     During the Scrutiny of purchase bills of student Amenities, it is observed that there is a lot of variation in the rates
approved by the DPC in the near by Districts. With a view to bring uniformity in rates of purchased and maintain quality
of Amenities being provided orders have been issued in the ref. 2nd cited nominating the Zonal Officers concerned as
one of the members of the DPC for all the Districts in the Zone. Hence, after receipt of quotations and preparation of
comparative statement, the Convener Principals should route the file to the Joint Collector through the Zonal Officer
concerned.

     The Zonal Officers should also attend the DPC meetings and appraise the rates quoted by the Tenderers of the
adjoining districts, to the Joint Collector and Chairman of the DPC to get the rates finalized.

      Further During the Course of verification of bills certain common / repeated objections are noticed and releasing
the amounts to the suppliers is being delayed considerably. Therefore all the Convener Principals are hereby instructed
to follow the instructions given below scrupulously.

     1.   The Quantities mentioned in the bills are found to be over and above the admitted students strength of the
          institution. The Convener Principals should verify the indents before placing the purchase order. Excess indent
          of any item will be viewed seriously and the Convener Principals are liable for Disciplinary Action. Copies of
          the indent placed shall be marked to Zonal Officers and Zonal Officer shall also verify the correctness of the
          indents and propose for approval.

     2.   Stock entry shall consist of a certificate to the effect that the stocks were received in good condition as per
          specifications and shall also note the page number of the stock register in which the receipt of the stock was
          entered.

     3.   Technical Committee Certificate shall be furnished to the effect that the stock received is, as per the specifica-
          tions and samples already approved by the Committee.

     4.   All the items should be verified by the Technical committee instead of random verification.

     5.   Every purchase bill shall be in printed form and contain APGST/TIN No., Bill No. and specifications of each
          item purchased.

      6.   The Convener Principal shall verify the registration certificate of the firm to confirm whether the firm is regis-
           tered to sell the particular item.

      7.   The Scale fixed by the Society for all items may be brought to the notice of the Joint Collectors and Chairman
           of the DPC before approval to avoid over and above scale purchases.

      8.   Convener Principals should certify that the material is received within (15) days from the date of placing order,
           otherwise the Convener Principals should impose the penalty as per the Society norms and recommend to the
           Society to deduct the same from the supplier before sanction/pass the bill.

      9.   Convener Principals should attest on all Xerox copies invariably.

      10. The rates quoted by the Suppliers should not be higher rates when compared with the local market rate.

      11. If an approved firm has not supplied the material or partially supplied, the firm's EMD may be forfeited and
          the firm may be kept in the black list of the Society (Amenities suppliers).

      12. If any item is not supplied in the District, the Convener Principal shall inform the same to the Head Office
          together with the reasons for not supplying the item.

      The attention of all the Principals is invited to the reference 1st cited, wherein the Convener Principals of APSWR
Institutions were informed to procure the Stationary to the APSWR Institutions functioning in their concerned districts
through District Purchase Committee as per the Scale and maximum rates communicated by the Society and they were
also instructed to follow the guide lines issued from time to time by the Society.

     In the reference 2nd cited, certain Convener Principals of APSWR School/Junior College have represented that
the maximum rates fixed for the stationary items were 4-5 years back and at present the rates are increased 20-30%
and also suppliers are not willing to supply the stationary items as fixed by the Society and requested to revise the rates
and scale.

     Therefore, a committee was constituted with Senior Officers of the Society and certain Principals to review the
present guidelines on supply of stationary items. The Committee reviewed the existing scale of Stationary items & the
maximum rates and furnished report. Accepting the report of the Sub-Committee the following modified instructions are
hereby issued for procurement of Stationary to the APSWR Institutions for the academic year 2003-04.

     1.   All the Convener Principals are hereby directed to procure the stationary items to the APSWR Institutions in
          their concerned Districts through District purchase committees as per the scale fixed by the Society (Annexures)
          and as per the rates approved by the District Purchase Committee.

     2.   All the Convener Principals are informed that they should follow the scale strictly as mentioned in the Annexures.
          Any excess indent over and above the scale shall not be considered unless it is approved by the Zonal Officer
          in advance. In case of deviation, the concerned Principal will be personally held responsible.

     3.   All the Principals of the APSWR Institutions are hereby provided an amount of Rs. 3000/- for procurement
          of stationary items as shown in the Annexure-V. If any deviations are noticed in decision making by the
          Principals, the amount involved will be recovered from them.

