      The Ministry of Youth Affairs and Sports, Government of India has constituted an
Expert Group on “Sports Science” to examine various aspects of Sports Sciences and
Medicine including Sports Nutrition vide Order Nos.1-9/2011/ID dated February 28,
2011 and March 17, 2011.

02.   The Expert Group comprises the following Members:

03.        Terms of Reference (ToR) of the Committee

      The Terms of Reference (ToRs) of the Committee are as follows:

      i)     To be the Centre of Excellence for Education and research in Sports Sciences
             in the national endeavour to improve sporting performances;

      ii)     To be a comprehensive Centre for evaluation, prevention and treatment for
              sportspersons;

      iii)    To provide a Centre of Faculty Exchange, Collaboration and Research among
              various Sports Universities of the world; and

      iv)     To promote research and application of the Sports Sciences to enhance
              performance in sports.



04.        Methodology


4.1        The Committee held five meetings.    The Committee had its first meeting at
Conference Room of National Dope Testing Laboratory, New Delhi on 29 th March,
2011. The second meeting was held on 20th April 2011, third meeting was held on May
26th, 2011, fourth one on July 8th, 2011 and the fifth one on September 16th, 2011.



4.2        The first meeting discussed the implications of the Terms of Reference and
outlined the tasks to be undertaken by the Committee. Secretary, (MYAS) explained
the purpose of the meeting by giving the background and illustrating the reasons for
constituting this Expert Group. She emphasized that the committee has been mandated
to look at the gaps in the existing Sports Science set up in SAI as well as the
requirements in the sports sector as a whole, to enhance performance of our
sportspersons and support excellence in sports (as part of National Sports Policy) along
with suggestion of measures to address them. An introductory presentation on sports
sciences was given by Dr. Alka Beotra, Member Convener. Mr. L.S. Ranawat ED
(Academics) presented the existing set up of the Sports Sciences, NIS, Patiala, Sports

Authority of India and expressed the need to consider short term and long term goals.
The short term goal requires the up gradation of existing set up so as to attend to the
needs of London Olympics 2012. The financial requirement of short term goal was
detailed by him.


4.2.1 The following decisions were taken in the meeting :

               The Report of the Peer Group constituted to review Sports Sciences in
                collaboration with the British Council be circulated amongst the members.

               Prof. Dr. Jaspal Sandhu to give the proposed structure before the next
                meeting as he has earlier done for proposed Rajiv Gandhi Central
                University of Youth and Sports Development and for up gradation of
                various Centers of SAI.


4.3    In the second meeting Dr. Jaspal Sandhu made a presentation based on the
proposal given for the Rajiv Gandhi Central University of Youth and Sports
Development as part of the Committee set up under the University Grants Committee
(UGC) to the Group. The Group discussed the outline of the Sports Sciences and
Medicine requirement to support sportspersons. It was decided that given the huge gap
between the requirement and the existing facilities, the existing set up in Sports
Authority of India needed to be strengthened immediately as Sports Sciences and
Medicine were essential to support excellence in sports.


4.3.1 The following decisions were taken in the meeting :

       To begin with, ED(A) Shri LS Ranawat, would indicate gaps in equipment,
training needs of the existing staff in NIS, Patiala in order to fill up the existing gaps in
NIS, Patiala.




4.4    The third meeting on May 26, 2011, which was held at Safdarjung Hospital,
Sports Injury Centre, DG, SAI also attended. The agenda of the meeting was to discuss
the role of nutrition for the performance of athlete and needs to achieve better

performance in sports. It is proposed to create facilities as per the world best practice in
sports nutrition, by providing excellence in sports nutrition service, advice and education
to athletes, national sporting organizations and sporting stakeholders. The presentation
were given by Dr. Y. Venkata Ramana, on the nutrition requirement of athletes and by
Dr. Alka Beotra on Quality Control requirements for supplements / herbal
neutraceuticals.



4.4.1 The following decisions were taken in the meeting :
          A proposal on National Institute of Sports Science and Medicine prepared by
Prof. J.S. Sandhu was presented in the meeting.                Secretary (YA&S) desired that
members may give their views on the various aspects of the presentations. Based on
the views, the final report will be prepared and discussed in the next meeting.


4.5       In the fourth meeting the Draft Report was prepared and circulated to all the
members. Thereafter, Chairman of the group accepted the proposal of Dr Boria
Majumdar to have an Open House discussion on the report in which DG,NADA, JS
(Sports) & CEO,NDTL, Secretary, SAI, ED(TEAMS) and Pr SD,NDTL were also invited,
apart from all the members of the Expert Group. The comments received from all the
members were discussed.


4.5.1 The following decisions were taken in the meeting :
         To give brief of top ten foreign institutes referred in the report.

         To get the NISSM registered as a society

         To include post graduate, doctorate and certificate courses to be run by the
          institute.

         To include additional equipment in Nutrition Deptt and delete identity of brands of
          the equipment mentioned in the report and include requirement of Para medical
          staff in the Department of Sports Medicine.

         Details of staff in all the divisions with eligibility qualifications to be included. It
          was suggested that technical staff recruited would be from science background.

