                                   1. GENERAL

       1.1. The state educational institution of higher education "Omsk State
Transport University (hereinafter - the University) is a federal state educational
institution of higher education (hereinafter - institution of higher education).
       1.2. The University is the legal successor of the federal state educational
institution of secondary vocational education “Omsk Railway college”,
reorganized by its accession to the University as a discrete structural unit (branch
of the University); as well as the federal state educational institution of secondary
vocational education “Taiga Railway College”, reorganized by its accession to the
branch of the University in Taiga as a structural unit - Faculty of vocational
education "Taiga Railway College" in accordance with the order of the
Government of the Russian Federation dated 01.12.2005 № 210-p and the Order of
the Federal Railway Transport Agency from 06.12.2005 № 96.
       The state educational institution of higher education Omsk State Transport
University of the Ministry of Transport of the Russian Federation changed its name
to the state educational institution of higher education "Omsk State Transport
University” in accordance with the order of the Federal Railway Transport Agency
from 05.10.2004 № 9" On Renaming of subordinated higher educational
institutions and their affiliates.
       The state educational institution of higher education Omsk State Railway
University of Ministry of Transport of the Russian Federation is the legal successor
of rights and obligations of the state educational institution of secondary vocational
education “Omsk Medical College of Railway Transport” of Russian Ministry of
Railways, reorganized by its accession to the University as a structural unit in
accordance with the order of the RMR of Russia from 09.02.2004 № 43 / p "About
reorganization of state educational institutions of secondary professional education
of medical schools and colleges of the Russian Ministry of Railway Transport".
       State educational institution of higher education “Omsk State Transport
University” of Ministry of Transport of the Russian Federation is the legal
successor of public higher education institution - Omsk State Academy of Railway
Transport, the status and name has been changed in accordance with the order of
the Ministry of Education of the Russian Federation of 22.07.1997 № 1630 and an
indication of the Russian Ministry of 21.11.1997 № 278u.
       Public higher education institution "Omsk State Academy of Railway
Transport” was established in accordance with the order of the State Committee of

Russia of 07.06.1994 № 554 as a result of changes in status and name of public
higher education institution - the Omsk Institute of Railway Transport Engineers.
        Public high school “Omsk Railway Engineering Institute” was founded in
1961 by renaming and transfer to Omsk of State institution of higher education -
Tomsk Electromechanical Institute of Railway Transport Engineers, in accordance
with the order of the Ministry of Railways of the USSR from 28.06.1961 № 842
and Order of the Minister of Higher and Secondary Special Education of the USSR
from 23.10.1961 № 294.
        Public higher education institution "Tomsk Electromechanical Institute of
Railway Engineers" was founded as a result of the reorganization in 1932 of the
public institution of higher education - the Siberian Institute of Railway and was
the successor of the last (TSGANH USSR, fax. 1884, op. 75, 30, l. 4).
        Public higher education institution "Siberian Railway Engineering Institute
was established in the result of the reorganization of public higher education
institution - the Tomsk Institute of Technology, founded in 1930 in accordance
with the order of the Supreme Economic Council of the USSR of 18.05.1930 №
1381 and the decision of the Central Executive Committee and Council of People's
Commissars of the USSR from 23.07.1930 № 237, and is the successor of the
latter.
        State higher education institution "Tomsk Technological Institute” was
established 12.06.1900 by His Imperial Majesty as the Tomsk Technological
Institute of Emperor Nicholas II (Historical note on the establishment and opening
of the Tomsk Technological Institute of Emperor Nicholas II, pp. 16).
        1.3. Based on the orders of the Government of the Russian Federation dated
31.12.2004 № 1753-r University is administered by the Federal Agency of
Railway Transport.
        1.4. Federal Agency of Railway Transport (hereinafter - the Founder)
exercises the powers of the University founder, as well as in accordance with the
Budget Code of the Russian Federation exercises the powers of the main federal
budget administrator, also: brings to the University the limits of budget
obligations, draws up the University permission to open a personal account of
funds derived from income-generating activities, sanctions the University the
estimates of revenues and expenses, amends it, exercises control over the targeted
use of the federal budget allocations granted to the University from the federal
budget, their timely return, reporting, fulfillment of public services, as well as
exercises other powers established by the law of the Russian Federation.

       1.5. The official name of the University:

       1.7. The University is a legal entity and has the operational management of
separate property, the right to acquire property and personal property rights, bear
duties, and sue and be sued, has its own balance, estimated revenues and expenses,
printing with the State Emblem of the Russian Federation and its name, seals,
stamps, forms, their own symbols and other details of the legal person.
       University is guided by the Russian Constitution, the Law of the Russian
Federation "On education", the Federal Law "On Higher and Postgraduate
Professional Education”, the Budget Code of the Russian Federation and other
federal laws of the Russian Federation, decrees and orders of the President of the
Russian Federation, decrees and orders of the Government of the Russian
Federation, relevant regulations of the Founder and other federal executive bodies,
as well as (within them) acts of state and executive power of Omsk and the Omsk
region, local authorities at the location of branches and this Charter.
       1.8. The University has the right to conduct educational activities. The
University shall have the right to conduct educational activities from the date of its
license issuance.
       In accordance with federal and state educational standards, The University
implements programs of (complete) general, primary vocational, secondary and
higher vocational education, as well as additional and postgraduate education with
an appropriate license.
       Licensing, certification and state accreditation of the University shall be as
prescribed by the legislation of the Russian Federation. Based on the certificate of
state accreditation, the University has the right to grant its graduates state standard
documents on the level of education and (or) qualification, as well as the use of
seal with the State Emblem of the Russian Federation.
       The University acquires the rights of legal entity from the day of its

registration.
       1.9. The main objectives of the University are:
       - Meeting the needs of society and state in qualified specialists with primary,
secondary and higher vocational education and scientific and pedagogic personnel
of higher qualifications, especially for rail transport;
       - Meeting the needs of the transport complex, industry and other branches of
economics in the development of new devices and improvement of existing ones,
technological processes, regulations, programs and other scientific products;
       - Meeting the needs of the individual in intellectual, cultural and moral
development through the completion of secondary (complete), primary vocational,
secondary vocational, higher vocational, post-graduate professional and further
education;
       - Development of science through research and creative activity of scientists
and students, using the received results in the educational process and scientific
activity;
       - Formation of a student citizenship and diligence, ability to work and life in
modern conditions, the overall culture of the students’ individual based on learning
the compulsory minimum content of educational programs, their adaptation to life
in society, the development of responsibility, laying the groundwork for deliberate
choice and the subsequent development of professional educational programs,
fostering of respect for human rights and freedoms, love for the natural
environment, homeland, family, promoting a healthy lifestyle;
       - Development of interest in learning and creative abilities of students,
development of skills of independent learning activities;
       - Training, retraining and professional development of workers with higher
professional education and scientific and pedagogic personnel of higher
qualification;
       - Vocational training and retraining of trades;
       - The accumulation, preservation and increase of moral, cultural and
scientific values of society;
       - Dissemination of knowledge among the population, increase its
educational and cultural level;
       - Organization of library services for staff and students of the University.
       1.10. Pursuant to the assigned tasks University has the following main
activities within the financing of the federal budget:
       - Implementation of educational programs of primary vocational, secondary

(full) general, secondary vocational, higher professional and postgraduate
education on a wide range of training areas and specialties in accordance with
federal and state educational standards in a range of public figures (check digit) on
the Admission of students;
       - Training and retraining of skilled workers (employees) within the state
assignments;
       - Training of scientific and pedagogic staff of the University;
       - Organization and conduct of basic and applied scientific research,
including on issues of education in accordance with the plan approved in the
prescribed manner;
       - Execution of research, experimental design, technological and promotional
work on a contractual basis;
       - Activities aimed at supply of students with dormitories of the University;
       - Work on maintenance and operation of the property complex, including
real estate, assigned to the University in the prescribed manner;
       - Information securing of departments of the University, staff and students of
the University, the creation, development and use of information networks,
databases, programs;
       - Implementation under the law of Russian Federation of functions to protect
state secrets and confidential information and carrying out work connected with the
use of information constituting state secret;
       - The organization and maintenance of the library, museum, library services
for the staff and students of the University;
       - Publication of educational materials required for educational purposes,
monographs, collections of scientific works, in accordance with plans approved in
the prescribed manner;
       - Organizing cultural events and sports and recreation activities with
students.
       1.11. The University opens personal accounts in the territorial bodies of the
Federal Treasury controlling funds of the federal budget and funds received from
income-generating activities in the Russian currency, accounts controlling funds in
foreign currency - in accordance with the laws of the Russian Federation.
       The University provides the performance of its obligations within the limits
reported to its budget commitments and funds derived from income-generating
activities.
       The University is responsible for its obligations at its disposal in cash. With

their failure vicariously liable for the obligations of the University is the owner of
the property assigned to the University for operational management, in accordance
with the legislation of the Russian Federation.
       1.12. The University consists of following divisions: the Department of
disciplines and departments (institutions) in fields of training, research, scientific
and technical departments, medical college, labs, offices, administration, database,
classrooms, library, workshops, printing houses, sports camp, museum, archives,
dormitories, student club, social science departments: Science and Technology
Council (STC) and the dissertation councils, publishers, editors, service, unit
protection of state secrets - the first division, and industrial and social
infrastructure, including a polyclinic, a center of public catering, housekeeping,
including the Department of capital construction and other divisions.
       1.13. Creating, renaming and elimination of divisions of the University, by
order of the Rector on the basis of the decision of the Academic
Council.Subdivisions of the University operate under the regulations governing
their status and functions which are approved by the Rector of the
University. Division may be vested in trust in part or in full powers of legal entity.
Power of Attorney is issued by rector to the head of the department for a period no
more three years, describing the specific powers of the latter.
       1.14. Branches of the University are created, renamed, and eliminated the
founder of coordination with the Ministry of Education and Science of the Russian
Federation, the relevant executive authorities of subjects of the Russian Federation
and local self-government of the branch.Representatives of the University are
created, renamed, and eliminated by the University in consultation with the
constitutor, the relevant executive authorities of subjects of the Russian Federation
and local authorities on the location of the mission.The activities of branches and
representative offices of the University shall be in accordance with th present
Charter, the position of a branch or representative office .
       1.15 . The University has the following subsidiaries: in the town of Taiga ,
created on the basis of instructions from the Russian Ministry of May 6, 1996
№ B - 400u. Branch of the state educational institution of higher education Omsk
State University of Railway Transport of Ministry of Railways of the Russian
Federation in Taiga was renamed the branch of the state educational institution of
higher professional education "Omsk State University of Railway Transport" in
the Taiga in accordance with the order of the Federal Railway Transport
Agency from 05. 10. 2004 № 9 “Renaming of subordinated high educational