     4.   The Convener Principals are hereby informed that Plates & glasses and trunk boxes will be provided to the
          VI Class and Intermediate I year students only. In case of APRPRP Schools for Class V i.e. for new admis-
          sions only. They are instructed to take administrative sanction for purchase of Plates & Glasses and Trunk

           Boxes for the institutions functioning in their districts from the Zonal Officer concerned before giving the indent
           to the Convener Principal.

      5.   All the Principals are hereby permitted to finalize the scavenging contract tenders at their level only duly
           following the guidelines issued vide circular Rc. No.G2/6154/2002, dated 26.10.02 and they are responsible
           for proper identification of scavenging contractor, and this subject is deleted from the purview of DPC.

      6.   After finalization of Stationary, Scavenging and other tenders by DPC, the Convenor Principals are directed
           to furnish the detailed report to the Zonal Officer concerned institution wise before end of June 2003.

      7.   The Zonal Officers are requested to prepare a comparative statement District wise/School-wise for all DPC
           items duly obtaining the DPC/Principal approved prices.

      8.   The Amenities Section shall consolidate the Zonal reports and place before the Secretary by 15th June 2003
           latest.

      Sub:- APSWREIS - Amenities - Procurement of Plates, Glasses with Katora, to the APSWR Institutions for
            the academic year 2007-08 through District Purchase Committee - Instructions - Issued.

     The attention of all the Convenor / Principals of APSWR Institutions are drawn to the reference 1st cited, wherein
the Society has issued instructions for purchase of a set of Stainless Steel Plate, Glass with Katora within the ceiling rate
of Rs. 50/- through District Purchase Committee, at district level as per the specifications communicated.

     In the reference 2nd cited, all the Convenor / Principals of APSWR Institutions were directed to procure stationery
items, Shoes & Socks, Plates & Glasses with Katora and Trunk Boxes, through District Purchase Committee, at district
level, duly following the purchase procedure, for the academic year 2007-08.

    In this regard, a meeting was conducted with the Convenor / Principals of APSWR Institutions on 31-08-2007 at
Society Head office, Hyderabad for review of status of supply of Student Amenities. During the meeting, some of the
Convenor Principals have requested to enhance the ceiling rate fixed by the Society i.e., Rs. 50/- for purchase of Plate,
Glass with Katora, as the suppliers are expressed their inability to supply the said items within the ceiling rate of Rs.50/
-.

    Under the above circumstances, the ceiling rate is enhanced from Rs. 50/- to Rs. 63/- (Rupees Sixty three only) for
purchase of a set of Stainless Steel Plate, Glass with Katora, as per the specifications already communicated.

      Therefore, all the Convenor / Principals of APSWR Institutions are directed to purchase Plate, Glass with Katora
by not exceeding of Rs. 63/- per set, to the APSWR Institutions in their district, through District Purchase Committee,
at district level, duly following the guidelines communicated by the Society from time to time.

      Sub:- APSWREIS - Supply of Stainless Steel Plates and Glasses to the students of APSWR Institutions in the
            state during the year 1998-99-Reg.

      Ref:- Minutes of the meeting of Central Purchase Committee held on 14-8-97 at Commissioner of Social
            Welfare Department - Hyderabad.

     During the Principals conference held from 15-5-98 to 18-5-98 the Principals furnished requirement of various
items to the supplied by the society, Most of the Principals represented that they have requirement of Stainless Steel
Plates and Glasses for their schools. As the District Level Purchasing Committees are taking time, they requested to
supply from the Society office. The Secretary, APSWREI Society, Hyderabad informed that the Central Purchasing
Committee in Social Welfare Department has already finalised the list of the Govt., firms and the supplies were to the
S.W. Hostels are completed and that the same specifications and rate can be adopted by the APSWR Schools.

    The Commissioner of Social Welfare vide Proceedings C1.7048/97-1 Dt. 28-8-97 issued orders finalising the
Govt., agencies for the supply of Stainless Steel Plates and Glasses. During the negotiations all the firms agreed for
supply one extra Katora (S.S.Cup) along with set of Plates and Glasses within the price of Rs. 50/- quoted and finalised
The Commissioner of Social Welfare placed orders with APSSIDC, FEDCON, APSTC and HACA all the organisation
supply of material to all the S.W. Hostels. It is decided to adopt the procedure followed by the Social Welfare Depart-
ment in the purchasing of Stainless Plates and Glasses.

