Minutes of the Council Meeting held on Thursday 11th June 2009 in The St Martins
Community Centre, commencing at 7.00pm

1. Public Participation
Councillors and the Council were given information and a list of questions by Mr R
Traffic problems at Ifton School-
The following were suggested by members of the public -
A flashing speed limit
Move the 30mph limit back to The Flash
Further traffic calming
Correct the differences in signage re 20mph where 30mph on the road
Information given –
At school times 150 vehicles pass by in 10 minutes
A petition is in circulation. Part given to MP Owen Paterson already. A copy will
be available for signing at the Summer fete
Morda and Llanymynech have crossings
There had been near misses – suggested that these are reported.
The narrow path often results in two pram wheels on the road.
People and pupils waiting to cross to School Lane are pushed forward by those
walking towards the village on the same pavement.
The Council agreed to pass the requests and information to Shropshire Council
Councillor Ms A Baseley thanked Councillors for electing her as chair. She thanked
Councillor N Graham for his time as chairman

3. Declarations of Interest
Item 11 Councillors Mrs Birkett, N Graham, Mrs S Schofield as trustees of The
Community Centre. Councillor Ms A Baseley as a prospective allotment holder.
4. Minutes of the last meeting
The minutes of the meeting held on 14th May were approved, with an amendment to include
in item 4 –
Councillor Ms A Baseley was proposed by Councillor N Graham and Seconded by
Councillor D Laing and Councillor Mrs S Schofield was proposed by Councillor Mrs C Gartry
and seconded by Councillor W Dulson. A vote was taken and Councillor Ms A. Baseley
was elected as Chairman.

6. Parish Matters
Police Report – Theft 0; ASB 8; Criminal damage 2; burglary non dwelling 2;
Speeding tickets had been issued and advice given; local police officer will be
undergoing training on the use of the speed gun; On duty telephone number 077927
The Chairman thanked the officers for attending.
Reported by Councillors – concern about a group of youths meeting at the bottom of
Church Lane and asked that the Officers keep a watchful eye.
b) Members reports
Councillor Laing reported a pothole near a water grid opposite Foundation Pilings in
Councillor Wright stated that
There had been excessive litter in the play area
Asked that a bigger bin be installed.
After surface dressing there were still chipping on the pavement in Ellesmere
Councillor Mrs Gartry reported that the cherry picker parked near The Cross Keys was
still causing problems. Clerk asked that the name be noted and forwarded to her.
Councillor Mrs Birkett reported a deep pothole at the base of a telegraph pole outside 1
Kingsbury, School Lane
Asked that Shropshire Council be requested to continue with the Water Forum.
Reported pot holes in Ellesmere road 1) 6 x4 inches opposite the bus stop at
Halls corner and 1) 4inches deep opposite New Terrace

The Clerk reported to Members that the Council’s Accounts had been audited
successfully. It was resolved to accept the return.

The Clerk read the statements and councillors agreed their response.
f) Internal Auditors Report
The Chairman read out from the Internal Auditor commending the management of the
Parish Accounts by the Clerk

g) Contribution from St Martins Centre -
The Clerk reported that cheques totalling £2352.65 had been received as
contribution towards the environmental survey and solicitor’s fees
h) To confirm the asset register
It was resolved to accept the asset register.

8. County Report - telephoned
Councillor Davenport reported to the Clerk that Councillor Keith Barrow had been elected
as leader of Shropshire Unitary Council.
9. Planning Applications
09/00784/rem Plot 5 Adjacent to Fairfields, Woodbury, St Martins – Erection of two storey
dwelling house incorporating front balcony with detached pitched roof garage with
associated parking/turning area
Councillors objected for the reasons below;
Planning application OS/09/15909/ful Fairfields, Woodbury, Construction of a two
storey wooden outbuilding (for implements and general domestic storage)
Retrospective for the same site stated that the land was to be a small holding. Now,
only months later, they are applying to build a dwelling on agricultural land!! The
Parish Council objected to15909 as it too, was too large and intrusive.
Please give preference to the existing use of the site.
The site is wet and has drainage problems, have the problems been solved?
The proposed dwelling is too big, too high and out of keeping with the area.
How many dwelling are there on the drive? Only five allowed – it is believed that the
plan sent did not show all the properties in the area
Are the trees to be felled mature and of significance? If so please retain them by
putting a TPO on them
09/00851/OHL 132kV overhead line between Legacy and Oswestry
The council objects to this application and requests that the line be put
underground and follow the route of the A493
OS/09/15909/FUL Fairfields, Woodbury St Martins Oswestry- already granted
Councillor Mrs Schofield took the report to read.
Any other applications received before the meeting – there were none.

Resignation - Councillor Jenkins. The Clerk had sent letters all three councillors
who had resigned, thanking them for their work while in office.
11. Arthan’s pond
1) Update on progress
The Lease has been signed by the Chairman, clerk and two members of the
Community Centre trustees
Further work on he site will take place soon –car park and fencing
Meeting on Thursday 25th June for all interested in the allotments. Letter had been
sent out to all applicants and notices would be posted.
It was reported that the Carrot and Carp project had won through to the finals of the
Pride of Shropshire awards
12. Change of name of Community Emergency Scheme to Planning for an Emergency
This was agreed.
13. Reports from meetings attended representing the council
Councillor Graham reported that IMMC thanked the Council for the donation of £1,000
