EXECUTIVE SUMMARY

This Strategy identifies considerable opportunities within the Shire of Melton for establishing an off road pedestrian
and bicycle network. This network will provide key connections to local community destinations, recreational
experiences centred on the waterways within the Shire and commuter linkages. This network will foster improved
health and well being within the community, provide for independent and sustainable means of travel and create
more socially connected neighbourhoods though increased community interaction.

Melton is the fastest growing municipality in Australia and has a unique opportunity to realise the development of
much of this network expediently through the developer contribution system. Partnerships between the Council
and State and Federal Government stakeholders will also fund its development.

The network proposed consists of a matrix of paths within the Melton township, a system centred around north
south spines in Melton East and regional connections along Kororoit Creek and Werribee River to the City of
Brimbank and the City of Wyndham respectively.

Linear connections along Arnolds Creek, Toolern Creek and Blind Creek will extend through the Melton township,
with east west links through urban areas along road reserves. These east west pathways connect into existng
schools, shopping centres and other facilities to provide safe access to local destinations for communities within
the township. The pathway along Arnolds Creek will extend to the Melton Reservoir, providing a strong link to this
under-utilised attraction, while the Toolern Creek trail will run to the Werribee River.

The Melton East network will be centred on three north south trail spines along Caroline Springs Boulevard /
Gourlay Road, Westwood Drive / Calder Park Drive and a tributary of Kororoit Creek. Wide footpaths along east
west roads will connect commuinities to these spines and to destinations within the City of Brimbank.

This network consists of over 110 kilometres of shared pathways, and expected to cost 17.6 million dollars to
implement. Of this total figure, 6.2 million dollars will be funded by developers and VicRoads, and Council,
through grant funding, other partnerships and the ordinary capital works expenditure, will fund 11.4 million dollars.
The network will be implemented in four phases (0-2 years - $1.3 million, 3 – 5 years - $2.3 million, 6-10 years - $
6.0 million and 11 + years - $8.0 million).

Achieving the vision of this strategy will require a long term commitment from Council. Immediate actions that it
should undertake in order to implement this Strategy include requiring developers to fund trails in new residential
developments and actively seek partnerships opportunities with community groups and State and Federal
Government stakeholders.

1. INTRODUCTION

The Shire of Melton covers 530 square kilometres and is located on Melbourne’s western fringe. The main urban
centre of Melton is located 35 minutes travelling time from Melbourne’s CBD.

The shire has a population of over 70,145 and is growing at a rate of 11.8% with predominantly young families
living and moving into the municipality.

This report focuses on shared pathways within suburban areas and connections between townships, major
suburban areas and surrounding open space networks. In developing an off road pedestrian and cycling network
this Strategy has considered on road cycle routes and equestrian trails. A separate network for these user groups
has not however been developed. Hiking trails in natural areas are outside the scope of this Strategy.

1.1 Imperative for the Strategy


The Shire of Melton is experiencing rapid residential development and needs to establish a clear strategic
approach for the development of a trail network within these areas whilst maintaining links to the broader
pedestrian and cycling network. The strategy shall reinforce the opportunities within the existing urban areas to
provide recreational opportunities and local connections to key community destinations.

1.2 Study Objectives and Scope


To develop a pedestrian and bicycle off-road network for the Shire of Melton which aims to address the following
key objectives:

     •    To provide strategic direction for the ongoing development of shared pedestrian and bicycle pathways
          within the Shire of Melton;

     •    To establish the preferred routes for shared paths and trails within the shire;

     •    To prioritise the development of the pedestrian and bicycle network within the shire in an achievable
          implementation plan;

     •    To identify capital costs for the construction of the pedestrian and bicycle network to allow Council to
          advocate for and seek funding accordingly;

     •    To provide policy and design guidelines for the improvement of existing paths and the construction of
          new paths and trails in new estates and to establish principles for rest and trail stop areas;

     •    To identify key benefits of the pedestrian and bicycle plan;

     •    Link key community facilities such as schools, shopping centres, etc;

     •    To identify an overall network that Council can operate; and

     •    To identify where further investigations are required.

2. Existing Situation Analysis

2.1 Existing Trail Networks


Existing off-road pedestrian and bicycle paths and on-road bicycle paths exist within Melton Township and Melton
East and are recorded on Map 1-3.

Melton

Existing off-road paths within the Melton Township are generally aligned through linear parklands, and rely on road
networks to connect through urban areas and options for loop circuits.

The key existing linear trails occur along Little Blind Creek, Toolern Creek and a short section of Arnolds Creek
within Melton South. A matrix of on-road cycling lanes occur along Coburn Road, Centenary Avenue and Station
Road.

