Brief Profile and experience in the relative field of action:
The Province of Benevento, born in 1860, is one of most ancient local government Authority.
The district administered by the Province includes just a part of ancient Sannio which had its main
centre and its capital in the city of Benevento.
The area of Benevento „s Province has got a rich historical heritage, and characteristic food and wine
productions.
The province „s area is extended for about 2.070,63 Kmq ; the 53,86% are mountains and the 26,44%
are hills.
The all Province of Benevento is an internal area of Campania region.
Thanks to the PIR (Integrated Rural Projects) the Province of Benevento is continuing to develop an
important competence in increasing the value of its own territory, also promoting the rural touris m
development .
The presence of Sannio University in the territory of the province has represented an important support
for programmes realized
in the most innovative fields.
The province of Benevento is working in several international projects as :
  SAMGEN, activity of research on the genetic evolution of same community of Sannio in the
     province‟s area and in Canada, with Sannio University and Research centre of CHUM of Montreal
     University.
  PLAIT (public local agency for international trade ) , for development of international trade relations
     system .
  M.A.R.S. e.c. ( Mediterranean agency for remote sensing and environmental control ) , born as
     project for realize monitoring systems for environmental variables, has involved in its activity even
     the NASA.

Brief Profile and experience in the relative field of action:
Cyclades represent a unique and diverse group of islands in Greece where the problems of unsustained
growth become particularly evident. These islands are characterized by small surface area, limi ted
natural resources, rich cultural heritage, a natural and built environment of unique value, limi ted
administrative and organizational capacity, weak access to technological applications and innovation
and intense tourism development which threatens the fragile balance between economy, society and
environment.

Limited natural reso urces: specifically, water resources are inadequate either due to low precipitation
which when coupled with geological particularities and increased demand during summer months leads
to rather acute problems. The above constraint along with soil erosion and limited land resources
further impedes the development of the primary sector.
Rich cultural heritage. The islands possess a unique heritage with important archaeologic and Byzantine
monuments, not to mention local traditions and customs.
Natural and built environment of unique value: the islands host important ecosystems as well as
endemic species of fauna and flora. The unique architectural style and their traditional settlements are
well know n, which along with the landscape are considered as major to urist attractions.
Major deficiencies in respect to technical infrastructure and services. A critical problem for the
development of the islands, mainly of the small ones, is the inadequate communication between the
islands and between the islands and the mainland.
Limited administrative and organizational capacity not allowing the effective confrontation of problems
and, mainly, of pressures derived from unplanned tourism development.
Intense tourism development: since 1970, tourism presents a major source of income for local
communities. The inefficient infrastructure, the illegal constructions and the ineffective management of
visitors flow comprise major constraints for sustainable tourism development.

Prefecture of Cyclades is the administrative and managing authority for these islands. The population of
the prefecture according the last census carried out in 2001 is 111.181 inhabitants. The prefecture of
Cyclades constitute 23 big and small islands. Although some of the big islands like Paros, Naxos,
Mykonos, Andros, Santorini etc. are very well developed and have relatively good infrastructure most of
the small islands are isolated from the capital of the Prefecture and do not even have the basic
infrastructure. The Prefecture has taking into acc ount all these an in cooperation with the South
Aegean Region Authority has implemented and participated in a number of European Projects.
Some of these projects are described in more detail below:
THISEAS is a project applying different prolepsis programmes in primary education. It is a programme
which is applied by all local government bodies in Greece. The Project THISEAS in Cyclades has
implemented until now a lot of programmes in primary schools of many islands and more than 200
teachers have participated. The aim of these programmes is the prevention and prolepsis of the social
problem of young people to drugs addiction.
The Prefecture has also implemented an integrated actions for women aiming in equal access to labour
market. The project aims in a few words to strengthen the employment possibilities and opportunities
and improve the access and participation of women in labour market.
Natura 2000 – Milos is a project aiming in effective protection and promotion of natural resources and
species of the Milos‟ areas which belong to Natura 2000.
Prefecture of Cyclades ia also a founding partner of the Vocational Training Institute of Cyclades which
implements many projects in employment, environment and social cohesion.