          Sports media and Centre for Integrated Performance Research & Innovations to
           be included in the Division of Interdisciplinary department.

          Certification of food supplements was merged with quality assurance
           department.

          The Minutes of the discussions held in the meetings are placed at (Appendix – I).


4.6        The fifth meeting of the Expert group was held in the office of Secretary (Sports)
on Sept 16,2011wherein the final draft of the report was discussed with special
reference to the following:


          Purpose of the up gradation and outcomes for SAI trainees to be detailed in the
           report.

          Issues pertaining to the testing of supplements were discussed wherein
           Dr Chandran highlighted the problems which would arise by certification of
           supplements and the government may not involve in the same. DG, NADA
           proposed the testing of supplements may be left to labs in the private sector.
           However the views of other members and experts like Pr Scientific Director,
           NDTL differed and suggested that the handling of supplement testing should be
           carried out in the proposed Institute to ensure effective and fool proof testing as a
           service. It would also generate revenues. It may later be done for the ayurvedic
           and homeopathic preparations also.

          Designation of staff as Professor, Associate Professor, Assistant Professor or
           Scientific cadre.

          To include various Sports Control Boards in Government and PSUs as national
           partners.

          To suggest modalities of international cooperation arrangements needs to be
           mentioned in the report. The available models of MOUs may be taken from
           respective members as per the availability and also from the MYAS.



      Based on the above discussion, the relevant additions have been incorporated in the
report as follows:

          Testing of supplements would be done in the new institute by ensuring requisite
           guidelines.

         Designation of the staff would be Professor / Associate Professor and Asstt
          Professor.

         To add the model MOUs with foreign institutions as available.


4.7       The Expert group met the Minister of State (Independent Charge), Youth Affairs
and Sports Shri Ajay Maken, on the same day and briefed him on the draft
recommendations.


4.7.1 The Hon’ble MOS (IC), Ministry of Youth Affairs and Sports appreciated the work
done by the group for the completion of the report and emphasized the need to have
clear road map to be incorporated for timely implementation. It was decided to register
the National Institute by 1st November, 2011 and set up Search Committee to appoint a
Head in a tight timeframe.



4.7.2 He mentioned that the new institute has to be of the level of All India Institute of
Medical Sciences and to begin with, it should be registered as a Society under the
Societies Registration Act could be upgraded led an institute of national importance
under an Act of Parliament. He highlighted the need to include Certificate courses and
bridge programs for sportspersons. There may be a department of continuing education
on the same model as in Canada. Registration of the Institute should be done by 1st
November 2011. The Institute could be headed by a Director with a scale equivalent to
a Vice-Chancellor of a Central University.




05.       Visit to the     Faculty of Sports Medicine, Guru Nanak Dev University,
          Amritsar :


5.1       The Chairman of the Committee visited the Faculty of Sports Medicine of Guru
Nanak Dev University on 25th April, 2011 and had an opportunity of meeting the Faculty
of the Institute to understand their present academic and professional profile, activities
and present facilities.

5.2      The above visit was considered necessary to gain first-hand knowledge
regarding the working of a Sports Sciences Institute especially as the Faculty of Sports
Medicine of Guru Nanak Dev University being a UGC Centre for Excellence.



06.      Visit to Sports Injury Centre, Safdarjung Hospital, New Delhi :


6.1      The Expert Group visited the Sports Injury Centre on 26th May, 2011 to acquaint
itself with the state of art facilities set up during the Commonwealth Games – Delhi
2010, under the Ministry of Health and Family Welfare, Government of India.           The
Centre provides high quality care to sportspersons and is the apex centre for dealing
with sports injuries and treatment.




07.      The Expert Group, after extensive deliberations, has great pleasure in submitting
its Report. The Report comprises the following Chapters :

                                  CHAPTER-1

Executive Summary


      At present, there is no overarching institutional framework in India to integrate the
study, research and practice of sports science and sports medicine to achieve
excellence in sports. This is an anomaly for a country that was the first colonized nation
to join the Olympic Movement, one that dazzled the world with its hockey triumphs.
This anomaly needs to be redressed and the centrality of sports science needs to be
established to enable sportspersons to realize higher standards of excellence in their
performance.


02.   Sports Authority of India has provided in-house facilities for sports sciences for
the last three decades. However, due to lack of upgradation of equipment and an
embargo on recruitment, as well as budget constraints, these facilities have become
outdated and acute staff shortages have further exacerbated the problem. In addition,
the lack of attention to faculty development and coach training, the existing sports
science set up in SAI has languished.         These weaknesses have to be urgently
overcome to raise the levels of sports achievements to higher levels of excellence.




03.   The need to upgrade the existing Sports Science and Sports Medicine set up in
the country was realized by the Ministry of Youth Affairs and Sports and Sports
Authority of India and accordingly a Consultancy group from British Council visited
various facilities in March 2010. The British Council Consultancy Group submitted its
report which details the purpose, background, sites visited and finally recommendations
to upgrade the existing Sports Science and Medicine facilities under Sports Authority of
India. The report recommended the upgradation of the existing set up of Sports
Authority of India at NSNIS, Patiala and various Regional centres and the STC centres.