institutions and their branches”. Branch of State Educational Establishment of
Higher Professional Education "Omsk State University of Railway Transport in the
town of Taiga was renamed Taiga the Railway Institute - branch of State
Educational Establishment of Higher Professional Education" Omsk State
University of Railway Transport. Full name of branch: Taiginsky Railway Institute
- a branch of the state educational institutions of higher education "Omsk State
University of Railway Transport. Abbreviation: TIZHT . Location of branch: Str.
Molodiezhnaya, 13, the Taiga, Kemerovo region, Russia, 652401; In Omsk,
formed in accordance with the order of the Government of the Russian
Federation of 01.12.2005 № 2001 - p and the order of the Federal Agency of
Railway Transport of 06.12.2005 № 9 6. Full name: Branch of the State
educational institution of higher education "Omsk State University of Railway
Transport - Omsk College of Railway Transport. Abbreviation: OTZHT - a branch
of Omsk State University. Location of branch: Str. Gryzodubovoi, 20, Omsk,
Russia, 644005.
       1.16. Representatives of the University are created, renamed, and liquidated
the University in consultation with the constitutor, executive authorities of subjects
of the Russian Federation and local authorities the location of offices. Activity
missions are carried out in accordance with Russian law, this Charter and the
relevant provisions of them.
       1.17. University in accordance with the laws of the Russian Federation
carries out the functions to protect state secrets and confidential information and
conducting studies related to the use of information constituting state secrets.
Implementation of the protection of information constituting a state secret, is one
of the core activities of the University.Approval of the University to conduct work
related to the use of information constituting state secrets, creating means of
protecting information, the implementation of measures and (or) services to protect
state secrets, by obtaining the appropriate license issued by the bodies empowered
to conduct licensing activities in the field of state secrets. To ensure the protection
of information constituting a state secret, the University establishes a unit to
protect state secrets - the first section.
       1.18. University carries out activities for mobilization training and civil
defense, disaster situations in accordance with the requirements of Russian
legislation on these issues.
       1.19. There are trade union and social organizations at the University, whose
activities are governed by their statutes (regulations) and laws of the Russian

Federation.The University has not allowed the establishment and operation of
political parties, socio-political and religious movements and organizations.
       1.20. University Boards of Trustees shall have the right to create freely join
and form associations (unions), which are created and operate in accordance with
Russian legislation on NGOs.
       1.21. University of the legislation of the Russian Federation the order is
responsible for the documents (administrative, financial and economic, on staff),
has its archive provides transmission to the state storage of documents of scientific
and historical and cultural significance.
       1.22. University in various forms of supports and develops ties with its
alumni, contributes to their professional and social advancement..

                       2. ADMISSION TO UNIVERSITY

       2.1. University implements the right of Russian citizens to receive on a
competitive basis of initial vocational, secondary vocational, higher vocational,
professional and post-secondary (complete) general education within the federal
state educational standards, if this level of education they receive is the first time.
       2.2. The volume and structure of the reception of citizens to education due to
budgetary allocations of the federal budget are defined within the tasks (check
digit), determined annually by the Owner. Number of places funded in the
prescribed manner within the budget of the federal budget for the enrollment for
subsequent courses by the University as the difference between the target figures
receiving the first course of the year in the reception and the actual number of
students in the areas of training (specialties). Number of seats for admission of
students to study for a master's degree programs is established by the University in
consultation with the founder within the budgetary allocation of the federal
budget.University is entitled to exercise within the state targets (target figures),
funded by the budget of the federal budget, the target reception of students in
accordance with agreements with state and local authorities to assist them in
training the appropriate level of education and to organize these separate places
competition.University has the right within the limits of the license to over-funded
federal budget government jobs (check digit) on the Admission of students training
under their respective treaties with the tuition paid by individuals and (or) legal
entities to the extent consistent with the Owner.
       2.3. The University ensures the rights of citizens to education provided by

the legislation of the Russian Federation, openness and transparency of the
selection committee, the objectivity of knowledge received.
       2.4. Admission to the University for the training program of higher
education is conducted on the personal statement for those with secondary (full)
general, vocational or higher vocational education, as well as those with primary
vocational education, a diploma if there is a record of the receipt of the bearer
(complete) general education, on a competitive basis based on entrance
tests.Admission to the University for the training program of secondary vocational
education is conducted on the applications of persons with basic general,
secondary (full) general or primary vocational education, a diploma if there is a
record of the receipt of the bearer of basic general and secondary (complete)
general education, on a competitive basis in accordance with the results of entrance
tests.Admission to the University for the training program (complete) general
education is conducted on the applications of persons with basic general education,
in accordance with the results to assess the ability of students to the development
of educational programs.Admission to the program of secondary vocational and
higher vocational education, if a person already has the appropriate level of
education, carried out in accordance with the legislation of the Russian Federation
only on a fee basis.Admission to the University for the training program of
postgraduate professional education is conducted in accordance with the provision
of training scientific-pedagogical and scientific personnel in the system of
postgraduate professional education in the Russian Federation approved by the
Ministry of Education and Science of the Russian Federation.
       2.5. The University enrolled citizens, the most capable and prepared for the
development of educational programs appropriate level and (or) level, unless
otherwise stipulated by legislation of the Russian Federation. Outside the
competition, subject to passing the entrance examinations or without entrance
examinations in the cases stipulated by legislation of the Russian Federation, the
University of the citizens having the right to proceeds under the legislation of the

       2.6. University announces admission to courses in educational programs
only if the license for educational activity on these programs.
       2.7. Admission to the University developed by the University, accepted by
the Academic Council and approved by the Rector of the University in accordance

with the procedure for the admission to public educational institutions the
appropriate level, approved by the Ministry of Education and Science of the
Russian Federation.
       2.8. Foreign nationals arriving in the Russian Federation for Learning,
accepted to the University in accordance with international agreements, within the
target figures for the reception areas of the federal government education
authorities in consultation with the founder on a contractual basis.
       2.9. Entrance examinations are held in the University in Russian language.
       2.10. The University has created a reception area, the subject examination,
attestation and Appeals Commission, formation, composition, powers and
activities are governed by the provisions adopted by the Academic Council and
approved by the Rector of the University.
       2.11. On admission to the University provided an opportunity for applicants
and (or) their parents (legal representatives) to review the present Charter, to be
licensed to conduct educational activities, a certificate of state accreditation, in
essential educational programs, internal regulations and other documents
governing the organization of the educational process and the work of the selection
committee.
       2.12. For those who has a secondary vocational education corresponding
profile, by a decision of the Academic Council is allowed to obtain higher
professional education to reduce or eliminate the accelerated training program of
higher education. Persons with secondary vocational education corresponding
profile, taken for training the first year program of higher education, including
training on a reduced (accelerated) educational programs. Education at the
University of abbreviated or accelerated program also allowed for persons level of
education or ability which are sufficient reasons to do. The decision to train
individuals on the program, takes the Scientific Council of the University.
       2.13. Every student (except for students enrolled in the program of
additional education) has a personal matter at the University.


                  3. Educational Activities of the University

     3.1. Teaching at the University is carried out in Russian. Specific programs
may be partially or fully realized in foreign languages by the decision of the
University Academic Council.
      3.2. The academic year at the University begins on September 1 and ends

according to the working curriculum in specific areas of training [speciality].
       The Academic Council of the University may postpone the beginning of the
academic year but not more than for two months. The beginning and the
completion of the academic year for full- and part-time and correspondence forms
of teaching are determined in the working curriculum.
       The teaching process on educational programs of additional and professional
education may be carried out within the whole calendar year.
       3.3. In accordance with the federal state educational standards of higher
vocational education, the following standard terms of mastering the basic
additional programs of higher vocational education for full-time training are set up:
       Bachelors – not less than 4 years
       Graduates – not less than 5 years
       Masters – not less than 2 years
       The course of study on educational programs of secondary vocational
education is established in accordance with the standard terms determined by the
federal state educational standards of secondary vocational education.
       Standard terms of mastering educational programs of secondary [complete]
general education are determined by the federal state educational standards.
       3.4. The course of study on higher vocational education programs for full-
and part-time [evening] and correspondence forms as well as in the case of
combination of various forms of training may be increased up to one year in
comparison with the course of education for full-time form based on the decision
of the University Academic Council. The course of study on secondary vocational
education programs where necessary may be increased compared with the standard
terms of study based on the decision of the Founder.
       The course of study at the University for those with secondary vocationa1
education of corresponding profile or higher secondary vocational education at
various levels, as well as persons who can master the full primary education
programs of higher vocational education in a shorter period of time may be
decreased by the decision of the University Academic Council. The Federal State
Education authorities determine the terms of mastering the basic education
programs by these individuals within a shorter period of time.
       3.5. The decision of the University Academic Council may reduce the
course of study at the University for those with secondary vocational education of
corresponding profile or higher vocational education at various levels, as well as
for those who can master the full basic educational programs of higher education in

a shorter period of time. Terms of mastering the basic educational programs of
higher education by these individuals within a shorter period of time are
determined by Ministry of Education and Science of the Russian Federation.
       For persons with primary vocational education of corresponding profile,
secondary vocational or higher vocational education or the other sufficient level of
previous training and [or] abilities, training is allowed on reduced or accelerated
educational programs of secondary vocational education, the procedure for the
realization of which is set up by the Ministry of Education and Science of the
Russian Federation.
       3.6. The volume of students education load cannot exceed 54 academic
hours per week including all kinds of classroom and extracurricular [self-
dependent] work.
       The University has the right to reallocate the amount of mandatory lessons
for the student per week, depending on the course and training program.
       The volume of mandatory classroom lessons for the student of full-time
form of training on higher vocational education programs should not exceed the
average 27 academic hours per week for the period of theoretical training. Thus the
specified volume does not include the compulsory practical classes on physical
education and lessons in optional subjects. Classroom lessons by correspondence
are not less than 160 academic hours per year and cannot exceed 40 working days
for the junior courses and 50 days for the seniors.
       Weekly load of students enrolled in programs of full-time secondary
vocational education should not exceed 36 academic hours of lessons with the
teachers.
       3.7. The University has established the following stages of higher vocational
education:
       higher vocational education, supported by assigning a person who has
successfully passed the state certification, the qualification [degree] “bachelor”;
       higher vocational education, supported by assigning a person who has
successfully passed the state certification, the qualification “graduate”;
       higher vocational education, supported by assigning a person who has
successfully passed the state certification, the qualification [degree] “master”.
       Training programs for Bachelors, graduates and Masters are the basic
educational programs of higher vocational education at the University.
       The University implements the main vocational education programs of
secondary vocational education to basic and higher level.