Although this network provides reasonable on-road connections, significant gaps occur in the off-road
infrastructure:

          •       Along Arnolds Creek, with large gaps between several short sections of existing trails;

          •       East-west connections through existing urban areas that link open space along Arnolds Creek,
                  Toolern Creek and smaller drainage reserves.

          •       Along the central drainage reserve which links through to the existing pedestrian bridge over the
                  Western Freeway

Path surfaces in Melton are either asphalt or concrete. Older surfaces are in generally poor condition with cracking
due to the reactive soils.

Melton East

The path network in Melton East area is developing with:

     •    An off-road pathway network along road reserves exists in some of the more established areas of Melton
          East;

     •    A major shared path exists along Caroline Springs Boulevard. As estates are developing, small sections
          of paths have been formed along creek lines, particularly Hillside. Large gaps exist along these creek
          lines and an integrated network is unlikely to be formed until Melton East is built out.

Paths in Melton East are generally coloured concrete and are more recently constructed, thus in good condition.

2.2 Existing Strategic Directions


There are numerous documents which have direct influence on the pedestrian and bicycle network in the Shire of
Melton. The following documents were reviewed and key directions from each strategy are as follows: -

Open Space and Recreation Strategy 2003

The initial draft of the Open Space and Recreation Strategy was prepared prior to the development of this study
and provided the following key directions:

          Creek and Nature Reserves were identified as key corridors for walking and cycling. Larger rivers and
          creeks (Kororoit Creek, Werribee River and Melton Reservoir) have regional significance for recreational
          activities, whilst minor creeks (especially Melton Township and Melton East) may allow for local use and
          connections to destinations.

          Community consultation provided the following outcomes:

                Bike and walking paths were identified as priority passive leisure and recreation activities;

                Good accessibility to and through parks and reserves was identified as being important;

          Sections of Melton Reservoir, Toolern Creek, and Kororoit Creek Corridor were identified as proposed
          new regional open space areas;

          The provision for environmentally sensitive picnic facilities and walking trails along Toolern Creek, south
          of Bridge Road;

The Principal Bicycle Network 2003

This network proposes on-road bicycle routes to the shoulders of the Western and Melton Highways to link Melton
Township with Melton East (refer Map 4). Whilst touring cyclists may use the highways, residential development is
unlikely to occur between these areas in the future and the 12km distance between these urban areas will not
attract recreational or commuter cyclists to this route.

Other recreational walking/cycling trails along the major creek and river corridors have been proposed as part of
the Metropolitan Trail Network (Refer Map 4), including:

     •    Werribee River/ Djerriwarrh Creek

     •    Kororoit Creek

     •    Skeleton Creek

Western Regional Open Space Mapping Project 2002

This document proposed the development of linear parks and open spaces along major creek corridors to connect
communities in western Metropolitan Melbourne. This strategy included the development of open space corridors
along Werribee River, and Kororoit Creek within the Shire of Melton, linking Melton to the municipalities of
Brimbank and Wyndham.

Recreation + Open Space Plan – Melton East Corridor 1999

This document outlines a hierarchy of trail networks between Regional Parks, Neighbourhood Parks, Local Parks
and the community. A key objective of the development of Caroline Springs is “to provide cycle ways and
footpaths through open spaces connecting residential areas to community facilities” (refer Map 5).

Shire of Melton Bike Plan 1982

The document includes analysis of comprehensive bicycle user surveys for primary and secondary school users
as well as adult/commuter cyclists. It details a bicycle network for the township of Melton which addresses on-road
bicycle lanes and off-road shared paths and trails (refer Map 5).

Eynesbury Township Development Plan July 2004

The document outlines a concept plan for an urban centre at Eynesbury. This centre is in its preliminary stages
and the document highlights that a walking and cycling network should be realised to link the local community with
local destinations. This network should be developed as the plans for Eynesbury proceed.

Linking People and Spaces – Parks Victoria (2002)

This document identifies Parks Victoria’s vision for un-structured regional open space throughout Melbourne. The
strategy recommends a trail network from Melton East along Kororoit Creek in a 4 – 9 year time frame, and the
development of regional trails along Weribbee River (from Melton Reservoir to Werribee South) and Skeleton
Creek in the long term (10 + years). This strategy also supports the development of two new regional parks in the
Shire; in the vicinity of the Melton township and Melton East.




2.3 Future Urban Growth


Future urban growth areas in Melton and Melton East have been defined by the Melbourne 2030 planning
document. These areas will be developed over the next 10 years and are identified on Maps 1-3.

At the time of writing this strategy, the Shire of Melton was the fastest developing residential area within Australia.

