            REGISTRATION FOR CONSULTANCY OPPORTUNITIES

At Irish Aid, our aim is to support the achievement of the Millennium Development Goals
for the reduction of poverty, inequality and exclusion in the developing world. To do this,
we will at times need to supplement our own resources and expertise by contracting
consultants to undertake assignments in a range of areas and with a particular focus on
evaluation of the effectiveness and quality of our Programmes.

The following information sets out how Consultants interested in providing their services to
the Programme can apply for inclusion on the Irish Aid Register. This is the database from
which consultants are shortlisted for contracts below the EU threshold. Consultants who
have previously registered with us are encouraged to re-register, using the new application
form.



The Consultant Selection Process

Within Irish Aid, the Support Services Unit is responsible for consultancy contract matters,
including maintenance of the Register. In accordance with public procurement procedures,
consultancy services are acquired by competition unless there are compelling reasons for
doing otherwise. When the need for external expertise has been determined, Support
Services will, in collaboration with technical advisers and field staff, refer to the Register and
organise shortlists of consultants to be invited to tender.

The number of candidates shortlisted will depend on the nature and scope of the assignment
but in general tends to be not less than 5. Consultants will subsequently be invited to submit
a proposal based on Terms of Reference (ToR). A Consultant Selection Committee will
consider proposals in line with evaluation criteria as specified in the ToR.



Criteria for Inclusion on the Register

Consultants wishing to be included on the Register must satisfy the conditions outlined
below. Consultants can be either companies, institutions, partnerships or self-employed
individuals.
Consultants must:
      hold a relevant degree/qualification;
      possess a minimum of 3 years professional experience in their chosen sectors or sub-
       sectors, including at least 2 in developing countries;

      be proficient in English;
      submit a completed application form and a current Curriculum Vitae

Support Services together with relevant technical staff will assess your selected expertise
should we approach you if opportunities arise within your areas of expertise.


Please Note
Registration does not guarantee that you will be contacted to submit tenders, nor does it
constitute endorsement by the Department of Foreign Affairs of the information or
qualifications provided.

Registration will be valid for one year. You may update your details at any time during this
period but any declarations of new expertise must be supported with relevant
documentation. Should there be no changes to report after a year has elapsed, you are
required to provide a statement confirming that your details remain as before.
