Dear Fellow Regional Advisors:

I realize that convention registration packets were sent out in early January, but I wanted
to repeat my electronic copy so you can distribute it immediately to all your advisors that
might plan to go to convention. On-line registration will begin shortly after Legislative
Session is over so it would be nice to have some of the paperwork done before you go on-
line. I have included all of the pertinent information including a time line that it might be
wise to follow in order to prepare for convention. I know from my previous experience
as a high school advisor that getting that paperwork in can be a bear. Remember that it is
important to get those forms signed by the principal or they could be turned back. Also,
remember that there should be one school check for the entire delegation and advisor, not
individual checks from delegates. What I am saying is the delegates need to pay their
school and the school then pays MASC.

We have two excellent motivational speakers coming to convention and have a couple
new ideas for recreation time, so it should be a fun time as well as a good learning
experience for the delegates. We have suggested that each school maybe do some
fundraising to help their delegates pay the higher registration costs ($225 per delegate)
this year. I don’t think I need to explain to anyone what this economic crunch is doing to
the price of everything, including convention expenses. We have tried to make as tight a
budget as we can and still have the top notch convention that we are used to having.

I would also like to note here that we are aware that there is some eighth grade testing
that may be going on the morning of the first day of convention. This could affect the
arrival time of your delegation. We are planning on keeping the dinner hour open a bit
longer to accommodate late arrivals, but would you please notify me if this will be the
case with your delegation. I have also added the updated emergency plan that will appear
in the program booklet.

If you have any questions or concerns at all please do not hesitate to call me at home at
410-692-5546 or on my cell at 443-807-0150. I also try to read my e-mail at least a
couple times a day so that is another way of contacting me. Please pass along this packet
of materials to your region’s advisors when you see fit to do so. I hope to see you all at
convention in OC.

Dear MASC Member Schools,

We are excited to have the opportunity to invite you to the 2009 MASC Convention in Ocean City!
Convention is by far MASC’s largest event and we are happy to be able to share this wonderful experience
with you. This year’s conference will be hosted by the Harford County Regional Association of Student
Councils.

In Ocean City there are typically close to 1000 delegates consisting of middle and high school students
from across the state. In addition to the workshops that will be presented, students will also hear some of
the best motivational speakers in the country. While in attendance delegates will also be able to vote on the
new officers for the 2009-2010 year.

Besides the extensive leadership activities that delegates will partake in, they will also have the chance to
participate in some recreation. Some of the recreational activities that will be available are swimming,
bingo, movies, dances, etc. Convention will be held from March 25-27, 2009, at the Clarion Resort
Fontainebleau Hotel in Ocean City, Maryland.

Convention also fulfills MASC’s call for service. MASC’s Health and Social Issues coordinators are
organizing multiple fundraisers to take place at convention for our state charity, The Arc of Maryland.
They have also created a competition in which the county that raises the most money will get a front row
seating section in the last General Assembly. There will also be an officer auction where the highest bidder
will have an opportunity to have the first dance with any member of the officer team at the dance on
Thursday night.

Convention is the last large MASC event of the year. Yet, we wish for all of you to attend, not as a
culmination of a year of leadership, but as the beginning of a new one. As the theme for this year is “The
Superheroes of Leadership”, we ask that you please join us for “It’s a Leader!”

                                    2009 MASC Convention
                                        Advisor Bulletin

           Only Voting Delegates and Student Members and Representatives to local
            Boards of Education will be permitted to attend Convention.

           Due to space constraints, only one advisor per school is permitted to attend
            Convention this year.* In addition, we cannot exceed 1000 participants this year.
            All registration procedures must be completed by Friday, March 6, 2009
            (checks/final registration forms postmark date). Once we reach capacity, no
            additional registrations will be accepted.

           Please note the primary responsibility of advisors is to chaperone not only the
            students they accompany from their schools, but also those from their regions.
            Advisors must attend all General Assembly sessions to actively chaperone their
            students. Advisors will be assigned additional chaperoning responsibilities
            including, but not limited to, chaperoning the dance and other recreational
            activities, monitoring hallways and exits, and ensuring students on their sleeping
            floors adhere to in room and lights out policies.

           Online registration opens February 13, 2009 and closes February 27, 2009

           Students must be able to attend the conference in its entirety. They will not be
            permitted to arrive late or depart early except in cases of verified emergencies.

