									Region II: One (1) service motor banca and one (1) cargo/passenger vessel, one bound
for Maconacon and the other to Divilacan, Isabela, got stranded and moored at San
Vicente Fish Port, Sta. Ana, Cagayan

Three (3) service motor bancas and one (1) cargo/passenger motor banca with a total of
20 passengers bound to Camiguin Island were left stranded and temporarily moored at
Veteranz Wharf Aparri, Cagayan

Region III: Missing Fishermen on board F/Bs Princess Angela and Queen Lorena 2:
   •   Four (4) out of eight (8) fishermen believed to be from F/b Princess Angela were
       rescued: one (1) was pronounced dead upon arrival at the hospital, two (2) died
       while afloat in the middle of the sea while the remaining two (2) allegedly went out
       of their minds and untied themselves from the floating containers and have been
       missing since then; SAR operations are ongoing
   •   Four (4) out of 9 fishermen from F/b Queen Lorena 2 were rescued on 05 October
       while SAR Operation is still ongoing for the missing
The missing F/banca, Brando Ice, with 14 fishermen returned home safely on 05 October
2011. Said banca took shelter at the vicinity of Cabra Island, Mindoro at the height of the
typhoon
Vehicular Accident
Region I: Nick Basto, 6 years old, from Brgy. San Julian Central, Agoo, La Union suffered
cerebral concussion after being hit by a tricycle while crossing the street from the
evacuation center to buy food. He was brought to La Union Medical Center for medical
attention
Storm Surge
Region I: A storm surge occurred affecting Barangays Tabuculan, Pasungol, and
Bucalag, all of Santa, Ilocos Sur on 01 October 2011.
Flooding Incidents Reported
Region III: A flashflood swept through Brgys. Bamban and Daldayap, San Clemente,
Tarlac due to the overflowing of the Batacan River; Brgy. San Isidro, Paniqui, Tarlac and
Brgys. Pob. Sur Baybayaoas, Ptiombayug, Pedro L. Quines and Mamonit in Mayantoc,
Tarlac also experienced flooding due to breached a portion of Baybayaoas Dike; and
Brgys .Pindangan 2nd, Pao 1, 2, 3 and Surgi in Camiling, all in Tarlac
Fifty (50) passengers on board three (3) buses were stranded along Romulo Highway in
Camiling, Tarlac due to 5ft. flooding. They were rescued by the joint efforts of the PNP
Camiling 3rd Mechanized IB, 32nd Mechanized Company, Operatives of Camiling, Sta.
Ignacia LGU, and PDRRMC.

Typhoon “Pedring” left water-saturated soil and dams at critical/spilling level worsening
the flood situation in the six (6) provinces of Region III: Tarlac with 223 Barangays in 15
municipalities: Camiling, Capas, Conception, Gerona, Lapaz, Mayantoc, Moncada,
Paniqui, Pura, Ramos, San Clemente, San Manuel, Sta. Ignacia, Victoria, and Anao);
Nueva Ecija with 142 Barangays in 10 municipalities: Palayan, Carranglan, Quezon,
Pantabangan, Licab, Lupao, Rizal, San Jose, Zaragoza, and Talavera; Pampanga with
55 barangays in 3 municipalities: Masantol, Sta. Ana, and Minalin; Zambales with 50
barangays in 5 municipalities: Sta. Cruz, Cabangan, Candelaria, Masinloc, and Botolan;
Bulacan with 63 barangays in 6 municipalities: Malolos, Hagonoy, Paombong,
Calumpit, Obando and Pulilan; and Dilasag, Aurora: Brgys. Diagyan, Dicabasan,
Dilaguidi, Diniog, Lawang, Dimaseset, Maligaya, Manggitahan, Masagan, Ura and
Esperanza

     Electrocution
     Region III: Venancio Yambao, male, 60 years old of Brgy. Dawe, Minalin, Pampanga
     died of electrocution

   f) STATUS OF DAMS (as of 6:00 AM, 10 October 2011)
     The following dams opened their respective gates as the water levels reached their
     spilling levels: Ambuklao (1 Gate / 0.5 m); Binga (2 Gates / 1.4 m); Magat (3 Gates / 5
     m); and San Roque (2 Gates / 1.5 m).

