                                                  It is my pleasure to bring to you our conference edition of the
                                                  newsletter “The Regulator” as part of our 24th Annual International
                                                  Association of Transportation Regulators (IATR) Conference in
                                                  Toronto, Canada.

                                                  Our 2011 theme – training and hospitality – is a fitting tribute to the
2011 Conference




                                                  strengths of our host city, Toronto, and we are pleased to be able
                                                  to host this year’s conference in such a vibrant and multicultural
                                                  location. IATR’s visit to Toronto coincides with the Toronto
                                                  International Film Festival (TIFF), and we know that our delegates
                                                  are going to have a great time not only networking, learning
                                                  and sharing experiences, but also in exploring and enjoying this
                                                  fantastic city, taking in a film or dining at one of the many fantastic
                    restaurants within walking distance of our hotel. In addition to the good food and music we will

                    provide, our gala event will help take in the sights from thousands of feet above in the CN Tower
                    – and the views from all angles at this conference will not disappoint.

                    This has been a challenging year for regulators around the world, and despite travel budget
                    restrictions and personnel turnover at many regulatory agencies, we still have a strong attendance

                    keynote speakers and workshops, for the first time we will be offering concurrent sessions,

                    Our members are clearly dealing with pressures for regulatory reform, and IATR receives an
                    increasing number of calls for assistance with a myriad of studies, surveys, and research. In

The newly elected state government of Victoria, Australia recently announced a major review into
taxi and hire car services, on the back of record low customer satisfaction and escalating complaints
particularly in the capital city of Melbourne (population over 4 million). The government’s stated
objectives are to deliver major and enduring reform to service, safety and competition. In doing
so, they have appointed Professor Allan Fels AO, former head of the Australian Competition
and Consumer Commission, to head an independent review. The Victorian Taxi Industry Inquiry
commenced in May 2011.

Professor Fels’ keynote address will outline the major issues facing Victoria’s taxi and hire car
services, and the fundamental questions these problems raise about the high degree of regulation
and market concentration (some of which have a national dimension) and the associated impact
on service outcomes. Professor Fels will discuss whether there is a consensus view about the right
framework for taxis, gleaned from relevant international bodies and on-the-ground experiences of
reform in various jurisdictions, and the challenges for achieving and sustaining reform.

Card Acceptance is Only the First Step

Every market has a different view of the best way to accept credit cards in taxis. Once the decision to
require credit cards is made, however, the process has only just begun.

Rates. The method of acceptance, along with the involvement of the driver, the processors, and the
vendors can and do affect rates. Compound that with hidden fees, downgrades, and surcharges, and
it often means the published rate varies widely from the delivered rate.

Driver Payment. If credit card acceptance programs are not well-managed, drivers can end up paying
exorbitant fees, have little or no protection against chargebacks, and can find themselves waiting for
weeks to get paid for their credit card fares.

Support Services. Vendors vary widely in their level of transaction support, electronic tripsheet collection,
and reporting (including recently mandated federal tax reporting), each of which can dramatically and
negatively impact the industry’s participants.

Passenger Security. If the system is not secure, passengers will never embrace the process. Security

and fraud protections are available but often not required or, if required, inconsistently enforced.

Regulatory Value. Systems designed to accept credit cards can do significantly more than just operate
as a swipe. GPS and in-vehicle technology can tell regulators more about who is being served – and
who is not being served – than ever before. The data collected has proven invaluable to regulators
in many cities to better manage and serve the taxi industry, to recover lost property, and to assist law
enforcement in the investigation of crimes and homeland security-related issues.

New: Cost Index Service for Meter Rates

With gas prices rising, then falling, setting meter rates
is a challenge. What happened since the last rate
increase? What about other costs of taxi operation?
City Councils want clear answers each time meter
rates are discussed.

used by regulators in other fields. It is similar to
the consumer price index (CPI). The CPI measures percentage change in the cost of living. The
CPI does not tell you whether your salary is fair, but it does tell you the percent raise needed to keep
your buying power the same. A taxi cost index measures the percent change in the cost of operating
a taxi. Once established, a cost index can be updated each year using public data available from

government statistical agencies. If desired, a spreadsheet tool lets regulators perform this update
with local staff.

 Regular rate adjustment with an index can smooth the Council process by providing a more scientific
framework for review.

                     KARSAN INITIATES TESTING THE FULLY FUNCTIONAL V1 PROTOTYPE

                     Karsan, one of the finalists of the NYC Taxi of Tomorrow (ToT) tender, has completed the build of
                     its fully functional V1 prototype

                     This month, according to the plan, as was initially submitted to the TLC in NYC, Karsan has just
                     broken new a ground by completing the first fully functional prototype and has initiated testing it.

                     The V1 prototype in line with its design specs allows wheel chair passengers to board easily with
                     doors opening at 90 degrees and double-sided automated ramps that provide wheelchair access
                     from the curb on either side directly into the passenger area. Having a unique iconic design,
                     Karsan V1’s panoramic glass roof allows passengers not to lose contact with the environment, and

                     gives them the opportunity to enjoy the surrounding cityscape. Yet, passengers can be shielded
                     from the environment through automatic curtains they operate. These also act as sunshields.
                     Space for luggage strollers and bicycles is provided in the passenger compartment, and the driver
                     enjoys the freedom of a complete dedicated working environment.

                     Karsan is currently engaged in the development process with the plan to produce prototypes
                     to perform crash tests by beginning of 2012 and the intention is to complete the production of
                     final engineered prototypes by mid 2012. Karsan is proceeding in line with its program to start

                     production of the V1 by third quarter 2013.

                     Although it was initially developed specifically for and around the requirements of the NYC Taxi of
                     Tomorrow tender, Karsan aims to create a global brand with the V1.
