   Development of PUDs to dictate pace and direction
    of infrastructure, settlements, economic growth
   Circumferential and radial roads as well as a rail
    network critical to spurring and supporting growth
   Development of the international air transport
    industry to key to quicker MCA growth
   Institutional controls, control of urban sprawl and

            MCA SECTORAL ANALYSIS
TRANSPORT/UTILITIES
   Spreading traffic problems, serious solid waste concerns, potential
    water & power shortages, generally satisfactory telecom situation
   Critical need to expand road network and build long term solution
    to waste management; in-depth review of water and power sector
    required; in the long term, rail connections will be vital
SOCIO-ECONOMIC
   Generally “reactive” socio-economic sector except for CFZ; growing
    share of services and industry (specially air hub-related activities)
    vs. agriculture to shape sectoral development
   Well-planned SBDs/productive area expansion critical to sustained
    sectoral growth; care for agricultural areas, green corridors vital
ENVIRONMENTAL
   Worrying state due to neglected lahar areas, erosion, flooding,
    wastewater drainage; potential problems of air and noise pollution
    and urban heat compounded by urban congestion, informal settlers
   Proactive land use and water planning and management with
    strong implementing agency is critical
INSTITUTIONAL
   Strong awareness of need for concerted planning but no formal
    entity; Strengths in MCAC and active regional/provincial agencies
   Institutionalized Metro Clark Development Council is fundamental