04.   Based on further inputs received from the in-house Committee of SAI and the
Ministry of Youth Affairs and Sports as well as from the SAI Centres in Patiala and
Bengaluru, a comprehensive plan for upgradation of staff and infrastructure including
equipment has been drawn up. It is proposed to retrain existing staff, fill up vacancies,
procure modern equipment and recruit additional staff for nine Regional Centres and the
Headquarters of SAI in Delhi. The scale of upgradation for Patiala, Bengaluru and
Kolkata is higher on account of the fact that these centres also function as training
centres for academic courses in sports coaching as well as centres for National Training
Camps for elite sportspersons. For the remaining six Regional Centres, the scale of
upgradation is proposed to be at a modest level to enable application of Sports Science
methods to assess SAI trainees and young sportspersons. For the 80 STCs/SAGs
which are satellite centres located under Regional Centre, it is proposed that a basic
support centre will be set up, that will receive expert support from the Regional Centres.



05.   However, in order to focus on high quality research, study and practice of sports
science and medicine, while producing sports champions who will spearhead the Indian
challenge on the world sporting stage, it is essential to create a national hub. The
national hub will contribute to the growing corpus of research that has developed most
prominently in the West as well as in the Australia and China.         Accordingly,    it   is
proposed to set up a National Institute of Sports Science and Medicine (NISSM) at the
Jawahar Lal Nehru Stadium Complex, New Delhi. The best legacy use of the recently
upgraded Jawahar Lal Nehru Stadium will be to host the Institute. The requirement of
space for an Institute of this stature has been assessed at 250,000 sq. ft to 400,000 sq.
ft., which is available at the Jawahar Lal Nehru Stadium, New Delhi.



06.   The NISSM would be the leading Institute in the country to support high
performance sportspersons and integrate sports science and medicine into the training
of elite sportspersons and into the teaching curriculum of sports coaching in the country.
It will function under the Ministry of Youth Affairs & Sports. It will provide evaluation,

assessment and performance related advice to sportspersons. It will also take up high
quality research in the field of sports science and sports medicine.         In addition, it is
expected to develop accreditation and certification benchmarks for physical trainers,
conditioning experts, masseurs, nutritionist, physiotherapists, sports psychologists and
sports analysts. Finally, the proposed Institute will provide certification and testing
services of food supplements and nutraceuticals to further support anti doping
measures.



07.       The NISSM will be registered as an autonomous institution under the Societies
Registration Act with the Minister of Youth Affairs & Sports as the Chairperson. The
NISSM will have seven Departments under the rubric of sports sciences namely,
Physiology, Psychology, Nutrition, Biochemistry, Biomedical, Anthropometry; the
Department of Sports Medicine will cater to the prevention and treatment of sports
related injuries.      The NISSM will work in close partnership with national and
international partners. The NISSM will be headed by the Director General and will be
supported by highly qualified faculty comprising Professors, Associate Professors,
Assistant Professors and Research Scientists from the appropriate scientific streams.



08.       The key functions of the proposed Institute will be:

         Performance enhancement research and teaching to promote sports excellence

         Dissemination of information on Sports Science and Sports Medicine

         Prevention, treatment and rehabilitation of sports injuries

         Testing and certification of food supplements and nutraceuticals

         Accreditation services and training of specialized personnel.



09.       The requirement of equipment for all the departments has been assessed and is
based on the available international benchmarks for similar Institutes around the world.

10.   The NISSM will offer an integrated PhD programme for science graduates in the
relevant disciplines. The integrated PhD programme is expected to meet the huge gap
in supply of human resources in teaching and research in these fields in the country. In
addition, the requisite Certificate courses in support disciplines like sports psychology,
sports analysts, conditioning and fitness trainers and physiotherapy will be developed
and will be open to students at the +2 level. There is an acute shortage of qualified
personnel in sports, physiotherapy, conditioning experts, sports nutritionists, sports
psychologists and sports analysts who are an essential part of the coaching team of
elite sportspersons.



11.   In addition, the NISSM is expected to cater to integration of Sports Sciences into
the coaching curriculum and teaching of sports coaches through its Inter-disciplinary
Studies departments and the Quality Assurance wing.



12.   The NISSM is estimated to cost approximately Rs. 200 crores. It is expected to
be the premier institute at the national level and will aim towards converting the
Registered Society into one that is set up under an Act of Parliament in due course.

                                     CHAPTER–2

Up gradation of existing facilities in Sports Authority of India

          The existing sports science set up in the Sports authority of India (SAI) was
established as Faculty of Sports Sciences in January 1983 at NSNIS, Patiala with the
objective of imparting teaching to the students of various sports programmes. Till 1987,
the Faculty focussed on the development of education programmes and teaching for the
various courses being handled by the NSNIS. Later, in 1990s, the Faculty introduced
basic sports science back up to the athletes through greater interaction between sports
coaches and sports scientists in planning, training and coaching so as to enhance
physical fitness of sports persons of all levels. However, in the last decade, there has
been little tangible effort to update and modernize the facilities and to take decisive
steps towards faculty development by the Sports Authority of India. As a result, the link
between Coach training and sports science back-up has become weak. The shortages
of staff, obsolete equipment and poor infrastructure have added to the problems.