2.4 Anticipated Demand for Walking and Cycling


The document, Victorians’ Participation in Exercise, Recreation and Sport (2001-02) produced by Sport and
Recreation Victoria in conjunction with VicHealth, provides valuable data about participation trends within defined
regions in Victoria.

The Shire of Melton sits within the Outer West region with 29.3% people within this region stating walking as their
most popular activity compared with 30.5% generally across Victoria. Walking is rated as the most popular activity
state-wide and within every region, with cycling rating at number 4 behind aerobics/fitness and swimming. The
outer west has a participation rate of 8.9% for cycling compared to the Victorian average of 10.5% These figures
reinforce reasonably high activity levels of the outer west region and the popularity for both walking and cycling. It

is acknowledged that improved infrastructure to provide safer and more accessible opportunities for these
activities may have the effect of further increasing participation.

In parks provided by Parks Victoria, the Victorian Trails Strategy 2002-2003 states that of the primary activities
undertaken at parks, walking is the most popular with 27% of people undertaking this activity, followed by picnicing
(23%) and sightseeing (15%). Further, walking is the major primary activity for visitors to metropolitan and regional
parks. Within national parks, short walks of up to one hour or medium walks of 1-4 hours are preferred. The
Victorian Trails Strategy also lists a few basic user needs for trails to ensure that expectations are met. These
include: a suitable trail surface, maintenance, minimisation of risk, information and/or signage, and access to
drinking water.

The draft Open Space Strategy, completed by Stratcorp Consulting in March 2003, found that walking was the
most popular recreation activity (41.1% of house hold survey respondents, 35.9% in field survey respondents)
whilst bike riding (7.4% household respondents, 5.3% in field survey respondents) was the fourth most popular
activity behind picnicing and using playgrounds. Generally, respondents raised the following potential
improvements to hike and bike paths:

     •    Allow for shared use on paths

     •    Extend and complete bike networks

     •    Incorporate shared paths in new developments

     •    Provide rest points along trails

Melton is an established township experiencing rapid growth. It thus has a community of varying ages and abilities
who will access the pedestrian and cycle network for recreational or commuting needs.

Generally, young families reside in Melton East. There are numerous primary schools provided and secondary
schools are currently being developed. Parks and recreational facilities are in varying stages of development and
as these spaces are completed it is anticipated that the community may wish to access these facilities via walking

School commuting in Melton is varied, generally state schools support walking and cycling better as private
schools have large catchment areas thus not actively promoting walking and cycling. School commuting in
Caroline Springs is generally by car or sometimes bus as many of the schools support larger catchment areas,
and are located on highly trafficked roads which are unsuitable for children of primary school age to walk/cycle to.

3. Issues and Opportunities

The existing network was assessed to inform issues and opportunities to develop the proposed pedestrian and
bicycle strategy. The network was assessed through desk top mapping analysis and a subsequent on ground
review of major existing pathways.

3.1 Issues


Distances

The 12km distance between Melton and Melton East presents a barrier for recreational and commuter travellers as
access is along high speed and high volume roads, within an area often exposed to high winds.

Barriers

The Western, Melton and Calder Highways are significant barriers for pedestrians and cyclists crossing and
walking/cycling along 100km speed limit zones. The Western Highway divides Melton from Melton South and
creates a major barrier for pedestrians and cyclists movement between these two areas. It is a significant
impediment because it restricts access to major community facilities.

Coburns Road becomes a 100km speed limit north of Minns Road presenting a barrier for cycling to MacPherson
Park, Melton’s regional sporting park. The Melton Gisbourne Road and Exford Road also quickly becomes a
higher speed zone on the outskirts of the township.

The railway line presents a crossing barrier for the pedestrian and cycling network.

Road Connections

Several on road cycling lanes exist within the Melton Township. These lanes are restricted to Coburns Road,
Station Street / O’Neills Road, High Street (part of) and Centenary Avenue and do not provide a well connected or
extensive on-road cycling network. East west movement through the township, and connections into new
subdivision areas, are particularly restricted. This strategy does not address the on-road cycling network. A
separate strategy to identify new on road cycling routes on existing roads and into future subdivision areas in
Melton and Melton East is a first step to creating a safe and connected on road cycling network.

Existing on road cycling lanes are shared with parking lanes and have poor line marking and signage (eg. Coburns
Road).

On road connections between Melton and Melton East along the Western Freeway and Melton Highway are 100
or 110 km/hour roads. Although these roads provide a direct connection poor surfaces, high speed traffic, high
volume traffic and long distances deter on road cyclists from using these routes.

On-road bicycle routes are not ideal for younger riders, particularly on roads of high speed or high volume traffic.