Prefecture of Larissa is part of the Region of Thessaly in Greece and constitutes a second level of local
government and is financially and administrative autonomous. The prefecture has general responsibility
and wield public authority, that is all their responsibilities, inside their territorial region. The pre fecture
is situated in the northern part of Thessaly Region and occupies the biggest part of Thessaly Plain. It is
the second largest prefecture of Greece and covers an area of total 5.381km2 w hich amounts 4% of the
total territory of Greece and one–third of the Region of Thessaly and is the 6th biggest prefecture in
terms of population. In terms of morphology, the prefecture of Larissa is divided in 49% plain area,
23% Hilly and 28% mountainous. Has a coast line in the Aegean sea that is 60km long.
The prefecture is at a particularly advantageous location in terms of distances from all metropolitan
centres of the country and from the main communicational gates of Greece with foreigner countries.
The prefecture of Larissa belongs to the most important anne x of the country, the Eastern (Athens –
Thessalonika). Two national transport networks run through the prefecture, (railway and highway): the
Patras – Athens – Thessalonika priority road link, which is part of the Trans-European Transport
Network (TENT). T he road network of Igoumenitsa – Volos passes through the Prefecture of Larissa,
with the additional advantage of offering another connection of Larissa to the north and west borders of
Greece.
The prefecture apart from its administrative role as a local government is responsible for the financial,
social and cultural development of its district. Its main responsibilities are the management of the
tourism policy of the prefecture, the development of policies for the promotion of the local products and
for the development of the tourism activity and the alternative forms of tourism, the application of
actions and programmes regarding the protection of the environment and the agricultural development
such as agrotourism, and improvement of farming. It is also responsible for the upgrading of the urban
environment and its infrastructures in the main and secondary urban centres and the tourism areas
with the cooperation of other local authorities and for the elaboration of studies on spatial development,
environmental protection and social inf rastructures.
The Prefectural Administration of Larissa has elaborated a study for “Integrated development of Rural
areas of Olympus and Kissavos” which had as an objective the identification of the specific elements
and environment of these areas and proposals for the integrated economic and social development of
this area. It also participates in a network for the support and information of the people of the rural
areas of Thessally plain as regards to the given opportunities for invest ment and employment. It has
also participated in a Project of LEONARDO 99 with the title “MUSTAFOOD IN PRACTICE” which was
about the quality of food and drinks sector .
The prefecture has also elaborated a study for the identification of environmental problems in the
prefecture of Larissa in a Geographical Information System (G.I.S) and a study about the analysis of
the environmental situation and problems of the water sources within the area of the prefecture and
suggestions for best practices and solutions.

Brief Profile and experience in the relative field of action:

The Mediterranean Agronomic Institute of Chania (MAICh) is a constituent Institute of the International
Centre of Advanced Mediterranean Agronomic Studies (CIHEAM). The Center is an intergovernmental
organization (thirteen member States) whose purpose is to develop and progress in scientific co-
operation by providing post graduate education, research and applications in the fields of economics,
management, and applied biological, technological and environmental sciences, as related to
Mediterranean Rural Areas. The ultimate scope is the strengthening of the agricultural sector via the
exploitation of the local human and capital resources of the agricultural areas of the M editerranean
Basin. The Institute maintains close links with academics and prestigious Higher Education and
Research Institutions in Europe and North America, thus a number of students arrive from
Mediterranean countries to pursue and further their education at MAICh.
The activities undertaken by MAICh are related to all or some Mediterranean Countries and support the
Euro-Mediterranean relation. More specifically, MAICh organises specialised courses and seminars, both
at the Institute itself and in the third countries of the Mediterranean and Balkan regions. It further
coordinates research networks in European and Mediterranean countries that address high priority
topics and contributes to regional and local development through innovative actions that repre sent E.U.
initiatives or regulations (ECOS-OVERT URE, Article 8, FEOGA, etc.). Finally, the Institute implements
Euro-Mediterranean Partnership Cooperation programmes (AIDCO in the MEDA programme).
Moreover, MAICh is involved in the establishment of researc h and training networks as well as in the
design and development of databases and modern training tools.
The Depart ment of Agricultural Economics of MAICh carries out postgraduate teaching and is involved in
research in the areas of: (1) Sustainable deve lopment; (2) Application of modern operational
management methodologies and economics theory to agricultural market situations within the frame of
the Common Agricultural Policy; (3) Market research and quality product promotion.
Some of the research activities that we are involved during the last three years are:

           ● Setting up and implementation of sustainable and multifunctional rural development model
  based on organic and competitive agriculture (SIMOCA), INTERREG III B, CADSES
  The general objective of the project is to define a new strategy for sustainable and multifunctional rural
  development based on the growth of organic farming.
  The structure of the project is divided into 5 work packages:
    WP1. Building up of a common trans -national knowledgebase and permanent communication-networking
  system;
    WP2. Elaboration of best-practice models on farm and catchments levels for multifunctional and organic
  agriculture in selected areas;
    WP3. Implementation of the Best-Practice Model in selected case study areas (Pilot a ctions);
    WP4. Setting up and validation of a trans -national strategy for a sustainable and multifunctional rural
  development strategy;
    WP5. Awareness of, capacity building training, and dissemination with innovative systems.
           ● Tools for evaluating investment in the Mediterranean Mountain Areas – An integrated
  framework for sustainable development (MEDMONT XI Research and Technology)
  This research program develops an integrated methodological framework to support ex ante and ex post
  investment evaluation and monitoring decision support tools for integrated sustainable development projects and
  plans in the mountain areas of the Mediterranean region. The framework integrates tools (indicators) through: i) a
  natural resource base and capability evaluation for forestry, grazing, agriculture, wildlife, tourism and water/soil, ii)
  a social and economic evaluation iii) an institutional evaluation and iv) an integrated evaluation based on Mu ltiple
  Criteria Analysis.
           ● Market and Trade Policies for Mediterranean Agriculture: The case of fruit/vegetables and
  olive oil (MEDFROL), EU 6th Framework for Research, Technological Development and Demonstration /
  Specific Targeted Research
  The project analyses the macroeconomic environment and agricultural sectors of the thirteen Mediterranean, non-
  EU countries, namely Malta, Turkey, Morocco, Algeria, Tunisia, Egypt, Cyprus, Lebanon, Libya, Syria, Israel, Gaza
  Strip and West Bank, Jordan. Although the analysis covers all the main commodities of the investigated regions,
  particular emphasis is placed on their fruit and vegetables and olive oil production, since these products are among
  the most important commodities produced in these countries and provide the most significant contribution to the
  national economies.
  The main objectives of the project are to assess these countries' future potential by taking into account the ongoing
  liberalisation of their economies and the strengthening of their economic relations with the EU and to evaluate
  potential impacts both on the EU as a whole, as well as on individual Member States that produce competitive
  products. Therefore, certain EU countries will also be included in the study for comparison and forecasting reasons.
  In order to fully capitulate on the future potential of the fruit and vegetable (fresh and processed) and olive oil
  sectors of these nations, the EU market‟s import demand will also be accounted for.
           ● Agricultural Trade Agreement (TRADEAG), EU 6 th Framework for Research, Sustainable
  Management of Europe’s Natural Resources / Specific Targeted Research
  The objective of the project is to provide information, expertise and operational instruments to policy makers
  involved in trade negotiations and agricultural policy design. The expected outputs include: a set of detailed data
  bases on EU25 tariffs, barriers, trade, including those under preferential agreements; similar databases for selected
  countries; a critical review of existing instruments and analyses; analyses of agricultural trade, tariffs, quotas under
  preferential agreements; indicators of openness of the EU25 and other developed countries; a general equilibrium
  model to simulate the impact of trade preferential policy schemes and the effect of multilateral negotiations on
  trade flows and welfare; an original modelling tool to simulate the impact of trade agreements on the EU25
  common market organizations; several sector/region focused partial equ ilibrium tools; an analysis of the
  effectiveness of EU25 trade agreements for developing countries, and a comparison with the preferential treatment
  granted by the US in the case of Africa; prospective analyses of possible future agreements with Mercosur, Russia
  and their effects on the agricultural sector the EU25; case studies like the impact of deepening the Euro
  Mediterranean and Balkans agreement on specific EU25 regions and sectors (e.g. fruits and vegetables); an
  analysis of the effects of future multilateral agreements on existing preferential trade schemes of the EU25.

