OBJECTIVE OF THE DOCUMENT
1. INTRODUCTION
1.1. OBJECTIVE OF THE DOCUMENT
This document presents the scope of the EORI-AEO trans-European system. It
describes which requirements defined in the [EO-SPM-REQ] will be
implemented in the framework of the different phases of the EORI-AEO project.
1.2. PROJECT OWNERSHIP
The units DG TAXUD/C1 and DG TAXUD/C3 are the system owners, the unit
DG TAXUD/A3 is the project manager.
1.3. INTENDED AUDIENCE
One part of the audience consists of the representatives of the MS Customs
administrations. They can use the document to verify the list of functionalities
supported by the EORI-AEO CDCO and the EORI-AEO TES applications in the
different phases in order to plan their own development in the National Domain
when necessary.
The other part of the audience are the representatives of the unit DG TAXUD/C3
acting as the system owner. They can use the document to verify whether the
scope of the EORI-AEO system provides a suitable solution, in conformity with
the legislations [EORI-REG] and [AEO-REG], with the global user requirements
[AEO-UR], with the business process model [AEO-BPM-Full] and with the
system process model and requirements [EO-SPM-REQ].
This document will also be used by the development team of DG TAXUD/A3 and
DG TAXUD/A4 as a reference during the development cycle.
1.4. STRUCTURE OF THIS DOCUMENT
The document is structured in 4 parts:
(1) This introduction, including the list of related documents, the acronyms,
abbreviations and glossary of terms used in the document;
(2) The general description of the scope of the AEO phase 1 and the EORI-AEO
full system;
(3) The list of the requirements per phase with their possible CDCO or TES
support when existing;
(4) The list of Information Exchanges per phase with their possible usage mode(s).

AEO phase 1 In this document, the phase 1 refers to the implementation of
the AEO phase 1 as defined in [Ph1-BPM] and [Ph1-FMES].
EORI-AEO In this document, the full system refers to the implementation
full system of the EORI-AEO Full system as defined in [EO-SPM-REQ].
EO data EO data means EORI data + AEO data (+ SASP data in the
future).
At the National level, it is up to each MS to decide if the EORI
data and the AEO data are stored in either a single EO database
or in two separate databases.

2. EORI-AEO PHASES
As described in the system process model and requirements [EO-SPM-REQ], the
EORI-AEO system contains a large number of:
- processes performed either in the National Domain or in the Common Domain;
- messages exchanged between NAs and traders and between NAs and the EORI-
AEO central system, with no messages going from one NA to another NA without
going through the EORI-AEO central system.
The EORI-AEO trans-European system consists of:
- an EORI-AEO CDCO application where most of the functionalities will be
available in a remote usage mode (light client) and in a system-to-system mode; the
EO data is stored in a central repository developed by the Commission and is
accessible to the MS:
via a web interface over HTTP/CCN called the remote usage mode (light
client); the web interface is developed by the Commission and can be used
by authorised MS users without their own NA EORI-AEO national
application to execute manually the corresponding functionality;
via the upload and EORI consultation messages where the NA EORI-AEO
national application and the EORI-AEO CDCO application are exchanging
messages (see [EO-DDNA] for the possible information exchange scenarios
and the description of the messages). It refers to the system-to-system mode.
- EORI-AEO NA systems where each MS will decide to develop or not its EORI-
AEO national application, for all or part of the requirements.
The EORI-AEO trans-European system as described above has been partially
developed in a first phase, called AEO phase 1, to allow the issuing customs authorities
to perform only a restricted set of AEO activities mainly related to the AEO
applications and AEO certificates life cycle. A second phase, called the EORI-AEO
full system, is foreseen to develop the missing processes and messages of the EORI-
AEO trans-European system using all the possible usage modes foreseen. In the future,
other phases are foreseen to add for example the SASP functionalities.
Compared to AEO phase 1, the EORI-AEO full system will:
- develop the EORI processes1;
- develop all the missing AEO processes as the mandatory consultation, the sending
of prejudicial information, the certificate re-assessment or the workflow and timers
management.

Except for the reference data (including the competent customs authorities) that will be
managed outside EORI-AEO in the full system, all functionalities developed for AEO
phase 1 are available in the full system.
The impact of changes in the messages used in AEO phase 1 will be described in
another document.

