AHC10 Agriculture, Horticulture and Conservation and Land
Management Training Package

Overview
This Case for Endorsement seeks approval by the National Quality Council (NQC) of the merged and
updated AHC10 Agriculture, Horticulture and Conservation and Land Management Training Package.
The previous Training Packages (RTD02 Conservation and Land Management, RTE03 Rural Production
and RFT03 Amenity Horticulture) included the following key industry sectors:


   •     animal production
   •     broadacre cropping
   •     dairying
   •     irrigation
   •     shearing
   •     wool harvesting and wool classing
   •     rural business management
   •     rural merchandising
   •     production horticulture
   •     mushroom production
   •     floriculture
   •     arboriculture
   •     landscaping
   •     parks and gardens
   •     retail and production nursery
   •     turf management
   •     conservation earthworks
   •     Indigenous land management
   •     natural area restoration
   •     lands, parks and wildlife
   •     community coordination and facilitation
   •     vertebrate pest management

In 2002, after the RTD02 Conservation and Land Management Training Package was endorsed, a further
67 units of competency coded RTCxxxA were written as ‘common’ units for these three Training
Packages. By merging the three Training Packages these units will now no longer be ‘orphaned’ within
NTIS but reside within this Training Package.
In summary, AgriFood Skills Australia seeks endorsement for the following AHC10 Agriculture,
Horticulture and Conservation and Land Management Training Package components:


   •     change the Training Package code from ‘RTD’, ‘RTE’ and ‘RTF’ to ‘AHC’
   •     704 AHC coded units of competency (632 revised and 72 new units)
   •     deletion of 17 RTC, RTD, RTE and RTF coded units
   •     qualifications adjusted to be compliant with COAG Packaging Rule policy
   •     unit of competency coding changed to incorporate new sector categories
   •     units of competency adjusted to be ‘fit for purpose’
   •     units of competency adjusted to be Green Skills compliant
   •     167 updated or newly imported units of competency
   •     78 revised qualifications:

Project background

RTD02 Phase I Environmental Scan
Findings from the Environment Scan indicated that there was strong support for the Training Package
from industry stakeholders and Registered Training Organisations (RTOs). There were some concerns
expressed around misinterpretation, inconsistent standards in delivery and outcomes and inflexible
packaging rules. As a consequence it was recommended that the focus of Phase 2 project would need
to increase flexibility, reduce duplication and provide greater clarity in regard to the intent and language
of the units of competency.

RTE03 Phase I Environmental Scan
The Phase 1 Review of the RTE03 Training Package was started in March 2006 and the report finalised in
October 2006. The report confirmed that there were issues around skills gaps in some areas requiring
new units of competency, the need to investigate skills sets and the need to increase flexibility of
qualifications.
The effectiveness of qualifications in meeting job roles was considered. A feature of this review was the
criticism of generic units of competency from some commodity industry groups and RTOs. It was
recommended that Phase 2 work should require closer research to determine if this criticism was valid
or based on a lack of understanding on how to go about contextualising units by appropriate design of
learning programs and assessment strategies.

RTF03 Phase I Environmental Scan
The RTF03 Environmental Scan final report was completed in October 2006. The main outcome of the
review was that there was a general acceptance that the Training Package was meeting industry
requirements. ‘Notwithstanding, the current review process has provided a timely and welcomed
opportunity by all industry stakeholders to consider current and future needs within the context of
continuous improvement of the Training Package. The recommendations, therefore, do not promulgate
major change but, moreover, reflect an opportunity to fine tune qualifications and units of competency
in order to provide improved training for future graduates to the industry.’ 1

Merger of RTD02, RTE03 and RTF03 Training Packages
In February 2007 the AgriFood Skills Australia Board approved the merger of the RTD02, RTE03 and
RTF03 Training Packages. This decision was based on the findings of the Merger Feasibility Study
undertaken during 2006 and 2007. The merger initiative was AgriFood Skills Australia’s response to the
recommendations of the High Level Review of Training Packages, the Department of Education, Science
and Training (DEST) and the NQC of establishing a priority to rationalise Training Packages to reduce
duplication across the vocational education and training (VET) system.