II. EMERGENCY RESPONSE

  The NDRRMC, RDRRMCs I, II, III, and CAR and Member Agencies continue their
  response efforts in terms of search and rescue, evacuation, relief and recovery
  operations in areas affected by Typhoon “Quiel”. - (TAB F)

  RELIEF AND RECOVERY OPERATIONS

  a. DSWD
     • FO III continue to repack relief goods for augmentation to affected areas and
       requested an additional 40 personnel from NOLCOM to repack relief goods
     • PSWDO Tarlac and MSWDOs Moncada and Paniqui continue to conduct relief
       operations as of 08 October
     • DSWD-CO pre-positioned PhP38,619,402.10 worth of standby funds and relief
       supplies to Regions I, II, III, and CAR affected by Typhoon “Quiel”, broken down as
       follows:

     • To date, the government and NGOs had so far provided PhP44,892,173.37 worth of
        relief assistance in terms of food and non-food items to the affected population in
        various affected regions out of the combined resources from the DSWD, LGUs, and

b. PNP
   • PCRG Teams composed of 285 personnel and C, PNP, left National Headquarters,
     Camp Crame at about 6:00 AM of 05 Oct 2011 bringing 1 coaster, 2 ambulances, 5
     police patrol vehicles, 3 multicabs, 6 boats, and 11 M35 trucks with 1,500 relief good
     packages for relief operations in Paniqui, Tarlac and Calumpit, Bulacan. This relief
     operation was done in coordination with HS, HSS, ITMS, PIO, LSS, PNPTS, PNPHS,
     PRO3, PPOs Bulacan and Tarlac
             The 1st group led by PCSUPT Mario Avenido, Director PCRG and PSSUPT
             Bernardo Florece, Deputy PCRG distributed 750 bags of relief pack in Paniqui,
             Tarlac (350 bags in Brgy San Isidro Proper, 170 bags in Sitio Baler, San Isidro
             and 230 bags in Brgy Canan).
             Another group led by PSSUPT Elmer Cabreros distributed 750 bags relief
             packs in Brgys Calizon, Bulusan, Gatbuca and Sta Lucia in Calumpit, Bulacan
   • Fifteen (15) PCRG personnel assisted GMA Kapuso Foundation in the distribution of
     relief goods in Malolos Central Elementary School in Sto. Rosario, Malolos, Bulacan
   • A Team of Maritime Group composed of an 8-Man SRU proceeded to Hagonoy
     Municipal Hall to distribute relief goods
   • Another team joined the GMA 7 in repacking relief goods at Tandang Sora, Quezon
     City
   • The SRS team from RPSB3 led by PSUPT Gamboa, Dep BC with 32 personnel, left
     Camp Olivas at around 7:00 PM of 5 Oct and proceeded to Calumpit, Bulacan
     bringing with them a raft boat and 2 OBM boats; likewise, one (1) CDM Platoon of
     RPSB3 was also deployed to Calumpit, Bulacan
   • On 6 October 2011, PCRG with HSS, HS, PIO, FS and LSS with a total of 50
     personnel assisted in the repacking of relief goods at the Ladies Club in Camp Crame.
     Said relief goods were distributed in Lapaz on 07 October 2011 by members of
     Ladies Club Camp Crame led by Dr. Noemi Bartolome together with members of
     PRO3 SAR
   • Members of PRO3 Ladies Club led by its President, Mrs. Ceny P. Gunacao together
     with members PRO3 SAR conducted relief operation in San Luis, Pampanga on 07
     October 2011
   • On 08 October 2011, PCRG with other units from PNP composed of 30 personnel with
     3 trucks, 1 adventure, and 1 coaster and TXT FIRE PHILS volunteers distributed
     3,000 packages of relief good to Paniqui, Ramos and Camiling, all of Tarlac
   • PRO CAR deployed 3 units to the following areas: A. LISTA PS with 10 personnel and
     1 PNP Patrol vehicle along National highway from Brgy Naminlangan to Poblacion A.
     Lista for clearing of fallen trees due to strong winds; HINGYON PS with 8 personnel
     and 1 PNP Patrol vehicle to Brgy Bitu, Hongyon to assist in the distribution of relief
     goods; and IFUGAO PPO/IPPSC with 14 personnel and 1 PNP Patrol vehicle to Brgy
     Tungngod, Lagawe particularly at the collapsed Burnay bridge to assist people in
     crossing a temporary foot bridge made of bamboo
   • On 09 October 2011, DPCR-PNP personnel and members of the POVEDA School
     left Camp Crame along with two 6x6 trucks to distribute 1,000 relief goods in
     Hagonoy and Calumpit, Bulacan

