In 2005, more than 184,983 passengers traveled on 53 voyages of Norwegian
Cruise Line’s vessels Norwegian Dream and the Norwegian Sun.
Meanwhile, the Port of Houston Authority began construction of the Bayport
Cruise Terminal Complex, scheduled for completion in the summer of 2007.

Norwegian Cruise Line has expanded its passenger capacity from the Port of
Houston with the new arrival of the Norwegian Dream. Weeklong itineraries
departing Houston on the 1,732-passenger Norwegian Dream are scheduled
through April 2006.

Additionally, NCL’s 2,002-passenger Norwegian Sun, which repositioned from
New Orleans in October 2005, operated seven-day voyages from the Port of
Houston on Sundays. Itineraries for both vessels include the ports-of-call of
Roatan, Honduras; Belize City, and Cozumel, Mexico.

Houston is becoming increasingly attractive to cruise line operators because of
its demographics and its proximity to the increasingly popular Mexican and lower
western Caribbean vacation destinations. With cruise lines equipping their
newest vessels with innovations, luxurious amenities and technological
advancements to satisfy existing cruisers and attract new ones, the Port of
Houston Authority is responding with its Bayport Cruise Terminal Complex. With
the initial phase of construction already under way, the terminal’s bold design
promises to convey Houston Port Authority’s commitment to the industry
enhance the passenger’s cruise experience, and compliment the exciting and
dynamic City of Houston.

NCL pioneered cruising from Texas in 1997 with it’s’ breakthrough Texaribbean
itinerary from Houston, and has never looked back. NCL identified Houston’s
tremendous “drive-to” market, and saw that it was a convenient port of departure,
especially for vacationers west of the Mississippi River. Houston’s two nearby
major airports, Bush International, and William P. Hobby make it especially
convenient for the company’s air/sea cruisers.

      Texas is a primary point of embarkation for cruises to the western
      Caribbean, and Texas ports have been among the fastest growing cruise
      ports in the country.
      Texas accounts for 6.4% of the industry’s direct expenditures with $709
      million in direct spending. The state is fifth in the nation for the industry’s
      economic impact.
      The cruise industry generates 13,817 jobs and wages totaling $578 million
      in income for Texas workers. These impacts accounted for 4.4% of
      national employment impact and 4.6% of the national wage impact.
      The state of Texas is an expanding cruise embarkation market serving the
      Western Caribbean and Central America with the home ports of Houston
      and Galveston increasing their cruise operations. The growth in these
      markets reflects the deployment strategy of the cruise lines to access
      more “drive-to” markets.
      Tourism-related businesses, including airlines, hotels, travel agencies, etc.
      received more than $280 million, about 40% of the industry’s direct
      expenditures, in Texas. Another $200 million was spent with businesses in
      five additional segments: petroleum refiners, advertising agencies,
      insurance carriers, employment agencies, plus management and technical
      consulting companies in the non-manufacturing sector.
      The other one-third of direct expenditures in Texas also affected many
      other industries such as food processors, wholesalers of products
      purchased by cruise lines, apparel manufactures, software publishers and
      companies that manufacture and distribute communication and navigation
      equipment.