Methodology
During 2007 AgriFood Skills Australia considered an approach to reforming Training Packages that would
be wider than just responding to rationalisation. The key issues that Agrifood Skills Australia considered
were noted in the Moving on Report of the High Level Review of Training Packages. 2
The issues included concerns about Training Packages around:
     •    clarity and purpose and their role within the VET system
     •    clarity of the roles of the key stakeholders and users
     •    quality of design and level of specification to detail
     •    development and review processes
     •    content and the capacity for it to evolve to meet changing needs
     •    quality of implementation.
AgriFood identified these high level concerns as critical areas and as being fundamental to improving the
understanding of Training Packages and increasing the quality of the design and implementation of
learning and assessment programs based on Training Package qualifications.
The fundamental focus of the merger project was to concentrate on establishing clear industry and job
needs, and clarity of purpose relating to units of competency and qualifications that would be
structured according to industry expectations. Associated with this focus would be a shift to
incorporate implementation issues into the consultation, development and promotion of industry
guides.



Issues and analysis
Project planning and consultations sought to incorporate strategies that provided an integrated solution
by addressing, simultaneously, a range of issues associated with Training Packages and their
implementation. All of these concerns underpinned the strategies developed by AgriFood Skills
Australia and were included in project consultations for the AHC10 Agriculture, Horticulture and
Conservation and Land Management Training Package.
With that in mind, AgriFood Skills Australia identified a number of overarching objectives to guide the
project activities that would be actioned during 2007.
The project objectives included:
     •    unambiguous Training Package components and support materials
     •    improve Training Package implementation
     •    build capacity within industry to provide leadership associated with skills development
     •    promote the use of National Training Framework products to positively influence industry
          growth, productivity and sustainability.

Initial investigations were conducted promoting this approach and strong support was received.
Comments like ‘this is the missing link’ were communicated to AgriFood Skills Australia during early
consultations with industry.



Training Products for the 21st Century
As a result of the strategy to embrace comprehensive Training Package reform during 2007 AgriFood
Skills Australia is now well positioned to engage with the Training Products for the 21st Century initiative
being implemented by the NQC.
The key feature of the AgriFood Skills Australia project activities and the resulting outcomes is the shift
of a large number of stakeholders to accept that the area where real gains will be made [in terms of the
understanding and capability to develop the competence of the individuals] must come from the
partnered arrangement between industry and RTOs. For this to take place there is a requirement to
establish a structured approach to lead change.
At the end of 2008 AgriFood Skills Australia finalised the design of the Bridging the Gap Model. This
model is a systems approach to building understanding that results in increases in capability to provide
relevant feedback to improve Training Packages as well as increasing capability to improve the
outcomes of learning and assessment programs.
The endorsement of the AHC10 Agriculture, Horticulture and Conservation and Land Management
Training Package components is critical in moving forward, however, Agrifood Skills Australia’s efforts
will be consistently directed to continuous improvement of the Training Package as well as Training
Package supporting strategies and products.
The sequence of AgriFood Skills Australia’s project activities that underpinned the AHC10 Agriculture,
Horticulture and Conservation and Land Management Training Package are summarised below:
   •     During 2007 AgriFood Skills Australia adopted a position to further investigate Training Package
         reforms. This work was integrated with the planning of the Phase 2 work and the merger of the
         three Training Packages. This approach was in response to the knowledge that industry
         indicated that Training Packages were too complicated and that they were not responsive to
         their needs.
   •     AgriFood Skills Australia developed strategies to assist the consultation associated with the
         review and merger project. Two projects were completed during 2008. The first project
         investigated options to develop support products so that stakeholders could see how the
         Training Package model was intended to be used. The second project developed qualification
         options for the merged Training Package. It was agreed that the merged Training Package could
         only be realised if qualification packaging arrangements were relevant to the stakeholder groups
         covered by the scope of the Training Package.
   •     At the end of 2008 a model to communicate how the Training Package model could be used and
         improved was developed by AgriFood Skills Australia. The model ‘Bridging the Gap’ is now
         recognised as the mechanism that can clarify the roles of industry and RTOs to better inform the
         system and deliver programs that develop the competence of individuals within industry
         sectors.

   •     The Training Package review activities were accelerated during 2009 when draft material was
         presented for comment on the AgriFood Skills Australia website. Material was released during
         March/April 2009 and again in September/October 2009.
   •     During both of these periods AgriFood Skills Australia responded to the feedback of stakeholders
         and in many cases involved ongoing liaison with industry and RTOs to position the Training
         Package to meet the needs of the sectors.
   •     Feedback that was considered to require more consultation was deferred to continuous
         improvement. This strategy was communicated throughout the project. During 2008 a new
         directions paper was produced and approved by the AgriFood Skills Australia Board that detailed
         the approach to consolidate the Training Package and conduct more focused attention onto
         continuous improvement projects.
   •     The AHC10 Agriculture, Horticulture and Conservation and Land Management Training Package
         was released again in February 2010 for final validation. Limited feedback was received from
         the exercise and since then AgriFood Skills Australia has been preparing the Training Package for
         the quality assurance (QA) process and final presentation for the endorsement process.
   •     The AgriFood Skills Australia Continuous Improvement Plan was adjusted to accommodate the
         activities that would be held over for continuous improvement. The State/Territory Training
         Authorities (STAs) and industry training advisory bodies (ITABs) have concurred with this
         approach in particular because the AHC10 Agriculture, Horticulture and Conservation and Land
         Management Training Package is very large and there are many stakeholders waiting for its
         endorsement.