           ● The green Enterprises, EU Youthstart Programme
  This project planned to design and materialize a broad support framework for the employment initiatives of young
  people in the sectors of Cultural and Nature Tourism, and to develop permanent structures which will enable the
  promulgation and dissemination of the results when the program has been completed. Certain mountainous regions
  of Crete are selected as areas of application
           ● The greenways project: Youth Initiation for development of Green Tourism, EU Youthstart Programme
  This project concerned the development of appropriate tools to provide young people, which are the target group of
  the project, with the information and the training required for their involvement as professionals in the world of
  eco-and/or hiking tourism. More specifically MAICh is involved in the development of the educational tools aimed at
  the training and positioning of the trainees in several jobs, and will result in the development of maps appropriate
  for hiking and maps for the professional education of those attending the program for the leaders.

Brief Profile and experience in the relative field of action:
Agros is a village in the center of Pitsilia area in the mountains of Troodos on the island of Cyprus with an altitude
of 1'000 m.a.s. Agros is the capitaI of Pitsilia area and the gymnasium tutors students from the whole are a. Agros
is well-known for its healthy dry c1imate. The area is a paradise for hikers, bikers, photographers, interests in
culture and history. Visitors to Agros quickly learn that tradition and hospitaIity are followed and alive. The village
is also called "the village of the roses" since roses grow naturally and the famous rose water and other rose
products are produced. A big variety of fruits grows and is cultivated in Agros. For many inhabitants the cultivation
of fruits and vegetables is their living. At a newly built factory, home made sweets like fruits in syrup, marmalade
and jams are produced Due to the climate and vegetation a lot of vineyards are found in Agros. The grapes give a
herb, dry wine that is found on every family meal and their juice is used for the production of "palouze", a kind
of pudding, and "shoushouk:o", a sweet made out of grape juice and nuts. Another grape product is Zivania, a
strong liqueur
A further traditional product made in the village is smoked meat such as "Loukanika", spicy delicious sausages,
"Lountza", smoked fillet of pork, and "Hiromeri", smoked ham Other than its traditional products, Agros also
presents long history and a few interesting cultural sites. Historic is the church "Eleousa Panayia" in the village
center hosting famous and valuable icons. In the 11th century monks from Minor Asia came to the area and build a
monastery called "Mega Agros". At the beginning of the 19th century the monastery was destroyed in a battle
between the church and the inhabitants. At the end of the 19th century a new church, "Eleousa Panayia", was built
in replacement of the old monastery. In the basement of the church is the newly established museum of Solon
Francoulides. Francoulides was painting amongst others icons and chu rch ceilings Agros offers to its 800 inhabitants

café. Rodon Hotel can accommodate and cater up to 400 people. The hotel has two swimming pools, a gym and a
sauna. At the Pancyprian Sports Centre intemational and European sport events are held. The cultural centre and
theatre "Kilada" hosts exhibitions, meetings, seminars and plays.
Young people meet at the Youth Club of Agros for coffee, games and parties. And Agros is proud of its Government
Services such as Police Station, Fire Station and Brigade, Hospital, Agricultural Research Center and European
Office for Agricultural Monetary Funds.

The Agros Development Board (ADB) has already participated in the EU Program SOCRATES – GRUNDTVIG II in
cooperation with villages in Italy, Greece and Romania.         The subject of this program is “WOMENS CO
OPERATIONS”. ABD participating since 1 st of August 2002. The main objective of this program is to develop the
women‟s traditional business and cooperate to gain benefits. ADB has never participated in or implemented
programs regarding isolated areas development either locally or on European basis and they are very interested to
participate .