       The University implements the programs of continuous multi-level
vocational education with the possibility of successive obtaining the qualification
at various levels by the final-year students.
       The University carries out the educational process in accordance with the
level of general education program of the third degree of general education –
secondary [complete] general education. The content of general education is
determined by the educational programs developed and realized by the University
itself on the basis of federal state educational standards and sample educational
curricula, courses and disciplines.
       The University implements the programs [additional to higher] of vocational
education confirmed by the qualification awarding.
       3.8. Educational programs can be implemented on appropriate levels and
degrees of education or continuously with their relationship in various forms: full-
time, full- and part-time [evening], by correspondence, and in the form of external
studies. The list of specialities [training directions] on which an education by
correspondence or in the form of external studies is not allowed is set up by the
Government of the Russian Federation.
       The organization of educational process at the University when realizeding
educational programs is regulated by curricula, annual calendar schedule of the
educational process and by the schedule of studies for each form of training which
the University develops independently on the basis of the federal state educational
standards of the appropriate level [stage]. The curricula in the direction of training
[speciality] are developed on the basis of the federal state educational standards,
sample curricula and the programs of disciplines approved by the federal state
education authorities. The curriculum in the direction of training [speciality] is
adopted by the Academic Council and approved by the University Rector.
       The content of education at the University is determined by the working and
training [educational] programs developed by the teachers on the basis of
exemplary educational programs and the federal state educational standards and is
approved by the Rector of the University.
       3.9. General requirements for the organization of educational process on
educational programs at various levels are established at the University by the
legislation of the Russian Federation in the field of education.
       When realizing the curricula have to ensure the full implementation of the
content and the requirements of federal state educational standards of the
corresponding levels [stages].

       Individuals enrolled under contracts with physical and juridical persons are
educated in full compliance with the federal state educational standards.
       Educational programs at the University can by implemented in various
forms depending on the amount of mandatory studies of the teaching staff with the
students: full-time, full- and part-time [evening], by correspondence and in the
form of external studies. By the decision of the University Academic Council the
combination of various forms to be highly educated is allowed.
       The regulation on external studies is approved by the Federal Executive
Authority performing the functions to elaborate the state policy, normative and
legal regulation in the field of education.
       For all forms to be educatied including the cases of their combination within
a particular educational program there is a single federal state educational standard.
       3.10. Subject [cyclic] methodological and other committees are established
on the academic disciplines [discipline cycles] of secondary vocational education.
       Everyday leadership of training and educational work in study groups
enrolled in secondary vocational education is carried out by the curator [class
teacher].
        3.11. According to the decision of the rector the students may explore
additional academic disciplines beyond disciplines of chosen speciality [areas of
training] upon written request as well as to study in parallel in another speciality.
Education in this case is carried out under a contract between the University and
the student, providing for a full refund to the University the cost of additional
educational activities.
       For persons who are the parties to the contracts for the simultaneous
mastering of two major educational programs of higher vocational education in the
same or different higher educational institutions the order of admission to students
may set up the individual terms to visit the particular types of studies, to do
practical work and attestation. Similar conditions are established for those
receiving a second higher education.
       3.12. The University determines the following basic types of studies
regulated by the curriculum, that is lectures, tutorials, lessons, seminars, practical
training, business games, video training, laboratory works, tests, colloquiums,
testing, independent work, calculation and graphics, reference research work of
students, educational, industrial [professional], pre-diploma practice, the course
designing [course work], the preparation of final qualifying works, exams, credits.

By the decision of the Academic Council other training sessions may be held. For
all types of classroom lessons the academic hour is set up for 45 minutes.
       3.13. Practical [professional] training for students of secondary vocational
education programs in the field of medical specialization takes place in health
institutions of primary medical and hospitable care assigned as the treatment bases
by order of medical authority [service] and health management and through the
contract between the University and health establishment.
       3.14. The University evaluates the quality of mastering the educational
programs based on the current control of progress, intermediate certification of
students and the final attestation of graduates.
       Forms of current, intermediate and final control of knowledge are defined by
the curriculum. Knowledge, skills and abilities of students at the University are
evaluated either by using four-grades system: “excellent”, “good”, “satisfactory”,
“unsatisfactory”, or by two-grades system: “credited”, “not credited”. The mark on
four-grades system is put down at the exam based on the protection of course
project [work], the graduation project [work] and work experience. By the decision
of the Academic Council other complementary forms of knowledge evaluation
may be established.
       The provision for current control of knowledge and intermediate
certification of students is accepted by the Academic Council of the University and
is approved by the Rector.
       3.15. Students at the intermediate certification during the academic year rent:
       on the programs of higher vocational education not more than 10 exams and
12 credits;
       on the programs of secondary vocational education not more than 8 exams
and 10 credits.
       In this case these numbers do not include exams and credits for Physical
Culture and optional disciplines.
       Students enrolled in a shorter period of time, and in the form of external
studies, when intermediate certification pass no more than 20 exams during the
academic year.
       3.16. Students or pupils who have mastered the full educational program of
the academic year, are respectively moved for the next course.
       3.17. The final certification of the University graduates is compulsory and it
is carried out by the state attestation commission after the mastering of educational
program in full. The final certification is carried out in accordance with the

provisions for the final state attestation of graduates of educational institutions of
the appropriate kinds and types. The mastering of educational programs of
professional retraining and the improvement of skills is completed by the
compulsory final certification of the audience.
        Final testing of students in retraining programs is carried out by specially
created commissions, approved by the Rector of the University. For the final
testing, according to the professional retraining programs, the State Attestation
Commission is set up.
       3.18. University graduates who have passed the state (final) certification, are
issued a document of the state sample of the level of education, certified with the
seal of the University, in the manner prescribed by the Ministry of Education and
Science of the Russian Federation.
       The basis for issuing the diploma is the resolution of the State Attestation
Commission. The Diploma with honors is issued to graduates who have passed the
examinations with the evaluation "excellent" for at least 75% of the subjects
introduced in the appendix to the diploma, and for other disciplines, introduced in
the application - with the evaluation "good", and to those who have passed final
certification with only excellent grades. The appendix to the diploma indicates the
estimates for all disciplines in the curriculum. Estimates of the optional courses
may be listed on the graduate’s wish.
       3.19. The diploma of incomplete higher professional education shall be
issued to students (the audience), who have interrupted their studies and
successfully mastered only some basic professional education programs of at least
the first two years in accordance with the curriculum of full-time education.
       3.20. The Academic Certificate is issued to persons dismissed from the first
or second year - without fail, and to students (listeners) - on their written request
with justification.
       Other persons who have not completed the appropriate level of education are
issued a standard reference.
       3.21. Students who have successfully completed training programs for
professional retraining or upgrading are issued documents on additional education:
       identification of short-term professional development - for programs from 72
to 100 hours;
       certificate of professional development - for programs from 100 to 500
hours;
       diploma of vocational retraining - for programs exceeding 500 hours;

       diploma of additional (to higher) education, certifying the assignment of a
new qualification - for programs exceeding1000 hours.
       3.22. A student who receives a document on the state of higher professional
education of a certain stage is entitled, in accordance with the received specialty
(training direction), to continue training for the educational program of higher
education of the next level and postgraduate education in postgraduate studies.
       3.23. Alumni of the University and persons eliminated before the end of the
University course are issued a document on education, on the basis of which they
were enrolled in the University, with a certified copy is in their personal files. All
other documents (extracts from the orders of enrollment, graduation or retirement,
the test book, the student card, etc.) remain in storage.
       3.24. The University informs students (on their application) on the
employment situation in the Russian Federation, helps students to enter into
contacts with organizations in their training and employment.
       3.25. Educational objectives derived from the humanistic nature of
education, as well as the priority of human values, are implemented in joint
educational, scientific, industrial, social and other activities of students and
lecturers of the University.

                4. RESEARCH AND SCIENTIFIC AND TECHNICAL
                       ACTIVITIES OF THE UNIVERSITY

       4.1. The main objectives of the University's scientific and technical activities
are generating new scientific knowledge, basic and applied research, creation of
new techniques and new technologies.
       4.2. Scientific and technical activities constitute one of the main activities of
the University. Fundamental (search), and applied research, implementation of
experimental design, scientific and technical, technological and promotional
activities are related to authorized activities of the University.
       4.3. The University has created the necessary conditions for students’
participation in research work.
       4.4. The main directions of scientific and technical activities of the
University are determined by the Academic Council of the University in
accordance with programs of research approved in the prescribed manner.
Research and development is conducted in accordance with the thematic plan of
scientific research and development approved by the Academic Council of the

       4.5. Scientific and technical activities at the University include the
following:
       - Conducting fundamental (search) and applied research;
       - Experimental design, and design and technological development;
       - Development of engineering and technological, organizational, and project
documentation;
       - Development, production and introduction of samples and production lots
of new equipment, materials and technologies, including non-standard
technologies and diagnostic equipment;
       - Execution of works and services of scientific and technical nature;
       - Publication of scientific papers, monographs, materials of congresses,
conferences, symposia and their implementation;
       - Development and implementation of computer software;
       - Scientific and technical recommendations, support research and production
services to organizations and people;
       - Services in the field of computer science, management, marketing,
metrology, patent licensing, information and advertising;
       - Organization and holding of exhibitions of scientific and technical
products, scientific conferences, symposia, forums;
       - Publishing background, consulting and other materials containing the
results of scientific and technical activities of the University.
       4.6. University relations with customers, arising from the work conducted
within the scientific and technical activities, are determined by the agreements
concluded in accordance with the laws of the Russian Federation.
       4.7. Scientific and scientific and technical activities of the University are
carried out within the federal budget and in accordance with the legislation of the
Russian Federation, with funds derived from income-generating activities, grants
and donations.
       Grantees are to dispose of them in accordance with the laws of the Russian
Federation or, if used in a foreign country, in accordance with the laws of this state
and in the order, caused by legal or natural person providing grants.
       4.8. The University conducts research in collaboration with scientific
institutions of the Russian Academy of Sciences, sectoral academies of sciences,
with research organizations and enterprises through joint programs and common
planning.

        4.9. The University carries out the legal protection and commercialization of
its intellectual property in accordance with the laws of the Russian Federation.
        University has the exclusive right of intellectual activity (intellectual
property) generated during performance of job duties by employees of the
University, except for the results of intellectual activity (intellectual property)
resulting from the implementation of research projects at the expense of the
customer, the disposal of which shall be in accordance with the terms of the
contract.