                  STUDENTS WILL BE HOUSED 4 STUDENTS TO A ROOM.
 IF YOU DO NOT HAVE 4 MALE OR FEMALE STUDENTS TO FILL A ROOM, THE STUDENTS WILL
SHARE THE ROOM WITH OTHER STUDENTS OF THE SAME GENDER FROM THE SAME REGION
           (wherever possible). (Each room accommodates 4 people in 2 double beds.)

           We will be housing most participants at the Clarion Inn, though some regional
            delegations will be housed in the condos. We attempt to rotate regional
            delegations between the main hotel and the condominium rooms from year to
            year (when applicable). Every attempt will be made to house regions together.

           Specific arrival times for Wednesday evening will be assigned by region. Your
            designated arrival time will be provided in your confirmation letter.

           The Harford County Regional Association of Student Councils (HCRASC) is the
     primary host of this event. Any questions regarding facilities should be directed to Mr.

     The 2009 MASC Convention promises to be a wonderful learning experience for
     your students. You will receive additional information with your confirmation
     materials. If you have any questions regarding registration, please email the

     *Note: If school policies or special circumstances require that you bring more
     than one advisor, please contact Mr. Lance Ledebur to make special
     arrangements.

additional fees and/or inability to attend Convention.

*Due to bookkeeping procedures in some districts and schools, MASC will accept an official document
signed by a school administrator indicating that payment is being processed. This may be a copy of your
school’s/district’s check request form or a letter from your administration. The document must be signed
by a school administrator.


SUGGESTED TIME LINE FOR CONVENTION REGISTRATION: This is intended especially for newer
advisors, to assist them in completing registration in a timely and stress-free manner. Be sure to check with
colleagues for their own ideas on best practices.

                                           approves your delegation’s participation.
Feb 13 – Mar 6                    Mail the signed School Registration Form, Housing Form, and school
                                  check in a single envelope to the MASC Registrar. Be sure that it is
                                  postmarked no later than March 6 to avoid the $50 late fee.
Mar 16 – Mar 20                   You will receive a Confirmation Form from the MASC Registrar.
                                  Review it carefully and follow the instructions on the form.
                             2009 MASC Convention
                   REGISTRATION INFORMATION AND PROCEDURES

Dates: Wednesday March 25, 2009 - Friday March 27, 2009

Location:      Clarion Hotel, Ocean City, MD

Cost:          $225 per student (4 to room)
               $250 per advisor (2 to a room)
               $325 for advisors requesting a single room (if available)
               Cost includes: Hotel room, 5 meals, snacks, t-shirt, tote bag, leadership
               training workshops and speakers, convention materials, and entertainment.

Deadline:      Online Registration begins on February 13th and ends on Friday,
               February 27th. Online pre-registration, payment and copy of online
               registration form must be postmarked by Friday, March 6, 2009.
               Capacity is 1000 total attendees. Once this number is reached,
               registration will no longer be accepted. If your school check is not
               postmarked by the March 6th deadline, then a $50.00 fee will be
               assessed to your school. If your school check is not received by March
               20th, then your school be notified and will not be permitted to attend.

Registration Procedures:
1. Using the chart below, determine the maximum allowable size of your delegation (this
   should match the enrollment you designated on your MASC membership application
   earlier this year):

   MASC Executive Board Voting Members (MASC Appointed Staff, Regional Presidents,
   and Regional Middle School Representatives, Student Members on Boards of Education)
   should register with their school delegation, but do NOT count as part of the school
   delegation quota.

   School registrations including more delegates than your school is allotted will be
   returned. Only one advisor per school is permitted to attend. If your school policy or
   extenuating circumstances require that an additional advisor attend, please contact Mr.
   Lance Ledebur at 410-692-5536 to make special arrangements.

2. Establish your deadline for forms and money and write it into the Parent Information
   Sheet. Make copies of it, the Participant Registration Form, and the Delegate Contract,
   and distribute them to delegation members. Individual checks should be made out to
   your school and should NOT be mailed to the Official MASC Registrar.
3. Collect all forms and checks. Individual checks should be deposited in a school account.
   All Delegate Contracts must be signed by the school principal. Forms should be
   checked for the appropriate signatures, alphabetized, and ready to be turned in upon
   registration at the conference site.

4. Complete the School Registration Form online at www.mdstudentcouncils.com,
   submit, and print a copy to use as the school registration form that you mail with
   your payment to the MASC registrar. (note: you will need information from the
   student forms to complete this form, therefore you must collect student forms prior to
   completing the school registration form. You will also need your principal's signature on
   the mailed School Registration Form) and Room Assignment Request sheet. Please be
   sure to follow all the directions on the website. Do not hit the submit button
   more than once. This will register you multiple times for the conference and will
   inaccurately affect the attendance numbers.