Maintenance

The highly reactive soils in the Shire of Melton creates significant cracking of pavement surfaces, particularly
asphalt and un-reinforced concrete pavements. Minimal maintenance to paths has occurred over a significant
period.

Maintenance of pathways is further hampered by poor GIS information, a limited asset management system and
an outdated maintenance schedule.

Access

MacPherson Park is located north of Melton, outside of the residential growth area. Walking or cycling access to
the park is restricted by distance and the absence of a safe route as Coburns Road is a high speed road with a
sealed shoulder. The narrow road reserve has insufficient space for an off road path. Arnolds Creek East Branch
extends to MacPherson Park, but is located within private land.

Currently there is limited connectivity to schools, retail centres, activity nodes and other community facilities or
attractions within the Melton township.

3.2 Opportunities


Successful trail networks provide access to key destinations for a range of users, are integrated with the existing
urban and landscape fabric, build upon existing pathway infrastructure and can be developed in partnership with
many funding organisations. To identify opportunities for a trail network within the Melton Shire community
destinations were identified, the landscape and urban patterns assessed, existing pathways determined and
regional strategies considered (refer to section 2.2).       A number of clear opportunities evolved from this
assessment, particularly:

          creating regional links to surrounding Municipalities along major waterways of the western plains area,
          which could be achieved in partnership with adjoining Councils, Parks Victoria, and other State
          Government stakeholders, and are identified on the Metropolitan Trail Network and in the Linking People
          and Spaces strategic document;

          using creek lines to create local pathway networks within Melton Township and Melton East, integrating
          the pathway network with the unstructured linear open space system aligned along these waterways,
          providing for recreational and local commuter community needs;

          using the many existing wide road reserves to establish off-road trails to provide connections to
          destinations such as schools, retail nodes and other community facilities. These roads also provide east
          west connections to the waterways which are aligned north south through urban areas, creating a esat
          west / north south path matrix that extends across the urban area.

          where the narrow roads and the urban fabric constrain shared path links to existing community
          destinations, widen existing footpaths to accommodate cycling use.



These opportunities are explained in detail below.

Regional Links

There are a number of opportunities to develop regional links to trails along creek lines within the municipality.
These include developing regional trails along:

     •    Werribee River/ Djerriwarrh Creek – The development of a trail along Werribee River will in the long term
          provide a connection to Werribee in the south and Long Forest Conservation Reserve (west).

     •    Kororoit Creek – A trail along Kororoit Creek offers tourism opportunities linking to Warrensbrooke Faire
          and potential developments along the Creek.

Creek Lines

Creek lines offer safe and visually appealing environments for shared paths for both recreational and commuting
users. Melton Township has numerous creek lines which can be utilised (including: Toolern Creek, Ryans Creek,
Little Blind Creek, and East and West branches of Arnold’s Creek) whilst Caroline Springs has two main creeks:
Kororoit Creek running east-west, and Kororoit Creek tributary.

Road Reserves

The Shire of Melton is fortunate to have many wide road reserves. Where space permits, shared paths can be
designed within the road reserve. The following roads offer suitable space for shared pathways:

Melton

     •    Minns Road – between Arnolds Creek East Branch and Toolern Creek

     •    High Street – between Coburns Road and O’Neills Road

     •    Brooklyn Road – between Arnolds Creek and Toolern Creek

Melton East

     •    Gourlay Road

     •    Calder Park Drive – between Taylors Road and Victoria Road

     •    Wattle Drive – between The Regency and proposed Domlin Reserve

     •    Domlin Reserve (proposed) – between Wattle Valley Drive and Banchory Avenue

     •    Hume Drive

     •    Taylors Road – between Creek and Caroline Springs Boulevard and The Entrance and Gilson College

Existing Footpaths

There are also opportunities to widen existing footpaths to 2.0m as designated shared trails:

Melton

     •    Centenary Avenue west of Coburns Road

     •    Centenary Ave – between Coburns Road and Little Blind Creek (widen to 2.5m)

     •    Richard Road

     •    Wilson Road

Melton East

     •    Banchory Avenue

     •    College Street

4. Strategy Directions

4.1 Principles


The following principles have been developed to direct the Hike and Bike strategy: -

     •    Trails provide recreation opportunities that are important for the health and well-being of the community.

     •    Trails provide important connections to local community destinations.

     •    Trails provide for increased walking and cycling that will foster greater social interaction, safer
          neighbourhoods and reduce motor vehicle dependence.

     •    The Melton Shire Council, with other partners, will be active in creating a safe trail network that can be
          accessed equitably by communities within urban areas of the Shire, and provides all abilities access
          where possible.




