The synthetic data add 2009 data to the 2005 data where the 2005 data are missing.

The figures for "child support detainees" are persons recorded in SC jail records as "family court deetainees".
That category includes a very small proportion charged with contempt for matters other than child support, but
does not include persons charged with criminal non-payment of child support.
Data dates: various days between Aug. 12 and Oct. 13, 2005; various days between Mar. 19 and Apr. 16, 2009

Child support inmates usually make up half or more of the total population, which averages about 400 inmates.

These non-violent offenders [child support debtors] make up anywhere from one-third to over half of the total
populations at detention centers in Bamberg and Orangeburg counties.

The total capacity at Orangeburg-Calhoun Regional Detention Center is 414 beds. At one point last month,
Director Willie Bamberg says 180 inmates out of a total jail population of 295 were being held for non-payment.

"I have never been in any judicial circuit where that actually happens. Family Court judges around the state

Charleston, SC: Each week in this picturesque Southern city, around 50 fathers are rounded up and hauled into a
crowded jail for the crime of not paying their court-ordered child support.

"Here, it's pay or be incarcerated," says Family Court Judge Paul W. Garfinkel, whose docket is always filled with
child-support cases. J. Corbitt Hinson III, a child-support official in the South Carolina Department of Social
Services, agrees. "This is the wrong place to get a child-support tab. We go to court over $27," he says.

[Charleston County Detention Center] was built for around 700 people, but it often holds closer to 1,400. Most
inmates are in for felonies such as carjacking or child molesting. But a "small but important part of the
population" - typically 100 of the men and 10 of the 25 female inmates - are in the facility for not paying their
child support, says Keith Novak, chief deputy of the Charleston County Sheriff's Office and administrator of the
