                ORGANISATIONS

    INSTRUCTIONS TO ARTS ASSOCIATIONS AND ORGANISATIONS
1.0. BACKGROUND INFORMATION
The National Arts Council of Zimbabwe is an organization established by an Act of
Parliament of Zimbabwe, National Arts Council of Zimbabwe Act of 1985. The Vision of the
National Arts Council of Zimbabwe is:

         to lead the arts and cultural sector in social and economic development and
         fostering national identity.

The Mission of the Council in achieving the vision is thus;

         to develop and promote an enabling regulatory and investment framework which
         defines and empowers Zimbabwean creative industries.

In order to realize this vision and mission, the National Arts Council of Zimbabwe is
committed to the following values:

        National Identity
        Creative Diversity
        Stakeholder Participation
        Entrepreneurship
        Sustainability
        Commitment to excellence
        Integrity

2.0. GUIDELINES ON THE REGISTRATION OF ARTS ASSOCIATIONS AND
ORGANIZATIONS
The purpose of these guidelines is to familiarize arts associations and arts organizations with
the procedures for registration and what the National Arts Council of Zimbabwe’s
expectations are, in terms of the obligations of arts organizations to their membership and the
industry as a whole.

2.1.     DEFINITIONS

    National arts organizations or associations are duly elected bodies representing members’
     interest in a particular arts sector or discipline at national level.

    Provincial arts organizations or associations are duly elected art bodies representing
     members’ interest in a particular arts sector or discipline at provincial level.

    District arts organizations or associations are duly elected bodies representing members’
     interest in a particular arts sector or discipline at district level.

     Note: In order to qualify as a national association, there should be recognizable structures
     of the arts association at the provincial level to ensure that member’s interests at all levels
     are catered for.

2.2. OBJECTS OF ARTS ASSOCIATIONS/OR ORGANIZATIONS
The objects of the arts associations or organizations shall among other things be;-
        to promote the economic and social interests of its members.

          perform collectively any economic and social activity in the interest of its
           members.

          participate in the overall economic and social development of the arts and culture.

          identify and develop talent within the particular arts and culture disciplines.

          conduct training and development of the members of the association at all levels.

          liaise with the National Arts Council of Zimbabwe and other stakeholders in
           improving the quality of life of the artists and the quality of artistic works falling
           under each art organizations.

          enter into smart partnerships with the different stakeholders in promoting the
           viability of the art and culture disciplines at all levels.

          collect, organize and disseminate important information on the arts and culture to
           all members.

          creating and promoting an awareness of the particular arts and culture discipline.

          audience building of the arts and culture in Zimbabwe.

3.0.   REGISTRATION OF ARTS ORGANIZATIONS, ASSOCIATIONS AND
       INDIVIDUALS

       The National Arts Council of Zimbabwe will register;

          National arts organizations.

          Individual groups and individuals may be registered if they run projects and
           programmes which are national in character.

          National chapters of international arts organizations or associations and institutions
           may be registered as requirements of those international organizations for
           affiliation to them.

          Individuals and groups are encouraged to join the national arts organizations who
           are capable of giving them expert advise for the development of their groups.

          Professional as well as amateur associations, groups and individuals.

The National Arts Council of Zimbabwe may levy an annual subscription from its members of
such amount as may be decided by the Board from time to time. Benefits of membership will
from time to time be made known to registered arts association as the NACZ may decide.

3.1.      REQUIREMENTS FOR REGISTRATION
           Arts organizations, associations and groups should be properly constituted with
            elected committees and a constitution. Private Limited arts companies and
            organizations, associations or groups run by a Board, and individual arts
            practitioners are also eligible for membership registration.

             National member arts organizations and associations should have branches,
              chapters or members in at least four (4) provinces or be known to be national
              through their work with the National Arts Council’s Provincial Arts Administrators
              or other officers in order to be eligible for registration.

             The arts associations and organizations should operate in area where the
              community will appreciate their services.

             The arts organizations or associations should fill in the NACZ application form for
              membership.

             The applications will be processed by management which may approve or
              disapprove the application.

3.2. TERMINATION OF MEMBERSHIP/DEREGISTRATION
A national arts association or organization’s membership with the National Arts Council of
Zimbabwe shall be terminated by any of the following:-

   i)         failure to provide the National Arts Council of Zimbabwe with the following
              information;
               annual plan of action at the date stipulated by the Council,
               a register of membership,
               half-yearly and annual reports of the association’s activities,
               minutes of the annual general meeting and minutes of any extraordinary or
                  special meetings of the association,
               audited financial statements of the association on such dates as may be fixed by
                  the NACZ.

   ii)        failure to hold regular annual general meetings to elect or re-elect new members of
              the executive committees of the association according to the constitution.

   iii)       any conduct or action considered by the Board not to be in the interest of the
              National Arts Council of Zimbabwe and likely to bring the arts fraternity into
              disrepute.

   iv)     failure to pay any sum due to the National Arts Council of Zimbabwe as
           determined by the Board from time to time.
4.0. REPORTS
National arts associations and organizations are required to submit the following reports to the
National Arts Council of Zimbabwe:

         ii)    Annual plan of activities by 31 January of each year (this could be in the form
                of a strategic plan or an activity plan for the ensuing year).

         iii)   Half yearly report of activities of the national association or organization not
                later than 31 July of each year.

         iv)    Annual report of the activities of the association or organization not later than
                31 January of the following year.

         v)     Audited financial statements of the association or organization not later than
                the end of February of each year.

         vi)    Minutes of the annual general meeting of the national association or
                organization.

5.0. GENERAL
These guidelines and regulations are subject to revision by the Board from time to time, and
national associations and arts organizations can submit any recommendations of interest to the
National Arts Council of Zimbabwe for incorporation into the guidelines.