c. DOH
   • DOH requested from the UN World Food Program, 3 tents, 2 power generators, and 4
     water tanks to be distributed in the most affected areas in Region III (Bulacan
     Provincial Health Office and Bulacan Medical Center, Provincial Capitol, Malolos City)
     and another 3 tents for Health Emergency Management Staff
   • On 8 October 2011, SPEED surveillance system was activated in 54 evacuation
     centers in Bulacan, Pampanga and Bulacan

d. DepEd
   • DepEd Operations Center remained on red alert
   • Alerted its Quick Response Team in Regions I, II, IV-A, and CAR

e. DILG
   • Directed affected LGUs to reactivate their DRRMCs; pre-positioned all available
      assets; identified evacuation sites; and stockpiled relief goods and other items in
      respective AORs

f.   DTI
     • DTI Regions I, III and CAR conducted daily monitoring of prices to ensure
         compliance in the provisions of the Price Act Law
     • Activated the Local Price Coordinating Council (LPCC) and coordinated with the local
         chapters of the Philippine Chamber of Commerce and Industry (PCCI) and PIA re
         price monitoring
     • Reported that in the 7 provinces of Region III, around 325 MSMEs suffered losses in
         their respective business amounting to Php14.5M; Continue to help MSMEs recover
         and look for affordable financing to replace stocks lost; Will assist MSMEs market their
         existing stocks through the Likha Central Luzon Trade Fair scheduled on Oct 19-23 at
         the Megatrade Hall in Mandaluyong City and Manila FAME Market Week at the World
         Trade Center on Oct 17-20; Facilitate acquisition of funding/grants to replace/repair
         destroyed equipment and boost their morale by giving them timely advice and
         guidance

g. DA
   • DA I and CAR activated the Regional Command Center (RCC) to monitor possible
      damages in the agri-fishery sector; identified vulnerable sites/areas and continue to
      monitor standing crop status

h. DENR
   • DENR-MGB CAR monitored assessed mine waste dumps and siltation ponds;
     reactivated Special Task Action Groups (STAGs); and distributed Radio Messages
     (RADMES) to all DENR services/PENROs/CENROs

i.   DPWH
     • Clearing operations in the affected national road sections are still ongoing. More roads
       that were not passable due to series of landslides and road cuts are now passable
       except for some sections that remain underwater and sections with collapsed bridges
       and washed-out bridge approaches. Warning signs and barricades were installed to
       assist commuters. At present, initial procurement of collapsed bridge component and
       backfilling of scoured bridge approaches are being undertaken. DPWH continues to
       monitor areas that are still under water.

