        The Fresno County Board of Supervisors welcomes you to this meeting and encourages your participation.

        Chairperson will call for public testimony as each item is heard. If you wish to speak to an individual item

4.    Conduct first hearing to consider amending the County of Fresno Master
      Schedule of Fees, Charges and Recovered Costs Ordinance by amending
      Section 200 - Assessor, by adding subsections 207 through 213; waive reading
      of ordinance in its entirety; and set second hearing for July 8, 2008

Auditor-Controller/Treasurer-Tax Collector
5.    Conduct the first hearing to consider amending the Fresno County Master
      Schedule of Fees, Charges and Recovered Costs Ordinances by amending
      Section 300 relating to Auditor-Controller/Treasurer-Tax Collector Fees; and
      waive reading of the ordinance in its entirety; and set second hearing for July 8,
      2008

Administrative Office
6.    Approve resolution authorizing West Hills Community College District to form two
      School Facilities Improvement Districts for the purpose of issuing bonds for the
      benefit of less than the entire District
7.    Conduct the first hearing on an Ordinance amending the Ordinance Code 04-006
      of the County of Fresno by re-adopting uncodified sections and by amending
      sections 4.20.010 and 4.20.110 of Chapter 4.20 of Title 4 thereof, imposing an
      amended countywide transactions and use tax to supplement funding for public
      libraries, to be administered by the State Board of Equalization; waive reading of
      ordinance in its entirety; and set second hearing for July 8, 2008
8.    Conduct first hearing of a proposed addition to the Fresno County Ordinance
      Code by adding Chapter 6.52 of Title 6, regulating State Video Franchises by
      establishing Franchise and PEG Fees and Customer Service Penalties; waive
      reading of the ordinance it its entirety; and set the second hearing for July 8,
      2008
9.    Conduct public hearing for first reading to consider adopting proposed County
      Ordinance authorizing Public Facilities Impact Fees and Schedule of Fees; waive
      reading of proposed Ordinance in its entirety; conduct public hearing of proposed
      capital improvement plan of County Public Facilities that may be financed in
      whole or in part by such fees; and set July 8, 2008 at 2:00 pm for second reading
      and adoption of proposed Ordinance

14.   Approve minutes of June 3 and June 6, 2008

Supervisor Case
15.   Adjourn in memory of Louise Albrecht a farmer and homemaker for 59 years in
      the Del Rey / Selma area. Mrs. Albrecht will be remembered for her contribution
      to many organizations as well as her unending devotion to her family and friends
16.   Adjourn in remembrance of Mr. Thomas Tejerian. Mr. Tejerian a life long resident
      of the Reedley/Sanger area was partner of Tejerian's Clothing Store. Mr. Tejerian
      will be remembered for his contributions to his community, accomplishments as a
      businessman and love of friends and family

Auditor-Controller/Treasurer-Tax Collector
17.   Approve the County of Fresno Treasury Investment Pool Investment Policy
18.   Approve resolutions authorizing rights to excess proceeds where sufficient
      information and proof of claimant's right to the excess proceeds, from the sale of
      tax defaulted property, has been established
19.   Approve and Authorize Chairman to execute Amendment III to Agreement 06-
      160 with Price, Paige and Company Accountancy Corporation to increase the
      amount for services provided by $18,450 (with a revised maximum of $167,438)
      for the audit of fiscal year ended June 30, 2007; and to increase the amount for
      services by $25,392 (with a revised maximum of $174,380) for fiscal year ended
      June 30, 2008; and to add a renewal clause to the term of the contract with an
      option of two one-year renewals up to a 5-year maximum

County Clerk/Registrar of Voters
20.   Approve the attached Records Retention Schedule No. 1450.08.02 and
      Resolution authorizing the destruction of specified records belonging to the
      Department of Public Health (4/5 vote)

District Attorney
21.   Authorize the Chairman to execute grant application/Agreement and Certification
      of Assurance of Compliance for the Violence Against Women Vertical
      Prosecution program to the Governor's Office of Emergency Services, State of
      California ($110,000)

