      Motion by Mary Ann Bamrick to accept minutes as written with the
correction on page 19, case no. 030684, to correct the Motion Seconded.

   B. Declaration of Conflict of Interest.

      Nilsene Privette declared for 030297 Hair Et Al under Step 1., D. 1.

EXECUTIVE DIRECTOR’S REPORT *, **, AND ***
   A. Status on Legislation affecting the Board of Cosmetology.

      It appears there are no bills before the Legislature that will have a
direct impact on the Board, but staff will continue to monitor. One bill that
may prove to be of concern, if passed, has wording to the effect that
outsourcing of services may be required.

   B. National Interstate Council (NIC) Meeting in Tempe, February 6th – 10,
      2003.

      The meeting at Board offices was well attended by NIC members with
the addition of Larry Bulechek and Mary Anne Bamrick. The group discussed
many issues and several positive changes were made. The information on the
aesthetics’ curriculum was very informative and Arizona may use the wording
regarding lancets; i.e., lancets may be used for the removal of impurities
from the epidermis. The Board received several thank you cards from NIC
members.

   C. Results of the Licensing System Request for Proposal.

       All proposals have been received and several are well-worth a good
look. The committee is now pouring over the 17 submittals, and Sue Sansom
will attempt to meet with the rest of the committee as soon as possible to
make a final decision on the licensing system.

   D. Audit Report on Financial Procedures from the Office of the Auditor
      General.

      The recent audit conducted in Board offices ended without a single
      finding.

   E. Current Events Affecting the Board.
     The NIC Regional meeting may be held at Palm Springs on a date to be
     submitted later.

     Mary Manna, Executive Director of the Nevada Board, was asked to
     resign along with board member Kay Collins.