j.   AFP
     • GHQ, AFP deployed three (3) 6x6 trucks at Calumpit, Bulacan with relief goods
        prepared by GMA Kapuso Foundation
     • NOLCOM dispatched 1 DRRO Team from 3rd Mechanized Inf Batallion (IB) and
        another Team from PPSC (Tarlac Provincial Office) along with 2 PEO dump trucks for
        SAR and evacuation operations in the flooded barangays of Bamban and Dalayap,
        San Clemente, Tarlac
     • Naval Reserve Center Northern Luzon (NRCNL) DRR Teams evacuated 500
        persons to North Central Elem School, Dagupan City
     • 32nd IB conducted rescue operations to stranded passengers along Romulo Highway,
        Camiling Tarlac
     • 24 IB, PA troops with trucks were dispatched to assist in the evacuation operations in
        Sta. Cruz, Candelaria and Quezon
     • Elements of the 5ID, PA provided security in the vicinity of the collapsed Burnay
        Bridge in Lagawe, Ifugao
     • 302 CDC ARESCOM based in Brgy. Malacampa, Camiling, Tarlac assisted in the
        sandbagging operations at Pit-ao, San Clemente, Tarlac

     •   PAF dispatched 20 contingents to assist in the repacking of the relief goods on
         October 8, 2011
     •   48th IB assisted in the distribution of relief goods to the affected barangays of
         Dilasag, Aurora

k. PCG
   • PCG Action Center implemented its PCG policies: guidelines on movement of
     vessels during heavy weather and guidelines on the movement of MB/vessels in the
     absence of weather bulletin in the locality; monitored all foreign vessels transiting
     within AOR; advised all resort owners within AOR not to allow their guest to go on
     swimming in the sea due to big waves and high current; disallowed all motor banca to
     go on fishing, and closely monitoring all those motor banca who have already
     departed but have not yet returned; On 08 October 2011, PCG deployed 2 teams to
     the following areas: 15-man team with 1 rubber boat and 1 M35 Truck to Calumpit
     and an 18-man team with 1 rubber boat and 1 boom truck to Hagonoy
   • CGDNL placed on standby their DRG/WASAR teams; and conducted foot patrol along
     the coastline and ports; and sustained PCG visibility in known hubs of maritime
     activities
   • CGDNCR provided one (1) Special Operations Unit (SOU) and conducted
     SAR/evacuation operation at Brgys Caniogan, Pulilan, Sukol, Sto. Niño and Gugo in
     Calumpit, Bulacan; and in Hagonoy, Bulacan
l.   PRC
     • Placed on standby its eight (8) Chapter Staff, 50++ Chapter Based Volunteers, 20 Red
       Cross 143 Municipal Coordinators, 55 Barangay Disaster Action Team (BDAT)
       members, and 64 CH Volunteers trained; Prepositioned two (2) inflatable boat, three
       (3) units OBM, 1 land cruiser, 2 ambulances and other response capability/equipment,
       and stockpiled food and non-food items
     • PRC II distributed relief goods at Brgy. Centro10, Tuguegarao City
m. PIA
   • Established close linkages with the local media in every provinces
   • Created PIA text blasting tapping SMART and GLOBE telecommunications
   • Established linkages with disaster member agencies and ensure timely dissemination
      of weather updates and situation reports, including various agency efforts utilizing
      local media, PIA website and PIA weather news facebook account
   • Assisted OCD CAR in gathering update reports from the provinces thru their provincial
      counterparts
n. BFP
   • CAR placed on stand-by 190 personnel, 35 firetrucks, and 6 ambulances
   • BFP II pre-emptively evacuated 201 families / 508 persons in Cagayan and in Isabela.
   • BFP La Union mobilized a total of 99 personnel and 13 firetrucks to the 10
     municipalities in La Union and rescued 72 persons in Agoo
   • BFP RO3 conducted clearing and relief operations in the affected areas in the Region
     and continuously conducting water rationing, road clearing, flushing and relief
     operations in Calumpit, Poambong, Hagonoy and Obando where floodwater is still at
     knee level
   • BFP RO1 conducted roving inspection and advisory dissemination in Agoo, La Union
     particularly at the lowland and coastal areas and also to the owners of establishments
     in the City Shopping Mall regarding safe use of candles and unplugging of all electrical
     appliances during power interruption; conducted evacuation operation in various
     barangays in Agoo and San Fernando City, La Union; and completed the clearing of
     fallen trees in Barangays Camansi and Sevilla in San Fernando City, La Union
   • SFC Fire Station assisted in the packing of relief goods at the City Social Welfare
     Office