Sheriff
22.   Approve and authorize the Chairman to execute a lease agreement with HHR,
      LLC, for office space located at 5055 E. McKinley, Fresno, to be used by the
      Sheriff's Department ($39,432)
23.   Approve and authorize Chairman of the Board of Supervisors to execute
      Governor's Office of Emergency Services (OES) application in the amount of
      $387,946 for the Fresno County Narcotics Enforcement Team (FCNET)

24.   Approve resolution to establish the FY 2008-09 appropriations limits for each of
      the County Community Facilities Districts for Police Protection Services

25.   Accept Easement Deed and approve the Right of Way Contract from Ronald R.
      Tipps and Julie R. Tipps, for Academy Avenue reconstruction project
      ($69,130.47 in just compensation, already Board-approved on January 2, 2008)

26.   Adopt resolutions approving budgets based on previously approved fees,
      assessments, charges, and recovered costs for County Service Areas, Highway
      Lighting District, Maintenance Districts, Waterworks Districts and Sanitation
      District; and direct staff to include rates on Master Schedule of Fees, Charges,
      and Recovered Costs for administrative purposes

27.   Approve amendments to Department Conflict of Interest Codes, on file with the
      Clerk to the Board
28.   Authorize the Director of General Services to execute an assignment of the
      existing D & R Automotive Service of Fresno, Inc. lease to a new party for
      County property located at 901 M Street, Fresno
29.   Approve and authorize the county Librarian to submit a "Transforming Life After
      50" grant application to the California State Library for an amount up to $20,000
30.   Adopt Resolutions increasing the FY 2007-08 appropriations and estimated
      revenues for the Department of Employment and Temporary Assistance
      CaIWORKs Grant Org 6310 in the amount of $1,500,000 and Dependant
      Children-Foster Care Org. 6410 in the amount of $267,860 (4/5th vote)
31.   Authorize the Purchasing Manager or designee to continue the practice of
      approving payment of mental health professionals and county entities billing on
      their behalf for mental health services provided in other counties without an
      agreement up to an amount not to exceed the Purchasing Manager's limit per
      contractor per fiscal year as established by your Board effective for FY 2008-09
      and through FY 2010-2011
32.   Adopt budget resolution increasing FY 2007-08 appropriations from General
      Reserves for County Service Area No. 47, Quail Lake Estates, Org 9310 in
      amount of $69,677 (4/5 vote)
33.   Waive deviation from strict bidding requirements by low bidder, Castle
      Construction, who submitted duplicate proposal forms rather than original forms;
      and award Contract No. 07-S-13, Kitty Hawk Room Power Supply, Phase 1
      Improvements at Fresno County Library, to low bidder, Castle Construction, 2780
      N. Miami Avenue, Suite 101, Fresno in amount of $143,946
34.   Accept Grant of Easement for road right-of-way from Michael Mikaelian, for road
      right-of-way dedication under Site Plan Review No. 7539 at 13175 S. Amber
      Avenue, Kingsburg