4.2 The proposed shared trail network


Shire Wide Network (refer Map 7)

Creek lines within the Shire of Melton provide attractive trail routes within a scenic riparian environment. Within
urban areas the creek lines provide opportunities for local connections to key local destinations and components of
large commuter routes, as well as attractive recreational environments. Outside of these urban areas, creek lines
provide links to the wider regional open space network including future Parks Victoria parks and existing future
trails within the municipalities of Brimbank and Wyndham. Creek lines provide opportunities to link townships
within the shire:

     •    Connect Melton to Melton Reservoir via Arnolds Creek.

     •    Connect Melton to regional trail network along Werribee River to Werribee via Eynesbury development.

     •    Connect Melton to regional Trail network along Melton Reservoir to Long Forest Flora Reserve via
          Djerrwarrh Creek.

     •    Continue Kororoit Creek network (co-ordinate links to existing with Brimbank City Council) west through
          the suburbs of Burnside and Caroline Springs and along the creek to Leakes Road

     •    Create path networks along a North-South tributary of Kororoit Creek within Caroline Springs (i.e.
          Creekline running from Hillside south to Caroline Springs)

Connections are also proposed via on-road routes or shared path within the road reserve as follows:

     •    Connect Melton and Melton East via the Melton Highway via on road routes at shoulders of the highway.

     •    Connect Melton East to the regional trail network via the proposed Deer Park bypass.

Melton (refer Map 8)

Melton has a strong existing network via on-road bicycle lanes and numerous shared paths in road reserves and
parkland. The proposed plan builds upon this existing framework to enhance the network for existing and future
recreation and commuting users.

The plan utilises the north-south creek lines and existing east-west road reserves to create a coherent and
integrated network. This network provides:

    •    Links for recreational use along creek lines and park reserves.

    •    Great links to key community destinations throughout the township. For example northern Melton users
         are able to cycle to Melton Train Station in the south and southern users to the town centre in the north
         whilst also provide links to local destinations.

Creek Lines and park reserves

    •    Strengthen the access through to the existing footbridge across the Western Freeway by formalising the
         path along the central open space drainage corridor from Richard Road to High Street and Melton
         Waves Leisure Centre to Coburns Road over Centenary Avenue.

    •    Provide north-south access over the freeway for Melton’s southern residents via Arnolds Creek West
         Branch and the future Bulmans Road crossing. As a footbridge over the Western Freeway at Arnolds
         Creek is a costly exercise it is proposed in the interim to provide an alternative route via the existing
         bridge at Coburns Road.

         Note: Crossing points over the Western Freeway on the eastern side of Melton occur approximately
         every 500m. The majority of future residential development in Melton is occurring on the Western side of
         Melton, it is important to create north-south links between the western region to ensure connectivity and
         access over this significant barrier.

    •    Arnolds Creek West Branch from Pamela Ct to the back of the Catholic Regional College and beyond to
         link existing and future residential estates.

    •    Arnolds Creek East Branch – from Navan Park to McPherson Park. This is a very important link to
         Melton’s regional park. Unfortunately due to speed limit and limited space within the road reserve it is not
         possible to create a pathway along the Coburns Road north of Minns Road. It is recommended that
         Council negotiate with the property owner(s) north of the urban growth boundary to gain access for a
         shared path north of Minns Road to MacPhersons Park.

    •    Continue the Little Blind Creek shared pathway north to Minns Road to connect into new and future
         residential estates.

    •    Arnolds Creek Tributary from Arnolds Creek near Melton Reservoir to Freeway. This creek line provides
         an opportunity for future residential development be connected directly to Melton Reservoir, whilst
         connecting back into the greater network.

    •    Continue Toolern Creek shared path north of Federation Drive to Minns Road to link existing rural
         residential.

    •    Ryans Creek from the existing Western Freeway to Old Park Road, which will link into existing path
         network providing recreational/commuting loops for local residents in an aesthetically appealing setting.

Road Reserves

Whilst the Creek lines offer excellent environments for walking and cycling, the road reserves are an important
east-west links in Melton. Melton is lucky to possess wide road reserves for the development of off-road shared
bicycle paths. The following connections are proposed:

    •    Minns Road from Arnolds Creek East through to Toolern Creek. This is the Urban Growth Boundary for
         Melton and current residential estates back the road with 1.8m timber fences. A shared path is proposed
         for the southern side of the road

    •    Fill in the gaps along High Street locating a path within the median dividing service roads and the main
         carriageway.

    •    Provide off-road shared paths along Brooklyn Road connecting Arnolds Creek with Toolern Creek.

    •    Create a shared pathway along Centenary Avenue by widening existing footpaths and designating them
         as shared pathways. (widen pathway to 2.0m west of Coburns Road and 2.5m east of Coburns Road)

    •    Widen existing paths to create shared pathways along Richards and Wilsons Roads.

