					SBA FUNDING UPDATE – P2RX BOSTON MEETING 09/02

Bottom Line –               No Money Now through SBA.
                            Opportunity Now: P2Rx inclusion in legislation to be proposed to
                            Senate/House Environmental Committee.

Enhanced Environmental Partnership Proposal distributed and discussed nationally in
2000, 2001 resulted in an objective of securing environmental assistance/P2 program
funding from SBA through state SBDC partnerships with other providers, and through
EPA for P2Rx, National Compliance Centers, SBAPs, and PPIS grants. Proposed
concept funding distribution:

       SBDC State-Based Partnerships:                                                        ...................$4.7 M

       National (Environmental) Information and Technical Support......... $5.0 M
              > Compliance Assistance Centers
              > Pollution Prevention Resource Exchange (P2Rx)
              > State P2 Programs
              > State SBAPs
       National Project Oversight ......................................................................$0.3M

       Total............................................................................$10.0M

Approach: Agreement between SBAPs, NPPR, and ASBDC to support the funding
allocation between EPA ($5 million) and SBA ($5 million). ASBDC will support EPA
funding for environmental programs through environmental committee route.

SBAPs testify in support of HR203, and submit support letter for S2483. Environmental
Assistance providers hearing.

Status: HR 203 passed the House in 2001. Authorizes funding for State SBDC
partnership funding through SBA.
S 2483 through the Senate Small Business Committee currently. Would also authorize
funding for State SBDC partnerships through SBA.

If S 2483 passes the Senate: Bill still needs to be signed into law and funding needs to be
appropriated. SBA needs to establish regulations for the program and State SBDCs need
to apply and receive funding (this funding will include their partners).

P2Rx opportunity now: Be engaged with SBAPs (Mark Shanahan), NPPR (Ken
Zarker), and Compliance Assistance Centers in crafting the language, and developing
agreement on a funding distribution, for the Environmental Committee route legislation
for EPA funding. Don Wilson, ASBDC President is point of contact at ASBDC.
However, ASBDC want to support legislation developed by these groups not draft
legislative language.
