					B. EFFECTS OF TROPICAL STORM PEDRING
   1. AFFECTED POPULATION (TAB A)
     •   Total number of population affected in 952 barangays / 155 municipalities / 31 cities
         in the 31 provinces of Regions I, II, III, IV-A, IV-B, V, CAR and NCR is: 103,852
         families / 489,849 persons

     •   Total number of population currently served inside and outside evacuation centers is
         39,579 families / 184,446 persons

         Mamburao

     •   Initial cost of damages to properties amounted to PhP1,147,455,810.90, brokendown
         as follows:
            Infrastructures (school buildings/road/bridges/others) - PhP 120,004,250.00
            Agriculture (crops, livestock, HVCC and Fisheries) - PhP1,027,451,560.90

   5. DAMAGED HOUSES (TAB E)
     A total of 6,311 houses were damaged in Regions I, II, III, IV-A, IV-B, V and CAR
     (1,670 totally and 4,641 partially)

   6. STATUS OF LIFELINES:
     a. ROADS AND BRIDGES CONDITION (TAB F)

     •   As of 6:00 AM, 29 September 2011, a total of 17 bridges and 44 road sections
         were reported impassable in Regions II, Region III, Region IV-B, Region V, CAR,
         and NCR

     b. POWER INTERRUPTIONS
     •   National Grid Corporation of the Philippines (NGCP)
         The following provinces experienced power outage due to damaged NGCP
     transmission facilities and / or damaged distribution utilities of electric cooperatives:

        MERALCO Power Situation Update (As of 4:00 PM, 28 Sept 2011)
        •     As of 4:40 PM, 28 September 2011, all Meralco Distribution Circuits have been
             restored. Of the 4,919,012 customers served, 107,472 (2.18%) customers remain
             without power. Remaining customers without power are due to isolated segments and
             lateral portion of the lines

      (7).   STATUS OF DAMS (As of 8:00 PM, 28 September 2011)
        •     The following dams opened their respective gates as the water levels have reached
              their spilling levels: Ipo (3 Gates / 2.3 m); Angat (3 gates / 1.5 m); Ambuklao (3
              Gates / 4 m); Binga (5 Gates / 6 m); and Magat (7 Gates / 16 m)
        •     As of 8:30 PM, Sept 28, 2011, San Roque FFWS Dam Office has announced dam
              release for flood control. The 24-hr rainfall at Baguio and Mt. Ampucao stations are
              290 and 496 mm respectively. The dam is likely to reach its spilling water level if
              rainfall will continue for the next 24 hours

 III. EMERGENCY RESPONSE MANAGEMENT

      NDRRMC Response Efforts

        •     The NDRRMC convened at around 10:00 AM of 27 September 2011 that was
              presided over by the SND and Chairperson, NDRRMC attended by all Member-
              agencies. The Executive Secretary instructed the NDRRMC member agencies to
              expedite relief and recovery efforts as well as the rehabilitation of the damages to
              properties incurred from Typhoon “Pedring”
        •     Another NDRRMC Meeting was held at 4:00 PM (27 September 2011) to further
              discuss the effects of Typhoon “Pedring” and the appropriate actions to be
              undertaken by each member agencies

      •      The following agencies initiated the following relief and rescue responses:

             (1) DSWD DROMIC, through DSWD-FO II prepositioned food and non-food items
                 (NFIs) for allocation in five (5) provinces namely, Cagayan, Quirino, Nueva
                 Vizcaya, Batanes, Isabela. Breakdown is as follows:

              • DSWD IV-B prepositioned 1,110 family packs amounting to PhP275,000.00 (300
                 packs for Oriental Mindoro, 300 packs for Marinduque and 500 packs for
                 Occidental Mindoro)
              • DSWD CAR provides funds for the affected families for the purchase of
                 emergency relief goods in the form of family packs, electric generator and
                 water jugs which will be transported to Ifugao

           (2) Department of Health (DOH) Central Office prepared logistics (drugs and
               medicines) for augmentation to CHD II; prepositioned drugs and medicines in all
               affected regions; placed on standby medical teams in all CHDs concerned; CHDs
               Metro Manila, V and IV-A activated their Surveillance in Post Extreme Emergency
               and Disaster (SPEED) program; continuously coordinates with Provincial Health
               Office and RDRRMCs concerned; and provided PhP1,059,490.25 worth of
               assorted drugs and medicines and jerry cans

             (3) Armed Forces of the Philippines (AFP) dispatched SAR assets to the flooded
                 areas in Metro Manila: 341 manpower (30 Officers and 311 enlisted personnel);
                 vehicles (2 vans, 5 M35 trucks and 1KM4500); equipment (6 rubber boats,
                 communication equipment, 3 assorted DRO equipment, 4 water Limbouy, 40 life
                 jackets, 4 life rafts, 72 life vests, 20 life bouys and 3 assorted DRO equipment;
                 and 1 Fiberglass boat. Six hundred (600) residents were evacuated /rescued from
                 5 barangays in Marikina City and Tondo Manila and were evacuated to 4
                 evacuation centers; 703rd Brigade, 7ID, PA, AFP assisted RDRRMC-3 in the

    conduct of SAR operations in various flooded areas in the region; assisted
    in the evacuation of 15 families to Central Elem. School in Dagupan;
    conducted rescue operations in the flooded areas of Brgy. Alaska, Aringay

