was improved and the use of
renewal/rollover in the Data Element Restriction/Requirement table was changed to rollover. The
reason cited for making this modification was because the Renewal described in this section is
Renewal of Rollover rights and the only way to renew is when rollover rights exist. The example of
60 days prior to the end of service was removed from this section.
011-2.6.3 – Matching Requests:     A new 011-2.6.3 was added to include language for Matching
Requests.
011-2.6.4 – Deferral Requests: Mr. Sorenson stated that new Section 011-2.6.4 the request type for
DEFERRAL was included because it has been there historically.
011-2.6.5.1 – Redirect on a Firm Basis: New Section 011-2.6.5.1 Redirect on a Firm Basis was
revised: The language stated in part: “This capacity validation may occur at any point in the
request process, but shall always be performed at the time the REDIRECT STATUS is attempting to
be set to CONFIRMED.” The subcommittee agreed to modify the sentence to state the following:
“This capacity validation may occur at any point in the request process, but shall always be
performed prior to setting the REDIRECT STATUS to CONFIRMED.” This modification was made
because the previous version of this sentence was awkward.
011-2.6.5.2 – Redirect on a Non-Firm Basis: New Section 011-2.6.5.2 Redirect on a Non-Firm Basis
was revised. The first sentence after the table in this section: “The Primary Transmission Provider
shall evaluate each REDIRECT on a Non-Firm basis as any other non-firm point-to-point
transmission service.” was deleted in its entirety. The reason given for this modification was
because the business practice will prescribe how to evaluate Redirects.
Mr. Skiba stated that MISO’s system automatically populates the BID_PRICE in the transrequest
template for Redirects on a Non-Firm Basis. Mr. Wood stated that the Southern Company system
puts a 0 in this field. Mr. Pritchard stated that Duke Energy’s system brings the Parent Reservation

price in to this field. Mr. Sorenson stated that the pro forma tariff states that there is no charge
and that is why it was included as a 0.00 or null. BID_PRICE was removed from the table in this
section.
The wording of the second paragraph after the table was modified to parallel the language used for
Redirect on a Firm Basis. The word “both” was moved in the second to last paragraph modify the
entire sentence.
011-2.6.6 – Relinquish Requests: Mr. Sorenson stated that this section was drafted as a lead in to
the Relinquish section to see if the subcommittee wants to use this section in the future for
designation and un-designation of network resources. The subcommittee did not support this lead
in section and it was deleted. What would have been new Section 011-2.6.6.1 was moved up to be
011-2.6.6. BID_PRICE was deleted as a data element from the table in this section. The following
sentence was added to this section: “Note that the RELINQUISH request does not in itself represent
a reservation for transmission service, but merely documents an action taken against an existing
transmission service reservation.” Additional minor modifications were made to this section.
011-2.6.7 – Resale Requests: New Section 011-2.6.7 was modified with minor language changes.
011-2.6.7.1 – Resale on OASIS: Modifications were made to new Section 011-2.6.7.1. Mr. Sorenson
stated that this language addresses the posting of Resales on OASIS. The RELATED_REF field was
deleted from the table in this section. The language in the section that stated “Unless recalled by
the Reseller, the transmission capacity resold shall not be available to the Reseller to schedule,
resell, redirect, or otherwise use.” was modified so that the introductory phrase “Unless recalled by
the Reseller,” was removed.
The subcommittee also added language to this section regarding the Reseller reinstating all
reassignments of capacity that were designated by the Assignee to the parent when the status is set
to DISPLACED or ANNULLED: “The Reseller setting the RESALE STATUS to DISPLACED or
ANNULLED shall also reinstate all reassignments of capacity over time that were designated by the
Assignee to the parent (REASSIGNED_REF) reservation(s) as appropriate.”
011-2.6.7.2 – Resale off OASIS: The data element RELATED_REF was deleted from the table in this
section to parallel the section for Resales on OASIS.
011-3.2 – scheduledetail: Mr. Sorenson suggested adding in language that would be a stipulation
for e-Tags of the type Dynamic Schedule Granted to reflect the amount of scheduled energy. This
will provide for differentiation between block schedules and dynamic schedules. The following
language was added to the Restriction/Requirement section for the SCHEDULE_GRANTED data
element in the table: The actual MW level to which the e-Tag was scheduled; for block schedules,
SCHEDULE_GRANTED should always be the lower of SCHEDULE_REQUESTED and
SCHEDULE_LIMIT; for dynamic schedules SCHEDULE_GRANTED may be higher than
SCHEDULE_REQUESTED.
Mr. Sorenson stated that the templates need to be further reviewed to ensure that changes made
during the meeting did not affect other templates. Mr. Skiba stated that the Data Dictionary
needed to be updated to reflect the modifications that are being proposed to the S&CPs. Mr. Skiba
volunteered to draft the proposed changes to the Data Dictionary based on the changes made in the
Baseline documents. Mr. Sorenson volunteered to draft the Recommendation for R07002. The
subcommittee planned to review the documents one more time during the June 6, 2007 conference
call and vote to send the documents to the WEQ Executive Committee during that call.