                  5. MANAGEMENT OF THE UNIVERSITY

        5.1. The University has autonomy and responsibility for its activities before
each student, society and state.
        Its autonomy is realized in the staff selection and their placement,
implementation of educational, scientific, financial, economic and other activities
in accordance with the legislation of the Russian Federation and this Charter.
       5.2. Management of the University shall be in accordance with legislation of
the Russian Federation, the Model Provisions on educational institutions in the
appropriate form approved by the Government of Russian Federation, the present
Charter, the agreement between the University and the Founder, based on the
principles of both unity of command and collegiality.
       5.3. The Charter of the University, amendments and (or) additions thereto
are adopted by the Conference of research and pedagogical staff, members of other
categories of workers and students (hereinafter - Conference) by open ballot, and
should be approved by the Founder.
       The University creates conditions for all the staff, students, postgraduates
and doctoral students to familiarize themselves with the present Charter, suggested
proposals for amendments or additions, and free discussion of those proposals.
       The Charter of the University, amendments and (or) additions to it are
subject to state registration in accordance with the laws of the Russian Federation.
       5.4. The procedure for electing delegates to the Conference of the University
is defined by the Academic Council. The members of the Academic Council shall
be not more than 50% of the total number of delegates to the Conference.
       The Conference of the University is considered competent if attended by not
less than two thirds of the authorized quorum of the delegates.
       The Resolution of the Conference of the University shall be considered

adopted if voted for by at least 50% +1 votes of those present with a quorum of at
least two thirds of the list structure of the delegates.
       The decision to convene the Conference and its date is made by the Rector
of the University or the Academic Council of the University.
       5.5. The competence of the Conference of the University includes:
       - Election of the Rector of the University;
       - Election of members of the Academic Council;
       - Adoption of the Charter, as well as amendments and (or) additions to it;
       - Discussion and approval of the collective agreement;
       - Election of the Commission on Labour,
       - Election of the Commission on Social Security.
       Resolutions of the Conference of the University on the election of the Rector
and members of the Academic Council shall be taken by secret ballot, while the
adoption of the Charter, as well as amendments and (or) additions to it, a collective
agreement, election of members of the Labour Court and members of the
Commission on Social Security are adopted by open vote.
       5.6. Overall direction the University is carried out by an elected
representative body – the Academic Council of the University.
       The structure of the Academic Council comprises the Rector, who is
Chairman of the Academic Council, President of the University, vice-rectors,
directors of branches, as well as, in accordance with by the resolution of the
Academic Council, Deans of Faculties. Other members of the Academic Council
shall be elected by the Conference of the University by secret ballot for five years.
The number of members of the Academic Council shall not exceed 65 persons.
       Procedure for the nomination of members of the Academic Council of the
University and representation of the structural units of the University and students
are set by the acting Academic Council of the University. Elected to the Academic
Council shall be the candidate receiving at least 50% +1 votes of the delegates of
the Conference. Students are elected to the Academic Council by the same
procedure as other members of the Conference.
       A member of the Academic Council may at any time resign, by notifying in
writing, the Academic Council of the University.
       In the case of dismissal (expulsion) from the University, an Academic
Council member, it is automatically eliminated from the Academic Council.
       Early re-election of members of the Academic Council are held at the
request of not less than half of its members, by the resolution of the Conference, as

well as in the case of disposal of an elected member of the Academic Council, or
his withdrawal from the Academic Council by the department who have nominated
him.
      Requirement of members of the Academic Council to hold early elections is
declared in writing to the Rector. In this case the date of convening of the
Conference is determined by the Rector.
      5.7. Structure of the Academic Council and the changes it are announced by
the order of the Rector.
      The Scientific Secretary of the Academic Council shall be elected by the
Academic Council of the University from its members.
      The Rector may appoint a Vice-Chairman of the Academic Council from the
vice-rectors. The Deputy Chairman of the Academic Council shall serve as
Chairman of the Academic Council in the event of his temporary absence.

       5.8. Powers of the Academic Council are as follows:
       1) it defines the main directions of activities of the University; considers
additions and amendments to this Charter and submits them to the Conference;
       2) it decides on changes in the structure of the University, and also considers
establishing of an autonomous institution by changing the type of the University;
       3) it considers and adopts regulations on structural subdivisions of the
University;
       4) it accepts the provisions (resolutions) on all important questions of
educational process, socio-economic issues, wages and economic activities within
the powers of the University;
       5) it determines the nomination procedure for election of the Rector of the
University;
       6) it determines the order of establishment, operation and powers of the
scientific councils of faculties (institutes);
       7) it determines the order of establishment of a Board of Trustees of the
University and other boards on various activities;
       8) it considers and adopts programs and plans for economic and social
development of the University;
       9)It decides on the organization and content of the educational process and
educational work with students, determines the general policy of the University in
the preparation and final certification of graduates;
       10) It takes the main directions of research work, discusses issues of its

improvement and the overall results of the implementation of research of the
University;
       11) It hears annual reports of the rector, vice-chancellors, the chief
accountant and other leaders of the University;
       12) It examines the international activities of the University;
       13) It resolves issues of competitive election of candidates for the posts of
professor;
       14) It assumes the position on the election of Dean (Director of the
Institute);
       15) It defines the procedure for election and elects deans (directors of
institutes), heads of departments, heads of academic departments of the University;
       16) It examines issues related to the presentation of employees of the
University to the state and industry awards and the awarding of the University
employees honorary titles;
       17) It assigns a scholarship of the Academic Council and takes decisions
about it;
       18) It gives grants;
       19) It approves the allocation of a scholarship fund and the procedure for
appointment of scholarships for students, postgraduates and doctoral students;
       20) It assignes a scholarship in the prescribed manner of the Academic
Council, paid for from funds received from revenue-generating activities, and takes
the order and procedure of their appointment;
       21) at least half the members of the Academic Council shall convene the
Conference team of the University;
       22) It sets the dates, the date and procedure for the election of the rector of
the University, the procedure for nomination of candidates for the post of rector
and requirements to them;
       23) It states the procedure of early termination of an employment contract
with a university professor because of his lack of qualification;
       24) It decides to increase the period of study by correspondence;
       25) It resolves issues regarding reducing the period of study at the
University of those w having secondary vocational education from the profile or
higher vocational education at various levels, as well as persons who can master
the full primary education program of higher education in a shorter period of time;
       26) It determines the possibility of postponing the beginning of the school
year, not exceeding two months;

       27) It takes the Regulations on the current control of progress and interim
evaluation of students;
       28) It decides on the possibility of including the deans (directors) faculties
(institutes) in the staff of the Academic Council without being elected by the
Conference;
       29) It establishes the amount and structure of the enrollment for the first
course for training in the branches of the University on federal budget;
       30) It considers the possibility of providing training on primary and
secondary vocational education programs, declared to licensing;
       32) It decides on the transfer of students with paid tuition to the free of
charge training ;
       33) It represents the workers of the University to the academic titles;
       34) It decides on the establishment of (and with others) business entities
whose activities is implementing of the results of intellectual activities (programs
for electronic computers, databases, inventions, utility models, industrial designs,
selection achievements , topographies of integrated circuits, trade secrets (know-
how)), the exclusive rights on which belong to the University;
       35) It approves the basic educational program of postgraduate professional
education;
       36) It decides on the licensing of new educational programs of postgraduate
professional education;
       37) It exercises other powers delegated by legislation of the Russian
Federation and this Charter to the competence of the Academic Council.

       5.9. Decisions of the Academic Council are signed by its chairman and
executive secretary.
       Meetings of the Academic Council may attend and participate in the
discussions on these issues the representatives of the Owner, the federal
government education authorities, government and executive power of Omsk and
the Omsk region, academics, students and other persons who are not members of
the Academic Council .
       Decisions of the Academic Council on all matters shall be taken by open
vote by simple majority, and during the competition for faculty and academic staff,
reporting to the award of degrees - in a secret ballot by the appropriate provisions
of the order. Decisions of the Academic Council are eligible if the meeting was
attended by at least two-thirds of its members.

        Academic Council meeting are usually held on the plan in accordance with
the timetable for the academic year. The plan and schedule for the next academic
year are considered by the Academic Council of the University at the end of the
current school year and approved by the rector.
        Academic Council of the University has the right to transfer the fulfillment
of its functions by the Academic Council of the University academic units, as well
as in exceptional cases to execution of the functions of the Academic Councils of
the training units of the University.
        5.10. Board of trustees can be created in the University, acting under the
provisions of the Guardian Council, which is accepted by the Academic Council of
the University and approved by the rector of the University.
        Board of Trustees of the University shall perform the following functions:
        1) participates in the development of the concept of the University;
        2) make suggestions for improving the structure of University;
        3) makes proposals for the development and introduction of new efficient
technologies and forms of education, to support new forms of innovation and
research activities of the University;
        4) It establishes and maintains the University's relations with international
organizations, public authorities and administration, other bodies, organizations,
institutions and enterprises, and also represents University there;
        5) assists the University in attracting additional funding;
        6) oversees the allocation and expenditure of financial and material
resources allocated to the University by investors and sponsors through the Board
of Trustees of the University;
        7) participates in discussions at meetings, councils and other meetings at the
University of matters educational, scientific, creative and production activities;
        8) performs other functions authorized by the Board of Trustees of the
University.
        5.11.In the University may be introduced the post of a president of the
University.
        The method of electing the president of the University, its status, rights and
responsibilities, logistical support and cessation of activities is governed by the
laws of the Russian Federation and the Statute of the president of the University,
taken by the Academic Council of the University and approved by the rector.
        5.12. Direct management of the University fulfils rector.
        Procedure for the nomination to the post of president, the timing and

procedure
       elections are determined by the Academic Council of the University.
Procedure for the nomination to the post of Rector shall be available for self-
nomination. Date of election is approved by the rector and by the Founder.
       5.13. The rector is elected from among persons under the age of 65 years and
usually with degree and academic rank.
       Candidates to the post of the rector of the University are submitted to the
Certifying Commission of the Founder.
       The Rector is elected by the Conference of the secret ballot for a term of 5
years from the nominations agreed with the Attestation Commission of the
Founder.
       5.14. The Rector is elected if more than 50 percent of those present at the
conference (if not less than two thirds of the scheduling of the delegates) voted for
him. If the rector has not scored more than 50 percent vote of the conference or if a
vacancy, shall be appointed new election of the rector with the discussion of
applicants” (applicant) programs.
       Timing and conduct of elections of the rector, the procedure for nomination
of candidates to the post of rector and requirements to them are determined by the
Academic Council of the University in consultation with the Owner.
       5.15. If the election for the post of rector involved several contenders, then
elected to this position is to receive more than 50 percent of the votes present at the
Conference (if not less than two-thirds of the scheduling of the delegates). If no
candidate won the required number of votes, the Conference decided to hold a
second round of elections, or recognizing the election unheld and appoint new
elections.
       In the case of the second round of elections two candidates who obtained
the largest number of votes in the first round are brought together. Elected to the
post of rector by the new vote shall be considered an applicant who receives over
50 percent of the votes present at the Conference (if not less than two-thirds of List
of delegates).
       5.16.The appointment of the elected rector is confirmed by the Founder.
The assertion is preceded by the conclusion of the employment contract between
the rector and Founder.
       In the case of a reasoned refusal of the Founder of the approval of candidates
elected to the post of the rector of the University, a new election is appointed. If
the same candidate for the post of rector is gaining not less than two-thirds vote of