Conclusion
The AHC10 Agriculture, Horticulture and Conservation and Land Management Training Package is a
result of a comprehensive range of integrated project activities. The integration came about from three
key initiatives:
    1. Conducting standard Training Package review processes.
    2. Exploration and acceptance of a model that would deliver a merged Training Package that
       would meet wide and diverse stakeholder requirements.
    3. The establishment of a Training Package support model that has the capability to transform the
       way industry and RTOs engage for the purpose of developing the competence of people who
       work or intend to work in the respective industry sectors.
Significant effort and consultation has resulted in increasing the clarity of the units of competency. The
intent of this initiative was to ensure that industry standards were clearly understood and as a
consequence lead to improved assessment approaches and outcomes that were consistent with
industry expectations.
The qualifications framework established for the AHC10 Agriculture, Horticulture and Conservation and
Land Management Training Package has been modelled around flexible options for industry sectors
coupled with new and emerging job roles. The mix of qualifications across the AHC10 Agriculture,
Horticulture and Conservation and Land Management Training Package reflects the diverse needs of the
industry stakeholders represented by this Training Package and will provide a consolidated framework
for the workforce now and into the future.

SECTION 1:

Responsiveness and Recognition Quality Principles

Industry profile
The merging of the RTD02, RTE03 and the RTF03 Training Packages to form the AHC10 Agriculture,
Horticulture and Conservation and Land Management Training Package has resulted in a very diverse
range of job opportunities across urban, regional and remote locations across Australia.
Job opportunities in many industry sectors have been impacted severely over the past ten years by
drought conditions and the restrictions of the use of the nation’s water resources. As a direct result of
these issues and the obvious restructuring of many businesses as a fallout of these extreme conditions
there are now opportunities for people to gain employment in a range of sectors covered by the AHC10
Agriculture, Horticulture and Conservation and Land Management Training Package.
Technology is now being deployed or considered by many companies to be able to do more with less.
The use of technology and the requirement to have higher level skills is considered to be a positive
situation to attract people to more interesting jobs and work opportunities.
The sustainability of the country’s natural resources and the subsequent pressures created on the
sustainability of many enterprises is a driver towards higher level skills and different work opportunities.



1.1 Reflection of contemporary work organisation and job profiles
The ACHC10 Agriculture, Horticulture and Conservation and Land Management Training Package has
been developed in response to the initial industry feedback provided during the three Phase 1
Environmental Scans. This feedback was confirmed during the subsequent consultation period. In most
cases concerns focused on the current qualifications and that individual unit content did not fully reflect
current work requirements. This submission addresses these concerns through the development of
generic units of competency to reduce duplication between sectors, the introduction of new units to
address identified skill gaps and remapping the qualification packaging rules to reflect current job profile

Skills this submission demonstrates the currency of AHC10 Agriculture, Horticulture and Conservation
and Land Management Training Package.



1.2 Are driven by industry needs
As already outlined previously in this submission the extent of industry involvement and input during
the environmental scan and redevelopment phases attest to both the interest in this review and the
quality of industry direction, especially as a result of the merging process which required significant
effort to ensure that specific sector requirements were reflected in the Training Package.

1.3 Responsive to government broad policy initiatives
Government policy initiatives that have impacted upon this review are addressed under the following
separate headings.

Employability Skills
In keeping with government policy of embedding Employability Skills this review incorporates
Employability Skills into all qualifications and units of competency. The Employability Skills Summary
details the eight identified Employability Skills, associated facets and the industry expectations at each
Australian Qualifications Framework (AQF) level.

Addition of Mandatory Sustainability Skills
In line with recent government policy, sustainability units are included in the core and elective banks of
all qualifications. As a result the number of core units in some qualifications has been increased by one.
The impact on delivery and funding is expected to be minimal. Feedback from the National Project
Reference Group and other stakeholders is that delivery of the sustainability component can be
integrated with existing units and co-assessed.
Two sustainability units of competency have been developed to deliver sustainability skills and
knowledge appropriate for industry demands.