    •    If an off-road connection through to MacPherson Park cannot be made through private property north of
         Minns Road, a bicycle route can be made along the sealed shoulder of Coburns Road. If this route to
         MacPherson Park is developed, the speed limit along Coburns Road to the park should be reduced to a
         maximum of 80km/hr.

Melton East (refer Map 9)

Melton East is a rapidly developing urban environment with two strong and heavily trafficked north-south roads
(Caroline Springs Boulevard-Gourlay Road and Calder Park Drive). It has two main creek corridors: Kororoit Creek
running east-west and a tributary running north-south which are proposed to be key trails within the pedestrian and
cycle network. Due to the nature of the development of Melton East, the majority of the network is proposed as
shared paths within the road reserve. It is important to create strong links through to the established adjacent
suburbs east (City of Brimbank) to existing school, and activity destinations. The following main routes are
proposed:

Creek Lines and park reserves

    •    Kororoit Creek Tributary form Kororoit Creek to Wattle Valley Drive connecting the entire western area of
         Caroline Springs from North to South

    •    Kororoit Creek as described above (Overall Network).

    •    Lake Caroline and associated tributary connecting from Caroline Springs Boulevard through to Taylors
         Road

Road Reserves

    •    Continue the existing concrete shared path along Caroline Springs Boulevard through Gourlay Road to
         Melton Hwy.

    •    Complete pedestrian/cycling paths through Taylors Road, Watervale Boulevard south to parkland,
         Melton Highway east though to City of Brimbank.

    •    Link The Regency with Melton Highway via Wattle Valley Drive

Diggers Rest

Diggers Rest is a small isolated township on the north-west boundary of the shire. The pedestrian and cycling
network aims to connect key destinations within Diggers Rest and to Sunbury (Refer Map 7)

    •    Connect Diggers Rest with Sunbury via on road lane along Vineyard Road

    •    Provide shared path in Diggers Rest from Diggers Rest Recreation Reserve to Train Station via Eureka
         Road and Welcome Road (includes links to shops and Norm Raven Reserve)

4.3 Upgrade Existing Trails


Existing trails should be monitored to ensure surfaces are in condition and do not present a risk to trail users. In
particular the following actions should be undertaken: -

     •    Undertake a risk assessment audit.

     •    Replace cracked concrete trails at Navan Park.

     •    Repair urgent/risk paths as a matter of priority.

     •    Monitor the surface condition of existing asphalt trails along Little Blind Creek and Arnolds Creek East
          Branch. If cracking continues and uneven surfaces occur that present a risk to users, replace segments
          of damaged trails with a concrete pathway as required.

     •    Monitor cars parking in on-road cycling paths.

     •    Prune overhanging vegetation to ensure safe clearances – both horizontal and vertical.

4.4 Crossings


Shared pathway crossings over main roads will require a crossing treatment (refer Section 6.2 Crossings). The
following intersections have been assessed as requiring the crossing treatment:

Melton

     •    Central Linear Path at the intersections of Centenary Avenue, High Street, Barries Road, and Richard
          Road

     •    Arnolds Creek Path at the intersections of High Street, Bulmans and Brooklyn Roads

     •    Little Blind Creek at the intersections of Centenary Avenue and High Street (review Centenary Avenue
          intersection to assess if this existing crossing conforms with the design guideline).

     •    Ryans Creek path at the intersection of High Street and Federations Drive

     •    Toolern Creek at the intersection of Minns Road and Federation Drive (review these existing crossing to
          assess conformance with the design guideline).

     •    Minns Road at the intersection of Coburns Road and Gisborne Melton Road

     •    Centenary Avenue at the intersection of Coburns, O’Neills and Pamerson Roads

     •    High Street at the Coburns Road

     •    Richard and Brooklyn Roads at intersections with Coburns Road and Station Street

Melton East

     •    Kororoit Creek at the intersection of Caroline Springs Boulevard (review the intersection to assess if the
          existing crossing conforms with the design guideline).

4.5 Community Partnerships, Education + Promotion


Foster increased walking and cycling

    •    To foster increased walking and cycling to schools, start education programs for parents and students.
         Use the Bike Ed and Cycle On programs.

    •    Continue to partner with schools to introduce the Walking “School Bus Program” Fund a part-time co-
         ordinator position for this program.

    •    Encourage regular walking through programs targeting schools, community health centres. General
         practitioners, Health professionals and clubs.

    •    Publicise walking circuits at the Tourism information centre, local newspapers and council news letters.

    •    Continue to produce a walking and cycling brochure of the Shire of Melton. Include on new brochures,
         ease of cycling routes, distance and expected time of circuit, shops, points of interest.