35.   Accept Easement Deed and approve Right-of-Way Contract for Auberry Road at
      Millerton Road Left Turn Channelization for total monetary consideration of
      $15,400
36.   Adopt Resolution of Intention to pass ordinance granting franchise to Southern
      California Gas Company to construct, maintain, and use pipes and
      appurtenances for transmitting and distributing gas for any and all purposes in,
      along, across, upon, and under public streets and highways within
      unincorporated area of County of Fresno; and set date and time for public
      hearing as required by Public Utilities Code, Section 6232
37.   Adopt Resolution of Intention to levy assessment for maintenance of four roads
      benefiting thirty-two parcels within Parcel Map No. 8020 and the formation of
      Maintenance District No. 7
38.   Endorse County participation in funding FY 2008-09 Operations Program and
      Budgets for Fresno Urban, Fresno Rural, and Clovis Urban Consolidated
      Transportation Service Agencies
39.   Endorse Fresno County Participation in Transit Services as preliminarily
      identified in Fresno County Rural Transit Agency Draft FY 2008-09 Budget
40.   Award Contract No. 07-21-C, County Asphalt Concrete Overlays - Various
      Locations in Fresno County to low bidder, Emmett's Excavation, Inc., 1477 Menlo
      Avenue, Clovis for base bid and all additive bids in amount of $6,232,069.27
41.   Award Contract No. 07-23-C, Federal Asphalt Concrete Overlays - Various
      Locations in Fresno County, Federal Surface Transportation Program No. STLP-
      5942(167) to low bidder, Granite Construction Company, 585 W. Beach Street,
      Watsonville, CA in total bid amount of $1,675.854.60
42.   Authorize approval of bid from Hazard Management Services for Asbestos and
      Lead Testing-Consultant Services; and approve and authorize Chairman to
      execute Agreement with Hazard Management Services to provide asbestos and
      lead testing services for Affordable Housing Programs projects ($85,000/year)
43.   Approve reduction of Performance and Maintenance Security Bond posted for
      Tract No. 5100 from $1,477,000 to $211,600 to guarantee maintenance of
      improvements for two years
44.   Adopt Resolution proclaiming continuation of the local emergency status as a
      result of the 2008 Drought Conditions
45.   Approve amendments to the Public Authority Salary Resolution Appendix "C"
      which would delete one vacant Principal Staff Analyst (Band E) position and add
      one Senior Staff Analyst (Band F) position and add the classification of Program
      Technician I (Range 1252/ II (Range 1401) within the existing group. Neither of
      the recommended actions increase the total number of positions

Waive Competitive Bidding Process Consistent with Administrative Policy No. 34
46.   Make a finding that it is in the best interest of the County to waive the competitive
      bidding process consistent with Administrative Policy No. 34 and authorize the
      Chairman to approve three Agreements with the University of California, Davis
      for Specialized Training Courses for Adult Services ($14,720), CaIWORKs
      Eligibility Services ($158,240) and Employment Services ($73,600)

47.   Make a finding that it is in the best interests of the County to waive the
      competitive bidding process consistent with Administrative Policy No. 34 for
      unusual or Approve and authorize the Chairman to execute three Agreements for
      Promoting Safe and Stable Families program services, with the following vendors
      and Neighborhood Resource Center sites: Comprehensive Youth Services
      ($43,990), Court Appointed Special Advocates ($130,968), and Westside Family

48.   Make a finding that it is in the best interest of the County to waive the competitive
      bidding process consistent with Administrative Policy No. 34 for the solicitation of
      community based in-home intensive services; and approve and authorize the
      Chairman to execute Amendment I to the Agreement with Exceptional Parent
      Unlimited, Inc for community based in-home intensive services and extend the
      term of the Agreement ($168,000)
49.   Make a finding that it is in the best interests of the County to waive the
      competitive bidding process consistent with Administrative Policy No. 34 for the
      solicitation of child abuse prevention, intervention and treatment services;
      approve and authorize the Chairman to execute Agreements with the following
      agencies to provide child abuse prevention, intervention, and treatment services:
      Exceptional Parents Unlimited ($115,000), Comprehensive Youth Services
      ($115,000), Court Appointed Special Advocates of Fresno County ($51,915), and
      Rape Counseling Services of Fresno ($80,000); and Agreement with the Fresno
      Council on Child Abuse Prevention for operational funds ($154,848)
50.   Make finding that it is in the best interest of the County to waive competitive
      bidding process under Administrative Policy No. 34 due to the "unusual or
      extraordinary circumstances" exception to purchase Watertronics equipment; and
      approve and authorize Chairman to execute Contract Number 07-S-14 with
      Watertronics, LLC, in amount of $58,458.00 for purchase and installation of
      Watertronics irrigation control system

