PETITION – PARKING RESTRICTIONS IN BIRCH CROFT ROAD
SUTTON FOUR OAKS



1.0    SUBJECT AND BRIEF SUMMARY OF PROPOSALS

1.1    This report responds to the petition presented to the City Council by
       Councillor Dennis Birbeck, on 1st July 2003 on behalf of the residents
       of Birch Croft Road, Sutton Four Oaks, requesting parking restrictions
       in Birch Croft Road, Sutton Four Oaks. The petition contained 76
       signatures.


2.0    RECOMMENDATIONS

       That :-

2.1    the requested parking restrictions are not implemented at the present
       time.

2.2    the parking situation on Birchcroft Road be monitored following the
       implementation of the proposed restrictions in the vicinity of Good
       Hope Hospital.

2.3    Councillor Dennis Birbeck, and the first named petitioner be notified
       accordingly.

3.0    BACKGROUND

3.1    A petition containing 76 signatures was presented to the City Council
       on 1st July 2003, requesting parking restrictions in Birch Croft Road,
       Sutton Four Oaks.

       The petition was worded as follows :-

       “I would like the whole length and on both sides of Birch Croft
       Road to be made „limited waiting‟ [maximum 2 hours] between
       the hours of 8.00 am to 6.00 pm – Monday to Friday as soon as
       possible”.


3.2    Birch Croft Road is a residential single carriageway road running for
       approximately 300 metres east-west between Cotysmore Road and
       Honeyborne Road, which are also largely residential in usage.

       Whitehouse Common Junior and Infant School are located off
       Cotysmore Road. The Good Hope Hospital NHS Trust site is located
       approximately 500 metres south of Birch Croft Road, off Rectory
       Road.

3.3    Parking restrictions in the roads near to Good Hope Hospital, to
       address safety issues raised by extensive on-street parking, were first
       introduced in July 2001, (see Drawing No. IMN/1843 - 1 Revision 2).

       The roads which received these restrictions were :-

              Bedford Road [partial length] and its junctions with Barnard
               Road and Vincent Road
              Cotysmore Road [partial length] and its junctions with Birch
               Croft Road and Moor Meadow Road
              Vincent Road [partial length] and its junctions with Bedford
               Drive and Wheatmore Rise
              Deakin Road [full length] and its junction with Barnard Road

3.4    Following the implementation of these restrictions, their effect upon
       on-street parking has been monitored by Highways. Some transfer of
       parking into other local roads was noted, particularly Barnard Road,
       Bedford Drive, Rectory Road and West View Road.

       Highways have also received correspondence from residents of these
       and neighbouring roads complaining about the number and manner of
       vehicles parked, causing restricted visibility at junctions, obstruction to
       passing traffic or private accesses and damage to verges.

       Following these representations from the public and the surveys of
       parking in local streets, it was decided to extend the coverage of
       parking restrictions in this area with a new Traffic Regulation Order to
       include the affected roads.

       Birch Croft Road was included within the area where parking was
       surveyed after the first restrictions were completed. During and since
       this period of assessment, no evidence of a substantial increase in
       parking in the road has been noted.

       It has been noted that there is some on-street parking of between 5
       and 10 vehicles, adjacent to the south kerbline of Birch Croft Road at
       its junction with Cotysmore Road. This parking does not, however,
       prevent the movement of through traffic or access to individual
       properties. The remaining length of Birch Croft Road has been
       largely free of on-street parking.

3.5    The City Council receives many more requests for parking restrictions
       and other forms of Traffic Regulation Orders that can be provided
       from the available annual budget. Current policy has, therefore,
       introduced a ranking assessment to ‘score’ each request and thereby
       establish a priority for the introduction of Orders across the City.

       A ranking assessment has been carried out for Birch Croft Road. The
       resulting score was not high enough to identify this site as a priority in
       the current programme. Highways would not, therefore, be able to
       justify funding restrictions in this location at present.

3.6    Once the currently proposed restrictions in the nearby roads are in
       place, the effect on parking in the area will be monitored as before.
       The need to introduce more restrictions in nearby roads, including
       Birch Croft Road, can be reassessed at this time and if restrictions are
       justified, this location can be put forward for funding at that time.


4.0    MATTERS FOR DECISION

4.1    Whether or not to approve the recommendations.

5.0    EVALUATION OF ALTERNATIVE OPTIONS

5.1    Option 1 - Implement parking restriction in Birch Croft Road.

       Parking restrictions in Birch Croft Road could be included for
       restrictions from this year’s programme. However, this location does
       not achieve a high enough ranking score compared to other requests,
       to achieve sufficient priority to be included in this year’s programme.


6.0    CABINET MEMBER CONSULTATION

6.1    Not applicable.

7.0    WHAT CONSULTATION (if any) HAS TAKEN PLACE

7.1    No specific consultation has been undertaken for this report.
       However, the current restriction scheme’s development has included
       four consultation stages, both formal and informal, since August 2002.


8.0    WHAT REPRESENTATIONS (if any) HAVE BEEN RECEIVED E.G.
       IN RESPONSE TO THE INCLUSION OF THIS DECISION IN THE
       FORWARD PLAN

8.1    A petition has been received signed by 76 residents of Birch Croft
       Road and supported by Councillor Dennis Birbeck.

12.0   REASON FOR RECOMMENDATION

12.1   Birch Croft Road has been assessed in accordance with current
       policy and the installation of parking restrictions cannot be justified.

12.2   There is no justification to include Birch Croft Road in the currently
       proposed restrictions.
