The Council of the City of West Concord met Thursday, June 19 th, 2008, at 8:00 PM, at the West                     Call to Order
Concord City Hall, West Concord, Minnesota. The meeting was called to order by Mayor Burton Boe at
8:00 PM.

Present were Mayor Burton Boe, Council Members Burt, Klapperich, Peterson and Six. Absent council                     Attendance
members – none. Also present City Administrator Kay Hanson; Street Maintenance Supervisor Keith
Clammer; Liquor Store Manager Lori Ellingson; Police Chief Ken Frank; Dale Wellik, PeopleServices,
Inc.; Beth Hodgman, West Concord Community Club; Terry Campbell, News Enterprise; Patrick and
Shannon Crofton.

Additions to the Agenda included a request by Mary Burt’s Relay for Life Team, the Antique Car Show,      Additions to the Agenda
and R & R Sales and Service that streets in West Concord that affect their respective Survival Days
activities be closed. The Council expressed approval as long as the closings did not interfere with any
other Survival Days activities.

There was no public input.                                                                                           Public Input

West Concord Community Club representative Beth Hodgman presented the Council with a list of               Survival Days Update
activities planned for this year’s Survival Days.

City Administrator Hanson presented a Temporary On-Sale Liquor License request by the West Concord           Temporary On-Sale
Community Club for Survival Days July 25th, 26th, and 27th; and St. Vincent de Paul Catholic Church        Liquor and Minnesota
requested a Temporary On-Sale Liquor License and LG220 Minnesota Lawful Gambling License for                   Lawful Gambling
Fun Fest, August 24th. Motion by Council Member Burt seconded by Council Member Peterson to                     License Requests
approve a Temporary On-Sale Liquor License for the West Concord Community Club and a
Temporary On-Sale Liquor License and Minnesota Lawful Gambling License for St. Vincent de
Paul Catholic Church. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None. Abstained – None.
Motion passed.

Dave and Glenda Andrews would like to donate an ash tree to be planted in the cul-de-sac next to their     Tree Donation – Dave
home. They would also donate the labor to plant it. Motion by Council Member Peterson seconded             and Glenda Andrews
by Council Member Klapperich to accept the donation of an ash tree from Dave and Glenda
Andrews. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None. Abstained – None. Motion
passed.

City Administrator Hanson presented a list of delinquent water bills for the month. Motion by Council      Delinquent Water Bills
Member Klapperich seconded by Council Member Six to shut off any delinquent accounts that are
not paid in full by June 30th, 2008. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None.
Abstained – None. Motion passed.

Dale Wellik, PeopleServices, Inc., reported that on June 12th, the water tower had been cleaned and the      PeopleServices, Inc.
scheduled repairs completed. The sewer line cleaning that was scheduled for 2008 was completed today.                    Report
There has been discussion regarding conducting smoke tests to locate inflow problems within the City.
These tests would be conducted by PeopleServices, Inc., for approximately $200-$300, the cost of the
smoke tests. These can not be conducted until the water table goes down. Motion by Council Member
Six seconded by Council Member Peterson to contract with PeopleServices, Inc., to conduct smoke
tests in the West Concord sewer lines. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None.
Abstained – None. Motion passed.

in West Concord. A summary of their findings will be coming from Mark Gamm, Dodge County
Environmental Quality Director.

The civil defense siren has been repaired and re-installed. The City insurance did cover the cost of the              Civil Defense Siren
repair less the deductible. The original civil defense bell has been removed from the water tower and is
currently in the City maintenance shop.

Council Member Six reported that the EDA has had several discussions regarding establishing a                      EDA Committee Report
Community Foundation. This would give people the option of making a tax deductible donation to the
City of West Concord. The EDA is asking for permission from the Council to proceed with researching
the establishment of a Community Foundation. Motion by Council Member Burt seconded by Council
Member Klapperich to grant permission to the EDA to proceed with researching the establishment
of a Community Foundation. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None. Abstain –
None. Motion passed. Council Member Six reported that Revolving Loan Funds in the amount of $4000
have been loaned to R & R Sales and Service. A memo from Sherry Hines, Economic Development
Coordinator, was presented to the Council updating them on the status of the Rural Development
Revolving Loan Grant. Once the paperwork is complete and the funds are received a purchase agreement
will need to be developed between the City of West Concord and Minnesota Hot Rod Hardware.
Approval of the purchase agreement may require a special meeting. The EDA has requested that the City
of West Concord survey East Main Street. Cost of surveying would be approximately $1200. Motion by
Council Member Burt seconded by Council Member Klapperich to table a decision on the
surveying of East Main Street until the July Council Meeting. Yes – Boe, Burt, Klapperich and
Peterson. No – None. Abstain – Six. Motion passed.

Council Member Peterson reported that the Family Fun Night that was hosted by the Park and Recreation                Park and Recreation
Committee was very successful. There were about eighty people in attendance. The Committee is                          Committee Report
considering serving root beer floats in conjunction with the July Movie Night held by the Community
Club. The City Farmers Market will be held on Tuesday nights from 4:00 PM – 7:00 PM at the ball field.
There has been a problem with both boilers at the swimming pool. It has been determined that when the
filters were installed approximately three years ago they were installed incorrectly, which caused the
current problems. Bills have been submitted by Dwight’s Plumbing in the amount of $1694.02 and
$2917.03. We are yet to receive the bill from Thatcher Pools. Alden Pools, the company that installed
the filters incorrectly, has expressed a willingness to reimburse the City for a portion of the cost of repairs.
This amount is yet to be negotiated. There was concern expressed about a discrepancy in the dates of the
two bills from Dwight’s Plumbing, and a lack of itemization of the bills. Motion by Council Member
Six seconded by Council Member Peterson to pay the Dwight’s Plumbing bill of $2917.03. Yes –
Boe, Klapperich, Peterson and Six. No – Burt. Abstained – None. Motion passed. Motion by Council
Member Six seconded by Council Member Peterson to grant permission to the City Administrator
to release payment of the Dwight’s Plumbing bill of $1694.02 when adequate itemization has been
received and the date discrepancy resolved. Yes – Boe, Burt, Klapperich, Peterson and Six. No –
None. Abstained – None. Motion passed.

