ADVERTISEMENT
                             ARCHITECTURAL AND ENGINEERING SERVICES
                      FOR REGAN HALL MECHANICAL ROOM RENOVATIONS
                              UNIVERSITY OF CALIFORNIA, DAVIS CAMPUS

The University of California, Davis campus requests the submission of written statements of qualifications by
February 19, 2009, 5:00 p.m. for consideration to provide full architectural and engineering services for the
Student Resource Center project. The contract time is between one or two years. Estimated construction cost
is approximately $ 1,000,000 to - $1,500,000

The Regan Hall mechanical room provides heating and cooling water to the seven Regan Hall student
residence buildings via a two pipe system. The seven Regan Hall buildings provide housing to approximately
400 students and was built in 1965. The mechanical room has a 200 ton old chiller and cooling tower system,
old steam to hot water heat exchanger and is controlled by pneumatic controls. Construction is scheduled for
the summer of 2010 and needs to be executed and completed during the 2010 summer academic time frame.

A recently completed project renovated the underground and building hydronic cooling and heating water and
replaced the fan coil units at all the seven Regan Hall buildings.

The scope of work of this project will focus in modernization the mechanical room equipment, including chiller,
cooling tower, heat exchanger and controls systems to modern technology and energy efficient equipment.
The design team shall include an mechanical engineer, as prime consultant, with sub-consultants for electrical,
and structural engineering, and cost estimating. Members of the team shall have relevant experience,
including mayor mechanical room design skills and the ability to work with a highly diverse team of
constituents within a university setting. Best energy efficient systems and LEED goals are a priority for this
project. Design team should have LEED Certification and experience.

The University is seeking a design team that will form a creative partnership with the Campus to produce
facilities responsive to the University’s needs while meeting stringent budget, schedule, sustainability, and life
cycle cost goals. Relevant qualifications shall include proven experience in designing new and renovation of
mechanical rooms and facilities, including student dormitories, and office buildings of this scale, in excess of
$1,000,000, and preferably in a university environment.

REQUIRED RESPONSE ITEMS

   Letter of Interest (1 page maximum)
   Summarize strengths of the project team for the commission. Include information describing the firm’s
   efforts to create an equal opportunity workplace.

   Organization Chart
   Indicate relationship between firms and individuals comprising the project team. Indicate role, firm and
   key individual names and titles. Provide a more detailed organization chart in key staff list.

   Executive Architect Qualifications
   Complete the enclosed form.

   Relevant Project Experience (10 pages maximum)
   Evidence of Architects proven experience in the programming, design and construction administration of
   complex mechanical rooms. Provide project data, photographs, graphics and other applicable material for
   a minimum of three relevant projects, similar in scope, with a construction value in excess of $1,000,000
   for which construction has been completed within the last seven years.

   Project Responsiveness (2 page maximum)
   Evidence that demonstrates team’s success in completing projects consistent with stated program, scope,
   schedule, budget and technical requirements, and that indicates the team’s ability to complete the project
   in a manner that is responsive to the specifics of the program. Provide examples of specific procedural
   and/or physical responses to technical constraints (scheduling, budget, physical constraints) on actual
   projects that demonstrate team’s ability to respond effectively to the specifics of the program.

   Programming Approach (1 page maximum)
   Provide narrative of team’s approach to detailed programming of complex mechanical rooms.


   Design Ability and Approach (1 page maximum)
   Evidence of team’s ability to design projects in accordance with Owner’s stated goals including: site issues,
   context, character, materials, technical and functional needs. Provide narrative of team’s approach to
   design of complex mechanical rooms.
Methodology (2 pages maximum)
Describe the methodology for providing the services described for UC Davis, including your approach to
providing these services in a cost-effective and efficient manner. Describe how the experience and abilities
of the key staff complement the methodology. Provide specific examples (or excerpts) of work product
associated with document review, pricing studies, subcontractor outreach, construction scheduling and
sequencing investigations, change order analysis and other pertinent work examples.

Qualifications of Project Manager (1 page maximum)
Evidence of the Project Manager’s experience and expertise in similar projects and a description of the
Project Manager’s level of responsibility and decision making authority within the firm.

Experience of Sub-consultants (1 page maximum per sub-consultant)
Evidence of sub-consultant’s proven experience in the programming, design and construction
administration of mechanical rooms. Include qualifications for the following disciplines:

Mechanical Engineering (HVAC, plumbing and fire protection)
Electrical Engineering
Structural Engineering
 Cost Estimating

Coordination, Supervision and Production Capability (2 pages maximum)
Evidence of ability to provide comprehensive project management during all phases of the project,
including ability to coordinate the work of internal staff and consultants, complete all design phases
according to schedule and budget, and produce coordinated construction documents of superior quality.
Evidence of ability to provide efficient construction phase administration, including timely review of shop
drawings and other submittals, prompt decision-making and ability to work in cooperation with University,
construction management and contractor staff.

Construction Administration (1 page maximum)
Evidence of ability to provide experience and effective project management during the construction phase
of the project.

Client Relationships (1 page maximum)
Demonstrate an understanding and recognition of the need to work harmoniously with a diverse campus
staff.

Sustainable Design Experience
Indicate the extent of experience and training in sustainable design and LEED certified projects for the key
individuals listed in the organization chart.

Key Staff (1 page maximum)
Provide a list of all key individual staff and consultants on the project team proposed for this project,
indicating firm, name and title. Key staff shall have field construction experience at the superintendent,
foreman and journeyman level appropriate to the respective trade. Briefly describe each individual's role.

Key Staff Resumes (1 page maximum per individual)
Provide a resume for each key staff and consultant individual on the project team. Include all relevant
experience with similar projects and indicate the duties performed for each project listed. Indicate the
name of the firm where employed for each project listed; the experience does not necessarily have to have
occurred with the current employer.
