Alliance Fares and Rules Questions for Consideration
With the growth in alliances and enhanced automated functionality, ATPCO has been requested to re-open this topic for
industry discussion in order to identify current requirements and define a fully automated solution that meets market
needs. ATPCO would like carriers to consider their requirements in terms of what is necessary for initial implementation
versus the future vision for alliance data. Cost-justification as well as carrier and subscriber willingness to adopt the
solution are necessary to move forward.

Participating Carriers

Today’s processing requires that the carrier who files the fare (fare owner) must be the marketing carrier on the primary
(significant) portion of travel for their fare to be applied during the pricing process. This raises the following questions:

Data Maintenance

In today’s environment, ATPCO data can be maintained and updated only by the carrier who owns the data (specific
carrier code). Additional levels of security are available to permit another party to maintain and update the data. Only
ATPCO can maintain and update industry (YY) fares. This raises the following questions.

Data Security

Within ATPCO’s data collection system, public data can be viewed by all users with a valid ATPCO sign-on, and private
data can be viewed only by the fare owner (that is, the carrier that files the data). Additional levels of security are available
to permit another party to view the data.

If the alliance fare and rule data is maintained under a single alliance carrier code representing multiple participating
carriers and the data is private or public (that has not been distributed), then the following security questions need to be
answered.

Data Distribution

If an alliance carrier code is created to facilitate the collection and maintenance of these fares, the following questions
need to be answered to identify the data distribution business requirements. Initial feedback supports the distribution of
this data as carrier coded, reducing the industry cost to implement this change.

    This example assumes that the fare display and pricing may be affected, but that ticketing and other downline
    processes will reflect the fares as coded by the carrier by applying logic to take the alliance fare and derive the
    marketing carrier from the itinerary. Subsequent revenue management and revenue accounting systems may find it
    difficult to identify the fare sold.

Pricing

This section is intended to be used as a reference when identifying business requirements concerning pricing
requirements for the alliance fares.

Detailed pricing standards will be defined once the scope of the solution is determined and specified business
requirements are identified. At a high level, the following questions need to be addressed.

Note:    The answers to these questions may depend upon whether the fare is distributed as a carrier fare or an alliance
         fare.

35. Some pricing data is applicable based on a “fare owner.” This is usually defined as the carrier who published the fare.
Since these fares will be published as an alliance fare, but applicable to multiple fare owners, this needs to be addressed
in any pricing process that depends upon a fare owner. This concept is particularly important for Combination (Category
10) processing, which details how and under what circumstances a fare can combine with another fare. For example, if
fares are only combinable with other fares of the same fare owner, then does this refer to other alliance fares, carrier-
specific fares for participating carriers on the alliance fare, or both?

The Carrier Code *B = ABC Alliance and fare and rule data is filed under carrier code *B for fare class YSPECIAL. The
following carriers participate in the ABC Alliance: XX/ZZ/BB/CC. The *B YSPECIAL fare can combine only with other
fares with the same fare owner.

Which of the following can the fare can combine with?

36. Will Reservation Booking Designators (RBDs) be aligned across participating carriers on the alliance fare? If so, is

39. What are the fare construction requirements? For example, are there specific requirements for Higher Intermediate
Point (HIP) or Circle Trip Minimum (CTM) checks that need to be addressed?

This section is intended to be used as a reference when identifying business requirements concerning how the alliance
fares should be displayed.

Detailed fare display requirements will be defined once the scope of the solution is determined and specified business
requirements are identified. Please review the current display hierarchy for carrier fares and industry (YY) fares and
determine how alliance fares fit within the existing hierarchy.

Ticketing, Revenue Accounting, and Proration

This section is intended to be used as a reference for the working group when identifying business requirements
concerning how the alliance fares should be ticketed and any potential effect on revenue accounting and proration.

Detailed ticketing, revenue accounting, and proration standards will be defined once the scope of the solution is
determined and specified business requirements are identified. The working group participants should consider business
requirements for ticketing alliance fares. For example, are there special ticketing requirements for these fares and what
ramifications do those requirements have on revenue accounting and proration? At a high level, the following questions
need to be addressed.

47. Does the ticket need to reflect that an alliance fare was priced? How will revenue accounting systems know an
alliance fare was priced?




48. Who is the validating carrier? Does an alliance carrier have to be the validating carrier?




49. Should the validating carrier be reflected as the alliance code? If so, how will this work with settlement and other
back-office processes?




50. Should the validating carrier be identified based on the actual participating carriers on the ticket within the scope of the
existing validating carrier selection logic in each system?




51. If this is ticketed under the alliance code, then how will revenue accounting systems apply the settlement rules?
