CALL-OFF CONTRACTS - OPPORTUNITIES TO SUPPLY TAXI SERVICES FOR
LEICESTERSHIRE COUNTY COUNCIL – BEHAVIOUR AND ATTENDANCE SERVICES
(BAS1)

I enclose details of a new call off contract for taxi services arranged by the County Council
on behalf of Behaviour and Attendance Services based in Blaby. Operators will continue to be
invited to operate Social Care, Mainstream and Special Educational Needs Transport
contracts outside this service as usual.

This is a new type of contract that is based on quoting for jobs on a simple zonal (area) basis
and agreeing these rates before individual jobs are ordered by us. This presents an excellent
opportunity to simplify working arrangements for Behavioural and Attendance Services and
provide a wider scope for all taxi firms to operate contracts on our behalf.

Overleaf you will find a quick summary of how the scheme works. Also enclosed are:

   •   A Schedule 2 - the general conditions that apply to the contracts.
   •   A Tender Form - for you to submit your details and prices (this is the only form you
       need to return)
   •   Instructions (step by step) for completing your Tender Form with a completed example
   •   A list of Do’s and Don’t’s - the rules for sending in your prices

The closing date for returning your Tender Form is noon on Friday 31st July 2009 and the
scheme will start on Thursday 3rd September 2009.

Call-Off contracts - A summary

        Operators submitting prices for this contract will be contacted in order of lowest price to
        provide transport as required.

        The price is agreed up front - so no need to negotiate for each job1.

        It is possible that operators may not normally consider travelling to areas where they
        have no base and operate contracts that do not start or finish in their own area. However,
        we would encourage you to offer a price for journeys that begin or finish in a
        neighbouring zone or indeed any zone.

How it works

You are asked to give us your rates for operating jobs that occur regularly and have common
destinations (see Tender Form). These rates are for operating journeys to or from common
locations to or from zones in each geographical boundary identifiable by postcodes (table 1)
using a vehicle with 4 seats. You may also want to submit prices for vehicles with larger
capacities e.g. up to 8 seats. You can complete more than one Tender Form Price List but you
must ensure that you indicate the vehicle size for the prices that you are submitting. When
completing your tender form please ensure that you indicate a separate price for supplying an
escort.

As jobs come up we select companies from the list of those who have filled in the Tender Form
- this is how you are “called-off”. The job is then awarded to the company with a taxi available
with the best price.

You will be sent an official order and or an order number to confirm the work. Use this to invoice
us at the end of the month. Your invoice will simply detail the invoice number, journey details
and confirm any escort costs.

  Operators will tender a price for journeys from and to the set destinations. Prices would be expected to vary
slightly if the requirement is for additional pick-ups off route or if an escort is required.

The costs given in this tender are for the operation of service(s) that the contractor will supply in line with
Schedule 1 (Ref BAS1) and under the conditions set out in Schedule 2 (2006).

The price(s) submitted for this tender should be the total cost for the identified journey and exclusive
of VAT required to operate the contract.

Please complete the table identified below for any or all of the journeys that you are interested in
providing for us. At minimum you must provide prices for any journeys that start and finish in your home
zone. The price you quote would apply from a pick-up from anywhere within that zone e.g. Market
Harborough 16 which covers 6 postcode zones from LE8 0 to LE16 9. You are also required to offer a
separate rate for an escort for every hour completed or part thereof.