COMUNITA` MONTANA MELANDRO -Melandro Mountain Area Community - is a Public Body which only
handles public funds. As association of the 7 municipalities of Brienza, Picerno, Sasso di Castalda,
Savoia di Lucania, Sant‟Angelo le Fratte, Vietri di Potenza and Tito, it`s competence includes the
follow ing sectors: Agriculture and environment, Forest conservation, Ground defense, Promotio n of the
area, Local enterprises, Social matters, education, Civil defence, Planning, Management of the territory,
Roads and transport. Moreover, the Body is in charge of several tasks, including professional training
and social and cultural activities.
In addition to a number of initiatives, it has handled European community agricultural funds and
structural funds for invest ment in public deeds. Moreover, it has developed a Community project within
the European Social Fund (ESF and RF), Leader Plus and EQUAL, supervised by the Depart ment for
social policies of the Prime Minister‟s Office. Within these fields, the past experience of the Melandro
Mountain Area Community concerns projection, co-ordination of the activities, life-long learning,
communication, information and seminarian activities, and micro business counselling. Its cooperate in
transnational network in order to exchange of experiences for promoting the territories and the local
productions; adaptation of micro rural business to the tourist and bio-agricultural systems; new
technologies as instrument of formation and communication between firms and territories.
Melandro Mountain Area Community is also involved in the European program Leader Plus 2001-2006
within the GAL, a public -private body which promotes the development of innovations in rural areas

The Comunità Montana Zona del Tanagro (Mountain Community of the Tanagro Area) is a local
authority having the follow ing goals as its priorities:

DITEC PROFILE _ HADRIAMED
The University of Basilicata - DITEC is located in Potenza, Italy. The Department deals with the management and
protection of agricultural and natural resources and technological development in agriculture. The innovative and
interdisciplinary approach of the Department has been transferred to the research activities performed,
consolidating a long experience in managing research projects concerning the implementation of measures to
combat land degradation and promote sustainable rural development involving local communities. Research has
been conducted on the following topics: involvement of local communities both in identifying and promoting suitable
strategies of sustainable rural development to combat land degradation (DESERTLINKS, MEDALUS EU projects).
In addition to an academic staff of over twenty, the DITEC also has a large and growing postgraduate community,
with 26 students annually registered for a Post-graduate Master course on “Management of territory, combating
land degradation and promotion of sustainable rural development”, who all actively participate in the DITEC
research.

To enhance the role of isolated, mountain, and island areas in a modern socioeconomic context, through
the develop of a territorial planning focused on attraction of new residents in isolated areas like tool f or
sustainable socioeconomic development.

Strategy
Joint elaboration of tools of governance and territorial marketing directed to local and regional policy
makers through:

     -   Researches and studies within involved areas;
     -   Pilot actions aimed to attract new residents in isolated areas;
     -   Experimentation of connections in isolated areas utilising wireless technologies;
     -   networking among local development actors;
     -   Vertical and horizontal mainstreaming.

Background and problems
The project will aging in three areas: Mountain regions of Southern Italy; insular and continental areas of Greece,
one Municipality in Cyprus and the participation of Turkish and Palestinian bodies.
All the regions involved in the project present similar problems:

     -   Limited natural and human resources impedes the development of several activities

The Leader Partner will sign a partnership contract and will be in charge of both the administrative management
and the implementation of the foreseen activities;

Steering Committee is composed by 1 representative for each partner, it ensure that all partners will be involved
in the decision-making process through. It will meet each 4 months with role of the strategic management of all
activities.

Social desertification in isolated areas due to:

2. Proje ct implementation.
   -    Studies of ex ante situation and def inition of program lines of the sustainable development model
        for mountain and insular areas through the attraction of new residents
   -    creation of basic condition t o guarantee territorial attractiveness:
             o administrative acts in order to facilitate investment and attraction of residents
             o Realisation of a pilot system of w ireless communication, aimed to facilitate the use of ICT
                 tools for people and enterprises;
   -    Design of guidelines of strategic interventation planning aimed to orient development territorial
        interventations proposed by local actor and joint implemented by the pilot areas responsible

   -    Coordination at transnational level of all the pilot actions

(1) This part of pilot actions is aimed to create a powerful cooperation between the local authorities and
the local development actors, both private and public.
This action will be located in each the areas covered by Hadriamed: Benevento Province; Melandro and
Tanagro Mountain Communities Areas, Cyclades Prefecture; Larissa Prefecture and Agros.
The action is divided in 5 phases:
     a) Definition and publication of guidelines, performed by local authorities (project partners);
     b) Concourse of ideas, performed by local actors;
     c) Definition of best ideas (5-10) and integration with local development policies, performed by local
     authorities (project partners);
     d) Implementation of actions planned w ithin phase c), managed by local authorities (project
     partners) and performed jointly with local actors;
     e) results dissemination and sharing among the transnational partners, performed by transnational
     partnership and the Expertise Committee.