     All the Principals of Schools are requested to place orders on the above Govt. firms giving specifications and also
with in rate Rs. 50/- per Stainless Steel Plate and Glasses with Katora and ensure supplies to the children before end of
June 1998.

     In the reference cited above, the Principals of APSWR Institutions were informed to scrupulously follow the norms
on stationery items fixed by the Society for the academic year 1999-2000 by following the Standing Order No. 14/98,
dt. 18.01.99 and Circular No. Accts.IV/3841/99, dt. 8.4.99. Now the specifications and rates for Trunk box is com-
municated in the enclosures to this circular. The Convenor Principals must inform the Society about the indent for Trunk
Boxes for all the schools in the District by 20.05.99. After approval by the Head Office, they can purchase the same
duly following the guidelines already communicated vide reference 1st and 2nd cited.

     The Principals of the Society Institutions are further informed that they should workout the annual requirement for
different stationery items for their institutions based on the norms on the projected students strength for the academic
year 1999-2000 and submit to the District Convenor by 20.05.99 positively. The District Convenor must then follow
the guidelines already communicated through the Standing Order No. 14/98, dt. 18.01.99. A copy of maximum rates
on each item of stationery is herewith enclosed. The District Convenors must negotiate for rates at least 10% less than
these.

     The District Convenor will give notification on behalf of all the schools in the District with clear number and
specifications of stationery items and invite sealed tenders for the entire APSWR Schools of the District.

      While finalising the tenders, the District Convenor Principal should bring the maximum rates communicated by the
Society appended to this circular, to the notice of the DPC to enable the Committee to negotiate atleast 10% lesser than
these rates as the supplies are to be made in large quantities for all the APSWR Schools, Jr. Colleges and Polytechnics/
ITI in their district.

i)   Any purchases over and above the quantities approved by the Society and with any deviation in specification /
     quality or Agreement entered into with the supplier shall not be admitted and Principals will be personally held
     responsible for such purchases.

ii)   As per G.O. Ms. No. 126, S.W. (Q2) Dept. dt. 3-9-97 the following is the composition of the District level

ORDER:

1.   The Commissioner of Social Welfare, A.P., Hyderabad in the reference 8th read above has submitted certain
     proposals relating to delegation of financial powers for proper maintenance of Government hostels and other
     Social Welfare institutions and also for effective implementation of various other schemes of the Social Welfare
     Department.

2.   The proposals of the Commissioner of Social Welfare were discussed with the Finance Department in the meet-
     ings, held on 23.6.97 and 26.6.97, as per the minutes in the reference 6th read above.

3.   Government after carefully considerin the proposals in due consultation with the Finance & Planning (Finance)
     Department and also keeping in view certain recommendations made by the House Committee on the functioning
     of Government Hostels, hereby issue the following orders:

II. Fixation of norms for various items of expenditure in Social Welfare Hostels:

        Agreed to as at Annexure-I of this order.

    The approval for the reissue of norms is accorded subject to there being no additional provision of funds being
asked for and whatever additional expenditure is found necessary to be met within the overall budget provision of the
Commissioner of Social Welfare. Government, will, however, have no objection, to permit reappropriation of funds
from one head to another.

III. Declaring Hostel Warden/Matron as drawing and disbursing officer for specified items of expenditure:

        The Warden/Matrons in Social Welfare Hostels and other institutions are presently declared as "Disbursing Offic-
ers".

    Government agree to declare the Wardens/Matrons of Social Welfare Hostels and other institutions run by Social
Welfare Department on similar lines as the Social Welfare Hostels, as Drawing and Disbursing Officers for a limited
number of items as indicated in Annexure-II subject to following the procedure as laid down below:

a)      Wardens/Matrons should prepare the monthly/periodical claims in respect of the items indicated at Annexure-II
        and submit the same to the Sub-Treasury for p1 check and authorisation of payment.

b)      The S.T.Os should verify the claims with reference to the school attendance of the boarders as certified by the
        Head-Master of the concerned school adding attendance for the holidays, and after careful scrutiny, pass the bills
        with reference to the norms prescribed in Annexure-I.

c)      All payments exceeding Rs.500/- and payable by the Warden/Matron to the third party shall be released by the
        Sub-Treasury by way of Demand Drafts/Bankers Cheques except in case of non-banking Sub-Treasuries.

d)      Hostel Wardens/Matrons shall be responsible and accountable for the expenditure incurred by them and therefore
        shall undertake to maintain all relevant accounts as prescribed for the Drawing & Disbursing Officers by Govern-
        ment of Andhra Pradesh.

e)      Hostel Wardens/Matrons shall ensure the reconciliation of the expenditure figures on a monthly basis with the
        S.T.O. office. Failure to reconcile the accounts for two successive months will entail stoppage of further payments
        by the S.T.O.

f)      The Dy. Director (SW) shall take up the monthly expenditure reconciliation with the District Treasury based on the
        statements received from Wardens and furnish the reconciled expenditure particulars to the Commissioner of
        Social Welfare on the monthly basis.

