TC Trigger Investigation

Underlying Assumptions

1. Timeframes are such that concurrent action on investigations will have to proceed to meet expectations (e.g.,
simple answers like there was a bad sample will seldom actually be available to the systems because "proof"
those simple answers are valid will not be available in a timely fashion.
2. Numbers of systems undertaking actions is a function of perceived value, expertise at different system sizes,
3. As system size increases there is an increasing level of expertise, there are also increasing levels of potential
complexity, greater numbers of positive samples required to trigger investigation, larger numbers of individuals
engaged in aspects of investigation, and increased levels of management and supervisory involvement.
4. At very small system sizes state direction will dominate what actions systems tend to focus on in investigation
5. As system size increases there is greater automation of data systems but a commensal increase in the
complexity of interpreting any data.
6. The trigger conditions for Level A is 5% of routine samples are positive / small system (2 samples); Assume
trigger levels as noted below, including who does the investigation. Level 2A and 2B investigations are assumed
to require the same LOE (thus, unit costs for 2A and 2B are the same). The only difference is the number of

difference is the labor rate based on who is doing the investigation, plus a consideration for what systems/states
will have to do regardless of who conducts the investigation.
12. For level 2 investigations conducted by the state, systems would not have to hire a consultant for additional
data analysis (listed under "Other" cost element)
13. For level 2 investigations by a 3rd party, reporting hours are split between the 3rd party (write and initial
review of report) and system (internal review of report before submission to state)
14. For all levels of investigation, it is assumed that a "toolbox" type of approach is used such that not
all systems are required to conduct all elements of the investigation. This is intended to represent that
systems will stop conducting their investigation once they have found the cause of the problem.