those present at the Conference, he is alleged by the Founder on a mandatory
basis.
       5.17. If there is a vacant post of the rector performance of his duties is
conferred on a pro-rectors by the act of the Founder.
       Position of the rector of the University shall be replaced by a person under
65 years of age, regardless of the duration of their employment contract. On the
proposal of the Academic Council Founder may extend tenure of the rector of the
University until the age of 70 years.
       5.18. The Rector decides on all issues except within the competence of the
Conference and the Academic Council, and has the following powers:
       1) acts without a power of attorney on behalf of the University, it is in all
bodies, enterprises and organizations;
       2) disposes of the property of the University in the legislation of the Russian
Federation the procedure, concludes a civil-legal agreements;
       3) gives powers of attorney, including the right of substitution,
       4) opens the territorial bodies of the Federal Treasury accounts from
accounting for the federal budget and the funds derived from income-generating
activities in the currency of the Russian Federation, as well as open accounts on the
accounting of funds in foreign currency - in accordance with the laws of the
Russian Federation;
       5) approves the staffing of the University, carries out the reception and
dismissal of workers, concludes contracts of employment as a result of an election
to fill the election of the contest to fill the position, the appointment or
confirmation in office and in other cases provided by law, amend, supplement and
shall terminate labor contracts with employees, determines their rights, duties and
responsibilities;
       6) assigns, transfers and dismisses the vice-rectors, defines the scope of their
powers, duties and responsibilities of vice-rectors;
       7) defines the range of powers, duties and responsibilities of heads of the
University;
       8) decides on the promotion and awarding bonuses to employees of the
University, sets the supplements, bonuses and other additional payments to
scholarships of students, graduate students and to the salaries of employees of the
University in accordance with the laws of the Russian Federation;
       9) disciplines all the staff and students at the University;
       10) signs on behalf of the employer's collective agreement;

       11) states rules and regulations adopted in the prescribed manner;
       12), on behalf of the University enters into contracts with university
students, corporate entities and individuals, including the training of students and
student agreements, contracts and other dealings that are not prohibited by the
legislation of the Russian Federation, the transactions;
       13) regularly informs the Academic Council of the University about
educational, scientific and financial activities of the University;
       14) decides on the major issues of international and foreign economic
activities of the University;
       15) Confirms all the provisions of the University, not inconsistent with this
Constitution, as well as job descriptions of the staff;
       16) organizes the work of the administration;
       17) defines organizational, technical and other measures aimed at creating
conditions for the protection of the state secret;
       18) organizes and conducts activities for mobilization training and readiness
of the university to transfer to work in wartime conditions, to meet mobilization
target for the graduation of specialists;
       19) facilitates the work of public organizations of the University;
       20) issues orders and directives that are mandatory for all staff and students
at the University;
       21) exercises other powers granted to the rector by the Russian Federation
legislation, the employment contract between the rector and the Founder, this
Charter, and by the contract between the Founder and the University.
       5.19. The rector is responsible for:
       1) improper use of budgetary allocations of the federal budget;
       2) accepting commitments beyond the brought limits of budgetary
commitments;
       3) obtaining credits (loans);
       4) failure to comply with the objectives and functions of the University;
       5) delay in reporting the results of the University activity;
       6) other violations of the Russian Federation budget legislation.
       The rector is personally responsible for organizing the work and creating
conditions to protect the state secret in the University, for the compliance of
statutory restrictions on familiarization with the data containing the state secret.
       5.20. The rector can not perform his duties concurrently.
       5.21. All pro-rectors of the University are employed on fixed-term

employment contract. Completion date fixed-term employment contract concluded
with the pro-rector cannot be greater than the end of the term of the powers of the
rector.
       The rector may delegate pro-rectors and other senior officials of the
University execution of the part of his powers in the form of order or warrant. In
case of temporary absence of the rector execution of his duties can be temporarily
assigned by the rector's order to one of the pro-rectors.
       Administration is an advisory body and it makes decisions held by the orders
and directions of the rector. Administration consists of the rector, pro-rectors and
other senior officials of the University determined by the rector.
       Posts of pro-rectors are replaced by those under the age of 65 years
regardless of the duration of their employment contracts. At age 65 with their
consent, these workers are transferred to other positions commensurate with their
qualifications.
       On the proposal of the Academic Council of the University rector of the
University has the right to extend the term of office of pro-rector until he reaches
the age of 70.
       5.22. The general management of departments (institutes) of the University
shall Academic Councils of the departments (institutes), chaired by the deans
(directors of institutes). The size, the order of election and the powers of the
Academic Councils of departments (institutes), as well as powers of dean (director
of the Institute) are determined by the regulations on the department (institute).
Regulations on the department (institute) is reviewed and adopted by the Academic
Council of the University and approved by the rector.
       5.23. Department (institute) is headed by the dean (director), elected for a
term of 5 years by secret ballot by the Academic Council of the University from
among the most qualified and competent employees of the University with a
degree and (or) a title. The candidate received more than 50 percent of votes of the
members of the Academic Council in the presence of at least two thirds of the list
of representatives of the Academic Council is considered to be elected. Elected
dean (director) is approved by the order of the rector. The assertion is preceded by
the conclusion between the University and the dean of the department (institute) of
an employment contract. The procedure of election and release of dean (director of
the institute) is determined by the Regulations on dean (director of the institute)
elections.
       5.24. Direct management of the research division of the University

implements manager (chief, director) appointed by the rector, as a rule, from
among the most qualified and competent employees of the University with a
degree and (or) a title.
       5.25. Direct management of the University branch and its representative
implements Director, appointed by the order of the rector of the University after
the conclusion of his employment contract and acting under a power of attorney
issued by the rector. Powers of the branch director and the director of the
representation are determined by the regulations of those subdivisions.
       5.26. Posts of directors of the branches (institutions on the rights of
branches) of the University may be held by people under the age of 65 years
regardless of the duration of their employment contracts. At age 65 with their
consent, these workers are transferred to other positions commensurate with their
qualifications.
       On the proposal of the Academic Council of the University the rector has the
right to extend the tenure of the director of the branch (institute) of the University
until they reach the age of 70.
       5.27. General management of medical school (faculty of secondary
vocational education) is provided by the advice of the medical school. Direct
management of the medical school implements director of medical school (dean of
the faculty of secondary vocational education). The size, the order of election and
powers of the board of medical school, as well as the powers and procedure of the
election of director of medical school (dean of the faculty of secondary vocational
education) are determined by the regulations of the division.
       5.28. Chair manages the manager, elected by the Academic Council of the
University of secret ballot for a period of 5 years from among the appropriate
expertise, who as a rule, have the degree and (or) a title with regard to the opinion
of the chair staff and the dean (director of the Institute). The candidate who
receives at least 50% +1 vote of the members of the Academic Council of the
University with a quorum of at least 2/3 of its personnel is considered to be
elected. The elected head of the department is approved by the order of the rector
of the University after the conclusion of his employment contract. Powers of the
manager are determined by the regulation of the chair, approved by the order of the
rector, after consideration by the Academic Council of the University.
       5.29. Participation of students in university management is provided by the
opportunity to participate in the Conference of the University, be elected to the
Academic Council of the University, the Academic Councils of departments

(institutes). The interests of students are represented by public organizations of
students. The relationships of the University administration and public
organizations of students are defined by their charters and treaties between them.
       5.30. Public organizations and associations in the system of higher and
postgraduate education act at the University in accordance with the laws of the
Russian Federation.

              6. STUDENTS AND STAFF OF THE UNIVERSITY

       6.1. University students are students, graduate students, doctoral students,
participants and other categories of students.
       Student is a person duly enrolled by the order of the rector to the University
for training in educational programs of higher vocational and secondary vocational
education. A student in the prescribed manner is issued student ID card and test
book.
       Graduate student is a person who has the higher professional education,
enrolls in graduate school and is preparing a thesis for the degree of Candidate of
Sciences.
       Doctoral student is a person who has PhD degree and enrolled in a doctorate
to prepare a dissertation for the degree of Doctor of Science.
       The participants of the University are persons enrolled in:
       - subdivisions to prepare for entrance to universities and colleges,
       - subdivisions to improve the skills, vocational training and retraining;
       - another university, if they are getting second higher vocational education at
the same time.
       Enrollment of students in the University to improve the skills, training and
retraining is based on the order of the rector. The legal status of students in receipt
of educational services consistents with the status of university student of relevant
forms of training.
       6.2 The student receives a secondary or higher vocational education in the
chosen direction of training (specialty) within the corresponding federal state
educational standard through the development of appropriate educational
curriculum of the secondary or higher education.
       6.3 The student is guaranteed the freedom of transfer to another university or
secondary educational institution with the consent of the institution and successful
completion of certification.

       6.4. Students of the University are entitled to:
       - gain knowledge in their chosen specialty (training direction) in accordance
with the requirements of the federal state educational standards;
       - participate in forming the content of their education, subject to the
requirements of the federal state educational standards of higher education within
the budget; this right may be restricted by terms of the contract between the student
and the University, as well as natural or legal person who assisted him in obtaining
education and subsequent employment;
       - choose the optional (not required for the direction in preparation) specialty
and elective (elected mandatory) courses offered by the relevant department
(institute) and the chair;
       - master in addition to academic disciplines in the chosen field of study
(specialties) any other academic disciplines taught at the University in consultation
with the heads of educational departments of the University, as well as academic
subjects taught at other institutions (in consultation with their supervisors) on a full
recovery student costs;
       - participate in discussion on important matters of the University, including
through public organizations and governing bodies of the University;
       - use the library service free of charge as well information collection,
services of educational, scientific, medical, sports and other units of the University
in the manner determined by the regulations of those subdivisions;
       - take part in all forms of research, conferences, symposia, submit their work
for publication, including in publications of the University;
       - participate in organizing and conducting mass cultural, sports and
recreation, and other educational activities;
       - study on the individual schedule provided in accordance with established
procedures at the University;
       - move from tuition fees for training funds allocated from the federal budget,
in the presence of vacant seats on the budget this course and specialty (training
direction) on a competitive basis in accordance with the transfer of students to be
approved by the Academic Council of the University;
       - vacation a total duration not less than 7 weeks per year (for students of full-
time and part-time (evening) forms of training), including a fortnight in winter;
       - establish public youth organizations, associations, not prohibited by the
legislation of the Russian Federation, to participate in their work;
       - appeal against the orders and regulations of the University administration

in accordance with the legislation of the Russian Federation;
       - a place in the dormitory of the University in the presence of the housing
stock;
       - get grants, designated by the sending to train legal or physical persons, as
well as scholarships under the relevant regulation;
       - combine study with work in their spare time at the enterprises and
organizations of any type of property subject to their performance.
       6.5. Students of the University must:
       - acquire the theoretical knowledge and practical skills in their chosen
specialty;
       - carry out in due time all kinds of tasks envisaged by the curriculum and
educational programs of higher vocational education;
       - respect labor and dignity of tutors, educational support personnel and other
employees of the University;
       - abide by this Charter, rules and regulations of the University the right to
stay in hostels and other local acts of the University, to carry out orders, directives
and instructions of the University management and the department (institute)
management;
       - strive to improve the culture of behavior in society, improve morally and
physically, promote development and growth of the University's prestige;
       - be careful with the material values of the University;
       - provide a written justification for the requirement of the University
administration in the commission of a disciplinary offense and other violations;
       - training of full reimbursement in a timely and fully pay fees in accordance
with the contractual agreement;
       - make timely payment for accommodation in a hostel;
       - attend all types and forms of classes provided for educational plans;
       - submitted by individual departments, students, subject to successful
learning, can be transferred by order of the deans of the faculties (institutes’
directors) for individual education plans with free attendance of certain types of
classes.
       6.6. The students are encouraged for academic progress, research work,
cultural and sports activities.
       6.7. The students of full time course, receiving education through federal
budget are provided by scholarship according to the Russian Federation legislation
and the Scholarship Regulations(Rules) adopted by the University Academic