o. NTC
   • CAR and I coordinated with telecom service providers to facilitate the immediate
     restoration of their services
   • Reactivated “Oplan Bayanihan” of all hand-held radio operators and alerted all
     accredited Civic and Amateur Groups as emergency communication back-up in case
     communication systems fail

REGIONAL PREPAREDNESS AND RESPONSE
a. Region I
   • RDRRMC/OCD I recommended the activation of Local DRRMCs and response teams
      and strict implementation of pre-emptive evacuation in high risk areas if situation
      demands; and attended media interviews
   • MDRRMC Bautista, Pangasinan purchased thirty (30) cavans of rice for stock pile,
      ready for distribution to mostly affected families. Monitoring situation of water in the
      Agno River
   • CDRRMC Dagupan City conducted SAR operations and evacuation of family from
      areas at risk; provided food assistance such as drinking waters and mattress to the
      evacuees and conducted health and sanitation assessment through medical
      consultation and health information
   • San Fernando City Health Office provided an ambulance and medical assistance to
      the 4 fishermen rescued by MV JURONG in Sta. Cruz, Ilocos Sur
   • PDRRMC Pangasinan distributed 6,508 family packs to the 21 municipalities in the
      province
b. Region II
   • RDRRMC/OCD II coordinated with PDRRMCs Batanes, Cagayan, Quirino, Isabela
      and Nueva Vizcaya regarding situation update; and alerted all residents living in the
      low-lying and mountainous areas against possible flashfloods and landslides
   • PDRRMC Cagayan prepositioned Rescue 29 members in Alcala, Cagayan for
      possible rescue operations; alerted all local DRRMCs and rescue teams in the
      province; and purchased/distributed 200 cavans of rice and 200 cases of sardines to
      the affected families
   • PDRRMC Isabela pre-positioned food, non-food, and rescue facilities; alerted Rescue
      922 for possible rescue and relief operations; and placed heavy equipment on stand-
      by in the affected municipalities as well as in the Provincial Capitol
   • PDRRMC Nueva Vizcaya distributed ready-to-eat food to flooded area in the
      municipalities of Dupax del Sur and Norte
   • Rescue 206 of Santiago City, Isabela conducted clearing operations in different
      Barangays
   • Cauyan City Rescue 922 together with PAF and PNP-Cauayan City are conducting
      clearing operations, evacuation, and relief operations
   • MDRRMC San Clemente conducted sandbagging operations to control the water
      level caused by swelling of Batacan River
   • Volunteers of Youth National Service and Bayanihan Bayan from St. Paul
      University, CSOs, and private institutions are now repacking relief goods, supplies
      and materials for augmentation to the affected LGUs and for stockpile
c. Region III
   • RDRRMC/OCD III advised the municipalities of Northern Aurora to implement pre-
      emptive evacuation if the situation warrants; dispatched 1 DRRO team for
      rescue/evacuation in San Clemente, Tarlac; dispatched PEO Payloader and 2
      PDRRMC Operatives to assist in the clearing and rescue operations in Camiling,
      Tarlac; and delivered 1 truck load of sand and 200 pcs. of empty sandbags for
      sandbagging at Brgy. Binaungan, Tarlac City; coordinated with all the mayors of the
      affected municipalities, 3rd Mech IB and Provincial Safety Company of TTPPO for
      immediate rescue operations; coordinated with La Paz TTPPO, M/BDRRMC La Paz
      and 302 CDC ARESCOM to assist the stranded passengers of Florida Bus in Brgy.