5. We order T-shirt mementos far in advance of the registration deadline. We use data
   from previous years to approximate the number needed for each size. This way we are
   reasonably sure to meet most everyone’s request. However, if we cannot meet your
   specific size, we will substitute a shirt as close to that size as possible.

6. Get one school check for the total amount - including all student and advisor
   registration fees - made out to Maryland Association of Student Councils (MASC).

7. Send School Registration Form, Room Assignments Request sheet, and one school
   check to:

Note: DO NOT SEND INDIVIDUAL PARTICIPANT REGISTRATION FORMS. DO NOT FAX
FORMS.   Due to space constraints, we will close registration once we reach 1000
participants. Registration materials and checks received after that time will be returned.

8. You must bring all Participant Registration Forms (for all attending students and
   advisors) and Delegate Contracts with you when you come to Convention.

9. If any member of your delegation wants to pre-file legislation, they may complete the
   enclosed legislation form.

10. If any members of your delegation are interested in running for MASC office, please
    share the enclosed Elections packet with them and make sure they are aware of election
    rules and nomination deadlines.

11. If you must make a substitution, contact Wayne Perry as soon as possible. After March
    9th, only same gender substitutions will be accepted. There will be a $25.00 fee for each
    substitution made.

12. Refunds will not be made for delegates who register but do not attend.

                           PARENT INFORMATION SHEET
       The 2009 Maryland Association of Student Councils Convention
       promises to be a wonderful experience for student leaders from all
       over the state of Maryland. The Convention will take place from the
       late afternoon of Wednesday, March 25th, until noon on Friday, March
       27th, 2009. Your child’s school will provide specific departure and
       arrival times that account for travel time to and from Ocean City,
       Maryland.

       As a delegate to this convention, your child will participate in the
       following activities:
            electing the 2009-2010 officers of the Maryland Association of
             Student Councils
            listening to motivational speakers
            attending leadership workshops
            attending the awards ceremony for Principal and Advisor of the
             Year and the Felix Simon Award for Leadership and Service
            participating in the MASC General Assemblies
            participating in recreational activities each evening (including
             dances and other activities)

       Dinner on Wednesday, three meals on Thursday, and breakfast on
       Friday are included in the cost of registration. Your child may want to
       bring a few extra dollars to buy memorabilia during recreation times.

       The students will be staying in either the Clarion Hotel/Condos in
       Ocean City, Maryland. There will be one advisor from each school,
       with at least one advisor per 10 students in attendance. There will be
       a total of 1000 students and advisors participating in the conference.
       Advisors will help ensure that delegates abide by the provisions of the
       Delegate Contract.

       The convention activities will take place in the Clarion Hotel. The
       swimming pool will be accessible during recreational periods.
       Students will be asked to dress nicely for the Awards program on
       Thursday evening. Some may choose to treat this as a semi-formal
       event. During the rest of the conference, dress will be informal and
       students should pack lightly.

       The cost of the convention is $225 per student. Checks should be
       made payable to your school (or a specific account designated by the
       school advisor).
Please complete and sign the Participant Registration Form. You and
your child must also read and sign the Delegate Contract. Both forms
must be completed and returned to your student's school student
council advisor.

The Clarion Hotel will provide uniformed security at the event. MASC
is the only event at the conference center March 25 – 27, and only
students with nametags will be admitted onto the hotel property.
There will also be student staff available to assist attendees.

An emergency plan will be distributed to all advisors attending the
conference. A copy of the emergency plan will be posted online at
www.mdstudentcouncils.com after February 13, 2009.

You may contact your child at the Clarion at (410)-524-3535. As
students will be involved in scheduled activities during the entire
event, the staff will take a message and post it on a central message
board. In case of emergency, please give the hotel staff your
student’s school name and ask that one of the event organizers be
contacted. He or she will be able to check the event schedule to
locate your child. Delegates are permitted to have cell phones at the
event, but must keep them turned off during the day.

To establish a standard of conduct befitting a gathering of Maryland
student leaders, MASC has formulated the contract that follows. It is
to be signed by all delegates attending the 2009 MASC Convention,
their parents/guardians, and school principals.