Council .
       6.8. The University provides measures of social support for students
(according to their financial state, academic progress and participation in public
life of the University) such as scholarships, grants and other social payments. The
University may establish scholarship of The Scientific Council for the graduates
and postgraduates.
       6.9. The students can be transferred from one educational program to
another by the Rector’s order at student’s application and presentation of the
Institute directors and the deans if there’re vacancies.
       6.10. The students from the other universities can be transferred to the
University and from secondary vocational schools to the medical college of the
University, (as well as the students can have an academic leave) by the Rector’s
order and according to the appropriate Federal government education authorities.
       6.11. The students can get such authority punishment as: warning, reprimand
or expel for failed/ missed exams, breach of the University Charter Internal Rules,
the Residence Rules or any other local acts.
       A disciplinary sanction, including expel, may be imposed on the student
after receiving a written explanation.
       In case of refusal to give a written explanation, the appropriate statement
(paper, act, document) is executed. It affords ground for imposing a disciplinary
sanction.
       A disciplinary sanction isn’t applied later than one month and not later than
6 months from the date of the fault, except the time of the disease and (or)
vacation.
       It isn’t allowed to expel a student during the illness, vacation, sabbatical or
maternity leave.
       6.12 the students are expelled from the University:
       1) due to reasonable excuse:
       - free will
       - health state
       - transferring to another educational institution;
       - a call for military service (if there isn’t a right to delay)
       - the completion of the basic educational program and successful passing of
final state certification;
       - death;
       2) unreasonable excuse

       - academic failure;
       - unsatisfactory marks in three or more disciplines at the current control
progress in the semester;
       - For non-performance or improper performance of duties under the present
Charter, Internal Rules and Regulations of accommodation in a dormitory;
       - For non-attendance of the classes without a reason more than the norm
established by the Academic Council of the University (faculty, institute, branch),
the board of medical school;
       - guilt for commission of a crime;
       - Terminate the contract for the provision of paid educational services in
connection with the failure of its terms.
       3) the students are expelled because of poor progress due to one of the
following reasons:
       - Received poor marks on three or more disciplines in a single examination
session;
       - Failed tests or exams
       - Unsatisfactory mark for a repeating examination
       - No practical training or work experience .
       Expulsion of students from the University is carried out by the Rector's order
according to the presentation of the Head of the academic unit or his deputy.
       The students enrolled in the University, but not started lessons without good
reason within 10 days after the start of training sessions, are expelled from the
university.
       6.13. The students expelled from the university on their own will or for a
good reason have the right for reinstatement within 5 years, if there’re vacant
places.
       the Russian Federation to participate in their work;
       - Appeal against the orders and regulations of the University administration
in accordance with the legislation of the Russian Federation;
       - For a place in the dormitory of the University in the presence of the
housing stock;
       - Grants, designated by the sending to train legal or physical persons, as well
as scholarships under the relevant provisions;
       - Combining study with work in their spare time at the enterprises and
organizations of any type of property subject to their performance.
       6.5. Students of the University must:

       - To acquire the theoretical knowledge and practical skills in their chosen
specialty;
       - To carry out in due time all kinds of tasks envisaged by the curriculum and
educational programs of higher vocational education;
       - Respect the dignity of labor and teachers, educational support personnel
and other employees of the University;
       - Abide by this Constitution, rules and regulations of the University the right
to stay in hostels and other local acts of the University, to carry out orders,
directives and instructions of the leadership of the University and the Faculty
(Institute);
       - Strive to improve the culture in society, improve morally and physically, to
promote development and growth of the University's prestige;
       - Careful with the material values of the University;
       - Provide a written justification for the requirement of the University
administration in the commission of a disciplinary offense and other violations;
       - The training of full reimbursement in a timely and fully pay fees in
accordance with the contractual agreement;
       - To make timely payment for accommodation in a hostel;
       - Attend all types and forms of employment provided for educational plans;
       - Submitted by individual departments, students, subject to successful
learning, can be transferred by order of the deans of the faculties (institutes of
directors) for individual education plans with free use of certain types of
occupations.
       6.6. For success in school and participate actively in research, cultural and
sports activities for students of the University to establish different forms of moral
and material incentives.
       6.7. Students full time course, receiving education through budgetary
allocations federal budget provided scholarships to accordance with the legislation
of the Russian Federation and the provision of scholarship provision, is adopted by
the Academic Council of the University.
       6.8. University within the existing budgetary provisions of the federal
budget, as well as funds derived from income-generating activities, self-developing
and implementing measures of social support for students, including sets,
depending on their financial situation, academic success and participation in public
life of the University scholarships, grants and other social payments. University
may establish for undergraduate and postgraduate scholarships to the University

Scientific Council.
       6.9. Transfer student from one educational program to another by order of
the Rector at the request of the student and presentation of branch directors and
deans of faculties (institutes of directors) in the presence of vacancies.
       6.10. Transfer students from other universities in the University and from
secondary vocational schools in the medical school of the University, as well as the
provision of student academic leave are made by order of the rector in the order
determined by the appropriate federal government education authorities
       6.11. Failure to comply with the curriculum of the training (specialty) in
time for contempt of reasons, the violation of student responsibilities under the
Charter of the University's Internal Rules, the Rules of residence in the dormitory
of the University and other local acts to the University, students can apply the
following disciplinary measures:
       - Observation;
       - Reprimand;
       - Expulsion from the University on the grounds provided by this Charter.
       A disciplinary sanction, including dismissal, may be imposed on the student
after receiving an explanation from him in writing. In case of refusal to give
students a written explanation of the appropriate act, the existence of which gives
grounds for imposing a disciplinary sanction.
       A disciplinary sanction is applied not later than one month from the date of
discovery of a misdemeanor, but no later than 6 months from the date of
commission, not counting the time a student of the disease and (or) find it on
vacation.
       Not allowed to expel a student during their illness, vacation, sabbatical or
maternity leave.
       6.12 Trainees are allocated from the University:
       1) for legitimate reasons:
       - On their own;
       - For health reasons;
       - In connection with the transfer to another educational institution;
       - In connection with a call for military service if they do not have the right to
delay;
       - In connection with the completion of the development of basic educational
program and successful passing of final state certification;
       - In connection with the death;

       2) the unjustified reasons:
       - For academic failure;
       - In connection with receiving unsatisfactory ratings in three or more
disciplines at the current control performance in the semester;
       - For non-performance or improper performance of duties under the present
Charter, Internal Rules and Regulations of accommodation in a dormitory;
       - For non-attendance without good reason, training sessions more than the
norm established by the Academic Council of the University (faculty, institute,
branch), the board of medical school;
       - If found guilty by a court of a crime to the exclusion of the possibility of
continuing education;
       - Terminate the contract for the provision of paid educational services in
connection with the failure of its terms.
       3) academic failure, students are allocated in the presence of one (or several)
of the following conditions:
       - Received poor ratings on three or more disciplines in a single examination
session;
       - Did not eliminate the debt in the academic schedule;
       - Received an unsatisfactory rating with the commission re-take;
       - No past training or work experience or re-defended account of its passage.
       Expulsion of students from the University is the Rector's order for the Head
of the academic unit or his deputy.
       Individuals enrolled in the University, but not started school lessons without
good reason within 10 days after the start of training sessions, are excluded from
the school.
       6.13. The student has the right to reinstatement at the University within 5
years after being expelled from it on their own or for a good reason to preserve the
basis of learning (free or paid) in accordance with which he attended before
deductions, in the presence of the University of vacancies.
       Students expelled from the University because of compelling reasons may
be reinstated by order of the rector if there are vacancies upon recommendation of
the Head of the educational unit. However, University may refuse to restore or
impose restrictions (conditions) of the reinstatement (periods of reinstatement,
training course, educational program, etc.).
       6.14. Students are provided with medical care by a structural division of
University - Outpatient Clinic which carries out therapeutic and preventive

measures in accordance with the issued license.
       Catering students is entrusted with University. University provides facilities
for catering students as well as for storage and cooking.
       6.15. University provides posts of research and teaching (higher-education
teaching personnel, researchers), teaching, engineering, administrative and
managerial, industrial, educational support, medical, maintenance and other
personnel. Faculty positions include Dean of the Faculty (Institute Director), head
of department, professors, associate professors, senior lecturers, lecturers, assistant.
       6.16. Filling the vacancies for scientific and pedagogical staff at the
University with the exception of Dean (Director of the Institute) and the head of
the department, is carried out under an employment agreement made for a period
of 5 years. When filling positions of scientific and pedagogical employees making
an employment agreement follows the competition.
       The regulations of filling of the vacancies of the teaching staff and
researchers at higher education institution are approved by the federal government
education authorities.
       Filling scientific and educational positions in the order of competition also
applies to:
       - Heads of research departments of University, of some laboratories and
other academic units;
       - Chief Researchers, leading researchers, senior scientists, researchers and
research assistants of Research Unit and Department of University.
       6.17. Posts of dean (director of the Institute) and the head of the department
are elected. Making an employment contract with the dean of the faculty (institute
director) and the head of the department follows the elections, the procedure of
which is assigned by this Charter and the relevant regulations.
       6.18. Research and teaching staff may:
       - have organizational, logistical support of their professional activities;
       - elect and be elected to the Academic Council and (or) Academic Councils
of the respective faculties (institutes) in accordance with established procedure;
       - participate in discussing and deciding issues relating to University
activities including by way of social society organizations and the University
administration;
       - use libraries, information collections, teaching and research departments, as
well as medical services and other units of the University free of charge in
accordance with the Regulations on these subdivisions;

