TO REQUIRE AUCTION BIDDERS TO SUBMIT REHABILITATION PLANS

WHEREAS, By Resolution No. 190 for 2005, the Albany County Legislature revised the County’s
Property Disposition Plan to reduce chances that auctioned parcels would fall into the hands of bidders
with little or no serious intention of rehabilitating or maintaining the properties, and
WHEREAS, The revisions were designed to ensure that those who win bids at County auctions of
tax-foreclosed properties have demonstrated by prior actions a serious intent to improve and maintain
the properties they own, or meet conditions relating to financing and code compliance when bidding on
properties with historic, cultural, archeological or architectural significance, and

Albany County does not provide Title Insurance or other guarantees on any
parcel sold. We strongly recommend that the successful bidder secure a Title
Search prior to closing on auction properties.

WHEN DO I CLOSE?
Closings will be scheduled after certified copies of the Resolution authorizing sales are received by Fi-
nance—normally 45-60 days after bids are recorded. A list of Auction dates and adopted resolution
dates is include on page 37 for reference, if needed.
Any bid can be rejected for any reason during this process. If you do not respond to the closing letter
within 30 days you will lose your deposit.
All parcels will be conveyed by the County of Albany to the purchasers
free and clear of all property and school taxes collectable prior to Janu-
ary 2010, excepting: (a) village taxes; (b) a pro-rated share of the prop-
erty tax levy payable January 2009; (c) bidder is responsible for the en-
tire 2009-2010 school tax bill payable in September 2009; (d) any
street, sewer, or other special assessments unpaid or payable to the
municipality in which the parcel is situated; and (e) any water and sewer
charges at the time of closing or payable thereafter.
The aforementioned pro-rations will be computed as of the 30th day following the notification to close
provided to the approved bidder.

REHAB ASSISTANCE

1. Security Home Improvement Program (SHIP) - $1,000 in grant assistance to low income South End
homeowners for emergency repairs to their owner occupied homes. Preference is given to the elderly
and disabled.
2. RESTORE program – This program provides senior citizens with up to $7,500 grant assistance for
emergency repairs to their home. Repairs include, but are not limited to, safety and health hazard items
such as furnace, roof, electrical, water, and sewage repairs/replacement, as well as accessibility repairs
such as stairs, porches, doors and windows. Eligible candidates must be 60 years of age or older, reside
in their own homes within the City of Albany.
3. Homeowner Rehabilitation Program (HARP II) – this grant assists current income eligible homeowners
who are in need of substantial rehabilitation work to their homes within the South End of Albany. These
homes will be brought up to code and Housing Quality Standard (HQS) safe. The focus will be on en-
ergy efficiency, accessibility, and lead safety items. This grant will be coming soon.
All applicants for the aforementioned grants must meet the 2009 U.S. Department of Housing and Urban Devel-
opment (HUD) income guidelines of 80% or less (depending on the grant) of Albany area median income.
