(THE ICM PROGRAM)
STATISTICS
Over the last 10 years, the Internet’s growth as a global commerce medium has caused it to
develop into a key means for facilitating IP theft. The 2010 Cisco Visual Networking Index
forecasts that global IP traffic will quadruple by 2014.
The primary source country for the manufacture & distribution
of counterfeit merchandise is CHINA. In the U.S. alone during
FY 2009, ICE & Customs and Border Protection seized at U.S.
ports of entry IPR violative goods from China with a domestic
value (as opposed to suggested retail value) of more than
$204.7 million.
These seizures accounted for approximately 80% of the total
value of counterfeit goods seized by Dept. Homeland Security.

Sourcing counterfeit goods
from China or Hong Kong is
EASY!
Finding the counterfeiters,
collecting evidence &
legally removing them from
the internet is a lot more
difficult.
SO WHAT IS ICM?
Developed by CISAA, the Internet Countermeasures (or ICM)
Program is a system designed to specifically search for, analyse &
remove instances of on-line infringements. These infringements
typically occur on websites and tradeboards used by Distributors &
Manufacturers of counterfeit goods in China, Hong Kong and Asia
Regions.
These “infringements” take many forms and require skill in
identifying and categorizing them prior to legally removing them
from the Internet.
FACT FICTION
Many counterfeiters use online trade portals to falsely advertise their
business credentials and contact details. Locating these suppliers
and manufacturers requires specialised skill and local knowledge.
ICM FEATURES
Research - Scheduling manual & auto tracking including image recognition
Categorization - Placing results into legal categories
Evidence - Collection of digital & physical evidence
Enforcement - Removal of URLs & case escalation where necessary