The accounts shall be subject to internal check by the Accounts Wing of the Social Welfare and also post audit by the
Accountant General.

Reconstitution of District Purchase Committees:

      With a view to facilitate quicker decision making and better accountability, Government hereby, permit the recon-
stitution of the District. Purchase Committees for procuring all items as required by Social Welfare Hostels, other

institutions run by the Social Welfare Department and materials and supplies as required for the implementation of Social
Welfare Programmes. The composition and functions of the District Level Purchase Committees shall be as follows:

a.     Composition:

       Joint Collector                         -      Chairman

       Executive Director, DSCSC Society       -      Member
       District Supply Officer                 -      Member
       General Manager, D.I.C.                 -      Member

       The Joint Collector shall function as Chairman in the absence of Collector.

b.     Functions:

i)     The District Purchase Committee shall finalise the quality specifications for various items noted in Annexure-III of
       this order as required by the Social Welfare hostels, other institutions and approve the samples.

ii)    Based on the samples approved, open tenders shall be called, unless otherwise directed by the Government.

iii)   The District Purchase Committee is empowered to constitute Sub-Committees as per need consisting of, if neces-
       sary, other officers for verification of the items supplied, with reference to the specifications/samples already ap-
       proved by the District Purchase Committee.

iv) The materials so purchased shall be despatched to hostels etc, only after verification and clearance by the Sub-
    Committee constituted for this purpose.

V.     Decentralised system of purchase of provisions:

      In view of the difficulties being faced in getting one supplier to make regular supplies of a wide variety of items to
a large number of hostels located in different parts of the district, it is now decided to decentralise the purchase of food
provisions as below:

     All tenders for the purchase of provision items required for Social Welfare hostels and other institutions including
Residential Schools shall be called for and finalised by the Divisional Level Purchase Tenders Committee comprising the
following members:

      The Committee shall issue and finalise tenders separately for Hostels & Residential Schools located in the respec-
tive Revenue Divisions.

Mode of purchase:

     The Divisional Purchase Committee shall follow the guidelines given below for purchase of various items in the
Social Welfare Department:

     A) Purchase of vegetables, eggs, milk & perishable etc. for Social Welfare hostels.

          District Tender Purchase Committee has the option to procure the supplies either through

          i)     direct negotiations with the local vegetable dealer / dealers and fix prices for each item for whole year or
                 part of the year.

                                                             or

          ii)    authorise the Warden / Matron, particularly the Wardens in remote areas where such an arrangement on
                 an annual basis is found uneconomical to make local purchases in the vegetable market on daily basis.

     B) Purchase of other non perishable provisions is to be procured by way of open tenders. In case of any
        administrative delay, the Chairman of the Provision Tender Committee may authorise the Warden/Matron to
        purchase provisions from a local reputed Cooperative Store or a Fair Price shop dealer as convenient for a
        period not exceeding three months in a year.

     C) All other supply items valuing Rs. 10,000/- and above to be purchased through open Tender system.

     D) Contract for stitching shall be given to those willing to undertake stitching at hostel level based on actual
        measurements of each individual boarder as per schedule to be prepared by Commissioner of Social Welfare.
        Rates for stitching shall be approved by Chairman, Provision Tender Committee based on local quotations.

4.   The Commissioner of Social Welfare / Secretary, A.P.S.W. Residential Educational Institutions Society is re-
     quested to take further action accordingly.

5.   This order issues with the concurrence of Finance & Planning (Fin.Wing) Department, vide their U.O. No.3109/
     A1/325/97, dated 1.9.1997.