3. THE SCOPE MATRIX OF REQUIREMENTS
The matrix consists of three tables in which the status of each process is identified
according to the scope of the AEO phase 1 and the EORI-AEO full system:
- Requirement identification: identification code of the requirement which refers to
[EO-SPM-REQ]; it is followed by the requirement text;
- Domain: indicates if the requirement is related to the Common Domain (C), to the
National Domain (N) or to the External Domain (E);
- National – Status: indicates if the requirement is optional (O) or mandatory (M);
this column is only filled when the requirement is related to either the National
Domain or the External Domain;
- National – Web / NA: indicates for each requirement of the National Domain, if it
is supported by the EORI-AEO national application (NA) and/or by the EORI-
AEO CDCO application (Web). Requirements of the External Domain shall always
be supported by the EORI-AEO national application (NA);
- Central – Application: indicates the name of the application in the Common
Domain that supports the requirement (possible values: EORI-AEO, DDS and/or
CS/RD);
- Central – Light client: indicates (with an “X”) if the requirement of the Common
Domain can be performed through a remote usage mode using the EORI-AEO
CDCO light client;
- Central – S2S: indicates (with an “X”) if the requirement of the Common Domain
can be performed through a system-to-system (upload/consultation/download)
mode when receiving/sending information from/to the National Domain;
- Phase – Phase 1: indicates (with an “X”) if the requirement of the Common
Domain is supported by the AEO CDCO in phase 1. A requirement already
supported in phase 1 remains supported in the full system;
- Phase – Full system: indicates (with an “X”) if the requirement of the Common
Domain is supported by the EORI-AEO CDCO in the full system.
For example, in the matrixes below:
- AEO-FUNC-ISSUE-CERT-08 is a mandatory requirement from the National
Domain. It is not supported by any requirement the Common Domain. It is
supported by the national system;
- EORI-FUNC-BP-ADL-01 is a requirement from the Common Domain only
supported from the full system through the light client;

- AEO-FUNC-ACCEPT-APPLIC-01 is a mandatory requirement from the Common
Domain supported from phase 1 by the CDCO light client and by the system-to-
system mode;
- AEO-FUNC-MANAGE-REFDATA-01 and AEO-FUNC-MANAGE-REFDATA-
02 are requirements from the Common Domain supported in phase 1 by EORI-
AEO CDCO and in the full system by CS/RD (COL).
The scope matrix of requirements is split into three tables:
- Table 1 for the requirements common to the EORI-AEO system;
- Table 2 for the requirements of the EORI system;
- Table 3 for the requirements of the AEO system.

The “Business data domain filter” is an optional filter that allows
a MS to request to receive business information about a limited set

“prejudicial information”, “pre-rejection information”, “non-
immediate suspension” and the “re-assessment”.

The “Workflow domain filter” is an optional filter that allows a
MS to request to receive workflow information about a limited set

The workflow domains are “AEO certificate issuing process”,
“AEO certificate re-assessment process”, “AEO certificate non-
immediate suspension process” and the “AEO certificate
suspension process”.
EO-FUNC-EXTRACT-FILTER-03
The EORI-AEO CDCO must provide the possibility to the MSs to

The “Exclude own data filter” is an optional filter that allows a
MS to request to receive only information coming from other MSs.

EO-FUNC-EXTRACT-FILTER-04
The “MS restricted filter” is a mandatory filter that is always
applied. Each MS will receive in its extraction only AEO
information that is specifically sent to it or AEO information it has
sent to another MS (e.g. the mandatory consultation request
appears only in the consulted MS extraction, the mandatory
consultation results appears only in the issuing MS extraction, the
prejudicial information sent appears only in the issuing MS C EORI-AEO x x
extraction, a timer expiry appears only in the issuing MS
extraction).
The “MS restricted filter” applies to: (mandatory) consultation
start, (mandatory) consultation annulment, (mandatory)
consultation duration update, (mandatory) consultation result,
prejudicial information, pre-rejection start/update, non-immediate
suspension insert/update, all workflow information, including the
timer expiry notification.
EO-FUNC-EXTRACT-FILTER-05
The “Smart EORI replication filter” defines the MS specific
information that must be included in the extraction envelope. Such
information includes the updates of the consulted EORI records C EORI-AEO x x
for the MSs implementing the smart EORI replication approach.
The “Smart EORI replication filter” is an automatic filter defined
per MS, always and only applied for MS having chosen the smart
EORI replication option.
EO-FUNC-EXTRACT-FILTER-06
The “AEO status filter” is an optional filter that allows a MS to
receive the EORI records with or without the AEO status in the C EORI-AEO x x
differential and full extractions.
It must be used together with the “Business data domain filter”
and its business data domain “EORI record”.

assessments and workflow information, and then to send the

Filters are applied either automatically (i.e. the “MS restricted
filter”) or at the request of the MS (i.e. all filters, except the “MS
restricted filter”).
Depending on the size of the full extraction file, the information
may be sent online, as messages over the CCN, or offline, as files
on a media (e.g. on a DVD).