51.   Retroactive Agreements with the Volunteer Center of Fresno County for the
      Court Referral Program Administration ($26,700) and for the Adult Volunteer
      Crossing Guard Program Administration ($18,000)
52.   Agreement with the California State Association of Counties for the purpose of
      providing case data system management services ($1,161,002)
53.   Agreement with City of Clovis for dispatching of City of Clovis Fire Department by
      the Fresno County EMS Communications Center ($906,384); Agreement with
      KMPH Enterprises, d.b.a. American Ambulance, for dispatching of City of Clovis
      Fire Department by the Fresno County EMS Communications Center ($799,320);
      Amendment to Agreement (#07-292) with KWPH Enterprises, dba American
      Ambulance, for clarification of rural performance criteria, recovery of County's
      costs at the Fresno County EMS Communications Center, and update of
      response zone in Dos Palos area
54.   Amendment I to Agreement with The Presort Center to increase the contract
      amount by $182,181 for election related mailings

55.   Two leases Agreements for terms of 16 years with Edison Plaza Partners, L.P.,
      for office space to be used by the Departments of Employment & Temporary
      Assistance, Behavioral Health, Children and Family Services, and Public Health
      (29,037 sq. ft.); and the Library (9,222 sq. ft.), with an option for the Library to
      purchase a total of 11,642 sq. ft. and parking area
56.   Agreements with City of Fresno ($2,588,442) and City of Sanger ($21, 648) for
      dispatching of Fresno and Sanger Fire Departments by the Fresno County EMS
      Communications Center; and execute Agreements with KMPH Enterprises,
      d.b.a. American Ambulance, for dispatching of City of Fresno Fire Department
      ($2,150,052) and City of Sanger Fire Department ($11,784) by the Fresno
      County EMS Communications Center
57.   Amendment I to the Agreement with Ameriguard Security Services Inc. to
      increase the total Agreement amount by $8,574.00 retroactive to February 1,
      2008 to allow for the extension of the Coalinga Regional Center Agreement
      expiration date to coincide with expiration of the Selma Regional Center
      Agreement and to allow for an increase in costs of providing security services
58.   Make a finding that it is in the best interest of the County to waive the competitive
      bidding process consistent with Administrative Policy 34 under the "unusual or
      extraordinary circumstances" provision for the selection of vendor to provide
      qualified psychiatrists on a short-term and temporarily basis; approve and
      authorize the Chairman to execute Master Agreement with various locum tenen
      vendors to provide recruitment services for qualified psychiatrists to serve adults
      with severe mental illnesses, effective July 1, 2008 through June 30, 2009
      ($200,000); authorize the Director, Department of Behavioral Health, to add or
      delete vendors as needed by the Department and to renegotiate and approve
      rates based upon the prevailing market
59.   Agreement with Fresno Community Medical Center dba Community Behavioral
      Health Center (CBHC) for referral of Fresno County adult mental health
      consumers for inpatient psychiatric services ($2,000,000)
60.   Amendment to the Agreement with Spirit of Woman of California, Inc. for the
      provision of residential perinatal alcohol and drug treatment services for women
      and their children ($1,057,724); Amendment to the Agreement with WestCare
      California, Inc. for the provision of residential perinatal alcohol and drug
      treatment services for women and their children ($553,521)
61.   Amendment II to Agreement with ValueOptions to manage and provide specialty
      mental health services to Medi-Cal eligible beneficiaries ages 0-18 who have
      been placed in out-of-county group homes, foster homes, or kinship placement
      ($125,000)
62.   Agreement with Spirit of Woman of California, Inc., for residential perinatal
      alcohol and drug treatment services for women and their children ($836,901) and
      Agreement with WestCare California, Inc., for residential perinatal alcohol and
      drug treatment services for women and their children ($650,095)
63.   Amendment to lease #256 with Heritage Centre, LLC for office space located at
      3115 N. Millbrook, Fresno to be used by the Department of Employment &
      Temporary Assistance ($2,268,492)

      Fresno County Mental Health Plan organizational provider for the provision of

      County Mental Health Plan organizational provider for the provision of children's

67.   Program Supplement No. N194 to Administering Agency-State Master
      Agreement for Federal Aid No. 06-5942R for Federal Asphalt Concrete Overlays,

68.   Cooperative Agreement with City of Fresno for installation of traffic signal
      phasing at intersections of Bullard and Maroa, Bullard and Fruit, and Barstow

      Pedestrian Grade Crossing at California Alignment and Willow Avenue ($16,559)
