new management position, Corporate Support Services Manager. The position is primarily
responsible for maintaining probity and compliance with legislation, provision of legal service
advice and ensuring awareness and currency of administration and governance practices and
policies.

FUNCTION & PURPOSE

This position is responsible for:
• maintaining the highest standards of probity and compliance with legislation
• ensuring awareness and currency of all governance and administrative policy and procedure
• provision of legal service advice and placement
• managing our relationships with primary service providers
• developing and maintaining Council’s governance framework
• coordinating and delivering the enterprise risk register and program
• provision of support to Council and Committees
• provision and maintenance of relevant registers and reporting
• provision of advice and guidance to elected representatives on their roles and responsibilities
   and providing administrative support to them


PRINCIPAL DUTIES & RESPONSIBILITIES

Leadership and Culture
To lead and manage the unit, and influence organisational culture by:
1.     Demonstrating effective leadership through the application of Council’s vision, mission,
       values, goals and principles.
2.     Encouraging and creating positive working relationships to facilitate a constructive and
       productive workplace.
3.     Managing change in an organisational context.

Technical

16.   Audit organisational compliance with legislative requirements, NSW Ombudsman’s
      directives and ICAC guidelines.
17.   Control and direct the conduct of litigation brought against and initiated by Council.
18.   Represent the organisation in litigation matters, including court appearances.
19.   Manage our relationship with Westpool to ensure effective insurance coverage.
20.   Secure additional insurance coverage where and when appropriate.
21.   Secure legal services on behalf of Council.
22.   Maintain and manage the panel of legal advisors to Council.
23.   Ensure legislative changes are applied and communicated organisationally.

OHS Responsibilities
24.  Follow OHS policies and procedures and not, intentionally or recklessly interfere with or
     misuse anything provided in the interests of health, safety and welfare under OHS
     legislation;
25.  Identify, and report hazards and any unsafe acts;
26.  Apply OHS policies and procedures to self and others to take reasonable care for the
     health and safety of people who are at the employee's place of work who may be affected
     by the employees acts or omissions at work;
27.  Complete required OH&S documentation relevant to the work activity performed at
     council;
28.  Cooperate with employer to enable compliance with any reasonable request relating to
     OHS;
29.  Participate in the consultative process on OHS matters;
30.  Participate in risk assessments activities relating to the work activity performed at council;
31.  Take notice of information and participate with OHS training provided.
32.  Manage the employees in their work area to ensure their work activities are being
     undertaken in compliance with policies, procedures and relevant documentation

34.  Assist in the development and implementation of the council Occupational Health and
     Safety Management System within the work area
