By 2020 we would like to see Gibbons as an attractive family oriented community with all the necessary amenities to preserve a well rounded community life. We envision an economically established commercial base to offset the residential requirements to encourage the ongoing development and progress of Gibbons. Strong considerations and our encouragement for tourist development within and surrounding our Community will be endeavoured. We wish to have a Community with appropriate civic, recreational, leisure time, cultural buildings and facilities as is economically viable. Welcome To Gibbons
The Town of Gibbons is only a 25 minute drive north from Edmonton city centre situated along the valley of the Sturgeon River. You will find all you need to live, work and play. Educational, health care, religious institutions, service clubs, community and cultural organizations as well as numerous recreational facilities add to the quality of life in the community. The Town of Gibbons current population is 2848. Our community is very family oriented with the majority of our population in the 25 to 44 age group. We have two schools; Landing Trail providing education for kindergarten to grades four and Gibbons School serving children in grades five to nine. High School education is provided at Sturgeon Composite High School or Redwater High School. Gibbons is also the home of the Sturgeon Learning Centre, an alternative high school which provides high school credit courses in a flexible, individualized, adult learning format. Advanced education such as University, Technical School and Colleges are available in Edmonton. The Town boasts a fully developed River Valley with structured pathways complete with benches, picnic area, viewing points and playground. A fish pond located in Echo Glen Park is stocked with trout annually. Recreation facilities include: arena, curling rink, tennis courts, outdoor rink, ball diamonds, soccer fields, basketball courts, skateboard park etc. Gibbons has nine municipal parks with seven of them hosting playground structures. There are also over 70 volunteer community organizations ranging from the playschool group to the senior citizens club. Our commercial core provides basic needs such as: food, pharmaceutical, banking needs, vehicle service outlets and other personal service requirements. Medical facilities consist of two medical clinic, a dental office, a chiropractor, a laboratory and a health unit. An ambulance service is located in the Town of Gibbons. Three hospitals are available within 24 kilometers of Gibbons. Churches include the Anglican Church, United Church, Catholic Church and Sturgeon Alliance Church.

The Goose Hummock Golf Resort is located a mere 3 kilometers north of Gibbons. Here you can look forward to 18 holes of world class quality golf. The Town receives its water supply from Edmonton giving the system the capability of meeting the requirements of a population of over 10,000 persons. We are tied into the Regional Sewage Treatment facility, which will meet the Town’s requirements for the distant future. We invite you to visit Gibbons; “Living at it’s Best”. GENERAL INFORMATION
Listed below are some Gibbons By-Laws and related information that may impact residential development and occupancy. Should you require a complete copy of the by-law please contact the Town Office or visit our website at www.gibbons.ca. 1. Animal Control Bylaw #PI-6/05 No domestic animal is allowed to run at large. All dogs and cats must be licensed (available at the Town Office). The license year runs from January 1 to December 31 of each year. All dogs and cats must be confined to your property or on a leash and under full control when off your property. If an animal is picked up by our Bylaw Enforcement Officer substantial fines will be issued to the owner. Unlicensed animals will be impounded. The Town of Gibbons does have a designated off leash area. A map showing the designated area can be picked up at the Town of Gibbons. 2. Unsightly Premises Bylaw #PI 1/06 Weeds and untidy yards can be of extreme annoyance to your neighbors. Regularly maintained yards, which takes little time and effort, can make our community a nicer and more attractive place to live. We request your assistance in this regard. Substantial costs for cleanup and fines may be levied if this Bylaw is not adhered to. 3. Regulation of Collection, Removal and Disposal of Garbage and Refuse Bylaw #PI 7/08 The Town of Gibbons has an automated waste pick up system. Each resident is provided with a 96 gallon wheeled container which the resident rolls to the point of pick up. In accordance with the town ordinances, all waste must be placed within the new roll carts. The act of burning refuse or garbage within the corporate limits is prohibited by Provincial Legislation. A garbage disposal system is in place that effectively eliminates the need to burn refuse in your yard. Should you require to dispose of additional refuse you must purchase a permit at the Town Office which allows you an additional 1000 kg of garbage in a calendar year at no cost. Should you exceed the 1000 kg you will be billed at a rate established by the Roseridge Waste Commission. Regular garbage pickup is on Thursday morning. Please have your garbage out by 7:00 a.m.