NQC Qualification Packaging Rules (2009)
Seventy one (71) of the eighty five (85) qualifications contained within this Training Package conform to
the NQC qualification packaging rules (2009). Ten (10) qualifications are exempt due to their being
traditional trades or subject to regulatory arrangements. Details are provided in Section 2 of this Case
for Endorsement.



1.4 Recognition of convergence and connectivity of skills
The structure of the AHC10 Agriculture, Horticulture and Conservation and Land Management Training
Package reflects the wide context of its industry sectors. It fully accommodates industry-identified
needs from the Certificate I and II pre-vocational entry levels through to the very technical skill outcome
requirements for farm and enterprise management at the Diploma and Advanced Diploma level.
Units of competency within the qualifications can be contextualised for specific industry contexts.
The AHC10 Agriculture, Horticulture and Conservation and Land Management Training Package has
imported 175 units of competency from 24 other Training Packages to provide individuals with
recognition across industries and occupations.



1.5 Support movement of skills within and across organisations and sectors
The agriculture, horticulture and conservation and land management industry sectors offer a wide and
diverse range of career opportunities and pathways, both within and across organisations and industry
sectors.

As a result of the merger of the three Training Packages the AHC10 Agriculture, Horticulture and
Conservation and Land Management Training Package components enhance opportunities for
participants by enabling access to a wider range of units and qualification pathways.
In addition the AHC10 Agriculture, Horticulture and Conservation and Land Management Training
Package units of competency provide a wide range of opportunities for importation into other Training
Packages.



1.6 Promote national and international portability
All industries are making use of the national portability of qualifications in this Training Package as is
expected of a nationally endorsed Training Package.
For example, the sports turf industry has a National Education Working Group that contributes
significantly to the development of endorsed and non-endorsed components and actively encourages a
national approach to the delivery and assessment of training.
The irrigation industry uses skill sets to promote consistency of performance standards for irrigation
designers and irrigation auditors.
The cotton industry uses broadacre cropping qualifications in states/territories where cotton is grown.



1.7 Reflect licensing and regulatory requirements
A number of industries use the Training Package units of competency, qualifications or skill sets
contained therein for licensing or regulatory requirements.
The shearing industry uses qualifications in the Training Package to ensure national consistency of
performance.
The wool classing industry uses qualifications to underpin licensing of wool classers.
The landscape construction industry uses units and/or qualifications in a number of states or territories
to underpin state or territory-based licensing.
Two units of competency addressing the use of agricultural chemicals underpin a national licensing
system for their use in regulated environments.

SECTION 2:

Flexibility and functionality quality principles

2.1 Quality assurance
In developing the new and revised units of competency and qualifications, the following quality issues
have been addressed:
   •     all development work was undertaken in compliance with Training Package Development
         Handbook (TPDH) guidelines and using the NTIS Content Authoring Tool templates
   •     all units have been reviewed for plain English, consistency and inclusion of Employability Skills
         relevant to the sectors
   •     packaging rules have been developed to ensure they are flexible enough to meet the diversity of
         individual and enterprise needs as well as meeting AQF requirements.



2.2 Findings of the Quality Report
Prior to development of final drafts, an initial sample review of the revised and new units of competency
and qualifications was undertaken by Andre Lewis from Andre Lewis and Associates, AgriFood Skills
Australia’s independent QA consultant.
Following final editing, a final quality review of the Case for Endorsement and Training Package
components was undertaken by Andre Lewis.
The Quality Report, Appendix B, found that “The AHC10 Training Package has successfully brought these
diverse sectors together and effectively rationalised the competencies and qualifications showing clear
career paths. Duplication has been considerably reduced and flexibility improved to better meet
individual and enterprise needs. The structure of the AHC10 Training Package is clear and logical and
should pose no barrier to implementation. The quality, equity and editorial evaluations of the AHC10
Training Package indicate that it meets the Training Package Quality Principles”.



2.3 Findings of the Equity Review
The Equity Review provides evidence that the draft endorsed components meet the requirements of
flexibility and functionality quality principles.
The report requested that the developers strengthen statements addressing Language, Literacy and
Numeracy in the underpinning skills and knowledge components of the units of competency. (Sally

The Editorial Report found that the draft endorsed components met the editorial requirements of the

Impact of changes

3.1 AHC10 Summary of Changes
AHC10 Agriculture, Horticulture and Conservation and Land Management Training Package is based on a
comprehensive review of industry trends and feedback on RTD02 Conservation and Land Management,
RTE03 Rural Production and RTF03 Conservation and Land Management from industry employers,
employees as well as training providers. Refer to Appendix C for details of the stakeholders involved.