3.     Continue to work on items assigned to the ESS/ITS in the NAESB Order 890 Work
       Plan with attention to Group 1 Items (Metrics; Re-Bid of Partial Service;
       Preconfirmation Priority; Redispatch Cost Posting) and Group 2 Items (Network
       Service on OASIS) that have not been addressed in the S&CP modifications

Next, the ESS/ITS reviewed the work papers submitted for this meeting: Order 890 Implementation
Guide - 5/24/07 (with changes made to baseline on 5/18 incorporated) and Order 890 S&CP -
5/24/07 (with changes made to baseline on 5/18 incorporated).
Order 890 S&CP: Mr. Sorenson reviewed the modifications made to the Order 890 S&CP in the
Document Change Log. These changes address Group 1 of the Order 890 Work Plan. The
subcommittee made modifications to the Change Log.
002-2.4 – Internet Tool Requirements: The first modifications was to the Internet Tool Requirements
to include the modifications ratified in Final Action 2007 WEQ Annual Plan Item 3(a)(2) Final Action
- Recommendation for 2007 WEQ Annual Plan Item 3(a)(2) - Implementation of S&CP changes to
support Standards of Conduct business practices.
002-4.3.2.1 - Transmission Capacity Offerings Available for Purchase (transoffering): Mr. Sorenson
reviewed that a paragraph was added to accommodate posting of secondary market offers where the
service increment is the service increment of what is being sold. Mr. Sorenson stated that the
language added to this section due to the disconnect between reselling and representing the rights
purchased being identical to the rights held by the Reseller as opposed to displaying the
information so that the monthly firm transmission that will be remarketed on a daily basis. Mr.
Sorenson suggested adding an element call OFFER_INCREMENT so when the monthly product is
posted for Resale, it will show up when a query for daily services is made. The subcommittee
supported adding OFFER_INCREMENT to this template as suggested by Mr. Sorenson.
002-4.3.4.1 - Transaction Schedule (scheduledetail): Mr. Sorenson stated that he added the Data
Element SECURITY_COMMENTS to the response portion of this template to use for posting of ATC
annotations.
002-4.3.4.4 - System Data (systemdata): This language was modified to include language to address
the posting of forecasted and actual load data. Mr. Sorenson stated that this template had a
reference number and then a Point of Receipt and Point of Delivery Start and Stop and MW number.
Mr. Sorenson suggested using fields titled SYSTEM_ELEMENT and SYSTEM_ELEMENT_TYPE that
defines the system element. For flow based systems, the system element would be the flowgate
name.
002-4.3.6.1 - Customer Capacity Purchase Request (transrequest): Mr. Sorenson stated that the
modifications made to this template were that in the original S&CP the TP had two options in terms
of profiling: one was the option of capacity or the option of profiling price. Mr. Sorenson modified
the language to clarify the options and to address the ability to rebid capacity. BID_START_TIME,
BID_STOP_TIME, BID_CAPACITY, and BID_PRICE were added because if one wanted to rebid
capacity it would be reasonable to clarify who is allowed to do what to which Data Elements. The
counterpart would be to add OFFER_START_TIME, OFFER_STOP_TIME, OFFER_CAPACITY, and
OFFER_PRICE. Mr. Sorenson stated that he added in the language that the initial BID_START and
last BID_STOP are the anchors. After discussion, the subcommittee modified the language to state
“The earliest BID_START_TIME and latest BID_STOP_TIME indicate the overall requested period of
service and cannot be modified by subsequent actions.”
002-4.3.6.2 - Status of Customer Purchase Request (transstatus): Mr. Sorenson stated that this
template would also now include BID_START_TIME, BID_STOP_TIME, BID_CAPACITY, and
BID_PRICE and the parallel fields for Offers. In addition, based on the standards adopted for
Transfers, there was a need to have an active Transmission Provider confirmation, because there

