Technical Library Shuttle Service, DSCC SOLICITATION SP0700-09-R-7001 SECTION 3 STATEMENT OF WORK Shuttle Bus Transportation Services 3.1 SCOPE: Contractor shall provide all labor, materials, drivers, vehicles, insurance, vehicle maintenance, fuel and supervision required to provide transportation services as specified herein in strict accordance with these specifications, subject to the terms and provisions of this contract. Although such services are normally required during normal working days only, contractor may also be required to provide these services during weekends or holidays, as requested by the contracting officer. Contractor shall not provide these additional weekends or holiday services until proper contract modification has been issued. Contractor shall maintain, without interruption, the services defined in this statement of work. In the event that the Contractor employee(s) strike, the Contractor shall obtain (at the contractor’s expense) qualified outside employees to continue the services described herein. Shuttle Bus Services: 3.1.2 3.1.2.1 Base Wide Services: The contractor shall provide on-call shuttle bus services between the operating hours of 0900-1100 and 1300-1515 Monday through Friday to employees in and around the Defense Supply Center. Contractor shall pick-up and drop off employees at requested locations. 3.1.2.2 Parking Lot Services, DSCC: The contractor shall provide scheduled shuttle bus services from selected locations at the Defense Supply Center Columbus (DSCC) Bldg. 20 parking lot and turn-around area. The contractor shall stop at every designated shuttle stop, which will include a drop off point in front of Bldg. 20, as indicated on Attachment 1, continuously between the operating hours of 06300900 and 1530-1815. Time duration per loop is five minutes. 3.1.2.3 Parking Lot Services, DFAS: The contractor shall provide scheduled shuttle bus services from selected locations at the Defense Finance Accounting Services (DFAS) Bldg. 21 parking lot and turn-around area. The contractor shall stop at every designated shuttle stop, which will include a drop off point in front of Bldg. 21, as indicated on Attachment 2, continuously between the operating hours of 0630-0900 and 1530-1815. Time duration per loop is five minutes. 3.1.2.4 Special Event Shuttle Services: Contractor shall provide special event shuttle services as directed by the Contracting Officer or the Contracting Officer Technical Representative. Special event services usually involve shuttling people from special parking areas or pick-up locations of departure. Contractor shall provide for covering estimated services as listed in the “Services as Requested” on the bid schedule. Page 1 of 6 Technical Library Shuttle Service, DSCC SOLICITATION SP0700-09-R-7001 3.1.3 Distinguished Visitor Services: Contractor shall provide unscheduled transportation services upon request to distinguished visitors on and off DSCC upon approval by the contracting Officer, or their authorized representative. These services can take place at any time. Distinguished Visitor (DV) operators shall be available as required. The contractor shall provide DV uniforms in accordance with paragraph 3.3. Operator shall arrive at their designed pick-up 15 minutes prior to the DV required pick-up time. When requests do not permit the 15 minutes advance arrival, the operator shall arrive as quickly as possible from the time of notification. Contractor shall provide for covering estimated services in the “Services as Requested” on the bid schedule. Unscheduled Services Requests: Paragraphs 3.1.2.5, Special Event Shuttle Services, and paragraph 3.1.4, Distinguished Visitor Services, are unscheduled special event services, and may occur at any given time frame on any given day, with or without prior notice. To the maximum extent possible, the Government will notify the contractor a minimum of one day in advance for unscheduled services. The contractor will also be required to respond to unscheduled special event service requests with as little s one hour advance notice. Government Requests for these services will include the following information: Type of Vehicle required: Sedan, Van, or 24 passenger Bus Estimated Services (dispatch) hours required Required Departure Time and Location of Destination Estimated Number of Passengers Notification that the request is for DV Services, and that the DV Uniform is required. 3.1.4 3.2 Vehicles: 3.2.1 Cleanliness: All vehicles shall be kept clean inside and out at all times. 