Estimates were received from S. L. Contracting, Inc. in the amount of $46,730.00, and Rochester Sand &                Fifth & Sixth Street
Gravel in the amount of $66,270.94, for curb, gutter and blacktop installation on Fifth and Sixth Street in             Curb, Gutter and
the Mathias Subdivision. There would also be additional surveying costs to complete this portion of the                          Blacktop
project. Motion to accept the proposal from S. L. Contracting, Inc., in the amount of $46,730.00 for
curb, gutter and blacktop installation on Fifth and Sixth Street in the Mathias Subdivision. Yes –
Boe, Peterson and Six. No – Burt and Klapperich. Abstained – None. Motion passed.

City Administrator Hanson recommended that a special meeting be called to work through revisions in the                   City Ordinance

Animal, Noxious Weeds, Nuisance, and Administrative Fines City Ordinances. She would like to see
these revised ordinances in place before the end of the year. City Administrator Hanson reported that
several nuisance letters have been issued and she along with Police Chief Frank will be following up on
the compliance of these letters.

Motion by Council Member Klapperich seconded by Council Member Burt to approve the minutes                    Approval of Minutes
of the April 30th, 2008 Local Board of Appeals and Equalization Meeting. Yes – Boe, Burt,
Klapperich, Peterson and Six. No – None. Abstained – None. Motion passed. Motion by Council
Member Six seconded by Council Member Klapperich to approve the minutes of the May 15 th, 2008
Regular Council Meeting. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None. Abstained –
None. Motion passed.

Motion by Council Member Peterson seconded by Council Member Burt to authorize payment of                   Approval of Incidental
the incidental bills which were issued during the month by the City Administrator in the following                           Bills
funds: General Revenue Fund - $10,323.55; EDA Fund - $192.00; Revolving Loan Fund -
$4,000.00; Fire/Ambulance Fund - $512.11; Water Fund - $4,118.50; Sewer Fund - $8,616.95;
Liquor Store Fund - $12,111.21; Grand Total - $39,874.32. Yes – Boe, Burt, Klapperich, Peterson and
Six. No – None. Abstained – None. Motion passed.

Motion by Council Member Six seconded by Council Member Peterson approving the bills                          Approval of Council
submitted in the following amounts from the appropriate funds: General Revenue Fund -                                   Warrants
$17,628.80; EDA Fund - $113.13; Fire/Ambulance - $5,760.93; Water Fund - $1,623.61; Sewer Fund
- $70.46; Liquor Store Fund - $18,008.50; Grand Total - $43,205.43. The payment to Dwight’s
Plumbing in the amount of $1,694.02 will be disbursed by the City Administrator when adequate
itemization has been received and the date discrepancy resolved. Yes – Boe, Burt, Klapperich,
Peterson and Six. No – None. Abstained – None. Motion passed.

The City Financial Reports were reviewed. City Administrator Hanson reported that Farmers State Bank        City Financial Report
now has account access on-line. She has completed this process and can now monitor the City accounts
more efficiently.

Council Member Klapperich requested that the summer seasonal employees be employed to clean the           Cleaning of Storm Sewer
storm sewer catch basins. Maintenance Supervisor Clammer stated he would try to have these cleaned                   Catch Basins

Liquor Store Manager Ellingson reported that the Liquor Store locks have been replaced and the new            Liquor Store Report
televisions have been installed. Liquor Store employee Elaine Hanenberger has completed thirty years of
employment with the City of West Concord. The Liquor Store will be holding “Twigfest” on June 28 th in
her honor. Motion by Council Member Burt seconded by Council Member Peterson to give Elaine
Hanenberger an additional day off with pay in honor of her thirty years of service to the City of
West Concord. Yes – Boe, Burt, Klapperich, Peterson and Six. No – None. Abstained – None. Motion
passed. Past problems during Survival Days have been addressed with the Community Club.

Maintenance Supervisor Clammer reported that there was damage done to the dump truck due to a tire        Maintenance Supervisor
blow out. An insurance claim has been filed. He has placed several pieces of used equipment next to the                  Report
highway for sale. Street patching may begin as early as next week.

front of Pete’s Auto Service be removed. Mr. Frank will address this issue with Mr. Moe.

City Administrator Hanson reported that flower arrangements have been sent to Cathy Radil due to her   Flower Arrangements
recent illness, and to the family of Johnny Ryg in his memory. Payment of the bill will need to be
addressed by the Council when the bill has been received.

Motion by Council Member Burt seconded by Council Member Klapperich upon seeing no other                      Adjournment
business to adjourn the meeting of the West Concord City Council. Yes- Boe, Burt, Klapperich,
Peterson and Six. No – None. Abstained – None. Motion passed. The meeting was adjourned at 10:15
PM.