has never been the three party confirmation used in OASIS before. To do that, Mr. Sorenson
suggested a new Data Element: PRIMARY_PROVIDER_STATUS. The Implementation Guide states
that for Transfers, a customer cannot confirm the Transfer until the Seller, who has set the STATUS
to ACCEPTED and the Primary Provider has set the PRIMARY_PROVIDER_STATUS to ACCEPTED.
Mr. Sorenson stated that in order to track Rollover Rights, the following fields would be added to
this template: ROLLOVER_START_TIME, ROLLOVER_STOP_TIME, and ROLLOVER_CAPACITY.
Mr. Pritchard asked if there would be a way to note that the Rollover Stop is null, meaning that
there is no end time for the Rollover. Mr. Sorenson stated that in the draft of the Implementation
Guide, he proposed setting a Rollover with no end time as January 1, 2100, but if the
subcommittee wanted to set a Rollover Stop with a null value to mean infinity he would support
that change. The subcommittee added an additional Data Element ROLLOVER_DUE_TIME to track
when the customer must exercise its Rollover rights.
002-4.3.6.3 - Seller Approval of Purchase (transsell): Mr. Sorenson stated that this template was
designed for the Resale market, not for Primary Providers. Language was added to describe that
ROLLOVER_DUE_TIME would capture the deadline for submitting a RENEWAL request to exercise
Rollover rights. ROLLOVER_DUE_TIME was added to this template where appropriate.
002-4.3.6.4 - Customer Confirmation of Purchase (Input) (transcust): Mr. Sorenson stated that the
changes proposed to this section were to include the Bid and Offer Data Elements and the
stipulation that when the customer tries to move the STATUS to CONFIRMED, the BID Data
Elements have to match the OFFER Data Elements.
002-4.3.6.5 - Seller to Reassign Service Rights to Another Customer (transassign): This template now
includes RECALL as a transaction type. This is not to be used for negotiation, but to say capacity is
being recalled from a reservation. REQUEST_TYPE was added to this template. The valid
REQUEST_TYPES for this template would be RESALE, PARTIAL TRANSFER, FULL TRANSFER, and
RECALL.
002-4.3.7 and 002-43.7.1- Seller Posting of Transmission Services/Seller Capacity Posting (transpost):
Mr. Sorenson stated that the only proposed change to these sections is the addition and description
of OFFER_INCREMENT.
002-4.3.7.2 - Seller Capacity Modify (transupdate):       OFFER_INCREMENT was added to this
template.
At this time, Mr. Sorenson stated that when the ancillary request processing templates were added,
they were modeled to be exact mirrors in terms of data elements as the transmission service request
templates. Mr. Sorenson asked while there is the need to add functionality for Rebid of Partial
Service, did the subcommittee want to make the corresponding changes to the ancillary templates.
Mr. Sorenson stated that he was inclined to leave the ancillary templates as they are now so that
there would be a divergence between the transmission template and the ancillary templates. It was
the consensus of the subcommittee to only modify the ancillary templates as needed to implement
the changes needed to address Order 890 and not to modify them to mirror the transmission
templates.
002-4.3.8.4 - Customer accepts Ancillary Service (anccust): The DATA ELEMENT PRECONFIRMED
was deleted from this template to remove the capability to set the preconfirmed status in the
anccust template to be consistent with the transcust template.
Order 890 Implementation Guide: Next, Mr. Sorenson reviewed the proposed changes to the
Implementation Guide to include the Order 890 Work Plan Group 1 Items.
Document Change Log: The subcommittee made minor corrections to the Document Change Log.