3.2.2 Maintenance: The contractor will provide all maintenance and repair services required to insure all vehicles are serviceable, mechanically safe, have adequate heat and/or air conditioning and meet applicable state, and local vehicle safety inspection requirements. All maintenance and repair is to be performed off Base. The vehicle operator’s daily safety and maintenance checks may be performed in the parking area to the South of Bldg. 331 or in an area designed by the Contracting Officer or their authorized representative. The contractor shall have qualified personnel inspect the vehicles used in performance of this contract to insure vehicles are mechanically safe. b. All busses shall be equipped with a heating system to provide an even temperature throughout the bus of not less than 68 degrees Fahrenheit and a defroster for the windshield. Air conditioning equipment must be sufficient to provide an even temperature of 80 degrees Fahrenheit or less throughout the bus. c. The Government reserves the right to periodically inspect the Contractor’s vehicles an, if any vehicle is determined to be unsafe or unsatisfactory, to prohibit its use until such unsafe or unsatisfactory conditions have been corrected. In such event, the contractor must provide replacement vehicles to maintain the schedules. d. The contractor shall provide a sufficient quantity of the correct capacity of vehicles and must possess sufficient vehicles to provide uninterrupted service under this contract and to furnish replacement vehicles while the regular vehicle is out of service. The contractor may substitute a larger vehicle for a smaller vehicle for any particular trip. e. The contractor shall provide a maintenance log upon request. 3.2.3 Accessibility: The contractor shall provide handicap accessible vehicles for both the shuttles used in the parking lot and for on-call services. Request for a handicap accessible vehicle for special event trips may occur at any given time frame, on any given day, with or without prior notice. To the maximum extent possible the Government will notify the contractor a minimum of one day in advance to request an accessible vehicle. The contractor will also be required to respond to accessible vehicle requests with as little as one hour advance notice. The contractor employees will require the knowledge and skills to safely operate the handicap vehicle and safely load and unload handicap passengers. 3.3 3.3.1 Uniforms: Regular Uniforms: The contractor shall furnish matching two-piece uniforms for bus, taxi and utility drivers in any color as approved by the contracting Officer or their authorized representative. Special Uniforms: The contractor shall provide Distinguished Visitor (DV) driver uniforms for distinguished visitor services specified in paragraph 3.1.4. The uniform shall consist of a coordinated coat, shirt/blouse, tie, pants/skirts and belt. Belt buckles may not be elaborate. Shoes shall be clean, polished and worn with appropriate socks or hose. 3.3.2 Page 3 of 6 Technical Library Shuttle Service, DSCC SOLICITATION SP0700-09-R-7001 3.4 Telephone Service: The contractor shall provide off-base telephone lines, telephones, telecommunication device for the Deaf (TDD), and services for their own use. Contractors shall also provide their own dispatching service/system. A restricted telephone line (Class B) for on base calls will be provided by the Government at no cost to the Contractor. The contractor shall install commercial telephone service, and shall pay for all related service and toll charges. The contractor vehicle operators shall extend full courtesies to all passengers. Vehicle operators shall be courteous, neat, clean, and speak fluent English. The contractor vehicle operators shall not sue profanity, smoke, chew tobacco, drink or eat in any contractor vehicles during scheduled/unscheduled services. Licenses/Certification: The contractor shall provide proof of applicable state, and local licenses for all operators and vehicles and shall comply with all applicable State laws governing the operation of commercial vehicles, such as the requirement for a Commercial Driver’s License (CDL). Records: Records shall be maintained by the Contractor, filed at a location designated by the Government Inspector, and be available for review by Government Personnel at all times. Contractor shall submit copies of the records weekly (by noon Wednesday of the following week) to the Government Inspector. Information in weekly reports shall include, but not be limited to the following: a. Number of passengers transported utilized using On-Call shuttle service, per day. b. Number of passengers transported utilizing shuttle bus parking lot services, per day. c. Number of special event shuttle service requests, and number of passengers transported per special event request, per occurrence. d. Number of distinguished visitor (DV) service requests, and number of passengers transported per DV service request, per occurrence. Data collection: Contractor shall submit to the Contracting Officer or the Contracting Officer Technical Representative/Inspector, for approval, the forms, which he proposes to utilize for the term of the contract. Data reporting: During the life of the contract, contractor shall submit reports to the Government via e-mail, CD or 3 ½” disc in Microsoft Office 97 (or higher) Access format. All records will remain the property of the Government and be turned over to the Government at the end of the contract. 