02.        Therefore, it is imperative to strengthen the Sports Science and Medicine
facilities and to upgrade the existing set up of Sports Authority of India at various
Regional Centres/STC Centres.


03.        This need for upgrading the Sports Science set up within the Sports Authority of
India (SAI) was recognized by the Ministry of Youth Affairs and Sports (MYAS) both in
terms of equipment and manpower so as to cater to the needs of London 2012 and
Commonwealth Games 2014 and Asian Games 2015. Several studies were conducted
to prepare a plan to meet the said objective including:
           Visit by a group of experts from the United Kingdom (UK) in March 2010 under a
            bilateral cooperation agreement between India and the UK. The UK experts
            submitted their report along with specific recommendations for strengthening the
            capacity of SAI to provide athletes with improved Sport Science and Sport
            Medicine support.
           An in-house committee set up by MYAS submitted its report.
           SAI’s recommendations (NSNIS, Patiala & Bangalore) were received.

04.    The Expert Group examined the suggestions made by the UK experts and
reviewed the presentation of recommendations of the in-house Committee and SAI’s
recommendations and came to the conclusion that the plan for upgradation be taken up
and steps be taken to strengthen the Institute by :


             i)     Retraining existing staff and filling up vacancies
             ii)    Procurement of latest sports equipment
             iii)   Recruitment of additional staff to fill up vacancies.

05.    There would be no overlap between creation of improved set up of sport
sciences and sport medicine within SAI and setting up a National Institute for Sport
Sciences and Sport Medicine as a national hub for sports science and medicine. While
SAI will internalise the scientific support system within its training and coaching activities
including, teaching of coaches, the National Institute will concentrate on producing top
class scientists and practitioners, will undertake research and provide practical support
to SAI and others engaged in identifying, nurturing and training talented sportspersons.


06.    The up gradation of sports sciences setup at various centres in Sports Authority
of India will meet the needs of elite, intermediate and grassroots level of sports persons.
The elite level of sports persons are being trained at various Regional Centres,
whereas, the grassroot level are being trained at the STC centres.



Existing set up under Sports Authority of India:
07.    The Sports Science set up at Delhi was established in 1988 and was functioning
effectively as the Human Performance Lab at the Jawaharlal Nehru Stadium till it was
dismantled in 2005 in anticipation of renovation and upgradation to prepare for the
Commonwealth Games – Delhi 2010. There is a need to restore the medical and
scientific set up with optimal staff and equipment in Delhi to cater to the national camps
in Delhi and also for players in transit prior to participation in international competitions.

08.     The Regional Centres in Patiala, Bangalore and Kolkata are catering to the
teaching requirements for the courses being run there, in addition to providing scientific
back up to national athletes. The Sports Science facilities at other Regional Centres
such as Bhopal, Gandhinagar, Sonepat, Imphal, Trivandrum, Guwahati and Lucknow

National Institute of Sports Sciences and Medicine

     The National Institute on Sports Sciences and Medicine (NISSM) would aim to
develop sports champions and create enjoyable sporting experiences for elite athletes
based on the belief that excellence in sports can be achieved through making huge
strides in sports science including sports nutrition and the development of winning
strategies for athletes.

The aims and objectives of the Institute would be :

         To identify & invest in specific sports with medal potential

         Adopt systematic long-term development plan for athletes; we must provide
          systemic support for our athletes that extends through their competitive
          careers and beyond; it is our shared responsibility to groom athletes for
          success in life after sports

         Expand use of sports science & medicine to maximize performance; it can be
          improved by making use of the latest techniques and knowledge in training
          and athlete management.

     Separately each component can make a significant contribution to achieving
     success in sports. However, when they work together in an ecological, integrated
     approach, they produce something that is far greater than the sum of their parts.

     The contribution of sports science and medicine towards developing athletes to
     their maximum potential and to prolong their competitive sporting career is
     significant. The NISSM division will undertake the :

                Prevention, treatment and rehabilitation of sports injuries
                Performance enhancement of athletes through the use of sports
                 science
                Basic and applied research in sports medicine and sports science, and
                Dissemination of sports medicine and sports science information
                Accreditation of testing services and training courses.

      To ensure the best delivery of sports medicine and science services to the
      athletes, the NISSM will adopt a holistic and integrated approach in assisting
      the elite athletes.


3.1     Vision
             The National Institute on Sports Sciences and Medicine (NISSM) will be
      the lead Institution for supporting high performance athletes for achieving
      excellence in sports. The aim would be to achieve sporting excellence by
      providing highly integrated, quality-assured services (testing) , the development
      of leading experts (training) who will subsequently drive innovation and share
      knowledge (research & cooperation) to positively impact sporting performance.