The guidelines will observe the following priorities:

The only infrastructures used within the project implementation will be the wireless system.
This infrastructures will be realized by public authorities (project partners) on state ground, for this reason every partner will have
the direct availability of the system whether within the project life, or after the end of project as well without any other kind of
permission or statement.




37. WILL THE PROJECT BE FULLY OPERATIONAL AFTER THE COMPLETION OF THE IMPLEMENTATION?

All the project activities are carried out by public bodies with the cooperation of the entities created a hoc for the projec t: Steering
Committee, Expertise Committee, Hadriamed Office and Monitoring and Evaluation Group.
After the end of project financing, the activities will continue in the following way:
National and local activities: all the local Authorities will carry out the above named activities by the standard organisation of their
own body with the same personnel charged in the project, through the expertise and skills upgraded within the implementation of
project‟s actions.

Transnational activities: At the end of project the Hadriamed Office and the Monitoring and Evaluation Group will stop working
because the core of project activities will finish. Concerning the exchange of results and of experiences, this kind of activ ities will
be carried out by the Steering Committee and Expertise Committee representatives of each partner using mainly ICT facilities to
keep the costs low.
All the people charged of this action will be the same that had increased his own experience and skills within the project
implementation during the previous two years.

39. TRANSNATIONAL CHARACTER OF THE PROJECT (a maximum of 1000 characters)
(Please refer to chapter 5 of the applicants’ manual for detailed instructions on how to fill in the field).
Both partnership and project architecture were conceived as a response to the goal of the project itself:
processing, testing and transferring a European sustainable development model for marginal territories
through the attraction of new residents.
The partnership is intended to be a sum total of all public bodies acting on different planning levels
(municipalities, mountain communities, provincial and regional authorities) within different territories
(mountain areas, insular and coat areas) and within different legal and political national frameworks
(Italy, Greece, Cyprus) with an eye to the confrontation with extra -European areas such as Palestine
and Turkey. The project architecture integrates model processing activities carried out by a
Transnational Expertise Committee and the validation of the model itself within different territorial
contexts (mountain areas, insular and coat areas) identified as sample areas.
It is only thanks to this transnational set -up and the comparison between political models and strategies
operating within very different prescriptive and social frameworks the transferability and the
applicability of the model developed within the European territory and, more in particular, in the
ARCHIMED area may be guaranteed.
The project also foresees the constant exchange of experiences and know -how both in the model
processing and post-testing feedback stage which will be carried out by the aforementioned
Transnational Expertise Committee and which wil be disseminated on the occasion of the foreseen
Transnational Workshops.
The foreseen network activities, aiming to establish a European network of receptive territorie s also
represents a further result only sustainable w ithin a transnational framework.
The project proposal, although being originated from needs expressed by Italian territorial authorities
was carried out in view of the sharing of goals, tools and methods and foresees the establishment of
specific supernational managing bodies which will look after its shared implementation.


40. DOES THE PROJECT COMPLY WITH THE STRATEGY OF THE PROGRAMME? (a maximum of 500 characters)
The Project contributes to a more co hesive, ba lanced and socially and ecologically sustainable
development of the European territory, a nd of the ARCHIMED a rea in pa rtic ula r.
It adopts an innovative and integrate d approach of tra nsnationa l co-ope ration based on
attraction of new resident and invest ment policies through the enhancement of territorial potentials and
growth of quality and quantity of citizen and enterprise services.
It wants to give an answe r to territoria l issues concerning the depopulation of isolated areas and
the needs of a more harmonious growth between urban, mountain, insular and coast areas.



41. DOES THE PROJECT COMPLY WITH THE STRATEGY OF THE AXIS: (a maximum of 500 characters)
The project intends to devise strategies for spatial planning development aiming to the re vitalization of
isolated areas and the decongestion of urban areas as it will provide at the same time an increase in job
opportunities, in particular, both for women and younger generations and an improvement of the
quantity and quality of services within marginal territories to the benefit of more disadvantaged people.