     The attention of all the principals of APSWR Institutions in the State is drawn to the reference cited.
     It has come to the notice of the Society that certain Principals are not following the instructions issued by the
Society relating to the procedure to be followed while purchasing material like furniture, stationery, trunk boxes, lab
equipment, games & sports material, utensils etc.
     It is therefore decided to reiterate the instructions already issued by the Society from time to time relating to
purchase of materials and also to prescribe the members of various Technical Committees denovo;

For the decentralised purchase ordered in the Society's Standing Order 4th cited, i.e.,

      a)   Stationery (both student & office stationery,
      b)   Furniture (Office, Hostel & Institutions)
      c)   Trunk Boxes

      The Technical Committee Members will be:

      1.   General Manager, District Industries Centre of the concerned district.
      2.   Principal, Govt. I.T.I. in the district.

      4.   Principal of the school to whom material is to be supplied.

For the Laboratory Equipment the Technical Committee Members will be:

     The Principals are instructed to take approval from the District Purchase Committee before making the purchase
of the above items wherever the total cost exceeds Rs. 10,000/-, and where the value of the purchase is less than Rs.
10,000/- approval of the House Keeping Committee should be obtained.

    They are also instructed to obtain Technical Committee Certificates from the respective Committees for all the
purchases.

IV. Utencils

     The Principals are permitted to purchase required utencils within the ceiling of Rs. 10,000/- by taking the approval
from the School house Keeping Committee duly following the financial procedures. However, where the cost exceeds
Rs. 10,000/- they should obtain the prior approval of the indent from the Jt. Secretary/Dy. Secretary of the concerned
zone who inturn will intimate to the Finance Officer to allot the required budget. They should then obtain the approval
of the District Purchase Committee for placing orders on the supplier who quotes the lowest rate after verifying the
quality of the items. For this there is no Technical Committee prescribed.''

Plates & Glasses:

     All the Principals were requested to place orders with the Government firms viz., APSSIDC, FEDCON, APSTC
and HACA for supply of Plates & Glasses with Katora within the ceiling of Rs. 50/- duly communicating the specifica-
tions prescribed in this office Circular Rc. No. Fur-Desk/1612/98 dt: 11.06.98. They are directed to purchase required
Plates & Glasses accordingly.

     For any purchases proposed, there should be budget provision under the relevant Head of Account.

    The composition of the District Level Purchase Committee as per G.O.Ms. No. 126 Social Welfare(Q2) Depart-
ment dt: 03.09.1997 is as follows:

     In the reference 2nd cited, all the Convenor Principals of APSWR Institutions were directed to procure stationery

level, duly following the purchase procedure, for the academic year 2007-08.

     Certain Convenor Principals of APSWR Institutions have informed that the tenders were lodged for supply of
Trunk Boxes to the APSWR Institutions for the academic year 2007-08 and tenderers have quoted high prices. Keep-
ing in view of Society prescribed ceiling rate of Rs. 170/- per box, they were nogotiated to supply Trunk Boxes at
Society prescribed rate, but they were not willing to supply Trunk Boxes @ Rs. 170/-, due to hike of raw material and
labour charges etc.

     The Convenor Principals of APSWR Institutions are requested to issue clarification to procure the Trunk Boxes,
as per GO Ms. No. 126, dated 03.09.1997.

    Under the above circumstances, all the Convenor Principals of APSWR Institutions are directed to procure Trunk
boxes to the APSWR Institutions in their district, as per GO Ms. No. 126, dated 03.09.1997, through District Pur-

ORDER:

      In the G.O. first read above, orders have been issued decentralization of financial powers relating to maintenance
of Government hostels/Institutions and implementation of other Social Welfare programmes and hostel level expenditure
viz., Cosmetic charges, Hair cut charges etc.

2.    The Commissioner of Social Welfare, A.P., hyderabad has reported that there is a demand from the public repre-
      sentatives, students organizations to enhance the rates of Cosmetic Charges on par with Diet Charges and the
      present rates of cosmetic charges to Hostel boarders are existing since 1999.

3.    The Commissioner of Social Welfare further reported that as suggested by the Government, a meeting was con-
      vened with three welfare departments on 19.7.2007, and in which it has been decided to send a consolidated
      proposal including APSWREIS & Gurukulam, on enhancement of cost of cosmetic charges, hair cutting charges,
      stitching charges, providing of 4 pairs of uniforms to the welfare hostel boarders and providing of additional toilets
      and bathrooms to the welfare hostels and also decided to provide better quality of bedding material @ Rs. 300/-
      per set per boarder as per the eligibility amount provided in G.O. Ms. No. 126, Social Welfare (Q2) Department,
      dated 3.9.97 instead of providing bedding material every year.