3.2     Mission
             To create the National Institute of Sports Science and Medicine (NISSM)
      under the Ministry of Youth Affairs & Sports. The Institute will cater to the needs
      of the athletes and sports persons in the following areas:

           a. To be comprehensive centre for evaluation of sports persons.
           b. To take up research in the field of Sports Science & Medicine.
           c. To provide testing services for the sports persons to develop
               accreditation and     certification for Physical trainers/ Masseurs/
               Nutritionists/   Physiotherapists/   Psychologists/     Analysts.    Quality
               Assurance programme which will take care of the accreditation of
               testing laboratories, training facilities and expert in various fields in the
               sports.
           d. To provide certification of the food supplements to support anti-doping
               activities.

3.3     Structure of NISSM
             It is proposed that at present NISSM may be established under
      Registration of Society and may function as an autonomous body.
      Subsequently, it must be backed by an Act of Parliament. The Governing
      body of NISSM would be chaired by Hon’ble Minister of Youth Affairs & Sports
      and   other    eminent    members      from   Scientific,   Academic,   Research,
      Administrative background as well as elite sportspersons. Moreover there
      would also be advisory board at International level and mentor group at
      National level, to assist in realizing its objectives and goals.

3.4    Key functions of the proposed institute

Prevention, treatment and rehabilitation of injuries and illness in sport

NISSM would provide specialized treatment of injury and illness related to sports through
comprehensive surgical, rehabilitative and diagnostic services. NISSM sports physicians would
be having great experience in elite sport from a wide variety of areas, wherein they would work
in multi disciplinary teams which include strength and conditioning and coaches.

Dissemination of Sports Science and Sports Medicine information

NISSM would contribute to offer courses that continuously embed new research findings into
teaching and learning. They would focus on investigating the role of physical activity, play,
dance and sport in the education and the development of human beings across their lifespan.

Performance enhancement through the use of science

This would conduct activities related to scientific training methods, support athletic performance
enhancement in the field, physiological reactions and characteristics of exercises, adaptive
reactions of the human body, and analyzing the motor skills. In addition, through the most
advanced research methods, psychological and social factors may be analyzed to maximize the
performance of our athletes.

Accreditation of testing services and training courses

NISSM Quality Assurance Department would ensure implementation of various programs and
to-further develop programs across different disciplines in Sport Science. The accreditation of
various courses and testing services would ensure credibility of the courses being offered and
the comparability of testing services being different laboratories.

Certification of food supplements

The NISSM would provide information about food supplements in general and how supplements
should be used. Certification of food supplements would enable athletes to not take those
supplements that are banned or are at high risk of being contaminated with substances that
could lead to a positive drug test.

Interdisciplinary research

This department would contribute to-new research findings through networks and cooperation
with scientists and researchers within the institution and also on an international level.

International cooperation and collaboration

NISSM would dispatch investigation researchers abroad, and attend international conferences,
host international conferences of on sports science, exchange sports science information with
other countries.

3.5    Partners

NISSM will forge partnerships with national and international institutional institutions and
labs to synergize its efforts and establish benchmarks for quality.



       The purpose of having partnerships with various national and international
institutions and labs is to get the benefit of larger pools of expertise and other
resources. In the case of National Institute of Sports Science and Medicine, the
involvement of both national and international partners would benefit the new institute to
deal with the diverse issues of health, fitness, education, training, testing and research
in the field of sports medicine and sports sciences.


National Partners

       The National partners would work closely with various national sporting
organizations, universities to get robust knowledge inputs on various aspects of sports
science and medicine. All partners would be working closely with NISSM to create a
national Centre of Excellence at the forefront of sports technology to achieve excellence
in sports performance especially for high performance athletes. NISSM would
collaborate with various national sporting organizations and universities to develop sport
from community participation to high performance levels.


International Partners

       In addition to working in partnerships with institutions within the national sporting
system, a number of external partnerships will be sought to bring specific expertise,
products and innovation, thus ensuring the achievement of high performance in sports.
The International collaborations in the form of Memoranda of Understanding and
bilateral cooperation agreements are essential as they would enable NISSM to expand
beyond the geographical boundaries of India and have an impact outside the country.
The growing Indian diaspora will also benefit from these international partnerships.

       An integral part of the NISSM vision is to be a front runner in education and
research in applied sports medicine and sports sciences so that the Institute is able to
best serve future Indian champions. Universities such as Beijing Sports Universities,
University of Central Lancashire (UCLAN), Loughborough, and German Sports
University, which have at their disposal the best modern sports facilities and technology,
would bring together a multi-disciplinary group of academic staff undertaking leading
cutting edge collaborative research to enhance the processes, products, and
competitiveness of NISSM.




       Collaboration    with   service   delivery   departments,    testing   of   nutritional
supplements and certification, establishing sports promotion policies; research on
scientific training methods, athletic performance enhancement in the field & cultivation
of sports instructors would ensure conformity with internationally benchmarked
professional and ethical standards in all areas of business. The potential for
collaboration with universities is already being explored including exchange of faculty,
participation in specified areas of research and conducting post graduate programs.




       The modalities of linking with various institutes/Universities would be through a
well desired road map. The MOUs of a few Institutions (NDTL India, MYAS, GNDU,
Amristar) as available may be used as model templates for initiating international
collaboration partnerships and institution to institution links (Appendix – II).