(4) Bureau of Fire Protection (BFP)
•   BFP Region IV-A assisted the Rizal DRRMC in evacuating 220 families / 874
    persons from Brgy Burgos and Rosario, Rodriguez; Brgy Banaba, San Mateo
    Rizal and Brgy. Ana, Taytay, all in Rizal Province
•   Bato Fire Station in Camarines Sur dispatched BFP rescuers and conducted
    SAR operations at Bato Lake for the fishermen declared missing for 2 days
•   BFP Rescuers, in coordination with LGU Bato and PAF personnel, was able to
    rescue Restituto Bandales y Rafanan, 70 years old
•   BFP IV-A assisted in the conduct of pre-emptive evacuation of families in low-
    lying areas and near mountain slopes

(5) Department of Public Works and Highways (DPWH)
    •   DPWH Central Office directed all its District Engineering maintenance crew
        to conduct immediate clearing operations at the landslide –stricken areas and
        immediate repair of damaged roads and bridges in all affected areas
    •   DPWH CAR facilitated massive clearing operations and assured that all
        major roads will be opened by 29 September 2011
    •   DPWH III installed warning signs to the eroded shoulder and collapsed
        retaining wall along Brgy Piut, Carrangalan, Nueva Ecija

(6) Department of Education (DepEd)
    •   Ninety six (96) schools (39 in NCR, 3 in CAR, 1 in Region I, 8 in Region II, 4
        in Region III, 5 in Region IV-A, 36 in Region V) in 18 Divisions are being
        utilized as evacuation centers with 7,571 families / 25,863 individuals

(7) Philippine National Police (PNP)
    •   PNP deployed Reserve SAR Assets; supported other government agencies in
        actual conduct of search and rescue operations in affected areas; provided
        police visibility and security in affected areas and evacuation centers; assisted
        in the clearing of highways and major thoroughfares; and supported other
        government agencies in rehabilitation and recovery efforts
    •   NHQ NDOC assigned 1 PSI and 2 PO1 at PNP-NOC from 0800 to 0800 the
        following day (September 28-29, 2011)
    •   PRO 1 conducted clearing operations along the national highway of Aringay,
        Agoo and Caba of La Union Province and WASAR teams of Pangasinan
        Provincial Police conducted evacuation operations in Dagupan City, Binmaley
        and Calasiao, Pangasinan; conducted pre-evacuation of residents at
        Pasungol, Santa IS affected by the storm surge; Sual PNP immediately
        investigated the fatality in Brgy Sioasio East, Sual, Pangasinan
    •   PRO 2 dispatched three (3) rescue teams with 5 rubber boats with/ without
        outboard motor to rescue isolated residents in Brgy. Rancho, Angandanan
        and Brgy. Mabuhay, Echague all in Isabela; dispatched light trucks to Brgys
        Marana 1st and 2nd in Ilagan, Isabela; tapped SAR teams from PCG, TOG2
        and PAF to assist in the rescue operations. Four SAR teams from the RPSB 2
        are enroute to IPPO to reinforce the rescue operations. The teams conducted
        clearing operations along Maharlika Highway and other major thoroughfares
        in Santiago City, Nueva Vizcaya and Quirino

          •    PRO 3 proceeded to Cabanatuan City for the conduct of rescue and
               relief operations, bringing with them a Canter truck with 2 motorboats
          •    Rizal Police Provincial Office PS/INSP Aristone Dogwe led the rescue team
               with rubber boat augmented the SAR operations in San Mateo and
               Rodriguez, Rizal

    (8) MERALCO
          •    The Senior Vice President and Head of Customer Retail Services and
               Corporate Communications Alfredo S. Panlilio said that Meralco service crews
               will continue to work round-the-clock until power to the last circuit affected by
               Typhoon “Pedring” has been restored; further assures that person are doing
               their best to be able to restore power the soonest possible time and advised
               affected customers to get in touch with Company’s Call Center at Tel. No.
               16211 for queries regarding the status of restoration work in their respective
               areas

    (9)       Philippine Coast Guard (PCG)
          • PCG dispatched today 2 vehicles, 3 rubber boats and 26 rescuers to Nueva
            Ecija for SAR operations and conducted initial reconnaissance in Region III

   (10) Department of Interior and Local Government (DILG)
          • LGUs in 5 provinces in Region II and affected cities and municipalities in NCR
            are now conducting damage and needs assessment, deployment of manpower
            with SAR equipment for the conduct of SAR operations and clearing
            operations at the landslide areas / flood stricken-areas, evacuation of families
            to safe areas, and provision of relief services

   (11) Philippine Information Agency (PIA)
          • Continuously disseminates all news reports from NDRRMC to all PIA
            Regional/Provincial Offices nationwide and media organizations for further
            dissemination to the general public

   (12) Department of Trade and Industry (DTI)
          • Conducted inventory of supply of basic commodities in Region 1 to
            ensure stable prices of basic commodities