4.    Accordingly, the Commissioner of Social Welfare, in consultation with the Director, Tribal Welfare and Director,
      B.C. Welfare, has submitted consolidated proposals and requested to provide an amount of Rs. 3056.91 lakhs for
      cosmetic charges, Rs. 367.18 lakhs for hair cutting charges, Rs. 348.00 lakhs for stitching charges, Rs. 3413.41
      lakhs for providing of 4 pairs of uniforms to the welfare hostel boarders, Rs. 499.73 lakhs for providing quality
      bedding materials and Rs. 3161.81 lakhs for providing additional toilets and bathrooms to the SW/TW/BC wel-
      fare hostels. The details of enhancement proposed is given below:

     During scrutiny of purchase bills of student amenities, it is observed that there is a lot of variation in the rates
approved by the DPC's in the nearby Districts. With a view to bring uniform rates and quality in the adjoining Districts
in a Zone, the Zonal Officer concerned is hereby nominated as one of the DPC Member for all the District Level
purchases in the Zone.

     The attention of all Zonal Officers, Convenor Principals / Principals of APSWR Institutions is drawn to the refer-
ence 2nd cited. Wherein it was informed that the Government have issued instructions for enhancement of stitching
charges from Rs. 20/- per pair to Rs. 40/- per pair from 2008-09 onwards vide G.O. Ms. No.41, dt. 11.03.2008.

      Hence, all the Convenor Principals / Principals of APSWR Institutions were directed to take action in advance, for
stitching of dresses by contacting Mandal Mahila Samakhyas, if necessary.

     In the reference 3rd cited, the Zonal Officer, Zone - III has suggested to get the stitching charges rates fixed
through District Purchase Committee, instead of House Keeping Committee, as approximate cost of stitching per
school in Upgraded school exceeds Rs. 1,02,400/-.

     Under the above circumstances, all the Convenor Principals of APSWR Institutions are directed to take action for
finalization of stitching charges school wise in their district, through District Purchase Committee instead of House
Keeping Committee at district level. Please bear in mind, the stitching charges approved by Government vide G.O.Ms.
No. 41, dt. 11.03.2008 is Rs. 40/- per pair.

      The District Purchase Committee finalized rate should not exceed Rs. 40/-. As the dresses are to be supplied at a
time to all schools, it is desirable, not to entrust the stitching work of all schools to a single Tenderer, as the process of
stitching and supply of dresses might get delayed. The stitching charges file shall be routed through the Zonal Officers
concerned to the Chairman of District Purchase Committee. Dresses shall be stitched in the school campus by taking
actual measurements of the students.

    It is informed that the Board of Governors in their 25th meeting held on 12-04-1996 fixed the rate of washing
charges of Rs. 7/- p.m. per student and the same was communicated to all the Principals vide Society Standing Order

      As the rate of washing charge is not enhanced, it has become difficult to get the washer men through tenders at the
district levels. Due to this, majority of students themselves are washing their clothes, as dhobis are not responding.

    In view of the above, it has been decided to pay an amount of Rs. 7/- p.m. per student to the students towards
washing allowance, wherever Dhobis are not engaged.

     Therefore, all the Principals are instructed to take action accordingly.

      The attention of all the Convenor Principals / Principals is invited to the reference 1st cited, wherenin all the Convenor
Principals of APSWR Instructions were informed to procure stationery items to the APSWR Instructions functioning in
their districts through District Purchase Committee as per the scale communicated by the Society and they were also
instructed to follow the guidelines issued by the Society from time to time.

     For the academic year 2008-09, additional sections were started in V & VI classes. Due to sanction of additional
sections, some of the Principals have requested to enhance the stationery scale.

     In view of the above, the existing stationery scale is reviewd to provide the stationery items to the institutions as
revised. The revised scales of stationery are enclosed as Annexures [I, II, III, IV & V].

      Further, all the Convenor Principals are directed to purchase stationery items as per the revised scale and utilize
stationery items. Further, the items which were removed from the previous list shall not be purchased and for other
items, the quantity mentioned in the revised list shall be adhered. In case, if supplies are made already for 2008-09 as
per old scale, the balance quantities available shall be utilized for next academic year 2009-10.

     Therefore, all the Zonal Officers and Convenor Principals are hereby informed that they should follow the statio-
nery scale strictly as mentioned in the Annexures. Any excess indent over and above the scale placed now, shall not be
considered. In case of deviation, the concerned Zonal Officer, Convenor Principal and Principal will be personally held
responsible.