       Sports Medicine involves the medical care of injury and illness in sport. Solutions
require accurate diagnoses, careful clinical examination and experience and knowledge of
sport specific movement patterns. Sports medicine is particularly important to performance
athletes, both from an injury and illness perspective. Where ever possible it should be
available at short notice as time is crucial for athletes in terms of getting back to the sport
as quickly as possible as usually injuries get worse if they are left. Sports medicine is a
multidisciplinary area within medicine that focuses on the diagnosis, treatment,
rehabilitation and prevention of injury and illness arising from participation in sport and
exercise.

Physiotherapy aids injury prevention and assists in the rehabilitation of athletes back to
normal performance levels. In terms of injury prevention, a physiotherapist will work
closely with an athlete to make sure they are in a better position to avoid recurring injuries
- helping them to identify the tell-tale signs and to introduce exercises to address the
problem earlier.

Athlete treatment can take place at the training and/or competition venue i.e. the side of
the track, pool, court or in a specialist treatment suite and rehabilitation gym.

Sports Massage Therapy and Rehabilitation means using manual therapy techniques to
try to “remedy” a problem. It covers a range of massage and advanced soft tissue
techniques set within a framework of assessment and rehabilitation procedures as well as
dealing effectively with a variety of musculoskeletal problems.

Tests of anthropometry include measurements of body size, structure, and composition. It
is important to be aware of the effects of changes to these factors, and to be able to
measure them. For most sports body size is an important factor in success, whether it is
advantageous to be short, tall, heavy or light. The body composition, such as the amount
of body fat and muscle mass, can also significantly affect sporting performance. A
measure which utilizes both body composition and body size measurements is
somatotype.

Sports biomechanics is the science concerned with optimizing sports technique.
Biomechanical analysis compares and contrasts an athlete's present technique or form
with that of an ideal model or performance target. Such precise information helps guide
the athlete/coach towards more productive training. Performance Analysis is the provision
of objective feedback to performers trying to get a positive change in performance.
Essentially it is about telling the athlete what actually happened as opposed to what they
perceived to be happening. Research shows that on average, athletes and coaches can
only recall 30% of performance correctly - performance analysis helps with the remaining
70%.

Nutrition is a very important part of an athlete’s performance. Eating well provides energy
for training, fuel for adapting, nutrients for muscle growth and repair, fluid for hydration and

Specialised nutrition programmes can help boost training gains, strengthen immune
function and increase rate of recovery. The NISSM will provide a range of Performance
Nutrition services tailored to suit individual athlete needs. Sports dietitians and nutritionists
would conduct a range of activities and services in collaboration with the following:

          Sports Authority of India (SAI)
         National Institute of Nutrition (NIN)
         National Anti Doping Agency (NADA)
         National Dope Testing Laboratory (NDTL)

   The Sports Nutrition department at NISSM would engage in the following:

         To define world best practice in sports nutrition by providing excellence in sports
          nutrition service, advice and education to athletes, national sporting organizations
          and sporting stakeholders
         To help all athletes maximize their performance through the benefits of cutting
          edge nutrition practices
         To undertake or interpret new research to ensure that our sports nutrition practice

Sport Authorities need to ensure that nutritional education and guidance for the Athletes is
of highest standard. Worldwide research conducted on nutritional supplements shows:

            Supplements/oils/gels have the risk of positive dope test

            Though athlete owns responsibility, the sports Authorities ,may ensure
               certain guidelines to protect the athlete

Proper nutritional guidance and consultation by Sports Medicine Doctors/ Nutritionist is
necessary. Athletes are advised to seek assurances regarding quality control of
supplement manufacture to ensure freedom from contamination with toxic or prohibited
components. The Quality Control Assessment of the nutritional supplements would be
done in the Certification of food supplements division in the Quality Assurance
department.

5.     Department of Sports Sciences : Sports Physiology

Exercise physiology is an integral element of the support services offered to athletes. This
component of performance science is essentially concerned with the assessment of how

the body responds to single or repeated bouts of exercise. The term sport physiology
represents this application in a sport setting. Physiological assessments include profiling of
hydration status, blood biochemistry and haematology, body composition, graded exercise
performance, muscular strength and power and flexibility. These evaluations are
conducted using sports specific ergometers and specialised equipment. Dedicated
computer based software programmes are also used to facilitate analysis of data.

success. It is about facilitating the development of mental toughness and making athletes
mentally robust in the pursuit of their sporting goals.

         Commonly addressed skills/strategies include the ability to:

         Regulate arousal levels to a desirable and optimal level to ensure peak
          performance;
         Challenge athletes to maintain appropriate attention on their individual training &
          competition goals with regular review & monitoring.
         Relax and focus under pressure;
         Assist in improving an individual's ability to sustain concentration and focus on the
          right things at the right time;
         The ability to use coping strategies to deal appropriately with both success and
          setbacks.
         Develop an individual's levels of intrinsic motivation for both training and
          competition;

Sports’ training refers to specialized strategies and methods of exercise used in various
sports to develop athletes and prepare them for performing in sporting events. Besides
conventional exercise methods, various training methods used by athletes include:

         Altitude training
         Endurance training
         Strength training
         Weight training
         Yoga

It is very crucial and important to apply scientific strategies to improve training methods.


c.       Quality Assurance Department

The Quality Assurance is the essential requisite for any department/ institute in order to
ensure that the services being rendered for testing, research and teaching are complying
with the national and international standards of accreditation applicable for that particular
service.