       - determine the content of training courses in accordance with federal and
state educational standards of higher education;
       - choose methods and means of teaching that best meet their individual
needs and provide high quality educational process;
       - appeal against the orders and regulations of the University administration
in accordance with the established procedure of the legislation of the Russian
Federation.
       6.19. Research and teaching staff are obliged:
       - to provide highly efficient teaching and scientific processes;
       - to form students` competencies in the chosen training (specialty) direction,
high morality and common culture, ability to work and live in modern society ;
       - to be an example of ethics, the culture of behavior and correctness in
relations with staff and students of University;
       - to develop students` being independent, initiative, creative, projecting and
timely and of high quality implementing individual plan of work for the academic
year;
       - to improve their qualifications systematically;
       - to comply with state and commercial secrets;
       - to comply with this Charter and internal regulations of University, as well
as other local acts of University.
       6.20. People with higher professional or vocational education are allowed to
teach at the University under secondary vocational education programs. People
with higher professional education are allowed to make researches and teach at the
University.
       People not allowed to the pedagogical and scientific-pedagogical activity are
the following:
       ineligible to be engaged in teaching (research and teaching) activities in
accordance with the judgment at law;
       having an unexpunged previous convictions or outstanding conviction for
the commission of premeditated grave and especially serious crimes;
       recognized incapable adjudged in accordance with the federal law;
       having the diseases on the list approved by the Ministry of Health and Social
Development of the Russian Federation.
       6.21. For University staff engaged in pedagogical activity, the shorter
working week - less than 36 hours per week and extended annual paid leave of 56
calendar days is determined.

       Study load for the scientific and pedagogical employees is established by the
University independently, depending on their skills and profile of the department
of up to 900 hours per academic year (within the limits of the salary).
       Study load for the academic year for teaching staff should not exceed 1440
hours.
       6.22. Employees of the University engaged in teaching activity, not more
than once every 10 years of uninterrupted teaching experience in higher education
institutions have the right to time off for up to one year provided for the writing of
monographs, textbooks, teaching aids and other scholarly works and for other
cases. Depending on the purpose of leave and financial capacity of University,
holidays at the request of a teacher accompanied by an application of the
immediate supervisor may be provided with full, partial payment or without
payment based on the order of the rector.
       6.23. Elected officials and teaching staff (including senior staff whose
activity is connected with the educational process) to assist them in securing
publishing materials and periodicals are eligible for compensation in the amount
determined by Russian law.
       6.24. Dismissal (termination of employment contracts) of all categories of
employees of the University is carried out in accordance with the labor laws of the
Russian Federation. Dismissal of teachers at the initiative of the University
administration in connection with the staff reduction is only allowed after the end
of the school year.
       6.25. The rights and obligations of employees of University are determined
by the labor legislation of the Russian Federation, the collective agreement,
internal regulations of the University's employment contract and employee job
descriptions.
       6.26. For success in the training, methodological, scientific, educational
work and other activities authorized for employees of the University, forms of the
moral and material incentives are established under the internal regulations of the
University.
       6.27. People working or studying in the University should not use its name
in his/her non-professional or political activities.
       6.28. The decision on the admission of officials of the University to the state
secret shall Rector of the University. The mutual obligations of the University
administration and the legalized person to protect state secrets are reflected in the
agreement observing the civil and the labor legislations of the Russian Federation

and the Law "On State Secrets".
      The Rector determines the access order of the University officials to the
information constituting state secrets. The organisation of the access is entrusted
the university department for the protection of state secrets – the First Department.

               7. TRAINING OF SCIENTIFIC-PEDAGOGICAL
         AND SCIENTIFIC PERSONNEL AND PROFESSIONAL SKILL
                   IMPROVEMENT OF EMPLOYEES

       7.1. The University carries out training, retraining and professional skill
improvement of scientific-pedagogical staff by:
       - Postgraduate studies;
       - Training in doctorate studies;
       - Transfer of teachers candidates to the posts of scientific staff for up to two
years for the preparation of the thesis for a Doctor’s degree;
       - Providing with sabbaticals to complete the dissertation with pay period:
three months - for a Candidate dissertation and six months - for a doctorate;
       - Attaching of the applicants to the departments for preparing of theses and
passing the candidate examinations;
       - Directions to the scientific-pedagogical research and teaching internships at
Higher Educational Institutions, at industrial enterprises, organizations and
scientific-research institutions, including foreign ones;
       - The direction of teachers in the faculties and institutes of training and
retraining of other universities;
       - Participation in short courses and seminars;
       - Carrying out the scientific research and scientific methodological work,
including the preparation of textbooks, educational supplies and monographs;
       - Applying the other forms of professional skill improvement.
       7.2. The people who have higher professional education are taken to the
post- graduate studies on a competitive basis.
         The people who have an academic degree of Candidate of science can be
taken to the doctorate studies.
         The admission of foreign citizens to the post-graduate and doctorate
studies of the University is carried out in accordance with international treaties and
agreements, as well as on the basis of the direct contracts with foreign enterprises,
institutions and individuals.

       7.3. The number of people taken to the post-graduate and doctorate studies
of the University for training at the expense of the federal budget, and the
admission structure are set annually by the Founder.
       The University may, in the consultation with the founder to admit the
citizens in excess of the target figures for admission to postgraduate and doctorate
studies for the preparation of candidates and doctors on the grounds of the
concluded contracts with legal and (or) physical people with the condition of a full
reimbursement of educational expenses.
       7.4. The organization of work on the admission and the training of post-
graduate students, doctorate students and degree applicants is determined by the
position, approved by the appropriate federal state education authorities.
       7.5. Further training of the scientific-pedagogical staff of the University
shall carry out at least once every five years in Russian and foreign educational
institutions of a system of professional skill improvement and professional
retraining of personnel, higher educational institutions, the leading academic and
industrial organizations by means of training, internships, training and defence of
the theses, participation in seminars, as well as the use of other kinds and forms of
professional skill improvement.
       7.6. Further training of the scientific-pedagogical staff of the University can
be funded both by means of the University and at the expense of legal and (or)
individuals under the contracts with Higher Educational Institutions and scientific
institutions or organizations.
       7.7. The main tasks for carrying out the additional professional education of
teachers and other employees of the University are:
       - A training process should be carried out on the base of the latest
achievements of pedagogical science, intensive technology training;
       - Development and publication of training plans and programs, training and
manuals;
       - Carrying out the fundamental scientific researches, including the urgent
problems of teacher training, vocational retraining and professional development
of teachers and other education professionals;
       - Arranging of the exchange of experience in the field of additional
professional education of teachers and other education personnel.

                       8. THE UNIVERSITY ECONOMICS

       8.1. The University to ensure the activities under the present Charter is
allotted on the right of the operative management the federal detached property,
which is reflected on its balance sheet.
       The powers of the owner of the property assigned to the University, are
made by the Federal Agency of Railway Transport and the Federal Agency of
Management of State Property in the cases stipulated by the legislation of the
Russian Federation.
       8.2. The University in respect of the accorded to its on the right of the
operative management of property carries the right of possession, use and dispose
of it within the limits prescribed by the legislation of the Russian Federation in
accordance with the objectives of its activities, tasks and purpose of the property
owner.
       The University has the right to self-disposal in accordance with the laws of
the Russian Federation proceeds of the extrabudgetary resources within the
estimates of revenues and expenses, approved in the prescribed manner.
       The property assigned to the University, may be alienated by the owner in
the manner and on terms established by the legislation of the Russian Federation.
       8.3. The property acquired by the University from the funds received from
the permitted activities, and recorded on a separate balance sheet comes in a
separate disposal of the University.
       The University has an obligation to provide the information on the property
acquired through the proceeds from the income-generating activities, to the Federal
Agency of Management of State Property, as well as carries out the timely and
quality work to integrate federal assets and annual update of information into
accounts.
       8.4. The University is the shareholders responsibility for the safety and the
effective use of the assigned property.
       The University is responsible for its obligations at its cash disposal. With
their failure vicariously the owner of the property assigned to the University for the
operational management is responsible for its obligation in accordance with the
legislation of the Russian Federation.
       8.5. The plots of land on which the University is located is given to it a
permanent (unlimited) use in accordance with the laws of the Russian Federation.
       8.6. The University shall not perform any transactions, the possible

consequences of which is the alienation or the encumbrance of the property
assigned to the University, or the property acquired with the funds allocated to the
University by the owner, unless otherwise stipulated by the legislation of the
Russian Federation.
        8.7. The sources of funding at the University are:
        - Budget allocations of the federal budget;
        - Funds from the lease of the federal property assigned on the right of the
operative management in accordance with the legislation of the Russian
Federation, including funds received as the payment for the provision of utilities to
tenants, operational, administrative and business services, communications
services (long distance, international , local);
        - Funds received from income-generating activities, including received from
the paid educational and scientific-research activities;
        - Donations and earmarked contributions of the legal and physical people,
including foreign investment;
        - Grants received from extrabudgetary sources;
        - Funds received from the budgets of the Russian Federation for the target
programs in order and on conditions stipulated by the legislation of the Russian
Federation;
        - Funds obtained in the form of contributions of structural and territorial
subdivisions of the income derived from income-generating activities;
        - Funds from the insurance companies to recover damages on contracts of
compulsory insurance of civil liability of vehicle owners;
        - Funds received as the payment for accommodation, for the provision of
utilities (including in the form of payment for delivery of heat energy), operational,
administrative and business services, communications services (long distance,
international and local) in the dorms and the hotel complex of the University;
        - Money received for the collection and delivery of scrap and waste of
precious metals used in accordance with the Council of Ministers - Government of
RF of 05.04.1993 № 288;
        - Other sources provided by the legislation of the Russian Federation.
        8.8. The sources of the University property forming:
        - Federal property assigned to the University by the owner on the right of the
operational management;
        - Property acquired by the University within the budget of the federal
budget, as well as from funds received from income-generating activities;