          Lomboy, La Paz, Tarlac; Continuous monitoring on the effects of TY Quiel and the
          response efforts of RDRRMC III member-agencies to address the immediate needs in
          the affected areas; OCDR III with representatives from UNOCHA, UNFPA, CRS,
          MERLIN, WFP, UNICEF, ILO, IOM, DOH, DSWD and ADRA conducted needs
          assessment in the flooded areas of Bulacan and Pampanga on 6 Oct; Coordinated
          with PNP Maritime, PCG, Zambales and Bataan PPO re SAR operation for the 10
          missing crews of F/B Princess Angela and F/B Lorena on 7 October; continuous
          monitoring of the effects of San Roque dam discharge in the Provinces of Tarlac
          and Nueva Ecija
      •   Palayan City conducted a pre-emptive evacuation in Brgy. Popolon (73 families) to
          Manacnac Elementary School
      •   PDRRMC Tarlac assisted in the distribution of relief goods in Camiling, Tarlac using a
          rescue boat and provided assistance to PRC volunteers; coordinated with La Paz
          PNP Tarlac; TTPO, M/BDRRMC La Paz, 3rd Mech IB; and 302 CDC ARESCOM for
          immediate rescue and assistance of stranded passengers along Brgy. Lomboy, La
          Paz, Tarlac due to floodwaters; and coordinated with all the Mayors of the affected
          municipalities, 3rd Mech IB, and Provincial Safety Company of TPO for immediate
          rescue assistance; declared the whole province of Tarlac Under State of Calamity on
          06 October 2011; 302 CDC based at Malacampa, Camiling, Tarlac assisted in the
          sandbagging operation at Pit-ao, San Clemente, Tarlac; Evacuation centers in the
          municipalities of Moncada and Paniqui are still open as of 10 October 2011
      •   PDRRMC Zambales Chairman Gov. Hermogenes E. Ebdane, Jr. convened the
          council and MDRRMCs representatives on 1400H September 29, 2011 re TY QUIEL;
          24 hrs monitoring of PDRRMC, PDRRMO activated; Troops from 24th IB, PA with
          trucks were dispatched to assist evacuation at Sta. Cruz, Candelaria and Masinloc;
          DPWH, POE and Zambales PPO-PNP mobilized monitoring team with standby heavy
          equipments and vehicles to assist in the evacuation and relief operations of the
          PSDWO and went to affected barangays
   d. NCR
      • Malabon conducted declogging at Gov. Pascual and sand bagging at Brgy. Dampalit
        and Brgy. Sigwa
      • Valenzuela City stockpiled 2,500 relief goods for evacuees; placed on standby heavy
        equipments trucks & other motor vehicles at the Operation Center and ready for
        dispatch; placed on standby sidewalk clearing unit & clean & green team; and the City
        Engineering Office made rounds around the city to roll down all big tarpaulin,
        advertisement and other hazards for collapsed structure incidents
      • Mandaluyong alerted the Engineering Department, Traffic Enforcement Division, City
        Social Welfare and Development Office and other local government offices, C3-
        Command and Control Center was tasked to monitor the situation in all 27 barangays;
        Rescue units including the Mayor’s Action Command, Special Rescue Unit of
        Mandaluyong City Fire
      • Pasay City intensified Barangays’ awareness and preparedness including their
        equipment and coordinated with DRRM Council Members
      • Manila City alerted capabilities for rescue
      • Taguig City alerted heavy equipment trucks and other motor vehicles
      • Paranaque CDRRMC convened in preparation for TY “Quiel”
  e. CAR
     • RDRRMC/OCD CAR provided 1 unit Satellite Phone to PDRRMC Ifugao
     • Activated LDRRMCs Benguet, Apayao, Mt. Province, Ifugao, Abra, Kalinga, and
       Baguio City; all response teams were alerted; pre-positioned assets; and conducted
       pre-emptive evacuation