1.       Accreditation of various Testing services

The Quality Assurance programs are essential part of any sports sciences institute to
oversee quality control in the institutes and academies of sport that are involved in
assessing state, national and Olympic-level athletes in a country. The QA department is
therefore required to achieve highest standard of quality assurance in exercise science
laboratories.

The testing services offered in various branches of Sports Medicine and Sports Sciences
would require accreditation by the relevant national and international agencies. This would
give more confidence to the athlete and coaches on the testing protocol of the institute.
The following areas of science and medicine would require accreditation:

         a. Exercise Physiology Laboratory accreditation
         b. Sports Biochemistry lab

The accreditation requirements for various laboratories can be divided into the areas like
for all operational procedures, particularly staffing, documentation, test precision and
reporting for elite and community athlete testing.

2.   Accreditation of various teaching courses

The institute will have various certificate courses which would be accredited by various
international universities. It is essential in view of the need to create such human resource
in India which is not available at the moment. The QA will also filter the national and/or
international universities/institutes on the basis of grading system to select the
staff/research fellows in the proposed institute. The cooperation with international
institutes/ universities would help to get our manpower trained/accredited in various
disciplines to further train more and more scientists.

3.     Certification of Food Supplements/ herbal neutraceuticals

Apart from good training and adequate nutrition, athletes resort to the use of dietary
supplements/herbal neutraceuticals as alternative means to enhance performance.
Research has shown that some supplement products have been found to be contaminated
with low levels of steroids and stimulants that are prohibited by WADA (the World Anti-
Doping Agency) and other sporting bodies. The manufacturers of supplements may not
follow stringent quality guidelines/requirements due to which the athlete may get caught
for drug abuse inadvertently.
Hence there is need to create a facility to certify the supplement and any herbal
neutraceutical being used by the athlete for improving his/her performance in sports.

The WADA accredited laboratory cannot provide certification of supplements, hence need
to create a facility to provide athletes the drug free supplements. This would serve dual
purpose:

           To benefit the present need of providing dope free supplements to athletes.

           To facilitate Indian ayurvedic / homeopathic system of medicine to get their
            products tested in NISSM.

           This facility in the institute would provide responsible supplement manufacturers
           with a way to test products for banned substances and instill confidence in the
           athletes that the products do not contain banned substances that can cause a
           positive drug test or be harmful to health. This would be done by taking a sample of
           each production batch and analyze it for the presence of WADA prohibited drugs. If
           the batch passes the battery of analytical tests, the product can be given
           certification with a seal of certification. Products that carry the seal indicate to the
           athlete that they are free of the banned substances. This information can be put on
           the website of the institute to let athlete and their support personnel to be aware
           which supplements can be given safely. This institute would be in line with the
           premiere facilities in Los Angels, USA and HFL Sport Science., Cambridge,
           England which have started since 2004 and 2007 respectively.

This facility would require ISO 17025:2005 accreditation by National Accreditation Board
of Testing and Calibration Laboratories.

1.        Anti-doping Education:

The anti-doping science department will provide education solutions to all the sporting
community with the opportunity to develop the necessary knowledge, skills and attitudes
required to be active, effective and responsible in protecting sporting integrity.

The centre for Anti Doping Education under NISSM would work for promotion of dope free
sports. The main objective of the centre would be:

         To educate the athlete on prohibited substances and methods.
         To organize workshops and sessions on anti-doping.

However, the National Anti Doping Agency (NADA) and National Dope Testing Laboratory
(NDTL) are responsible to educate the athlete and their support personnel to be educated
about the ill effects of the prohibited drugs and methods. But since the NISSM would be
dealing with the athletes for the enhancement of performance by providing scientific
support, it would be appropriate to educate about the ill effects of the prohibited drugs.
This department would also have research project from WADA Social Science grant.


2.         Biostatistics &Interdisciplinary research:

         Certification Course in Sports Biostatics:: Master’s degree in
         Biostatistics/Statistics.

Biostatistics is the science of obtaining, analyzing and interpreting data in order to
understand and improve human health. The mission of the Department of Biostatistics
would be to forge advances in science that benefit human health through profound and
paradigm-shifting innovations in biostatistical methodology and theory as well as the
thoughtful implementation of biostatistical methods in practice.

3.       Sports Pedagogy:

Sport Pedagogy is an evidence-based, practice-focused discipline located in the academic
space where sport and education come together. The subject matter of sport pedagogy
forms the foundation of effective teaching and coaching. Research in sport pedagogy is
focused on developing new knowledge that can improve the learning experiences of
sports participants of all ages and levels, and the practitioners who support them.