42. DOES THE PROJECT COMPLY WITH THE STRATEGY OF THE MEASURE: (a maximum of 500 characters)
The project foresaw the creation of city/town networks with the aim of responding to common
problems and increasing the appeal of isolated territories by putting a brake on the current
depopulation phenomena.
It, also intends to implement actions aiming to employ the role of the geographically isolated areas,
mountainous and insular areas, within t he context of a modern socioeconomic system favouring the
decongestion of urban centres through the creation of life and job opportunities within isolated
territories.

The studies carried out by the Commission for mountain and insular areas ( “Analyse de Régions
insulaires et des régions ultrapéripheriques de L‟Union Européenne – Partie I Les territoires et les
régions insulaires” – Rappot final mars 2003 Contrat n2000.CE. 16.0.AT.118 ; « Le aree montane in
Europa : Analisi delle aree montane negli Stati Membri dell‟UE, in quelli in adesione ed in altri paesi »)
emphasize a number of common critical endogenous and exogenous factors:
Demographics and active population:
    a. Declining demographic trend mainly in the active population areas
    b. Increase in average age
    c. Dearth of active and qualified human resources
    d. mismatch between a qualif ied labour supply and a poorly qualif ied labour demand
Economic structure and access to markets:
    a. A productive system strictly linked to traditional sectors (fishing, agriculture and stock raising )
    b. Logistic difficulties in accessing the markets
    c. Lack of enterprise services (set-up assistance, ICT, logistics)
    d. Lack of telecom networks
    e. Low implementation level w ithin SMEs of innovative production and marketing systems (e -
        commerce)
    f. Low enhancement of the cultural and environmental heritage within a sustainable tourism
        framework

Access to public services:
    a. Increase in the demand for proximity services due to the ageing of the population
    b. Decrease in available resources due to the reduction of citizens (contributory base)

    a. Fragile ecosystems endangered by hydrogeological risks in absence of human presence
    b. Indiscriminate exploitation of existing resources
The project intends to define an integrated and sustainable de velopment model based on the
improvement of the appeal of territories through:
    -   The implementation of Wireless systems aimed to increase the availability of proximity services
        (E-Health) and enterprise services (E-Commerce) and territorial management services (E-
        Governement)
    -   Development territorial interventations with a bottom-up approach aiming to enhance the
        potentials of the territory and improve services.
    -   Promotion, set-up and strengthening of SMEs in the sustainable tourism field
The improvement of the appeal of the territory according to a social and environmental compatibility
approach will favour within isolated areas the follow ing:
      -   Increase in demographic rates
      -   Increase of GDP
Improvement of quantity and quality of services within urban areas
      -   Lower demographic pressure
      -   Enhancement of citizen services

44. DETAILED INFORMATION ON THE PROJECT’S SUSTAINABILITY OF RESULTS- FOLLOW UP AFTER FINALIZATION

The project foresees the creation of a number of products which will be available to direct bene ficiaries
such as local development and planning actors and indirect beneficiaries such as residents of areas on
which the project will have an impact.
Studies on territorial peculiarities supporting the post -project implementation of methods and
approaches tested and devised
Political tools and models which at the end of the project will be an integral part of the development
model for pilot areas and potentially transferable within a European framework
Wire less systems to facilitate the access to information and the use of ICTs on the part of citizens,
enterprises and local authorities
Network for the dissemination of the model amongst all territories implementing reception policies
coordinated by a permanent transnational working committee
An improved guarantee of post-project sustainability is provided by the partnership; all devised land
planning models are necessary, shared and endorsed by all involved territorial agencies and their
implementation at the end of the project activities will be possible without any cost increase for the
latter.

local development so as to transfer and concretely apply all methods and tools developed w ithin the

