Computer & Internet Acceptable Use Policy
Directions: Please read and sign the Computer & Internet Acceptable Use Agreement.
Internet access is available to students and staff in the Moorpark Unified School District. We are pleased to bring this access to Moorpark Unified
School District, and believe the Internet offers vast, diverse, and unique resources to both students and staff. Our goal in providing this service to
staff and students is to promote educational excellence in schools by facilitating resource sharing, innovation, and communication.
With access to computers and people all over the world also comes the availability of material that may not be considered to be of educational
value in the context of the school setting. Moorpark Unified School District has taken precautions to restrict access to inappropriate materials.
However, on a global network, it is impossible to control all materials, and an industrious user may discover inappropriate information. The
Moorpark Unified School District firmly believes that the valuable information and interaction available on this worldwide network far outweighs
the possibility that users may procure material that is not consistent with the educational goals of the District.
These guidelines are provided so that you are aware of the responsibilities you are about to acquire, in general, this requires efficient, ethical and
legal utilization of the District’s network resources. If a Moorpark Unified School District user violates any of these provisions, posted classroom
and District rules, his or her account may be terminated, future access may be denied, and the user may be subject to other District disciplinary
options. In addition, pursuant to State of California law, any unauthorized access, attempted access, or use of any state computing and/or network
system is a violation of Section 502 of the California Penal Code and/or other applicable federal laws, and is subject to criminal prosecution.
The signatures at the end of this document are legally binding and indicate that the party or parties who signed have read the terms and conditions
carefully and understand their significance.
INTERNET TERMS AND CONDITIONS
1) Conditional Privileges – The use of the Internet is a privilege, not a right, and inappropriate use may result in a cancellation of
computer privileges and other disciplinary actions. Each student allowed Internet access will be required to be part of a discussion with
a Moorpark Unified School District employee pertaining to the proper use of the network. The system administrators will deem what is
inappropriate use, and their decision is final. Also, the system administrators may deny a user’s access at any time, as required. The
administration, faculty, and staff of Moorpark Unified School District may request the system administrators to deny, revoke, or suspend a
specific user’s access privilege.
2) Acceptable Use – The use of the Internet must be in support of education and research and consistent with the educational objectives of
the Moorpark Unified School District. Use of other organization’s network or computing resources must comply with the rules
appropriate for that network. In using the District’s Internet access, the user agrees to obey all state and federal laws and regulations,
District policies, guidelines developed by individual sites and classrooms. These guidelines may be oral or written. Changes and
updates to the District’s policies will be made available for review.
3) Network Etiquette – You are expected to abide by the generally accepted rules of network etiquette. These include, but are not limited
to, the following:
a) Be polite. Do not get abusive in your messages to others.
b) Use appropriate language. Do not swear, use vulgarities or any other inappropriate language. Illegal activities are
c) Do not reveal your personal address or phone numbers, or the address or phone numbers of students or school staff.
Never provide your password to another person.
d) Note that electronic mail (e-mail) is not guaranteed to be private. People who operate the District System do have access
to all mail. Messages relating to, or in support of illegal activities may be reported to the authorities.
e) Do not use the network in such a way that you would disrupt the use of the network by other users.
f) All communications and information accessible via the network should be assumed to be private property.
4) Misuse of the District System – Misuse includes, but is not limited to, the following:
a) Using the District’s Internet access for other than approved educational purposes.
b) Gaining intentional access to, maintaining access to, or storing on District equipment materials which are threatening,
c) Using the District System for illegal activity, including computer hacking or intellectual property law violations.
d) Accessing “chat lines” (any live or posted discussions with others) unless authorized by the instructor for a class activity
directly supervised by a staff member
e) Using the system to harass, insult, or verbally attack others
f) Causing congestion or disruption of the District Network through lengthy downloads of large files, streaming audio/video
or other activities, including the intentional introduction of a computer virus, worm or Trojan horse
g) Obtaining or sending information which could be used to make destructive devices, such as guns, weapons, bombs,
explosives or firecrackers
h) Gaining unauthorized access to resources, files or data or any type, including accessing student records, other users’ files
or modifying network/workstation configurations.
i) Using another persons account and password or identity oneself with another person’s name, account or password.
j) Using the network for personal, financial or commercial activities
k) Using the network for advertisement or political lobbying
l) Committing the theft of or vandalism to data equipment or intellectual property
m) Providing District Internet Access to unauthorized individuals
n) Failing to obey school or classroom Internet rules and guidelines
o) Taking part in any activity related to the District’s Network or equipment which creates clear and present danger to or a
substantial disruption of the orderly operation of the District and its schools
p) Creating or altering a document or web page associated with a school or the District without proper authority.
q) Downloading or installing unauthorized files or programs on a workstation or network device.