1. Attendance at all functions is mandatory.
2. Delegates may not leave the convention property at any time.
3. Delegates may not drive private vehicles to convention or during the convention.
4. Delegates must wear their ID badges at all times during convention activities.
5. Alcoholic beverages and controlled dangerous substances are prohibited.
6. Smoking and possession of tobacco products are prohibited.
7. Male delegates are not allowed in the rooms of female delegates and female delegates
   are not allowed in the rooms of male delegates.
8. Only delegates staying in the Condos are permitted to enter the condos.
9. Each night, delegates are to be in their rooms by midnight and obey lights out
   policy. Delegates must remain in their rooms until 7:00 am each morning.
10. Delegates are financially responsible for any loss and/or damage caused by them at
   the hotel and conference center.
11. Delegates must be aware of fire evacuation and safety procedures.
12. All delegates are responsible to local, regional and state advisors.
13. In addition to the provisions of this contract, delegates are responsible to their local
   school system policies as required.

All luggage and personal items must be clearly marked with student’s name,
                         region and school name.

I have read the rules of conduct specified in this contract and agree to abide by them fully. I recognize that
failure to abide by them will result in my dismissal from the 2009 MASC Convention.

Parent Communication:
    Parents/guardians may contact their children by calling 410-524-3535.
      Delegates have a full agenda of activities and will be out of their rooms during
      the day. Parents should plan to leave a message with the hotel operator.
      Please clearly state the message is for a student attending the MASC
      Convention. The messages will be posted on a message board directly outside
      the main meeting room. Students will be made aware of the location of this
      message board during general sessions and in their regional orientations.

      Students may bring cell phones to the conference; however, the cell phones
       must be turned off during all general and workshop sessions. Students will
       only be able to use cell phones during meal and recreation times.

      In case of emergency, parents/guardians should call 800-638-2100. Again,
       state that you have a message for a student attending the MASC Conference,
       but indicate that the message is an emergency. Let the hotel know the name
       of the student’s school and school advisor, and if known, regional advisor.
       This information will help expedite the delivery of the message.

Evacuation Procedures:
    If an evacuation is warranted, all students and advisors will immediately leave
     the building. Regional Orientation Leaders or Advisors should take their
     Regional Signs from their Regional Caucus Rooms or create a regional sign.

      Students and advisors must turn off all cell phones immediately.

      Each region will have a designated meeting area in the parking lot behind the
       Marigot Condominium Building. Regions will hold signs around which students
       and advisors will congregate.

      Regional Advisors will be responsible for taking attendance for the group.
       Once attendance is taken, the regional president/designee will bring the
       report to Mr. Ledebur, who will be stationed under the Clarion Resort sign in
       the parking lot behind the Convention Center part of the complex. The report
       should be either “all present” or list the names of the students who are
       missing. No advisor or student should go in search of any missing
       delegates. Their name and scheduled location will be given to the
       onsite security officers and authorities responding to the emergency
       and they will locate the student.

      Regional presidents will return to their meeting location after delivering the
       attendance report.

      MASC Office Staff will deliver any necessary information verbally to each
       regional meeting location.

      Again, all cell phones are to remain off until an announcement is made
       reauthorizing their use.
      Once authorities reauthorize the use of cellular phones, regional advisors will
       call their county’s Board of Education to determine next steps.


Lockdown Procedures:
There are two different procedures in case a lock down is necessary. Please follow
the procedure appropriate for the time of day as listed below.

Between the hours of 7:30 am and 11:00 pm:
    All students and advisors should immediately report to the Crystal Ballroom.

      MASC Office Staff members will stand at the lobby door to the covered
       parking deck and the conference center lobby doors both leading to the
       parking deck and to the back parking lot to ensure that students do not exit
       outdoors to move to the Crystal Ballroom—all access must be gained through
       the second floor lobby area.

      Students should immediately be seated according to the regional signs posted
       in the ballroom.

      Students and advisors must turn off all cell phones immediately. Regional
       Advisors will be responsible for taking attendance for the group. Once
       attendance is taken, the regional president/designee will bring the report to
       Mr. Ledebur, who will be stationed next to the stage at the front of the
       ballroom. The report should be either “all present” or list the names of the
       students who are missing. No advisor or student should go in search of
       any missing delegates. Their name and scheduled location will be
       given to the onsite security officers and authorities responding to the
       emergency and they will locate the student.

Between the hours of 11:00 pm and 7:30 am:
    All regional advisor rooms will be called to alert them to Lockdown Status.

      Regional advisors will call lead school advisor on each floor where that
       region’s students are housed to start evacuation.

      All students housed in the main hotel will be evacuated to the Crystal
       Ballroom.

      Students must use stairs to move to the Crystal Ballroom, unless otherwise
       directed by building security.

      Students housed in the Marigot Beach condominiums will be directed to a
       central location (their advisor’s room)

      Lance Ledebur and hotel staff will be in contact with these rooms via phone to
       check attendance.