4. Development, Building, Gas, Plumbing and Electrical Permits Bylaw #PI-6/02 Development or construction on your property will require certain permits to be obtained. All construction within the Town of Gibbons is inspected by qualified personnel and therefore is a protection to yourself. Should you be undertaking any sort of construction on your property please contact the Town Office for information on the necessary requirements. 5. Traffic Control Bylaw #PI-3/05 This bylaw has been developed in an effort to control the parking and storage of vehicles within the Town of Gibbons. 6. Abatement of Noise Bylaw #PI 4-/02 This bylaw has been developed in an effort to define noise and control the hours of noise so that our community will be an attractive place in which to live. 7. Implementation and Provisions of Park Hours Bylaw #PI 5/02 No person shall be in a public park in the Town of Gibbons after the hour of 11:00 p.m. on any day and before the hour of 6:00 a.m. on the following day unless special permission is granted by the Town of Gibbons. No person shall unnecessarily loiter during park hours so as to disturb the comfort, repose or enjoyment of other users of the park or adjoining residential areas. 8. Minors Curfew Bylaw PI 2/04 No child under 16 years of age shall be in a public place during the curfew hours, after 11:00 p.m. on any day and before 6:00 a.m. of the following day, without proper guardianship. No parent or legal guardian or foster parent shall permit or allow any child who is in his or her custody, care or control to be in a public place during the curfew hours without proper guardianship unless that child has a legitimate excuse. 9. Recycling Residential houses are provided with curbside recycling every second Thursday. The program requires the purchase of recycling blue bags available at any grocery store. There is no sorting required; all acceptable material may be placed together within the blue bags and there is no volume limit. A list of accepted materials and a schedule of pickups is available at the Town of Gibbons Office or from our website at www.gibbons.ca. Recycling must be at the curb by 7:00 a.m.

GIBBONS COMMUNITY SERVICES BOARD
The Gibbons Community Services Board is a volunteer advisory board established by bylaw through the Town of Gibbons Council to implement Recreation and Family and Community Support Services in the Town of Gibbons. Community members interested in volunteering with the board may contact the Town Office for more information. Community Services Board Mission Statement: Enabling the community to achieve health and well-being on a physical, social and mental level, through recreation, education and support of families, volunteers and the community as a whole.
COMMUNITY SERVICES ONGOING PROGRAMS
Family and Community Support Services - F.C.S.S. is a Municipal/Provincial cost shared program. Through F.C.S.S., many services, activities and programs are made available. These services are provided with the intention of promoting and enhancing family and community life. Volunteerism and prevention are emphasized, and F.C.S.S. helps the community help itself. Services and programs are varied, depending on the need. Present services offered with the support of F.C.S.S. include: Information and Referrals - This is an important component of F.C.S.S. Anyone who needs information, referrals or support on social, community or personal issues, may contact the F.C.S.S. office. Although counselling is not available through our local office, the coordinator can provide information and assistance on obtaining counselling. Confidentiality is protected. Active Living Events - "The focus of Active Living means participation by all, at any level. It involves spiritual, mental, emotional and social as well as physical qualities, keeping our bodies light and our minds alive, through wholistic activities."

Events include the Family Day Activities, the Parks Clean up Day, the Wildlife Walk, the Mayor's Walk and Treasure Hunt. Teen Centre - The Gibbons Teen Centre operates Monday, Wednesday and Thursday evenings, from 7:00 to 9:00 p.m. at the Gibbons School Gym. Supervisors ensure that Teens have the opportunity to participate in sports, games, music, talk, and much more. If you are interested you may call the Community Services staff. Meals on Wheels - This service is available to community members who have difficulty in preparing their own meals due to health reasons. Hot, nutritious meals are delivered three times per week, by volunteer drivers. There is a small fee for the meals. More information is available through the F.C.S.S. office. Group Photocopying - This service is available to all approved community groups in Gibbons. 500 free copies are allotted to each group with a reduced cost for each additional copy thereafter. This service helps to keep operational costs for non-profit organizations at a minimum. Babysitting Registry - A list of both adult and teen babysitters is available for anyone looking for a babysitter. Adults and teens interested in babysitting may call the F.C.S.S. office if they wish to have their name on the list. This is only a registry; no references or recommendations are given. Babysitting Safety Course - F.C.S.S. sponsors this Alberta Safety Council course, which provides a certificate upon successful completion. This course is available twice a year, and is primarily for babysitters age 12 years and older. Transportation for Seniors and Handicapped - FCSS administers this provincial funding to eligible groups or programs. Family Violence Project - One goal of the Community Services Board is to increase awareness of Family Violence and it's negative effects on the community. November is Family Violence month and each year a different project is undertaken to achieve a better awareness of this ongoing problem. Projects have included sponsoring Azimuth Theatre's drama on dating violence in the local high schools, the donation of parent resource materials for the library and articles in the local newspapers. Community Access Program - Community Services, the Gibbons Library and the Sturgeon Learning Centre co-sponsor this program that provides Internet access to the community at no cost. To become a member, contact the Gibbons Public Library or Kelly Taylor at 923-3331. Senior’s Grant Information - Information on Provincial grant programs is provided through an information session with Community Development. Volunteers are