The EORI-AEO CDCO must be able to extract the modifications
of the EORI records (including deletion of EORI records), AEO
applications, AEO certificates mandatory consultations,
prejudicial information, pre-rejection information, non-immediate
suspensions, re-assessments and all the workflow data made in the
central EO data store since the previous successful differential or C EORI-AEO x x5 x
full extraction.
Filters are applied either automatically (i.e. the “MS restricted
filter” and the “Smart EORI replication filter”) or at the request
of the MS (i.e. all other filters).
The extracted information is sent to the national systems of all
MSs as messages over the CCN.
EO-FUNC-EXTRACT-DIFF-02
The differential extractions must be defined per destination. A MS
may have more than one destination. C EORI-AEO x x x
A destination is composed of a logical address and of a list of
filters.

All main customs authorities shall be notified by the EORI-AEO
CDCO that the application has been amended. A change in the
data of box 11 (“requested type of certificate”) of the application

notification purposes.
If the data of box 11 (“requested type of certificate”) of the
application has been changed, all main customs authorities shall
be notified by the EORI-AEO CDCO of this change.
AEO-FUNC-AMEND-APPLIC-02
All main customs authorities shall be notified by the EORI-AEO

All main customs authorities shall be notified of the changes of the
certificate(s) by the EORI-AEO CDCO.

4. THE SCOPE OF INFORMATION EXCHANGES
Besides the requirements, the scope of the EORI-AEO phases can be expressed in
terms of IEs (Information Exchange). It is represented by several matrixes, one for
AEO phase 1 (see Table 4) and four for EORI-AEO full system (see Table 5, Table 6,
Table 7 and Table 8). Each matrix consists of a table in which the possible usage
modes of each IE are identified according to the scope of the phase.
As defined in the column “Central – Application” in tables 1 to 3 of the chapter 3 “The
scope matrix of Requirements” above, the requirements of the EORI-AEO full system
are covered by either the EORI-AEO application, either DDS or the CS/RD application.
Only IEs related to requirements covered by EORI-AEO or DDS will be mentioned in
the tables 4 to 7. IEs related to requirements managed in CS/RD are mentioned in a
separated section (see Table 8 in 4.2.4 below).
The matrix for the exchange of information between the EORI-AEO NA systems and
the EORI-AEO CDCO application is defined with the following information:
- IE: identification number of the Information Exchange that refers to the [EO-SPM-
REQ-AnnexB];
- Name: name of the IE as stated in the [EO-SPM-REQ-AnnexB];
- Reference: the unique reference of the IE as stated in the [EO-SPM-REQ-AnnexB];
- National – Send: “W” indicates that the IE information can be sent to the CDCO
application using the CDCO light client whereas “U” indicates that the IE can be
sent by the NA IT systems to be uploaded in the central repository using the
system-to-system mode; “X” indicates that the IE information is sent to the trader
or to another MS without going through the CDCO application;
- National – Receive: “D” indicates that the IE information is received by the NA IT
system through the download services (i.e. full and differential extractions) from
the CDCO application; “R” indicates that the IE information is received by the NA
IT system through the consultation services from the CDCO application; “X”

4.2.4. CS/RD
In the EORI-AEO central application, the messages related to the reference
data are managed in the CS/RD.
All IEs related to the management of the reference data (including the
competent customs authorities and public holidays) are specified in [DDCOM]
and [EO-DDNA]:
Messages IE32, IE913, IE916 and IE932 will be used for the exchange of
Common Reference Data;
Messages IE30, IE31, IE913, IE914 and IE931 will be used for the
exchange of the Customs Office List and National Reference Data (i.e. the
country and regional holiday data);
Message IE906 is used for reporting functional errors (e.g. violation of
Information Exchange building rules for the Functional Negative
Acknowledgement) and IE917 is used for reporting XML formatting errors.