RDRRMC’s’ Local DRRMCs Response Efforts

   (1) RDRRMC/ OCD I
       Dagupan City
        • Implemented pre-emptive evacuation of 3 barangays (Bonuan-Guesset,
          Pantal and Herrero-Perez) threatened by storm surge; conducted medical
          check-ups for evacuees in partnership with CHO

   (2) RDRRMC/OCD III
        • Facilitated the request of different LGUs requesting relief assistance thru
          DSWD, SAR Teams and rubber boats for the flooded areas in the region
      Tarlac
       • With Tarlac CDRRMC and local DPWH dispatched PDRRMC DART Team
         for clearing operations re uprooted acacia trees along Romulo H-way;
         controlled situation at Sta. Lucia Bridge in coordination with Capas
         CDRMC, PNP and Provincial Public Safety Company; dispatched 1 DRRO
         Team from 3rd Mech IB to assist in rescue/evacuation operations in
         Concepcion, Tarlac

   Bulacan
    • Conducted rescue operation in Bulacan together with PNP, PA and BFP
   Pampanga
    • Conducted rescue operation together with the PNP, ARMY, BFP, and PAF
      for the 4 trapped persons at Pasig-Potrero bridge – 2 of the 4 trapped
      were rescued
   Olongapo
   • Led in the conduct of rescue, relief and clearing operations; currently
      conducts SAR operation for the victims of the trashslide at the New
      Cabalan landfill in Olongapo in coordination Olongapo Rescue Team, 24th
      IB, PA, PNP Barangay Rescue and ESMO

(3) RDRRMC/OCD IV-A
   Quezon
   • PDRRMC through the Infanta Engineering Office, BFP, PNP and BDRRMC
     Comon conducted clearing operations at the two-way lane National Road at
     Brgy. Comon which is blocked by fallen tree; conducted an emergency
     meeting on Sept 26, 2011; WASAR team of Gen Luna and Macalelon together
     with Coast Guard - Marinduque responded and conducted rescue operations
     for the fishermen on board Sydney and Ice Jade boats; and response team of
     MDRRMC San Narciso also conducted SAR operations of the two fishermen
     reported missing
    Batangas
    • PDRRMC coordinated with local DepEd Provincial Office to ensure the
      implementation of SOP on the suspension of classes in all levels;
      recommended to the Provincial Administrator for the suspension of office work
      in the government offices; and deployed the provincial monitoring teams to
      monitor the situations in cities and municipalities

(4) RDRRMC/OCD-V
    Convened an emergency meeting at OCD V conference room, attended by C,
    PDRRMC Albay, DSWD, DPWH, DOH, PCGDB, PA, PN, and PAGASA
    Camarines Norte
    • Joint PDRRMC Camarines Norte/MDRRMC Mercedes rescue team proceeded
      to Butalawan, Siruma to fetch group of fishermen from Camarines Norte that
      took shelter in the area at the height of Typhoon “Pedring”; and Technical
      team conducted meeting on the preparation and assessment of situation
    Catanduanes
    • Provided food assistance to strandees in Tabaco Port and families evacuated
      to relatives

(5) MMDRRMC/OCD-NCR
    • MMDA and LGUs concerned are conducting clearing operations in their
      respective AOR. MMDA and OCD conducted an ocular inspection in Pasay
      City (Hotel Softel and SM Mall of Asia, Manila City along Roxas Boulevard
      from CCP to Port area, Navotas City along R10, Malabon City, and Marikina
      City. CDRRMC San Juan conducted clearing operations, prepared all rescue
      vehicles and equipment for immediate response and dispatched ambulance
      and rescue vehicles for ocular inspection within AOR. NCRCOM coordinated
      with PA for the deployment of amphibian vehicles to Navotas and Malabon
      City. LDRRMC Manila deployed 4 rubber boats to Espana, P. Faura,
      Pandacan, and Pier 18 to assist in rescue operations. DSWD-NCR
      prepositioned 1,700 family packs and ready to repack additional family packs if
      needed. DRRMC Navotas City conducted evacuation operations in Navotas
      East using 3 amphibians. Mayor Del De Guzman thru Marikina requested for

     the deployment of 2 M35; CDAG team was deployed to Navotas, Ospital ng
     Maynila, Baseco and Softel. DRRMC Manila City is closely monitoring Estero
     de Magdalena, Estero de San Lazaro and Estero Cabulusan. Brgy. 177, 16
     headed by Chairman Ed Yu is monitoring the situation along Estero de San
     Juan which is about to overflow and readied Patricia Complex for possible
     evacuation. QC DPOS prepositioned dump trucks, rubber boats, and rescue
     team CDAG rescue teams are on standby ready for possible deployment and
     rescue operations. Members of the Outdoor Advertising Association of the
     Philippines have rolled down the tarpaulin in billboards in Metro Manila for
     possible evacuation

(6) MDRRMC/OCD-CAR
    • LDRRMCs facilitated the pre-emptive evacuation of 167 families / 735
      persons in Ifugao, Mt. Province and Benguet; set to conduct aerial survey
      to reassess the rehabilitation plan and DRRM plan of the provinces in the
      region
