                                                                                             November 26, 2002

                                             ANNUAL REPORT
                                            GRADUATE COUNCIL

The Graduate Council met at least monthly during the 2001-02 academic year, and the Committee considered a
number of substantial issues and proposals regarding graduate programs at UCSD. We were also asked to make
recommendations or to provide comment on items forwarded to us by the Division Chair and others and those
include the following.

    •   Draft Agreement of Association between the California Western School of Law and UCSD
    •   Report of the Task Force on Endowed Chairs
    •   Informal Review of Draft Policies-Ownership and Use of Course Materials; Recordings of
                Academic-Instructional-Presentations; Reservation of Rights
    •   Implementing Procedures for Administering APM-025--Conflict of Commitment and Outside Activities of
        Faculty Members
    •   Committee on Affirmative Action and Diversity Faculty Recruitment and Retention Recommendations
    •   Campus Five-Year Perspectives for New Academic Programs, Units, and Research Units
    •   San Diego Regulation 709-Master of Advanced Studies (MAS)
    •   Proposed Revision of the UCSD Policy on Integrity of Scholarship

Graduate Council actions during 2001-02 are summarized here under the various major categories of the
committee’s charge.

Modifications/Additions to Existing Graduate Programs;

    •   Request to eliminate the T.A. requirement for graduate students in the Department of Anthropology
    •   Change the Departmental Qualifying Exam (DQE) in the Ph.D. Program in the Department of MAE
    •   Changes in the B.S./M.S. Degree Program in the Earth Sciences Program
    •   Revision of the Graduate Student Teaching Requirement in the Department of Physics
    •   Catalog copy changes in the Department of Music
    •   Changes in requirements for the M.A. in Teaching & Learning--ASL in the TEP Program
    •   Revision of the graduate curriculum in the Department of Cognitive Science
    •   Change in policy regarding the language requirement in the Department of Linguistics
    •   Revisions of the graduate curriculum in the Department of Sociology
    •   Revision of the Department of Computer Science and Engineering Ph.D. Program
    •   Revisions of the IR/PS Masters of Pacific and International Affairs (MPIA) Curriculum
    •   Change in Time Limits for students in the School of Medicine Medical Scientist Training Program (MSTP)
    •   Replace the B.S./M.S. Program with a straight M.S. Program in the Department of Chemistry and
    •   Additional of a Concentration in Health Behavior in the Joint UCSD/SDSU Doctoral Program in Public Health
    •   Modifications in the Sociology/Science Studies Requirements
    •   Department of Electrical and Computer Engineering Request to Change the Admission Process to the
        Graduate Program

    ECE’s request to change the admissions process was deferred to 2002-03.

Proposals for New Departments/Programs/School/Name Change
Graduate Council approved the name change of the Division of Biology to the Division of Biological Sciences.

Proposals for New Degrees/New Degree Titles/New Regulations
The Council considered a number of proposals for new graduate degree programs, which included the following.

    •   Terminal Joint Masters in the Joint Ph.D. Clinical Psychology Program
    •   Master of Advanced Studies in Clinical Research
    •   Reconsideration of the Master of Advanced Studies (MAS) Degree Residency Requirement. Approved
        and incorporated in Regulation 709

    •   Mechanical and Aerospace Engineering Proposal for an M.Eng Degree
    •   Program of Graduate Study Leading to a Doctor of Education (Ed.D.) in Teaching And Learning
    •   Program of Study Leading to the Master of Business Administration (MBA) Degree in the School of
        Management Joint UCSD/SDSU Doctoral Program in Audiology (Au.D.)

    The proposal for the AuD will be presented to the Representative Assembly in the fall. Graduate Council had
    some issues remaining to be resolved with the proposals for the Ed.D, MBA, and it is planned that those
    issues will be addressed over the summer. MAE’s proposal for an M.Eng. Degree has been deferred to

Graduate Program Reviews/ One-Year Follow-up Reviews
The following graduate program reviews were considered. Additionally, the Council considered the 2001
Accreditation Site Visit Report for the UCSD/SDSU Joint Doctoral Program in Public Health.

Endowed Chairs in Research/Research Centers/ORUs and MRUs/Sunset Reviews
The Council, under the new revised guidelines for consideration of endowed chair proposals, approved the
proposal to establish the Qualcomm Endowed Chair in Communications and Technology Policy. Additionally we
approved the proposal to establish the Center for Comparative Immigration Studies as an ORU, and participated
in the sunset review of the Center for U.S-Mexican Studies.