5) No Warranties – Moorpark Unified School District makes no warranties of any kind, whether expressed or implied, for the service it is
providing. Moorpark Unified School District will not be responsible for any damages the user suffers. This includes loss of data resulting
from delays, non-deliveries, mis-deliveries, or service interruptions caused by its own negligence or the user’s errors or omissions. Use
of any information obtained via the Internet is at the user’s own risk. Moorpark Unified School District specifically denies any
responsibility for the accuracy or quality of information obtained through its services.
6) Security - Security on any computer system is a high priority, especially when the system involves many users. If you feel you can
identify a security problem on the Internet, you must notify a system administrator or your school’s Internet Coordinator. Do not
demonstrate the problem to other users. Do not use another individual’s account. Attempts to log on to the District System as a system
administrator or another user will result in cancellation of user privileges and other possible disciplinary actions. Any user identified as
a security risk or having a history of problems with other computer systems may be denied access to the Internet and the District System.
7) Vandalism – Vandalism will result in cancellation of privileges and other possible disciplinary actions. Vandalism is defined as any
malicious attempt to harm hardware or alter or destroy data of another user, the Internet, or any of the above listed agencies or other
networks that are connected to the Internet backbone. This includes, but is not limited to, the uploading or creation of computer viruses,
worms or Trojan horses.
8) No Expectation of Privacy - A user of the District System should have no expectation of privacy while using the District’s network and
equipment. The District may monitor activities a user participates in and view documents stored on the District System. These may
include, but is not limited to e-mail files and audio and video transmissions. The District may share such uses with the user’s parents
and/or the proper authorities, when applicable.
9) Procedures for Use in a Lab or Library –
a) Student users must always get permission from their instructors or the lab/library supervisor before using the network or
accessing any specific file or application.
b) Student users agree to FOLLOW WRITTEN AND ORAL INSTRUCTIONS.
c) Student users must sign in legibly on the appropriate log or register each time they use the network.
d) All users have the same right to use the equipment. Therefore, users shall not play games or use the computer resources
for other non-academic activities. In addition, users shall not waste nor take supplies, such as printer ribbons and
diskettes, provided by the District. All users agree to talk softly and work in ways that will not disturb other users.
e) Violation of these procedures may result in the loss of network privileges, network accounts and other disciplinary actions
(see #11, below).
10) Encounter of Inappropriate Material – Users may encounter material which may be considered inappropriate or offensive. However,
on a global network, it is impossible to screen the content of data, and an industrious user may discover inappropriate material. It is the
user’s responsibility not to initiate access to such material. Any decision by the Moorpark Unified School District or its Internet Service
Provider (ISP) to restrict access to Internet material shall not be deemed to impose any duty on the Moorpark Unified School District, or
ISP, to regulate the content of material on the Internet. If a user encounters inappropriate material, the user must notify a system
administrator, school Internet Coordinator or other MUSD employee.
11) Penalties for Improper Use –
a. Any user violating these policies, applicable state and federal laws or posted classroom and district rules are subject to loss of
Internet access, loss of network privileges, revocation of the user’s account, and any other District disciplinary options. District
disciplinary action may include removal and/or drop/fail from classes, suspension and/or expulsion.
b. In addition, pursuant to State of California law, any unauthorized access, attempted access, or use of any state computing
and/or network system is a violation of section 502 of the California Penal Code and/or other applicable federal laws, and is
subject to criminal prosecution.
12) Duration of Agreement – This agreement will remain in effect until:
a. The student changes schools and a new agreement will need to be completed.
b. The student’s parents or guardians sign a new agreement altering the current agreement
c. The student faces District disciplinary actions altering the student’s rights and privileges.