46. COMPATIBILITY WITH EUROPEAN STRATEGY ON EMPLOYMENT (LISBON AGENDA) (a maximum of 500 characters)
In compliance with the Lisbon strategy the project promotes “Competitiveness and social cohesion in
Knowledge Society” through 3 pillars:
Information society: implementation of wireless systems so as to guarantee people and enterprises full
access to ICT bridging the digital divide.
Active social policies: increase in the number of and improvement of the quality of services within
isolated areas and, in particular, those targeting more disadvantaged people.
Employment: creation of new job opportunities for younger generations and women taking full
advantage of the unexpressed potentials of the involved territories


47. MANNER OF IMPLEMENTING EQUAL OPPORTUNITY PRINCIPLES (a maximum of 500 characters)
Gender equality: the development territorial interventations within the framework of the project (Ref
WP3) will foresee absolute priority for the proposals containing specific actions for the promotion of
gender equality.
The project will promote a development model which will favour an adequate alternation of job and
private life times through the promot ion of self-employment and other forms of telework by
implementing ICT within productive and product marketing activities.
The project will also promote equal opportunities in the access to proximity services for inhabitants of
isolated and urban areas w ith particular attention for the more disadvantaged people.


48. COMPATIBILITY WITH EUROPEAN POLICY ON ENVIRONMENT (GOTHENBURG AGENDA) (a maximum of 500
characters)
     Follow ing the main principles of Gothenburg Agenda, the project is aimed to:
     o Conservation and management of natural resources and the cultural heritage;
     o Implementation of wireless communication systems with a low environmental impact;
     o Increase of labour opportunities in the field of sustainable tourism through valorisation and
         protection of environment heritage;
     o   Adoption of an attractive policy towards new residents observant of environmental balance and
         of territories.




49. COHERENCE WITH THE SPATIAL DEVELOPMENT POLICY OF ESDP (a maximum of 500 characters)
The proposed model aims to achieve a balanced growth among urban and isolated areas through the
creation of new ecosustainable job opportunities and more attractive life condition in mountain and
insoular areas.
Fight the social desertification phenomenon and to attract new residents from urban areas towards
mountain and insoular ones, guarantees the optimization of public services in the first one and the
growth of quantity and quality of public services in the second one in an approach that achieves the
economic and social cohesion preserving the resources for the next generation (Ref UN Brundtland
Report)


50. COHERENCE WITH OTHER EU POLICIES (a maximum of 500 characters)
The project aims to answer to the strategy of SECTION 3 - ECONOMIC, SOCIAL AND TERRITORIAL
COHESION - Article III-220 – EUROPEAN CONSTITUTION
The model promotes overall harmonious development through the strengthening of European economic,
social and territorial cohesion. In particular, it w ill reduce disparities between the levels of development
of the various regions and the backwardness of the least favoured regions. Among the regions
concerned, particular attention shall be paid to rural areas, and regions which suffer from severe and

ITALY
The valorisation of mountains areas represents a one of italian political priority.
The main issues are:
-  to sustaine the familie resident in mountain areas with aim to avoid depopulation and fights aging of
   population.
-  to promote economical and cultural tradition
-  to remove economical and social unbalances among urban and mountain areas
-  to guarantee effectove assertion of rights and the access to public services
-  to respect environment safeguard and ground protection
The basic legislation system is composed by

GREECE
Agricultural and Regional Policies are the basic policies that mainly affect the mountains.
With Greece's accession into the European Union in 1981 an d the implementation of the Common
Agricultural Policy, the application of the Directive 268/75 for the "mountainous and disadvantageous
areas" began. In this context, the income of farmers in these areas is subsidised in order to balance
their income. These policies aim at strengthening the agricultural income and at limiting migration.
According to the Re gional Developme nt Plan for 2000 – 2006 as presented by the Greek
authorities the main principles are
1) Development of human resources; 2) Basic infrastructures; 3) Productive sector;
4) Improvement of the quality of life; 5) Information society; 6) Development of the Regions.
The main objectives of the Greek government are as follows: to make up the delay with respect to
convergence, to tackle the high level of unemployment and the need to improve education and training
services, to ensure that progress is made in the environmental field, to deal with the weakness in
administration and the problems of management and implementation that stem from it, to address the
deficiency in basic infrastructures in order to strengthen the economic potential, to make up for
backwardness in the field of innovation, in particular insofar as it affects the Information society, and to
cope with the deficiencies in the fields related to the quality of life.