    •    Place cycling and walking maps, brochures and other information on the Shire website.

4.6 Signage


    •    Establish consistent signage providing travel, historic and environmental information along all routes.

    •    Implement regulatory signage along all shared trails. Where trails interface between National Parks or
         State Forests and Council managed land ensure consistent regulations along the length of the trail.

    •    Provide directional signage along shared trails that indicate major community destinations, parklands,
         suburbs, waterways, public toilets and trails. Include distance information on these signs. Locate these
         signs at intersection points with other trails and roads.

4.7 Administration and Planning


    •   To ensure the walking and cycling network is achieved in new residential areas, Council should request
        developers of the new estates contribute to the path network as part of their scope of works. Developers
        should connect into the existing path network and use Council’s design details to achieve this.

    •   As part of the planning approval for new subdivisions, reference the Hike and Bike Strategy to ensure
        trails are developed in recommended locations and are in accordance with the development guidelines
        within this document.

    •   Foster the development of Friends Groups linked to trails and linear parklands and support these groups
        to assist in managing trails.

4.8 Management


    •   Undertake full evaluation of potential activities in natural areas and over water courses prior to trails
        being established.

    •   Develop a code of conduct for trail users and inform users through appropriate signage.

    •   Manage speed on trails by signage and road markings.

    •   Manage inappropriate trail use (i.e. use of motorbikes) by establishing signage which clearly defines a
        code of conduct, providing a point of contact to report illegal use and working in partnership with the
        police and local residents to manage and to respond to illegal use as required.

    •   Ensure a management system is implemented that delivers rapid responses from the community and
        Council offices when reports of damage are received.

    •   Ensure that the annual trail maintenance budget is increased as required to maintain newly developed
        trails.

    •   Seek support from the community through Friends Groups and Committees of Management to assist in
        the maintenance of trails.

    •   Implement a risk assessment / management process for all shared trails and footpaths.

    •   Locate and maintain barriers, bollards and chicanes where necessary to restrict vehicles accessing
        shared pathways and to provide safe road crossing points.

    •   Plant and maintain shade trees and landscape areas along trail networks – ensuring physical and sight
        clearances are maintained.

4.9 Associated Facilities


    •    Create rest points along the trails providing seating only at these points. Link the trails to visitor facilities
         in district parks and community facilities which provide water points and public toilets.

    •    Provide and maintain bike racks at commercial centres, key community destinations and public transport
         nodes.

    •    Lighting of trails in residential areas to meet CEPTED guidelines.




4.10 Further studies and design processes


    •    Undertake an on-road bicycle strategy that ties into the off-road trail network.

    •    Develop concept plans for linear parklands to site the trail and other facilities. These concept plans
         should identify which side of a waterway a path is aligned along, or alternatively whether a path is
         required on both sides. This decision should be based on the following factors: -

              o    connections to existing pathways;

              o    connections to community destinations and parklands;

              o    adjacent land use and resultant user catchment;

              o    environmental conditions; and

              o    existing bridges to cross the waterway.

         In staging the development of a pathway along a parkland, one trail could be developed in the short
         term. A trail on the other side of the waterway could be implemented dependending on community
         demand and use of the first trail.

    •    Develop construction documentation for new trails that define the trail alignment, local rest areas and
         associated planting.

5. Implementation

5.1 Staging


The proposed plan has been developed under four stages to be completed over 11+ year time frame. The trails
were prioritised under the following guidelines:

     1.   Improve the existing network by closing the gaps.

     2.   Make key connections to local destinations.

     3.   Make connections to regional open space.

     4.   Connect into the regional trail network.

A detailed break down of staging and costs is provided in 5.4 Implementation Tables below.

5.2 Cost Summary


The Pedestrian and Bicycle Network is estimated to cost $17.6 million. Of this amount, $6.2 million will be funded
through developer contributions and direct Vic Roads funding. These works will be funded over a long time frame,
and has been staged as follows: -

          High Priority Works (0-2 years) – $1.3 million

          Moderate to High Priority Works (3-5 years) – $2.3 million

          Moderate Priority Works (6-10 years) – $6.0 million

          Low Priority Works (11 + years) - $8.0 million




5.3 Funding + Partnerships


Melton has a unique opportunity to create an extensive path network expediently in new areas through developer
contributions. Developers will fund new trails throughout Melton East and developing areas on the fringe of the
Melton Township. Trail implementation should be a requirement of the planning approvals process for new
residential developments, and should be assessed to ensure paths are built in the locations recommended in this
Strategy and are constructed in accordance with the Development Guidelines (refer section Six).