Mr. Sorenson stated that when the OFFER_START_TIME, OFFER_STOP_TIME, OFFER_CAPACITY,
and OFFER_PRICE and BID_START_TIME, BID_STOP_TIME, BID_CAPACITY, and BID_PRICE Data
Elements were added to the S&CPs, they also had to be added throughout the Implementation
Guide.
011-2 - OASIS TRANSACTION PROCESSING: Mr. Sorenson stated that he modified the language to
propose that this section be modified to require the Seller and Primary Provider to change the
STATUS to ACCEPTED for Transfers.
011-2.2 - Transaction Status: Mr. Sorenson stated that he proposed to remove the language that
provided for the withdrawal of preconfirmed requests.       The subcommittee supported this
modification.
In the paragraph after the State Diagram of Purchase Transactions, the         subcommittee added
additional language for clarification purposes.
011-2.2.1 - ACCEPTED Status Restrictions: Mr. Sorenson stated that this section was added to allow
the Request state to be changed to ACCEPTED when the BID and OFFER values match.
011-2.3 - Basic OASIS Transaction Handling: The language was modified to include FULL and
PARTIAL TRANFERS. The subcommittee modified the proposed language regarding WITHDRAW so
that the Customer can WITHDRAW if the request is not a short term Firm or Non-Firm request.
011-2.5 - Transmission Provider Recalls: Mr. Sorenson stated that this language was modified to
include the Request Type of RECALL. The subcommittee revised the last paragraph for this section:
The first sentence, “The Primary Provider may elect to post recalls of reserved capacity using the
OASIS request,” was deleted; the provision that allowed for posting the results of recalls under the
reduction template was deleted; the language that made the posting the results mandatory was
revised to state “…shall show the impact of those recalls.”
011-2.6.1 – ORIGINAL Requests: Mr. Sorenson stated that the language was modified to reflect the
needed Data Element changes. The subcommittee added language to state that the segments of
any submitted profile must not overlap in time.
011-2.6.1.1 – Offering of Partial Service: Mr. Sorenson stated that the language was modified to
provide for the Rebid of Partial Service.
011-2.6.1.2 – Negotiation of Price: Mr. Sorenson stated that the OFFER and BID Data Elements
were added along with the requirement that the OFFER and BID values must match.
011-2.6.1.3 – Rollover Rights: Mr. Sorenson stated that this section provides for the addition of
language for Rollover Rights. The subcommittee deleted the language that set the default value
when there is no ROLLOVER_STOP_TIME as January 1, 2100.
011-2.6.4.1 - REDIRECT on a Firm Basis: Mr. Sorenson stated that this section was modified to
include OFFER and BID Data Elements.
011-2.6.6.1 – RESALE on OASIS: Mr. Sorenson stated that language was added to require that the
Assignee execute a service agreement with the Transmission Provider that covers the term of the
RESALE.
011-2.6.6.2 – RESALE off OASIS: Mr. Sorenson stated that language was added to require that the
Assignee execute a service agreement with the Transmission Provider that covers the term of the
RESALE.
011-2.6.7 – Transfer Requests: This new section provides for Full and Partial Transfers. The
subcommittee added a sentence to state “Transfer transactions conducted off OASIS shall use the
same procedures and templates as specified for Resale off OASIS (WEQ 011-2.6.6.2).”

011-3.3 – systemdata: The template was modified to include a description of how to use the new
systemdata elements to post contract path AFC versus flowgate postings.
011-3.3.2 – Flow Based ATC Related Posting Requirements:         The subcommittee deleted this
proposed new section.
011-3.4 – security: Language was proposed for ATC annotations, Outage Postings, and Curtailment
Event Postings in this section and in sections 011-3.4.1, 011-3.4.2, 011-3.4.3.
011-3.5 – transoffering: A new section was added to this section regarding how transoffering
template is supposed to handle Resales.
011-4 – EXAMPLE IMPLEMENTATION: This section will be updated when the language is closer to
finalization within the rest of the Implementation Guide and S&CPs.
011-5 – IMPLEMENTATION PLAN: Mr. Sorenson stated that the S&CPs provide that when a new
version is adopted, an Implementation Plan must be created. The subcommittee reviewed this
language and made modifications that can be found in the redline version of the Order 890
Implementation Guide posted as an attachment to these minutes (link posted below).