Redevelopment changes

Qualifications                   AHC32110 Certificate III in Commercial Seed Processing
                                 This new qualification was proposed by the Australian Seeds Authority
                                 to address the specific needs of those who process commercial
                                 quantities of seed for as a certified product.
                                 The Australian Seeds Authority established a reference group to
                                 oversee the development of the qualification.

                                 AHC32610 Certificate III in Rural Machinery Operation and AHC51710
                                 Diploma of Rural Machinery Management
                                 These two qualifications were proposed by various members of the
                                 agriculture industry, including Cotton Australia in response to a
                                 shortage of skilled machinery operators in the broadacre cropping
                                 industries. As agricultural machinery has become more complex and
                                 specialised a role has emerged for machinery contractors whose sole
                                 occupation is the preparation of land for cropping, the maintenance of
                                 crops and the harvesting of crops.
                                 These skills were not met by the limited number of units of
                                 competency in the RTE03 Rural Production Training Package and new
                                 units and qualifications were proposed in the Phase 1 Review of that
                                 Training Package.

                                 AHC33310 Certificate III in Feedlot Operations, AHC33410
                                 Certificate III in Feedlot Maintenance and AHC33510 Certificate III in
                                 Feedlot Pen Riding
                                 These qualifications were proposed by Meat and Livestock Australia
                                 and the Australian Lot Feeders Association in response to more specific
                                 skills training work for feedlot maintenance workers, pen riders and
                                 feed millers in beef feedlot enterprises.

                                 AHC50610 Diploma of Landscape Design
                                 This qualification was proposed by the Australian Institute of
                                 Landscape Designers and Managers (AILDM) on behalf of a number of
                                 other state and territory-based associations representing landscape

                                 designers.
                                 It was proposed during the Phase 1 Review of RTF03 Amenity
                                 Horticulture Training Package and the work was undertaken during
                                 Phase 2 of the merged Training Package Project.

Skill Sets                       Ten industry identified Skills Sets have been introduced.
                                 They are aligned to state or territory legislation and/or regulatory
                                 requirements or address other industry requirements and provide
                                 additional flexibility for learners to progress to achieving a related
                                 qualification.

Units of Competency              705 AHC coded units of competency (632 revised and 73 new units).
                                 23 RTC, RTD, RTE and RTF coded units deleted.
                                 167 updated or newly imported units of competency from 24 other
                                 Training Packages.
                                 Unit revisions and development included:
                                    •     explicitly embedding Employability Skills to ensure appropriate
                                          and meaningful inclusion
                                    •     revising imported units, updating to latest versions and

Unit of competency code changes
When the decision was made to merge the three Training Packages a new unit of competency code was
devised. The Training Package code was changed to AHC to better reflect the coverage of this Training
Package.
The unit coding was also changed to an alpha-numeric system to provide a better method for industry
employers, employees, potential learners and other stakeholders to recognise industry and generic field
codes. These changes were fully supported during the consultation and validation processes.

3.2 Industry priorities and expectations
Industry representatives and RTOs consider that the expanded coverage and improved flexibility will
enhance uptake of recognised training in many sectors.



3.3 Impact of changes
No changes have been made to the previous version of the units of competency or qualifications that
will cause significant impacts to RTOs. As a full review of a Training Package results in coding changes,
there is minimal impact from the revised coding format.

Implementation
Implementation of AHC10 Agriculture, Horticulture and Conservation and Land Management Training
Package is expected in all states and territories. Many RTOs throughout Australia are delivering part or
all of the three pre-merged Training Packages. These RTOs will now be able to expand their delivery to
take advantage of the wider range of units, Skill Sets and qualifications. The trend of uptake and
interest by enterprise RTOs is likely to continue. Feedback indicates this is particularly the case in the
animal production sectors.
STAs, RTOs and industry stakeholders have been consulted during the development process and have
been kept informed of the changes. AgriFood Skills Australia is not aware of any issues that need
addressing to ensure successful implementation. It is expected RTOs with scope of existing RTD02,
RTE03 and RTF03 qualifications will seek extension of scope for the revised qualifications.
To ensure successful implementation, AgriFood Skills Australia will be developing complementary
materials, in the latter half of 2010, including User Guides aligned to the Training Products of the 21st
Century initiatives. These materials will underpin ongoing implementation and support consistency of
implementation and quality of provision in the longer term. Assistance will be provided wherever
possible to streamline training delivery approaches and to encourage sharing of training and assessment
resources to improve the consistency and validity of competency outcomes.