Paths constructed outside of areas subject to new residential development will be funded by Council through the
capital expenditure budget, in partnership with other government agencies and with private and public grant
support. Funding, partnership and grant opportunities include: -

•   Council capital works budget or extra-ordinary funding gained though loans.

•   Community Facilities Funding, Sport and Recreation Victoria

•   Community Support Grants, Department for Victorian Communities

•   Area Improvement Program, Department of Sustainability and Environment, for developing a connection from
    Diggers Rest to Sunbury

•   Roads to Recovery Funding - this is a $1.2 billion Federal Government Program established in February 2001
    and planned to extend to June 2009. The program is designed to address the backlog of road maintenance
    work faced by Local Government throughout Australia, but is also applicable to On-Road bicycle networks
    and bicycle paths;

•   Tourism Victoria, the Regional Tourism Authority, Bicycle Victoria and the Cycling Promotion Fund (to assist
    in the development of promotion material)

•   The Australian Tourism Development Program (ATDP) will fund tourism projects. This program will fund up to
    $500,000. The program will fund projects such as the development of tourism niche markets and the
    development of tourist attractions and facilities which build on and complement existing industries.



Vic Roads are responsible for funding On-Road bicycle routes on Arterial Roads identified in the Principal Bicycle
Network. Vic Roads also provide some funding support for shared trail connections to the Principal Bicycle
Network.

A considerable segment of the overall cost associated with this strategy is the implementation of regional trail
connections (particularly along Kororoit Creek to City of Brimbank and the Werribee River to the City of
Wyndham). These connections have also been identified in the Parks Victoria strategy document Linking People
and Places and the Western Region Mapping Project undertaken by the Western Regional Forum, and therefore
have the support of surrounding local governments, and with respect to the Linking People and Spaces document,
Parks Victoria. There is an opportunity to work with local level governments within the Western Region Forum to
develop these regional networks through the Regional Partnerships Program that will potentially fund projects up
to $250,000. (www.regionalpartnerships.gov.au). These trails may also be funded through the Parks Victoria
Grants Program.

6. Design Guidelines

6.1 Trail Surfaces


This study recommends three trail surface conditions as detailed below.

7. Benefits of the Melton Hike + Bike Strategy

7.1 Health and Well Being Benefits


Regular moderate exercise can improve health and decrease the risk of developing certain conditions or diseases.
The Heart Foundation’s Policy Paper on Physical Activity (2001) identifies the benefits of physical activity and that
those who enjoy regular physical activity will tend to:

     •    Live longer

     •    Be less likely to have a heart attack

     •    Feel more energetic

     •    Manage their weight better

     •    Have a healthier blood cholesterol level

     •    Have lower blood pressure

     •    Have stronger bones and muscles

     •    Recover better from a heart attack (should this have occurred)

     •    Feel more confident, happy, relaxed and able to sleep better

More vigorous activity such as cycling may lead to better cardiovascular health.

7.2 Social Benefits


There are many social benefits associated with creating a pedestrian and cycling network. The Queensland
Department of Transport (Queensland Transport Website 25 August 2004) identifies the following social benefits
of cycling:

     •    Bicycles are more affordable to run for more people. Whilst only 10% of the world’s population can afford
          a car, an estimated 80% of people can afford a bike.

     •    Cycling provides economic and independent travel for those who might otherwise have their travel
          options restricted. It offers increased mobility to many groups of the population with low rates of car
          ownership, such as low income earners, unemployed people. Seniors and those under 18 years of age.

     •    Cycling facilities also deliver benefits for pedestrians and people with disabilities by providing an
          increased network of paths and improved road crossings.

     •    Cycling enables people to interact socially and feel more at home in their local community. More people
          cycling and walking provides additional opportunity for social interaction o the streets and this enhances
          a sense of community.

    •    More bikes in a neighbourhood provide a safer road environment and children can also take advantage
         of slower and less dangerous traffic to cycle as well.

7.3 Environmental Benefits


The environmental benefits of walking and cycling relate to the reduction of fossil fuels associated with vehicle
emissions:

    •    Cycling and walking are pollution free modes of transport as well reducing vehicle use and traffic
         congestion during peak periods

    •    The majority of green house emissions are released from cold starts, in stop start traffic and within the
         first 8-10 minutes of a trip, over distances of 5-10 kilometres (Queensland Transport Website 25 August
         2004). Commuter cycling can easily traverse these distances.

    •    For each kilometre cycled instead of driven, greenhouse gas emissions are reduced by up to one third of
         a kilogram. Cycling 10 kilometres each way to work would save 1500 kilograms of greenhouse gas
         emissions each year (Queensland Transport Website 25 August 2004).

Additionally, walking and cycling can cultivate a greater appreciation of the local environment and stronger
community participation in its protection and management.