4.     Begin drafting the certification list for the WEQ Public Key Infrastructure Standards

This item was not discussed.
5.     Other Business/Next Steps
The subcommittee reviewed the Order 890 Work Plan posted as a work paper for this meeting:
Order 890 Work Plan - 5/22/07 and made determinations as to when items that have been
assigned to the WEQ ESS/ITS would be completed.
Group 1: The following Target Dates were added to Group 1: FORMAL COMMENT: The ESS/ITS
plans to vote to send the Recommendation that includes the Business Practice Standards and
S&CPs to address the items included in Group 1 during the 3rd Quarter, 2007. WEQ EC VOTE:
The WEQ Executive Committee will vote on the Recommendation for the Group 1 items during the
3rd Quarter, 2007. RATIFICATION: The ratification of the Recommendation for the Group 1 items
will be complete by the end of the 3rd Quarter, 2007.
Group 2: FORMAL COMMENT: The ESS/ITS plans to vote to send the Recommendation that
includes the Business Practice Standards and S&CPs to address the items included in Group 2
during the end of 3rd Quarter/beginning of the 4th Quarter, 2007. WEQ EC VOTE: The WEQ
Executive Committee will vote on the Recommendation for the Group 2 items during the 4th

Ms. Kennedy stated that she would update the work plan along with the updates that are scheduled
to be made during the June 1, 2007 ESS/ITS and BPS meeting and post the updated document as
an attachment to the minutes: Attachment - NAESB Work Plan - June 6, 2007.
The next meetings are scheduled on the following dates and times:
June 6, 2007: A conference call with web conferencing is scheduled on June 6, 2007. During this
conference call, the ESS/ITS plans to vote on the recommendation for Request No. R07002 (Request
to divide the OASIS S&CP into two documents: The S&CP and 2) an Implementation Guide). The
conference call is scheduled from 10:00 AM to 11:00 AM Central.
June 15, 2007: A conference call with web conferencing is scheduled on June 15, 2007. During
this conference call, the ESS/ITS plans to continue working on the Order 890 S&CP and
Implementation Guide. The conference call is scheduled from 10:00 AM to 4:00 PM Central.
June 26-27, 2007: The ESS/ITS is scheduled to meet in Austin, Texas on June 26-27, 2007 hosted
by NAESB at the Driskill Hotel. The meeting times are 12:00 PM to 5:00 PM Central on June 26
and 9:00 AM to 12:00 PM Central on June 27.
July 13, 2007: The ESS/ITS is scheduled to meet via conference call with web conferencing on July
13, 2007 from 10:00 AM to 4:00 PM Central.
July 24-25, 2007: The ESS/ITS is scheduled to meet at NAESB’s offices in Houston, Texas on July
24-25. The meeting times are 12:00 PM to 5:00 PM Central on July 24 and 9:00 AM to 12:00 PM
Central on July 25.
August 7, 2007: The ESS/ITS is scheduled to meet via conference call with web conferencing on
August 7, 2007 from 10:00 AM to 2:00 PM Central.
August 15, 2007: The ESS/ITS is scheduled to meet in Colorado Springs, Colorado hosted by El
Paso Western Pipelines on August 15, 2007. The meeting times are 9:00 AM to 5:00 PM Mountain.
August 27, 2007: The ESS/ITS is scheduled to meet via conference call on August 27, 2007 from
10:00 AM to 2:00 PM Central.
September 11-12, 2007: The ESS/ITS is scheduled to meet via conference call on September 11-
12, 2007 hosted by NAESB in Houston, Texas. The meeting times are 12:00 PM to 5:00 PM Central
on September 11 and from 9:00 AM to 12:00 PM Central on September 12.