available to provide assistance to seniors with filling out grant application forms. Family Education For Everyday Living - F.E.E.L. - This workshop series provides courses at low cost on many topics including parenting, self esteem, job search techniques, and other self improvement and awareness topics. Creative With Kids - This provides an opportunity for moms who are home during the day to get together to socialize and share tips on “surviving” with children. This group meets Thursday mornings at the Gibbons United Church Basement. All are welcome to drop in between 10:00 a.m. and Noon to have a coffee, a visit and let the kids play together. Seniors Supports - Programs are undertaken to provide supports to seniors including assistance with filling in forms, information on government programs and services and access to safety and support information. The Community Services Board hosts an annual Almost Christmas Dinner and partners with other community groups to host the Seniors Week Family Picnic.

Persons interested in babysitting may register through the F.C.S.S. office and the list is available to anyone interested in finding babysitters. This is a registry only, and people accessing this service are responsible for the choices they make. Events take place throughout Alberta. Caviar Players Drama Society A non-profit volunteer group involved in bringing professional entertainment to Gibbons. The entertainment is full of variety, laughter and enjoyment for the whole family. Gibbons/Bon Accord 4-H Beef Club Gibbons Regional Business Association Promotes local business and trade within the town of Gibbons and area. Gibbons Girl Guides of Canada The Aim of the Girl Guides of Canada is to help girls and young women become responsible citizens, give leadership and service to the community. Gibbons 4-H Light Horse Club A youth group aimed at building skills in horsemanship, leadership and self-esteem, through participation in clinics, and public-speaking events, as well as participation in horse shows at various levels. Gibbons 4-H Sew N Sos A program for boys and girls ages 10 to 21, focusing on activities with clothing, crafts and food. This program helps youth achieve to a maximum level mentally, physically, spiritually and morally through creativity in leisure. 1st Gibbons Group Committee/Beavers, Cubs & Scouts Helps youth develop into resourceful and responsible members of the community through programs providing opportunity and guidance for their mental, physical and social development. Gibbons Lions Club Provides community service in areas which support families. Lions Club members participate in upkeep of playgrounds and parks, food hamper drives, delivery of Christmas hampers and operation of youth drop in centrer. Gibbons Seniors Twilight Club The Seniors group provides a friendly and interesting atmosphere for senior citizens