The Sports Pedagogy centre at NISSM would support the commencement of various
doctoral and certification courses in all other departments of the institute. This centre
would take care of all the requirements for the certificate courses and doctorate courses

4.       Sports Information Technology & Sports Media:

The main objective of the department´s activities is to analyze biological and mechanical
aspects of human motion under different viewpoints in and beyond the field of sport.
Additional emphases are the systematical analysis of game sports and the development of
feedback system and intelligent motion advisors. The main working fields are as follows:

        Motion analyses (e.g., table tennis, rowing, biathlon, …)
        Pervasive computing (mobile coaching, automatic fall prevention)
        E-learning (development and evaluation of teaching and learning tools)
        Performance analysis (position tracking, data mining, pattern analysis)

The importance and strong influence of computer science as an interdisciplinary partner
for sport and sport science is mainly proven by the research activities in computer science
in sport. Computers are an important aid in teaching and evaluating the techniques in
Sports, Games and Physical Education. Computers help in giving the precise results in
Sports competitions. The computer education is an important area for research for
development of physical education and sports profession. The federation will implement
the plan for making compulsory subject in physical education curriculum and its use for
multi-dimensions.

a major sports enterprise. It would deal with issues related to sports business,
understanding the complexities of on the field and off the field and contemporary sports

          a. Secretary, (MYAS) & DG, SAI welcomed all the members for the first meeting and
             briefed about the purpose of the meeting by giving the background and illustrating
             the reasons for constituting this expert group. She emphasized that the committee
             has been mandated to look at the gaps in the esisting Sports
          b. An introductory presentation on the Meeting of expert group on sports sciences was
             given by the Member Convener.
          c. Mr. Ranawat ED (Academics) presented the existing set up of the Sports Sciences ,
             NIS,Patiala and expressed the need to consider short term and long term goals. The
             short term goal requires the upgradation of existing set up so as to attend to the needs
             of London Olympics 2012. The financial requirements of short term goal was
             detailed by him.
          d. Prof. Sandhu informed that there was earlier exercises too to upgrade SAI Sports
             Sciences setup and requested that the earlier reports be put up before the expert
             group.
          e. Dr. Sahni presented his views regarding up gradation and emphsised the role of
             private sector.
          f. Dr Sasikaran mentioned that centre for sports sciences should be a standalone
             institute. In this NIN can always collaborate in the field of nutrition .

         g. Dr Alka Beotra mentioned about the need to have stringent quality requirements in
             the planning stage itself. It would require hand holding with some international
             institute with a clear focus on short term, mid term and long term goals.
         h. Ms Ashwini Nachappa agreed with the views of Prof Sandhu that the efforts made as
             per earlier report submitted should be taken into consideration.
Other members also gave their valuable inputs.

The following decisions were taken after much debate:

   1. The Report of the Peer Group constituted to review Sports Sciences in collaboration with
      the British Council be circulated amongst the members.
   2. The Concept note of Dr Tarun Sahni to be circulated.
   3. Prof. Dr. Jaspal Sandhu to give the proposed structure before the next meeting as he has
      earlier done for proposed Rajiv Gandhi Central University of Youth and Sports
      Development and for up gradation of various Centers of SAI
   4. Dr. Sesikaran to discuss the establishment of courses in Sports Nutrition in NIN Hyderabad.
   5. Dr Alka Beotra to collect the information of dietary habits of elite sports persons through a
      questionnaire which may be taken into consideration while preparing sports specific
      nutritional requirements.
   6. The interim requirements of NSNIS Patiala to be taken up in the next meeting.
   7. The next meeting to be held in Delhi/ Patiala in the 3rd week of April, 2011 (April 18-22)
      depending on the convenience of members.

                                   MEMORANDUM OF UNDERSTANDING BETWEEN

This memorandum records the intention of the Centre of Human Performance Research Graz, and the Department of
Sports Medicine & Physiotherapy in the Guru Nanak Dev University to strengthen ties between the two institutions
which might lead in future to the establishment of one or more partnership agreements for exchange purposes, academic
co-operation or the delivery of a University of Graz, Guru Nanak Dev University joint or dual awards. The Centre of
Human Performance Research Graz is supported by the Karl-Franzens-University of Graz and the Medical University
of Graz.




At present this agreement is made as a gesture of goodwill between the two institutions, which may see the
development of links in the areas of:

    a)   Learning and teaching including the development of academic programs.
    b)   Exchange of students.
    c)   Exchange of faculty.
    d)   Exchange of research material and related documents.
    e)   Development of collaborative research projects.

Details of the implementation of any particular collaborative agreement leading to an award shall be negotiated between
the two institutions as such specific cases arise. Such an agreement will be legitimized by the completion of a specific
joint Memorandum of Understanding.

This agreement is subject to revision, renewal or cancellation by mutual consent and becomes effective upon

      The equipment requirement given for Patiala, Bengaluru and Kolkata to be as given above
      (15.2crores for one centre and therefore for three centres it would be Rs 45.6). However for
      other Regional centres, it may be as per the requirement proposed by the scientists/expert
      group of the regional centre. Approximately, the amount may be Rs Five crore (Rs 35 crore
      total ) may be appropriate in view of less number of scientists in other regional centres and
      Delhi.
