					Public Session Meeting of the Mayor and Council of the Borough of Ridgefield was held
on January 26, 2009 at 7:30 p.m. Daylight Saving Time. Meeting was held at the
Ridgefield Community Center, 725 Slocum Avenue, Ridgefield, New Jersey

Mayor Suarez stated that this meeting of the Mayor and Council is being conducted
pursuant to the Open Public Meetings Act; adequate notice of the meeting has been given
by publishing notice in the Record. Furthermore, notice was posted in the Borough of
Ridgefield Municipal building.

Roll Call: Mayor Suarez, Councilmen Lonzisero, Todd, Vincentz, Severino ,Castelli and
Acosta were presented.

Pledge of Allegiance

Mayor Suarez asked everyone to remain standing for a moment of silence for those
residents who have passed away since the last meeting

Mayor Suarez asked if anyone has comments on tonight’s agenda;

Gary Bonacci: commented on Resolution 86-2009 and would like this resolution be
amended and the council remove their health benefits.

Mayor Suarez commented on correspondence he has received: attended January 13, 2009
Bergen county municipality meeting and was installed as the first vice president; January
13 youth commission reorganization meeting; attended January 14, 2009 mayor
legislation day and Governor Corzine express the finical hardship the state of New Jersey
is in; attended January 20, 2009 presidential inauguration in Washington DC and is
excited to see the new president lead the country; attended the January 20, 2009
recreation meeting and sworn in new members; January 23, 2009 Bergen community
college held an symposium at stony hill inn;

Mayor Suarez questioned former Mayor Veale and who would he report to as Deputy
Borough Administrator. Questioned exactly what Mr. Veale’s job will entail if he fills
this position. Mayor Suarez believes that this position is not necessary and that the
borough needs to save money.

COMMENTS BY MAYOR:

Mayor Suarez commented on the 2008 annual Police activity report for December;
February 6, 2009 is “wear red day” to focus on awareness for cardiac vascular disease in
women; Ridgefield’s Fire Prevention Bureau 2008 year end final report revenue
totaling $ 110,014; December 2008 monthly report from Division of Fire prevention
totaling $ 8,996.55; letter received from Michael Handschin from FEMA funding he
received a check for amount of $5,000 apply for 2009 year; received a check from the
meadowlands commission for the amount of $100, 000 for reimbursement for the
Borough of Ridgefield towards art lane improvements; received a response from
department of community affairs regarding COAH situation; received a letter of
notification confirming $100,000 meadowlands assistant grant for 2009; letter received
that went to Karen Riede from the department of environmental protection
congratulating the Borough of Ridgefield for being awarded 2008 community
Stewardship incentive program grant for amount of $25, 000 and was endorsed by the
new jersey community forest council; December 2008 police monthly report;
Ridgefield’s municipal court report for December 2008 totaling $75,548; Bergen county
home ownership center will be holding home buyer workshops on march 14, march 21
and march 28, 2009 at the Bergen county learning center; two letters received that must
be executed from smart future 2005 grant for an amount of $ 80,000 that funds the
Susan Gruel work; letter received form Doug Doyle confirming that the hearing needs
to be done regarding the rent leveling board, a date needs to be set before February 20,
2009 for a appeal; rate on “action month” in regarding testing your homes; received a
memo to Councilmen Lonzisero regarding Boswell Engineering study and regarding
Kingland Avenue becoming a one way street.

COMMENTS BY COUNCILMEN:

Councilman Lonzisero: believes tonight’s meetings was very beneficial regarding a
solution for the redevelopment area and discussed the hotel on grant summit property.
Councilman Todd: made an announcement of behalf of the environmental commission
regarding the pubic information session for the environmental resource inventory will
take place at the environmental EC management at February 25, 2009 at the community
center; received a letter from the health department regarding rabies shot;

Councilman Castelli: agree with Councilman Lonzisero regarding the redevelopment
area

Councilman Vincentz: comments regarding the “auction” and some of the equipment
that will be used; made a motion that the finance committee be allowed to finalize the
work for the “auction”; motion to approve permission to attend a training class at Bergen
Community College at a rate of $125; had question regarding of a voucher that needs to
be signed regarding Roberta cell phone; commented on the final minutes regarding the
recording

Councilman Severino: commented on the motion to rescind attorney Alampi;

Councilman Acosta: commented on his attendance to a DPW meeting; believes that
everyone needs to come together budgeting our money and makes improvement to the
borough;

COMMENTS BY ADMINISTRATOR:

Roberta Stern: memos received from Carl Jenne regarding rewarded bid 2009 evaluation
concerning the sewer and roadway project. Also letter from DEP considering the under
ground storage tanks and reports we submitted are under receive and more remediation
will be needed on the tanks.

COMMENTS BY CITIZENS: (All speakers are limited to five minutes maximum per
meeting)

Mr. Bell: (952 Elm Avenue) spoke about his loss of faith in the republican parties;
commented on some decision the council made that was not beneficial to the tax payers
of Ridgefield such as the building of the library, sub division and zoning, tax assessment
and the issue of citizens facing foreclosure on their homes. He hopes that the council can
come together and work in the best interested of the borough. Hopes the councilmen
stops pushing the own agendas on the borough. Had questions regarding the
redevelopment project and where will the funding come from; had one suggestion
regarding the website and that every borough official should have their email address
posted.

Milton Hunter-Halverson: (380 Shaler Blvd) commented on the last election and how
poorly it was run.

Tony VanZwaren (624 Sketch Place): commented on the issue of former Mayor Veale
and if it’s necessary for him to fill position of deputy administrator; also express his
concerns with the redevelopment plan.
Joe DiGulimo (838 Edgewater Avenue): Commented on Mayor and Council
appointment of Mr. Zisa and his achievements since the start of his position as web
master.

Sal Zisa (595 Elm Avenues) commented on the borough’s website and how it should be
available in different languages.

Barbara Langin (586 Broad Avenue) : had some concerns regarding the work being done
on Broad avenue, removing of steps and adding a wall; concerned for her safety and as
well as her neighbors. Also with the new road she has issues with her recycling being
picked up.

Mr. Peek: commented on the importance of residential parking and the way to finance the
Ordinance.