and promotes recreational and physical activities designed for seniors. Organizes very interesting trips throughout Alberta for the group. Gibbons Teen Centre Community Services 780-923 - 3331 The Teen Centre meets three times weekly for socialization and activities. Sports including basketball, volleyball, badminton and floor hockey as well as just “hanging out" are just some of the activities that take place. Youth aged 12 to 17 are welcome! Royal Canadian Legion Branch #226 An association of those who have served or are serving in her majesty's armed forces or any auxiliary force and of others who support the purpose and objects of the legion. The association shall be democratic and non-sectarian, and shall not be affiliated to or connected directly or indirectly with any political party or organization. Royal Canadian Legion #226 Ladies Auxiliary Assists the Legion Branch in activities which care for veterans and assists the community. Offers a catering service to the community. 524 Sturgeon Air Cadets Youth Leadership, physical fitness, travel, and summer camps. Sturgeon River Agricultural Society Maintains and upgrades the arena in Gibbons so that recreational activities can be provided in a pleasant atmosphere. Sturgeon River Historical Society Preserves the History of Gibbons by displaying and restoring artifacts. Operates a museum that is open to the general public from May to September. Sturgeon River Pottery Guild Has been established to train new potters and to give experienced potters facilities and equipment to use. This society also provides an exchange of information and ideas between the artists. Sturgeon Unity Singers To share our love of music with the Community by entertaining at various functions (Canada Day, Remembrance Day, etc.) New members are welcome. T.O.P.S. The Community Hall 780-923-3331 The Community Hall has a seating capacity and dishes for 150 people. There is a stage, bar area, kitchen facilities and a P.A. system. The Community Hall is available for meetings, programs and socials. For more information contact the Community Services Department at the Town Office. Gibbons Arena 780-923-2681 The arena is a complex that is utilized year round, in the winter it is used for hockey and in the summer it houses the Farmers' Market. Gibbons Curling Club 780-923-2255 The Curling Rink offers four sheets of ice for winter fun. A lounge area seats 75 people. Gibbons Outdoor Rink 780-923-3331 The outdoor rink is available in winter months for public skating anytime during the day or evening. Gibbons School - Community Use 780-923-3331 The Gibbons School is available for sports and meetings. The gymnasium can be utilized for a variety of sports and recreation activities. There is a classroom available for meetings and workshops. Landing Trail School - Community Use 780-923-3331 The Landing Trail School has a seating capacity and dishes for 350 people. Seating capacity in the two classrooms that are available is 30. The gym has a stage, bar area, full kitchen facilities and a p.a. system. AN EMERGENCY HAS HAPPENED! DO YOU KNOW WHAT TO DO? The Town of Gibbons has a siren alarm system in place. ONE ALARM - this means we require assistance for a community emergency. If available report to the Firehall, corner of 50th Avenue and 49th Street. THREE ALARM - this means the situation is all clear and if you are out on a search or rescue report back to the Firehall. CONTINUOUS ALARM - continuous for one minute, then quiet for one minute, then repeated means a natural disaster. This is an alert to listen for the informaton to be given to you by a loud hailer. This would only be used if time permits. If time does not permit, the announcement may be made over the Alberta Emergency Public Warning system. This system may be activated by the Town of Gibbons or the Province of Alberta and is aired over television and radio stations. GIBBONS MEMORIAL GARDENS Gibbons has a municipal cemetery offering burial plots and columbarium niches for cremations. Gibbons Figure Skating Club Promotes basic skating skills in children through lessons and competition. Gibbons Minor Ball Provides an opportunity for children to learn the rules and participate in organized ball at a recreational level. Gibbons Minor Hockey Organizes and teaches the game of hockey and fair play to children. Gibbons Minor Soccer Promotes soccer for young people in Gibbons. Gibbons Volleyball Club Fun and exercise for adults. Goose Hummock Men’s and Ladies Golf League Encourages sportsmanship and "club" spirit for golfers within Gibbons and Sturgeon area, also provides competitive leagues. Sturgeon Indoor Soccer Soccer for all ages—under 10 to over 35 teams. Season runs October to March.

Surf the web at either of the two Gibbons Access Sites for free! The Gibbons Library has two computers on the Internet and the Sturgeon Learning Centre has eight computers for community use. How Can You Join? Pick up an application form at the Gibbons Public Library or the Gibbons Town Office. There is no fee for membership, but you do have to agree to use the Internet appropriately. Since the goal of this program is to provide opportunities for information sharing rather than entertainment, we do not allow CHAT at these sites. Call the Gibbons Public Library, the Sturgeon Learning Centre or the Gibbons Town Office to find out the hours of the Library and Learning Centre or for more information. Other Gibbons Community Access Program Activities... Do you want to learn more about computer technology? Access computer courses through the Town of Gibbons and Sturgeon Learning Centre. Courses offered can teach you about Basic Computers, Internet, Web Page Design as well as learning many software programs such as Microsoft Word and Excel. Courses are taught by Sturgeon School Division staff and are low cost. Contact the Gibbons Town Office or watch for your newsletter with your water bill for information.

Gibbons residents have the opportunity to enjoy numerous park areas. Surrounding the Arena/Curling Rink complex in Jack Hogg Sports Grounds are 10 acres of ball diamonds and soccer fields. An Outdoor Skating Rink and Fair-Weather Skateboard Park are also located in this Park area. We have two tennis courts and a basketball area located in Poplar Park. Playground equipment is located in Williams Park, Brumfit Park, Lions Park, Poplar Park, in both school ground areas and Echo Glen Park. Residents enjoy beautiful park areas, such as Oliver Park and Echo Glen, with it’s walking trails and fish pond.