3.4.1 3.4.2 3.5 3.5.1 3.6 Page 4 of 6 Technical Library Shuttle Service, DSCC SOLICITATION SP0700-09-R-7001 3.7 Contractor Experience: Only contractors with a minimum of 3 y3ears experience in providing similar transportation services may submit a proposal. The contractor shall submit references along with his cost proposal. Quality Assurance: The contractor shall respond to at least 90% of all service requests within the specified response time. Should the contractor at any time fall below this designated percentage, she shall submit a detailed report, which shall include a method for correction. Repeated performance deficiencies may result in a reduction of the contract price. Contractor Liability for Personal Injury and/or Property Damage. The contractor assumes responsibility for all damage or injury to persons or property occasioned through the use, maintenance, and operation of the Contractor’s vehicles or other equipment by, or the action of, the Contractor or the Contractor’s employees and agents. The contractor, at the contractor’s expense, shall maintain adequate public liability and property damage insurance during the continuance of this contract, insuring the contractor against all claims for injury or damage. The contractor shall maintain Workers’ Compensation and other legally required insurance with respect to the contractor’s own employees and agents. The Government shall in no event be liable or responsible for damage and/or injury to any person or property occasioned through the use, maintenance, or operation of any vehicle or other equipment by, or the action of, the contractor of the contractor’s employees and agents in performing under this contract, and the Government shall be indemnified and saved harmless against claims for damage or injury in such cases. 3.8 3.9 3.10 Contractor Employees: The contractor shall remove from the site any individual whose continued employment is deemed by the Contracting Officer to be contrary to the public interests or inconsistent with the best interest of National Security. 3.11 Government Furnished: The Government shall furnish or make available to the Contractor the facilities described in Attachment 3. The contractor shall assume responsibility and accountability of such facilities provided for his/her use and shall take adequate precautions to prevent fire hazards, odors and vermin. Janitorial services for the Government furnished facilities shall be the responsibility of the Contractor. The contractor shall obtain written approval from the Contracting Officer prior to making any modifications or alterations to the facilities. Any such modifications or alterations approved by the Government will be made at the expense of the contractor. Depending on the type and/or extent of modifications, meters may be included as part of the modification and the contractor could be charged for utilities. At the completion of the contract, all Page 5 of 6 Technical Library Shuttle Service, DSCC SOLICITATION SP0700-09-R-7001 facilities shall be returned to the Government (upon the Governments request) in the same condition as received, except for reasonable wear and tear. The contractor shall be held responsible for the cost of any repairs caused by negligence or abuse on his/her part, or on the part of his/her employees. The contractor shall mot perform any other work on Government property other than described herein. If contractor does not comply with this paragraph, contract may be terminated for non-compliance a. Availability of Utilities: The Government will furnish the following utility services, as is, in said facilities to perform the required work under the contract: electricity, fresh water, sewage service, and refuse collection. Information concerning the location of existing outlets may be obtained from the Government Representative. b. A restricted telephone line (Class B) for on base calls will be provided by the Government at no cost to the Contractor. The Contractor shall install commercial telephone service and shall pay for all telephone service and toll charges. 3.12 Security Requirements: Access to Facilities: When directed by the Contracting Officer, the contractor may be required to provide in advance a list of the names and any other information necessary for a security background check for those individuals who will be working on a Department of Defense (DoD) installation/activity under this Agreement. When required, the Government will conduct a National Agency (background) check (NAC) on an individual. Where required only those individuals who successfully complete this check will be permitted to work on the installation/activity. Contractor must comply with installation access control procedures.
