I                  mission of the Vista Fire   Department is to minimize deaths

         The  injuries and property loss by taking all feasible action to prevent
              and if they occur to extinguish them promptly

              Department as well as others of what is expected and how things are
    supposed to get accomplished in our organization

I        Each Division Chief is         responsible for one of the three             shifts A B        or   C and
    for line    supervision      as   Shift Commander             of each of the four       Captains on       the
                                 Station 2 Station           3 and Station      4     Each Division Chief

              24 hour pager recall whenever his              assigned     shift is   on   duty   and   responds
    with his companies as necessary during a duty cycle of 56 hours per week

I   Since the Division Chief also work a 40 hour week the duty cycle is adjusted at
    times     on   the weekend As      a   result   at   these times   one   of the other Division Chiefs
    will take the               to    respond       with other than his        normally assigned             shift

          With the firemen planning            Charity Ball and soliciting money from the

     public to help raise money for new equipment by September 1928 they had purchased                                   I
     a 1911
             Seagrave Chemical and Hose engine from the Orange Fire Department

           The volunteers obviously felt a responsibility to adequately serve the
     citizens and town from the danger of fire This is evident from the desire of the
                                                                                                                         I
     volunteers as reported in April of 1930 to purchase a pumper truck that would

     carry its own supply of water to serve areas too distant from fire hydrants                                         I
           In June 1930 the San              Diego County            Firemen    s   Association honored the Vista
                                                                          rural                    unit in the county
     Volunteer Fire           Company as       the best    equipped                 firefighting
                                                                                                                         I
           In   April    of 1931       an   oxygen resuscitator was                 purchased   and the volunteers
     were   schooled in its     Townspeople were told that the essential thing for the
                                      use


     person calling for first aid help is to remember to call a physician first

     the fire department who are on call 24 hours a day The cost of the resuscitator

           The all volunteer Vista Rural                  Fire   Protection District which was             officially
     formed in 1932 served the community                       and    outlying      areas   The current predicessor      I
     of VRFPD            the Vista Fire Protection                   District       VFPD  formed i 1961

     pursuant      to    California Health and             Safety      Code Section 13801 et seq
                                                                                                                         I
        By 1963 Vista had incorporated into the County s thirteenth city and the fire
     department had phased out all of its volunteers and became afull paid department
     After incorporation the fire organization of VFPD was transferred to the city                                       I
     and the city area was excluded from VFPD


           Currently          the Vista Fire            by 56 shift personnel a Fire
                                                   Department         is staffed

          a   monthly basis     The program began in July and is managed by Captain Phil Bell                         I
               The department provides all continuing education training for paramedic
          certification while incorporating innovative teaching styles and guest speakers                             I
          that provide the latest information to our members This training results in
          thousands of dollars in savings previously spent on overtime to have personnel
          obtain this training off duty                                                                               I