       - Property received by the University on the grounds stipulated by the
Russian legislation.
        The University of itself uses the property assigned to it on the right of the
operational management, including business activities, namely:
       - Carries out the operation of the engineering systems;
       - Performs works on the operation of the thermal units and individual
heating units;
       - Carries out the operation and the maintenance of the electrical installations
up to 1000 volts;
       - Carries out the operation and the maintenance of the fire protection;
       - Operates the motor vehicles.
       8.9. The University has the right to act in accordance with the legislation of
the Russian Federation as a tenant, and (or) the landlord's property. The letting of
the property assigned to the University for the operational management is carried
out in accordance with the legislation of the Russian Federation.
       8.10. The financial support of the educational activities at the University in
the forms of the educational programs of initial vocational, secondary vocational,
higher professional and postgraduate education is carried out at the expense of
budget allocations of the federal budget according to the established targets for the
reception (check digit) for training.
       The University spends the budget of the federal budget in accordance with
the legislation of the Russian Federation within the estimates of revenues and
expenses, approved in the prescribed manner.
       8.11. The University places the orders for goods, works and services for
public needs and public contracts in the manner prescribed by the legislation of the
Russian Federation.
       8.12. The University may, in consultation with the founder in the limits of
the license limit the number of troops carry over funded by the federal government
budget targets (target figures) on the student admission for training, professional
skill improvement and retraining of skilled labor (employees) and specialists with
an appropriate level of professional education on contracts with the tuition paid by
individuals and (or) legal entities.
       The provision of paid educational services is regulated with the contractual
relationships of the University and students.
       The contract specifies the amount of the provided educational service, the
responsibility of the parties, the terms and the amount of payment, the term of the

contract and the conditions of its termination.
       The paid educational services can not be rendered in return, and in
educational activities funded by the federal budget. The tuition fees and the pay for
extra educational services are established in accordance with the legislation of the
Russian Federation.
       8.13. The University has the right to perform the following types of income-
generating activities under the contracts with the legal entities and the individuals
on a reimbursable basis:
       - Providing paid educational services;
       - Carrying out the scientific research, the experimental design, technological,
development works, and other scientific and technical works and services not
covered by the plan of the works, made by means of the funds from the federal
budget;
       - Sales of products of educational, scientific, technological and technical
purposes, produced and processed by means of the funds derived from income-
generating activities;
       - Experimental production of techniques and technological equipment as
well as equipment maintenance within specialized directions of training
(specialties) of the University and the implementation of scientific developments
of the University;
       - Provision of the information and advisory services in the established
activity field;
       - Provision of the works related to creation of information security solutions,
including - confidential;
       - Provision of the contract services of the state secrets protection to the
outside organizations;
        - Provision of the services of products and services voluntary certification,
as well as participation in the certification testing and employment certification
according to the accreditation scope assigned by the authority;
       - Provision of the telecommunication services and telematics applications
(rendering the use of global information on the Internet services) in the order
determined by the relevant act of the University;
       - Publication and sale of educational materials, monographs, scientific
collected papers, conference materials, a small-circulation newspaper, magazines,
printed blanks and other products, the implementation of copying works as
overlapping tasks approved in the prescribed manner;

       - Organization and holding of exhibitions, fairs, auctions, seminars,
conferences, meetings, symposiums, cultural and sporting events;
       - Provision library and reference and bibliographic services for non-learners
and non-staff of the University;
       - Provision of medical-wellness and health services (including services
related to the swimming pool), medical services under contracts with insurance
companies in accordance with the license;
       - Provision of road transport services in the established field of activity;
       - Provision of housing and household and community services to persons
residing in dormitories and hotel complex of the University;
       - Manufacture and sale of catering products (services).
       University may not conduct activities not covered by this Charter.
       Activities that require, in accordance with Russian law licensing, are carried
out only after obtaining a relevant license.
       8.14. Prices for the services of the University are established in accordance
with the legislation of the Russian Federation.
       8.15. The educational services provided by the University payments include:
       - Preparation according to the appropriate level educational programs in
excess of financed from the budgetary allocation of federal budget targets (target
figures) on the Admission of students;
       - Training additional educational programs including the preparation for
entering the University and medical school, teaching special courses and series of
disciplines, tutoring, lessons of advanced study;
       - Training, refresher training of skilled workers (employees) as well as
training educational programs in primary and secondary vocational education in
excess of funded from the budget of the federal budget tasks;
       - Training for the second degree;
       - Organization of the centralized testing for entrants;
       - Organization and conduct of the competitions for entrants.
       8.16. University receives royalties from the isolated structural units in its
composition, from the income received by them from income-generating activities.
University may assign flows from income generating activities to their structural
and geographically separate divisions. The amount of these assignments is set by
the Academic Council of the University.
       Monetary funds received from the implementation of research activities with
funds received from income-generating activities, grants and donations may be

sent to the maintenance and development of the material-technical base of the
University and to the preparation of highly qualified personnel.
       8.17. University itself generates employees payroll at the expense of
allotments from the federal budget allocated for the University maintenance and
other sources not prohibited by the legislation of the Russian Federation.
       University within its existing allotments of the federal budget to pay
independently determines the additional payments, allowances, bonuses and other
incentive measures as well as the amount of official salaries (rates) of all categories
of employees in accordance with the laws of the Russian Federation.
       8.18. University may dispose of its rights to the results of intellectual
activity, including through the provision of another person the right to use the
relevant results within the contractual limits (license agreement);
       8.19. Without the consent of the owner of the property notifying the Federal
Railway Transport Agency, University may be the founder (including jointly with
others) of the economic entities, whose activity is the practice of (implementing)
the results of intellectual activities (electronic computers programs, databases,
inventions , utility models, industrial designs, selection achievements, topographies
of integrated circuits, trade secrets (know-how)), the exclusive rights of which
belong to the University;
       8.20. Proceeds from disposal of shares (shares) in charter capital of the
economic entities created by the University in accordance with the law, as well as
the profit share (dividends) of economic entities, received by the University, enter
into a separate disposal of the University and are included in a separate balance-
sheet. These funds may only be invested in the legal protection of intellectual
activity results, the remuneration of their authors, as well as in the implementation
of the charter of the University.

            9. ACCOUNTING, REPORTING AND MONITORING
                        IN THE UNIVERSITY

      9.1. The University budgets report and provides fiscal accountability in the
order determined by the Ministry of Finance of the Russian Federation for the
budgetary institutions, carries out a statistical accounting and reporting, guided by
the budget legislation of the Russian Federation.
      The forms and the procedure of maintaining of the statistic and accounting
records are established in accordance with the laws of the Russian Federation.

Deadline for submission of quarterly and annual financial statements are
established by the Founder. University reports to the Founder and submits an
annual performance report on the income and expenses and other reports
prescribed by the legislation of the Russian Federation.
       9.2. University Branches within the period prescribed by University
represent an accounting report on the use of budget provisions of the federal
budget, funds derived from income-generating activities and other established
recordings.
       9.3. The control over the implementation of financial and economic
discipline of the University and the use of the property allocated to him in the
operational management, are carried out by the Founder and other federal and
regional authorities within their powers.
       The control of the correspondence of the University activities with goals
specified in this Charter, is carried out by Founder, and other organizations granted
with such authority in accordance with the laws of the Russian Federation.
       9.4. For the distortion of public accountability, University officials bear
disciplinary, financial, administrative or criminal responsibilities prescribed by the
legislation of the Russian Federation.

        10. INTERNATIONAL ACTIVITIES OF THE UNIVERSITY

      10.1. University may participate in international cooperation in the field of
higher and postgraduate education through:
      - Participation in the programs of bilateral and multilateral exchange of
students, graduate students, postdoctoral students, teachers and research workers;
      - Mutual international exchange of experts for lecturing, probation, sharing
experiences;
      - Joint research investigations as well as congresses, conferences,
symposiums and other arrangements;
      - Implementation of basic and applied research investigations as well as
development work on the orders of foreign legal entities;
      - Participation in international programs of undergraduate and postgraduate
professional education improving.
      10.2. Training, retraining and advanced training of foreign nationals in the
Russian Federation, as well as teaching and research work of the University staff
abroad are carried out on the basis of international treaties, agreements between the

Federal State education authorities, or Founder of the relevant educational
authorities of foreign states within range assigned by the Government of the
Russian Federation. Listed activities can also be carried out under direct treaties
concluded by the University with foreign nationals and foreign legal entities.
       10.3. In order to participate in international activities of the Russian
Federation, University has the right:
       - To conclude treaties with foreign partners on joint activities, which cannot
be considered as international treaties of the Russian Federation;
       - To provide paid educational services to foreign nationals.
       10.4. University takes the necessary measures to ensure secrecy when having
visits from foreign nationals and delegations, as well as to reduce and to prevent
the unauthorized information transfer related to state secrets.

           11. LIST OF TYPES OF LOCAL ACTS REGULATING
                     THE UNIVERSITY ACTIVITIES

       Local acts regulating the University activities, scientific-pedagogical work
and the work of other employees, studying, leisure, accommodation, the behavior
of students are:
       - decisions of the University Conference;
       - decisions of the Academic Council;
       - resolutions and directions of the rector of the University;
       - directions of vice-chancellors of the University;
       - labour contract;
       - regulations;
       - rules;
       - instructions;
       - standards;
       - standing orders;
       - decisions of scientific, technical and methodological University councils;
       - Orders of deans (directors) (on the activities of faculties (institutes)) and
heads of departments (on the activities of departments);
       - Other local acts adopted in accordance with the legislation of the Russian
Federation.

                 12. PROCEDURES OF THE UNIVERSITY
                   READJUSTMENT AND LIQUIDATION

       12.1. In the process of the readjustment of the educational institution in the
form of reorganization, of the branch split-off as a separate legal entity, when a
legal entity not being an educational institution joins the educational one, when an
current type changes, University is within its rights to implement activity
categories prescribed in the present Charter under the licenses and the state
accreditation certificate issued to University, up to the expiration of these licenses
and certificates.
       When changing the status of the University and its readjustment in the forms
non-listed in this paragraph, the licenses and the state accreditation certificate
ceases to be in force unless the legislation of the Russian Federation stipulates
otherwise.
       12.2. University may be readjusted into a different educational institution to
address the Government of the Russian Federation.
       12.3. In case of the University`s violation of legislation of the Russian
Federation in the field of education and (or) of this Charter Founder may suspend
this part of the University activity pending a court decision.
       12.4. Elimination of the University may be carried out on the basis of the
court decision or of the Government of Russian Federation on the proposal of
Founder.
       12.5. By the University elimination its funds and other objects belonging to
it on the right of property, net of fees to cover its obligations are submitted to
Founder for the development of education.
       12.6. In case of changing of the functions and patterns of ownership, the
elimination of the University or cessation of works with the use of information
constituting a state secret, University is obliged to safeguard such information and
their carriers through the development and implementation of activities under the
regime of secrecy, information security, protection from foreign technical
intelligence, protection and fire safety in accordance with the applicable legislation
of the Russian Federation.
       In all cases, Founder takes measures to ensure the safety of banks and data
bases with personal data, research and (or) scientific and technical information as
well as documented information with restricted access.
       12.7. In the process of the readjustment of University, its archives formed in

the course of business, including personnel documents, are transferred deposited
with the successor, but by the University elimination - with the State archive.
       12.8. Elimination of the University is carried out as prescribed by the
legislation of the Russian Federation.
       Elimination of the University is considered to be completed, and the
University – to be terminated its activities only after making an appropriate
notation in the Unified State Register of Legal Entities
