       Appointed via consultants as Partnership Manager to manage Branch Functions
        regarding planned and responsive works
       Reduced average void cost from £1400 to £940 over 3 months on a turnover of 1100
        voids per annum.
       Restructured branch to incorporate pda’s to all staff and efficiency savings to run
        from September 2010 (in place, consultant led).
       Sharpened up contractual documentation to ensure compliance with all relevant
        statutory requirements under CDM
       Improved performance of KPI measured external works
       £18 million p.a. Contract Management annual turnover including :
  i.    Decent Homes - external insulation retrofit, kitchen and bathroom installs, boiler

An important multicultural East London Registered Social Landlord formed from the
merger of two community-based housing associations, Bethnal Green and Victoria Park
Housing Association (BGVPHA) and Labo Housing Association, on 31 March 2008.

Director Asset Management
£20m Capital budget £4m Revenue Budget              25 staff

Invited, following an initial interim role, to take on responsibility for development, major
repairs, responsive and cyclical maintenance, gas servicing (CP12) and M+E service
contracts for 2700 properties.
     Improved management of development projects, moving Gateway from bottom
      quartile to top quartile for performance for housing associations in London
     Delivered 100 new properties annually with 170 currently under construction.
     Design mix included social housing for rent, shared ownership, BME design
      requirements and supported/high support housing
     Identified a property to utilise funding for MMC airspace development whilst also
      reducing build costs by £300k
     Identified unsuitable loss making properties under 30 year projections and drove
      decant and demolition proposals
     Secured £3.2m funding for demolition and rebuild of block of 40 sheltered flats
      identified as loss making through Asset Management strategy
     Secured £2.4 million for demolition and new build of 12 sheltered to offer 23 flats for
      general needs identified under Asset Management Strategy.
     Secured £4 million for demolition of old block and new build of local Authority priority
      extra care scheme.
     Resolved problems with planning permission to enable the demolition and rebuilding
      of 2 unsuitable blocks of flats driven by asset Management strategy.
     Panel member for OJEU framework procurement of development contractors through
      the North River Alliance consortium (ISHA, Christian Action Enfield, Tower Hamlets
      Community Housing).
     Wrote and presented to Board the Asset Management strategy for RSL .
     Successfully implemented a new Asset Management Database – Integrator - and
      20% stock condition survey to create a 30 year plan.
     Refurbished 7 sheltered housing blocks for a £5 million programme for decent homes
      (insulation, windows, kitchens bathrooms)
     Managed the balance between Direct Labour Organisation services and contractors
      increasing the DLO to include apprentice gas engineers.
     Managed interface between Customer care team and Maintenance department to
      create work flow processes for efficiency gains
     Managed the maintenance contract procurement process to ensure compliance with
      the Official Journal of the European Union OJEU).
     Initiated a prompt investigation into initial high costs on the new responsive repair
      contract, reducing costs on 5000/6000 jobs annually by 25% whilst improving quality.

PROVIDENCE ROW HOUSING ASSOCIATION

A single homeless Housing Association and one of London’s oldest homeless charities.

Director, New Initiatives and Property Services
Invited to return to source new development and revenue opportunities ensuring that they
came to fruition whilst also responsible for DLO and contracted responsive maintenance
services to 500 properties.
     Undertook major refurbishment of grade 2 listed block of 53 properties for Decent
        Homes
     Updated and improved the asset register for long term component replacement
     Managed asbestos register and compliance with SHE requirements
     Sponsored and gained Board approval for the redevelopment of 2 failing blocks of
        property (22 bedsits, 12 3 bed houses) and their replacement by 45 new flats and
        homes.
ST MARTIN IN THE FIELDS SOCIAL CARE UNIT
1999-2003
A high profile Day Centre charity in Trafalgar Square for homeless people.

Director of the Charity
Recruited to pioneer new directions and turn around a culture of complacency.
     Successfully leased a run down property in Clapham to a Housing Association for 40
       years whilst formalising a management agreement to run the property on its behalf,
       allowing capital funds to be drawn down for the refurbishment of 16 one bed flatlets.
     Persuaded the National Lottery and major charitable donors such as Bridge House
       Estates Trust to provide funding and grants.
     Contributed to the selection of the architect and the design of the recently completed
       £42 million refurbishment scheme.
     Introduced a new Night Centre running 365 nights a year, arranging for 100%
       Government funding and the opening by Tony Blair as part of the Rough Sleeper
       programme.
     Doubled turnover and enabled the Centre to become a flagship for the Government’s
       Rough Sleeper Strategy.

PROVIDENCE ROW HOUSING ASSOCIATION
1993-1999
Resettlement and New Initiatives Manager
Recruited to manage the Resettlement Department, enabling single people to move from
hostels to permanent accommodation.
    Introduced pioneering approaches to recruitment that increased staff by 4 without
       adding to the Association’s costs, allowing the controlled growth to take account of
       new initiatives in housing and resettlement.
    Negotiated with Tower Hamlets Council to buy, for £366k against an open market
       value of £1.5m, a redundant school which was then used to provide a foyer for the
       young homeless in the borough.
    Raised capital funding and gained planning permission for the building to go
       functional in 2000 when it was opened by the Queen.
    Following a successful pilot “wet hostel” joined with local authority to cost and bid for
       funds from DoE to provide a permanent replacement.
    Used Government funding to buy an old church hall successfully building new flats
       whilst also providing additional funds for the church.
    After success of bid sourced a vacant building and delivered the project which is still
       running 12 years later.
    Devised and implemented a plan to use empty buildings owned by the Association to
       provide emergency accommodation during the winter months for 40 homeless people
       nightly, with the project deemed a success by DoE, a major funder.
